Addressing the Chief Minister's conference on internal security in New Delhi on January 6, the Chhattisgarh Chief Minister Raman Singh said the banned Student Islamic Movement of India (SIMI) and other terrorist groups associated with it are trying to spread their networks in the State and some top operatives of these outfits have even made "confidential visits" to its prominent cities in this connection, reports The Hindu. "We are aware that SIMI and other terrorist organisations associated with it are secretly trying to entrench themselves in Chhattisgarh and top operatives of these organisations have made confidential visits to the state's big cities like Raipur, Durg and Bilaspur in past few years," Singh said. Although no terror attack has been executed in Chhattisgarh so far, Raman Singh informed at the meeting that the State Government has decided to convert one battalion of Chhattisgarh Armed Force (CAF) into a Commando Battalion for countering such attacks in urban areas. "Setting up of Anti-terrorist Control Room and Analysis Group in all Districts of the state is also going on for collecting intelligence inputs, its analysis and sharing of information with other states and the Centre," he added.

According to Times of India, an Indian from Villupuram in Tamil Nadu held captive by militants in Afghanistan for nearly four months is dead, his family and the Ministry of External Affairs (MEA) said on February 9 in New Delhi. P. Simon, employed in the Italian food chain Ciano International, was abducted in October 2008. The company had been negotiating with the captors belonging to an unnamed militant outfit, which had sought a ransom of USD 200000. However, the negotiations "to work out a reasonable ransom" reportedly failed to break the deadlock. An MEA official said in New Delhi that Afghanistan authorities informed that Simon died while in custody of his abductors.

The Indian Navy chief Admiral Sureesh Mehta said on February 18 that terrorists may use shipping containers for the movement of nuclear weapons and called for augmented safety measures at ports, Economic Times reported. “Container is the most likely means for the terrorist organisations for illegal transporting of nuclear weapons. Hence, the serious concerns about container security,” Mehta told reporters at a seminar on "Port Sector - Developments and Security" in New Delhi. He said the country from where a container leaves should issue safety certificates. "Countries should certify that whichever container leaves the port is safe," Mehta added.

Expressing "disappointment" over the release of Saeed, the External Affairs Ministry spokesman Vishnu Prakash said: "It is regrettable that notwithstanding this background and the international obligations it entails on Pakistan, he has been released." He said Saeed’s release "raises serious doubts over Pakistan’s sincerity in acting with determination against terrorist groups and individuals operating from its territory". Prakash noted that Saeed is the head of JuD and LeT, which are listed by the UN under UNSC Resolution 1267 as being affiliates of Al Qaeda and the Taliban. "Hafiz Saeed is specifically listed as linked to these terrorist groups," he said, adding "the Lashkar-e-Toiba and the Jama’at-ud-Da’awa have a long and well established background of planning and launching terrorist acts against India. His professed ideology and public statements leave no doubt as to his terrorist inclinations".

India on June 2 strongly objected to Pakistan’s attempt to link the Kashmir issue to terrorism in the region and maintained that bilateral dialogue would resume only when Islamabad creates conditions for it, Daily Excelsior reported. "It (terrorism) has nothing to do with Kashmir. Terror whether it is in Kashmir, in Mumbai or elsewhere, it is abominable," External Affairs Minister S. M. Krishna told reporters in New Delhi. He was responding to Pakistan Prime Minister Yusuf Raza Gilani’s remarks that Kashmir issue "holds the key to durable peace in the region" and said that it must be resolved through "sincere dialogue". Krishna pointed out that Kashmir is a part of the composite dialogue that India had initiated with Pakistan. "Now it is in Pakistan’s court to create conditions for the dialogue to be resumed," he stated. The composite dialogue, which began in January 2004, was suspended by India after the 26/11 attacks carried out by the Lashkar-e-Toiba (LeT) terrorists based in Pakistan.

Responding to the release of Jama’at-ud-Da’awa (JuD, the LeT front) chief Hafiz Mohammed Saeed, Krishna said it demonstrates Pakistan’s lack of seriousness to fight terror and raises serious doubts about its commitment to probe the Mumbai attack. "It is regrettable that Pakistan has released Hafiz Saeed who has been part of terror outfits in Pakistan. The organisation (JuD) with which he has connections has been declared terrorist organisation by the United Nations Security Council," he said while reacting to the development in Lahore. Saeed was put under house arrest on December 11, 2008 after the UN Security Council banned the JuD, declaring it a front for the Lashkar-e-Toiba, which is blamed by India for the November 26 Mumbai attacks.

Ahead of the Independence Day on August 15, the Pakistan-based terrorist outfit Lashkar-e-Toiba (LeT) is planning to target three major cities - Delhi, Kolkata and Hyderabad - Union Ministry of Home Affairs (MHA) officials said, reports Times of India. Intelligence agencies have given specific inputs that the LeT is planning to target the three cities in the run-up to the Independence Day, an unnamed official said. The Union Government has already shared the information with the Governments of West Bengal and Andhra Pradesh besides informing Delhi Police for necessary action. "The next 10 days are very crucial. We are taking all necessary steps to foil the designs of LeT to strike at the three cities," an official said. The intelligence input shared included an interrogation report of some recent arrested terrorist along the Line of Control (LoC) who claimed that they had been tasked to meet some of the terror cells in these cities to carry out attacks ahead of the Independence Day.

