Unnamed Indian government sources indicated in New Delhi on March 30 that the government is not willing to accept the formal offer of the Pakistani Foreign Secretary, Mr. Inam-ul-Haq for resumption of the suspended bilateral dialogue. The reason forwarded was that there was no ‘evidence on the ground’ to suggest that Pakistan has put an end to cross-border terrorism. Till that happened there was no room for talks, the sources maintained. The formal offer, the first since the Kargil crisis, was made in a meeting of the Foreign secretary with India's High Commissioner to Pakistan, Mr. G. Parthasarathy, on March 29. Several offers have been made by the Pakistan government at different levels through the media including the statement issued by Pakistan’s Chief Executive, Gen. Pervaiz Musharraf in Singapore on March 29.

The Communist Party of India-Marxist (CPI-M) has urged the Union Government to announce an ``unconditional and unilateral cease-fire in Kashmir to create an atmosphere conducive for the peace process to go forward.'' News reports cite this as the first instance where a mainstream Indian political party, with a base outside the State, has suggested a unilateral cease-fire. Speaking in New Delhi on October 7, a party politburo member said that an " unilateral cease-fire (by the Indian Government) may create an atmosphere of goodwill and confidence among the people of the state who are eager to respond to any positive initiative''. On the same day, in Srinagar, the party's state unit general secretary and state legislator, Yusuf Tarigami told the media that ``India needs to take a bold initiative to save Kashmiris''. He added that India must not compare itself with Pakistan and rather should take " a step forward and initiate a process. If Government of India declares a unilateral ceasefire, it is bound to create an atmosphere of goodwill and confidence''.

Speaking to newsmen in New Delhi, he attributed this approach to the fact that terrorist outfits such as "the Lashkar-e-Toiba and Hizb-ul-Mujahideen are surrogates and proxies acting on behalf of Pakistan, which surely would not like to see return of normalcy in Kashmir".

On the political front, a news report said the Chairman of the All Party Hurriyat Conference (APHC), Abdul Ghani Bhat, held a round of ‘secret’ talks with two emissaries of Prime Minister Atal Behari Vajpayee, in New Delhi, on December 3. Earlier, speaking to Radio Tehran, he predicted that the Kashmir issue was on the verge of a settlement and relations between India and Pakistan were going to normalize. He said that the announcement of a unilateral cease-fire by India was an admission of reality. He also said the APHC had not withdrawn support to the cease-fire announcement. While welcoming Pakistan's offer of "maximum restraint" on the Line of Control, the Hurriyat chief asked New Delhi to initiate a dialogue, involving Pakistan too, to settle the Kashmir issue.

Speaking in New Delhi on December 7, Prime Minister Atal Behari Vajpayee said that Government could consider the proposal for a Pakistan visit by leaders of the All Party Hurriyat Conference (APHC) if such a request was made by them. He added that so far, "There has been no request from the Hurriyat for visiting Pakistan and if it comes, we could consider it." Speculation on a visit by Hurriyat leaders began after the Pakistan Foreign Secretary's proposal that the Hurriyat Conference hold talks with Islamabad and New Delhi separately to pave the way for a trilateral dialogue. When asked about the possibility of talks with Kashmiri terrorist groups active in Jammu and Kashmir, the Prime Minister said "we want to talk to our own people".

A senior leader of the All Party Hurriyat Conference (APHC), Abdul Gani Lone, who was speaking to newsmen, in New Delhi, on December 11, reportedly said that all foreign mercenaries would have to leave Kashmir once a political dialogue started. He also called on all terrorist outfits to give a positive response to Prime Minister Atal Bihari Vajpayee’s unilateral cease-fire offer. As reported earlier a controversy is already on regarding Abdul Lone's stand on foreign mercenaries, against whom he had spoken out earlier in Pakistan. Addressing a Parliamentary Consultative Committee meeting in New Delhi, on December 15, Union Home Minister L K Advani hinted at the possibility of the government taking additional measures to strengthen the on-going Ramadan cease-fire. He added, the government was prepared for talks with Pakistan if violence reduced drastically in Jammu and Kashmir. Prime Minister Atal Bihari Vajpayee told newsmen at an Iftar party, on December 19, in New Delhi, that the Government’s decision on the issue of extension of Ramadan cease-fire in Jammu and Kashmir would be announced in Parliament on December 20. J&K chief Minister Farooq Abdullah, who was also present in the party, told newsmen that he was opposed to an extension of the cease-fire since killing of innocent people by terrorists continued unabated. Speaking to newsmen at a separate venue in New Delhi on the same day, Army Chief General S Padmanabhan said, the response to the ongoing Ramadan cease-fire in Jammu and Kashmir has been satisfactory although "some groups do not seem to like to live in peace".
