Top National Socialist Council of Nagaland Isack-Muivah (NSCN-IM) leaders Th.Muivah and Isack Swu met with Prime Minister Atal Behari Vajpeyee at his official residence on January 9, in New Delhi. The outfit’s spokesman reportedly said, prior to the high profile meeting, that the outfit has not given up its demand for self-determination and that its decision to hold unconditional talks was in an "accommodative spirit". He said it did not mean the NSCN-IM has agreed for talks within the framework of the Indian Constitution. However, Muivah Swu reiterated their sincerity in ‘solving the problem realistically’. After a 40 minute meeting the Prime Minister, Swu said the talks were held in a cordial atmosphere and India and Nagas have ‘come closer to understanding’. He further added that the Prime Minister has been trying to solve the problem according to Naga history. Expressing optimism over the maturity level of the political leadership, Muivah said the Prime Minister was ‘quite understanding and added that the Union government knows and very well understands the reality of the Nagas. However, Swu, replying to a question said ‘there is no greater or smaller Nagaland’. The NSCN (I-M) leaders are scheduled to meet with Deputy Prime Minister L K Advani today, January 10.

Speaking to media personnel after addressing the Army Day parade in New Delhi, on January 15, Army chief General N C Vij said there has been no decrease in infiltration across the Line of Control (LoC) in the Indian State of Jammu and Kashmir (J&K). He said the Army has increased surveillance along the LoC to foil Pakistan's attempts to push terrorists into J&K. There would be no reduction in the number of troops in the Kashmir Valley, he said, and added, "We need to consolidate our presence [in the Valley]".

According to media reports, the meeting was not attended by the Congress-I. Quoting VP Singh, reports said, when Congress president and Leader of the Opposition Sonia Gandhi was invited for the meeting, she reportedy said the timing was not appropriate to attend the meeting. At a tripartite meeting in New Delhi, the formation of Bodoland Territorial Council (BTC) in the Bodo dominated areas of Assam was approved on February 10. This was announced after a meeting of the representatives of the Union and State governments along with a Bodo Liberation Tigers (BLT) delegation in Delhi. Among those present at the meeting were the Assam Chief Minister Tarun Gogoi and Deputy Prime Minister L.K. Advani. The BLT delegation included its 'chairman' Hagrama Basumatary who signed the agreement on behalf of the outfit, 'vice chairman' Kamal Mushahary, 'secretary general' Derhasat Basumatary and 'publicity secretary' Mainao Daimary. The BLT had declared a unilateral ceasefire in July 1999 in response to the Union government’s appeal for talks. The BTC would comprise 40 elected representatives and six more are to be nominated by the Assam government. Of the elected representatives, 30 seats would be reserved for tribals, five for non-tribals and five more would remain open for contest. Meanwhile, the Sanmilita Janagosthiya Sangram Samiti (SJSS) a platform of approximately 18 non-Bodo organisations termed the BTC accord as a 'suicidal move' for the State as well as the country. Separately, speaking in New Delhi, Chief Minister Tarun Gogoi said that the BTC accord would ensure peace and development in the Bodo dominated areas in the State. He also informed that the Union government has decided to sanction Rs 100 crores for infrastructure development in the BTC area. He added that signing of the Accord has once again proved that solution for such issues lies in a 'political settlement'.

He said that Russia hoped Pakistan would continue to crack down on Islamist terrorists who cross into the Indian State of Jammu and Kashmir. "The leadership of Pakistan has recently undertaken a number of steps to curb terrorist activities in its territory. We hope this work will be continued," Ivanov said after a meeting with his Indian counterpart, Yashwant Sinha. Sinha added that India and Russia have decided to set up a "joint working group on combating international terrorism and the first meeting will be held within this year." He also reportedly accepted that the Home Ministry had received complaints about the misuse of the Act. Giving details, he said that approximately 60 per cent of these arrests were made in Jharkhand and Jammu Kashmir (J&K). Of the 234 persons arrested in Jharkhand, 104 were later released following a review by the State Government. Other Sates where arrests have been made under POTA include 181 in J&K; 83 in Gujarat; 44 in Delhi; 42 in Maharashtra; 41 in Tamil Nadu; 40 in Andhra Pradesh; 28 in Uttar Pradesh; six in Sikkim and three in Himachal Pradesh.
