The Telegraph reports on June 8 that the Myanmar-based National Socialist Council of Nagaland-Khaplang (NSCN-K) led by S.S. Khaplang has sought Statehood for the Naga people in Myanmar. According to a source, the outfit has already submitted a proposal for statehood to the Union Government of Myanmar. A former senior functionary in the NSCN-K, Kughalu Mulatonu, said Khaplang had already submitted a Statehood proposal to the Myanmar government for the Naga people. “Khaplang has submitted a statehood proposal to the Myanmar government,” he said. Mulatonu had recently deserted the NSCN-K and joined the NSCN-Khole-Kitovi (NSCN-KK) along with a few cadres. The NSCN-K signed a bilateral ceasefire with the Myanmar Government in May 2012 and a peace process is under way. Naga people live in Sagaing division, but after signing of a ceasefire agreement, the Myanmar Government has granted the Nagas self-administrative autonomy. The Government there has assured rapid development in the Naga-inhabited areas in Myanmar. The rival outfits in Nagaland have said Khaplang, a Naga from Myanmar, is contemplating to resolve the Naga issue with Myanmar. There are now only a few hundred cadres of the NSCN-K in Nagaland. They have two designated camps, one at Suruhoto in Zunheboto District and the other at Mon District. Though the Indian Government had also signed a bilateral ceasefire with the outfit on April 28, 2011, talks have not started. But the Centre has ruled out talks with the NSCN-K till issues are resolved with the NSCN led by Isak Chishi Swu and Thuingaleng Muivah (NSCN-IM).

Terming the news as a mischievous reportage, the NSCN-IM, on June 9, said that the Naga political solution that will emerge from the current political dialogue with the Government of India, will be on the basis of the ‘unique history and situation of the Nagas’ as mutually agreed between Government of India during Atal Bihari Vajpayee Prime Ministership and NSCN-IM on July 11, 2002 which shall be honorable and acceptable to both the parties (entities). The May 28 edition of The Telegraph quoting a senior Intelligence Bureau (IB) official had said that after an Accord is signed, NSCN-IM ‘chairman’ Isak Chisi Swu will become the chief minister of Nagaland.

The Sangai Express reports that six top National Socialist Council of Nagaland-Isak Muivah (NSCN-IM) leaders, including V.S Atem, AK Lungalang, TT Among, Victor Angami, ImchaLongkumer and Qhevihe Chisi Swu, on June 10, has left for Delhi to meet with Prime Minister Narendra Modi and other leaders. NSCN-IM ‘chairman’ Isak Chisi Swu and the outfit's ‘general secretary’ Thuingaleng Muivah had left Dimapur for New Delhi on May 13 in connection with the ongoing peace talks. Meanwhile, it is yet to be confirmed officially either from the NSCN-IM or from the Government of India (GoI) about the forthcoming talks.

Nagaland Post reports that the Kuki Inpi Manipur (KIM), the apex body of Kukis in Manipur has submitted a memorandum to the Prime Minister (PM) of India on June 13 stating that any possible agreement with the Isak-Muivah faction of National Socialist Council of Nagaland (NSCN-IM) will be seen biased and prejudicial if the plight of the Kuki people is not solved first. In the memorandum, KIM requested the PM to accord due cognizance of the struggle of Kuki people for justice. KIM in the memorandum alleged NSCN-IM of commiting ‘genocide’ in the early 1990s when they killed 905 Kukis and uprooted 360 Kuki villages and seized their land, rendering 100,000 Kukis homeless.

Meanwhile, prior to the holding of ‘formal talks’ between the Government of India and the NSCN-Isak-Muivah (NSCN-IM), a series of ‘informal meetings’ are going on in New Delhi between the two parties but this information could not be confirmed from either side, reports The Sangai Express on June 15. “Very soon the formal talks with the Government of India will begin at the highest level and we are hopeful of the outcome of the talks,” a well placed source from the NSCN-IM said. The source said that preparations and consultations among the NSCN-IM leaders are underway in New Delhi for the ‘formal and crucial talks’ which will be very soon.

