The Shillong Times reports on September 1 that besides the Assam-based United Liberation Front of Asom (ULFA) and the National Democratic Front of Bodoland (NDFB), the Nationalist Socialist Council of Nagaland-Isak-Muivah (NSCN-IM) is also using the Garo Hills corridor for sneaking in and out of Bangladesh, a latest report from the Union Ministry of Home Affairs has revealed. The various outfits also have their ‘command structure’ in Garo Hills,” the report states. The report also mentions about the increase in the number of civilians casualties due to insurgent activities.

The Telegraph reports that Meghalaya, Assam, Manipur and Nagaland continue to account for the bulk of insurgency-related violence in North-East, states a reports by Union Ministry of Home affairs.(MHA). Tripura, Mizoram and Sikkim have remained peaceful while Arunachal Pradesh barring a few incidents, has a general atmosphere of peace. The report also states that situation in the North-East has shown an “overall improvement” in 2012 and 2013 except in Meghalaya where casualties have gone up mostly because of extortion and abduction. In Meghalaya militant activity is mainly concentrated in the Five Garo Hills Districts: West Garo Hills, East Garo Hills, South Garo Hills, South West Garo Hills and North Garo Hills. Adjoining West Khasi Hills, which has a substantial Garo population, is also affected by the Garo hills militancy states an MHA report, reports The Telegraph on September 2. Further from 2007-14, 423 militant-related activities were reported in Meghalaya. During this period, 487 militants were arrested, 95 were killed and 173 surrendered. At the same time, 19 security forces were killed while 105 civilians died, reports The Shillong Times on September 2. Militant groups such as United Liberation Front of Asom (ULFA), National Democratic Front of Bodoland (NDFB), the Isak-Muivah faction of National Socialist Council of Nagaland (NSCN-IM) have been using the Garo hills corridor for sneaking in and out of Bangladesh ,states a MHA report, reports The Telegraph on September 2.

E-Pao reports on September 4 that 59 cadres of various underground organizations were arrested by Security Forces and Manipur Police Commandoes with a recovery of 12 guns, 145 live rounds of ammunition, 26 hand grenades and mobile sets, 1 IED remote control device and a cash amount of INR 1235 in the month of August. According to the report, 13 Kanglei Yawol Kanna Lup (KYKL) militants, 9 Peoples Liberation Army (PLA) , 7 United National Liberation Front (UNLF), 6 militants of Progressive faction of People’s Revolutionary Party of Kangleipak (PREPAK-Pro) and United Revolutionary Front (URF) , four militants of Kangleipak Communist Party (KCP) and Noyon faction of KCP (KCP-Noyon), two militants each of Isak-Muivah faction of National Socialist Council of Nagaland (NSCN-IM) , Lamnganba faction of KCP and MDF faction of KCP and one militant each of United Kuki Liberation Front (UKLF), Manipur Naga Revolutionary Front (MNPF), Military Council faction of KCP (KCP-MC) and Zou Democratic Volunteers (ZDV).

Ravi as Centre’s interlocutor for the ongoing “Indo-Naga peace talks”. According to the outfit, Ravi who, it said was “well known for his antagonistic approach to the Naga issue and obnoxious writings have come as a total surprise to the NSCN-IM”. Meanwhile, reacting to statements by Cease-Fire Monitoring Group (CFMG) chairman Lieutenant General (Retired) NK Singh, Manipur CM Ibobi and Home Minister Gaikhangam on cease-fire area coverage [that “cease-fire with the National Socialist Council of Nagalim-NSCN does not extend outside Nagaland”], the NSCN-Isak-Muivah (NSCN-IM), on September 5, said that unless the issue was clarified there was “going to be a serious problem.” NSCN-IM also alleged NK Singh has shown “public contempt” of the commitment of Indian Prime Ministers on the cease-fire area coverage issue. NK Singh has been reminded that “the cease-fire agreement is between the Government of India and the NSCN as two entities without territorial limits”. NSCN-IM reiterated that there was no official and bilateral agreement which showed that the three words “without territorial limits” have been “deleted” or “non-existent” as “wildly claimed” by NK Singh.

The Sangai Express reports that on September 9 a Manipur Police Commando identified as KS Thotyo was killed and two other Police Commandos identified as Khumukcham Amuthoi and Kapminlian Mangsuan were wounded in two separate ambushes by suspected Isak-Muivah faction of National Socialist Council of Nagaland (NSCN-IM) at Nungshangkong in the Ukhrul District and Shangkai village under Litan Police Station in the same District. KS Thotyo was killed in Nungshangkong and the other two were injured at Shangkai village in Ukhrul District. Ukhrul District Superintendent of Police (SP) S. Selvan escaped unhurt. The Times of India further adds that the incident comes after a day of lifting the 144 Criminal Procedure Code (CrPC) from Ukhrul area which was imposed after the July 12 killing of Ukhrul Autonomous District Council (ADC) member Ngalangzar Malue. Meanwhile, the State Government, on September 9, condemned the ambushes in Ukhrul, reports E-Pao. The ‘Joint Statement’ signed by former GoI interlocutor, K Padnamabhaiah and NSCN-IM General Secretary, Th Muivah in Bangkok (Thailand) on June 14, 2001, which stated that it was ‘mutually agreed upon’ that ‘the cease-fire agreement is between the GoI and the NSCN as two entities without territorial limits’, the Naga Hoho said. On September 14, the owner of the truck, identified as Ranjit Kumar Gupta, received a call from the cell-phone of the abducted driver demanding ransom of INR 1 million stating that if their demands were not made, the driver would be killed. Police on the same day arrested three of the five accused while they were trying to take the truck away. Based on their revelations, the Police raided a rented house at Nagarjan in Dimapur where the truck driver was confined and rescued the victim. Two other militants were arrested there. The troopers arrested six persons who later confessed that they were militant of Isak-Muivah faction of National Socialist Council of Nagaland (NSCN-IM) and were using the house as a base for carrying out illegal activities in the area, including extortions, abductions, kidnappings and illegal confinements. Various incriminating documents were also recovered from the house. On receiving information about presence of unauthorized weapons in a house in New Market Colony in Peren District, AR launched a search operation on September 29 and recovered one .22 rifle, one 12 bore rifle, assorted ammunition, incriminating documents and illegal tax collection books from the house , reports E-pao. The ‘under secretary’ of Peren unit of NSCN-IM, identified as Hainazin Ningkon and Heguikam Pame, an NSCN-IM militant, were arrested during the operation.