Addressing the top commanders of three Services (Army, Air Force, Navy), he also said that the situation in India's immediate neighbourhood had worsened, apparently referring to the developments in Pakistan. He referred to November 26, 2008 Mumbai terrorist attacks and the terror strike at the Indian embassy in Kabul earlier this month, which he said was "yet another grim reminder of the forces" that India is pitted against. "There are both state and non-state actors involved in the business of terrorism. India is a democracy and an open society and is, therefore, sometimes highly vulnerable," Manmohan Singh said. On the eve of the first anniversary of November 26, 2008 (also known as 26/11) Mumbai attack, the Union Ministry of Home Affairs (MHA) said that terrorists backed by various external agencies had expanded their focus beyond the Kashmir Valley with the objective of creating communal tension and hitting the country's economic growth, reports Times of India. Underlining the threats which exist despite various security measures taken post-Mumbai terror attacks, the MHA said, "The challenge that we face today is from terrorist organisations that are not only equipped with latest technologies and have immense access to funds, but are having active backing of various external agencies." The MHA also said, "It is important that we are totally committed to a comprehensive approach to tackling terrorism and put in sustained intensive efforts to end this menace." However, among measures taken to strengthen security and intelligence infrastructure in the past year, the MHA listed functioning of the Multi-Agency Centre (MAC) within the Intelligence Bureau for effective intelligence sharing, setting up of four regional hubs of National Security Guard (NSG) at Hyderabad, Kolkata, Mumbai and Chennai, move to set up 20 counter-insurgency and anti-terrorism schools across the country, constitution of National Investigation Agency (NIA) and strengthening of coastal security among other things. The MHA also said that due to close coordination among intelligence and security agencies of the Centre and States, a number of sleeper cells were broken up, key Lashkar-e-Toiba (LeT) operatives arrested, terrorist incidents averted and a large number of cases resolved. Referring to the situation in Jammu and Kashmir, the traditional war zone of Pakistan-based terror outfits -- the MHA said that the number of violent incidents has gone down considerably and till October, 436 incidents were reported compared to 575 during the corresponding period in 2008.

Though the exact number of fidayeen who entered India is not yet clear, Indian agencies have come across inputs stating that suicide squads have already been in touch with their facilitators - who entered India as an advance party - for necessary logistics for the operations. An official said, “It is possible that one or two suicide bombers could be positioned in each of the cities, which are on terror radar. They have been trained by Taliban and pushed into India by LeT.” The suicide bombers’ targets include BARC, Trombay; Bombay Stock Exchange (BSE) and Shiv Sena Bhavan in Mumbai; American consulate and sea port in Kolkata; Rashtiya Swayamsevak Sangathan (RSS) headquarters in Nagpur; National Defence College in Delhi, and some defence establishments and civilian targets in other cities including Ahmedabad. Indian agencies have got the inputs from FBI, which got the details from US-based terrorist David Coleman Headley during his interrogation. After being tipped off by FBI, the home ministry has now alerted Maharashtra, West Bengal, Delhi and Gujarat asking them to beef up security of all such installations and high-risk individuals - like Gujarat Chief Minister Narendra Modi and Shiv Sena supremo Bal Thackeray - and remain fully vigilant. The official said states had also been asked to keep watch on soft and potential targets and intensify patrolling, especially at airports, railway stations, bus terminus and hotels. He said the inputs also suggested that terrorists were ‘‘Pashtun-looking’’ and drawn from Pakistan-Afghanistan border areas. A few days before the terrorists’ entry, some of their ‘‘facilitators’’ had visited different cities for recce and to provide information, the official said.

The new structure envisages setting up a National Counter Terrorism Centre (NCTC) and creating NATGRID -- a unified data centre having 21 sets of database to "achieve quick, seamless and secure access to desired information for intelligence and enforcement agencies". "The project (NATGRID) is likely to be completed in 18-24 months from now," Chidambaram informed. He also said that NCTC must have a broad mandate to deal with all kinds of terrorist violence directed against the country and the people, adds The Hindu. “While the nature of the response to different kinds of terror would indeed be different and nuanced, NCTC’s mandate should be to respond to violence unleashed by any group — be it an insurgent group in the North East, the CPI (Maoist) in the heartland of India or any group of religious fanatics anywhere in India acting on their own or in concert with terrorists outside India.” Chidambaram said adding, “NCTC would, therefore, have to perform functions relating to intelligence, investigation and operations. All intelligence agencies would therefore have to be represented in the NCTC. But I am clear in my mind that without ‘operations,’ NCTC and the security architecture that is needed will be incomplete. It is the proposed ‘operations’ wing of the NCTC that will give an edge — now absent — to our plans to counter terrorism,”.

Chidambaram said that India was "lucky" that there had been no major terror strikes since 26/11, adding "in 2009, 12-13 terror strikes were foiled which had the potential of becoming another Mumbai, Delhi or Jaipur attack... Luck plays an important role in this," at the Intelligence Bureau centenary endowment lecture in New Delhi on December 23, reports Times of India. The Union Home Minister, however, added that intelligence sharing had improved and the results were beginning to show. "But the credit goes to luck. One has to be lucky every time a terror plot is hatched. On the other hand, the terrorist has to be lucky just once," he said. Referring to his recent visit to the US, Chidambaram said that he had asked officials there how no terrorist strike had taken place after 9/11. "I was told it was 95% luck and 5% because of changes made after the 2001 attack," he said. "So, while it has been luck mainly, there has also been better intelligence gathering and better intelligence sharing between various agencies." Recalling how 26/11 put the nation in a state of shock and anger, he said, "a billion-plus people felt they had been humiliated and the country had been brought to its knees by a small band of terrorists. The security establishment was in disarray and numerous questions were being asked." Ranging from failure of intelligence agencies to total collapse of the crisis management system, "these questions continue to haunt me and many others even today", he said.