Separately, SFs during a two day joint operation carried out from June 16 to 17 arrested two Isak-Muivah faction of National Socialist Council of Nagaland (NSCN-IM) militants identified as ‘lieutenant colonel’ Phungreisung Tanghkhul and ‘major’ Thongwang Aran from a village near Khonsa in Tirap District. Two AK-56 rifles, two magazines and 40 rounds live ammunition along with cash were also recovered from them. The groups, which are suppliers of weapons to the Garo Hills–based militant outfits, comprise of the Nationalist Socialist Council of Nagaland (NSCN), the National Democratic Front of Bodoland (NDFB) and the United Liberation front of Asom (ULFA), informed a source. According to sources, these frontline militant outfits engaged in peace parleys never divulge the exact composition of their arsenal. “80%–90 % of these arms lie unused for five to six years and just before their life span lapses (for being unused), these militant groups prefer to dispose of these weapons,” informed a source.

On June 20, Border Security Force's (BSF’s) Special Director General (DG) BD Sharma stated that the Northeast insurgent groups including Nationalist Socialist Council of Nagaland (NSCN) and National Liberation Front of Tripura (NLFT) have around 45 hideouts in Bangladesh, reports The Assam Tribune. He commented, “Our relation with BGB [Border Guards Bangladesh] is good and they are highly cooperative. Even, today (June 20) morning I spoke to DG of BGB, Major General Aziz Ahmed over phone. Despite this, as many as 45 militant camps of North East-based militant organisation still exist in Bangla soil". Sharma at Salbagan, BSF Tripura Frontier headquarters said the insurgents could not be fully wiped out from Bangladesh soil because deployment of BGB was thin compared to requirement. “They are now raising new forces and we hope that the situation would improve soon. Besides, the terrain and riverine border also come in the way of maintaining effective border vigil”, he pointed out. Of the total 45 militant camps, militants from Tripura have 21 hideouts, mostly belonging to two banned outfits – All Tripura Tiger Force (ATTF) and NLFT. Also, after Indian border guards started using non–lethal weapons, the number of people killed along the border has come down from 100 to 12 in a year, said BD Sharma, adds The Sentinel. The BSF has also proposed setting up 64 “border haats” (markets) along the border to further improve relations between India and Bangladesh. Of the 60 border haats, 22 were proposed in Meghalaya, 32 in West Bengal, four in Tripura and two in Assam. Sharma added, out of about 4,000 kilometer border with Bangladesh, barbed wire fencing would be erected in 3,314 kilometer, of which 2,418 kilometer has already been fenced and works are in progress in 342 kilometer. “So, about 70 per cent of the border is now fenced”, he said. Sharma said that 3,061 km of the Indo-Bangla border would be illuminated by flood lighting to check smuggling and border crimes. Of this, 1732 km have already been illuminated. It is 57 per cent of the total works, he further said.

Union Minister of State for Home Affairs Kiren Rijiju stated, "I have full charge of the NE division and have been informally meeting representatives of some of these outfits. I have conveyed to them: 'See, here is your man in Delhi, and this is your best chance to come on board and shun violence'. I hope these groups, as they have indicated so far, are serious about bringing peace to the region and work together for the development of the long-neglected NE states. I have asked officials in my ministry to initiate formal dialogue. We have some differences with United Liberation Front of Asom (ULFA) and Nationalist Socialist Council of Nagaland (NSCN) and hopefully that will be sorted out in due course… The Government this time will ensure that the interlocutors who hold talks with militant groups have more mandate than just one-on-one discussions. This would mean that the interlocutors could have talks simultaneously with all stakeholders to reach a comprehensive solution. In case the negotiations fail, the government would clamp down on their front organizations and stymie their finances."

Special Central Bureau of Investigation (CBI) Judge Vinay kumar Gupta at Patiala House Court in New Delhi pronounced its verdict.Kanglaonline reports that Kukis under the aegis of the KukiI Inpi Manipur (KIM) will hold a peaceful protest rally on July 4, to air grievances over the attitude of the Government of India (GoI) towards the plight of the Kukis who had endured ‘criminal and genocidal acts of NSCN-IM’ in the 1990s. Rally will be conducted in hill Districts including, Moreh, Tengnoupal, Kangpokpi, Saikul, Churachandpur, Jiribam/Phaitol, Mongneljang Ukhrul Districts and Imphal. It has been alleged that NSCN-IM in the 1990s carried out mass murder of Kukis resulting in 905 deaths, uprooted 360 villages and displaced 1,00,000 people.
