External Affairs Minister Pranab Mukherjee on January 31 urged Sri Lanka to unveil a credible devolution package to end the ethnic conflict during his meeting with new Sri Lankan Minister of Foreign Affairs Rohitha Bogollagama in New Delhi, according to Colombo Page. He said that now is the time to do it and that Sri Lanka should remember that there could never be a military solution to the conflict that has turned messier since end of 2005 after some years of relative calm. Meanwhile Rohitha Bogollagama said that while Colombo remained committed to the peace process it would crush terrorism by the LTTE, adds Reuters. "If it's a terrorist movement you can't encourage it. If you can't encourage it you must eliminate it. We are fairly strong to look at the terrorist aspect ... if they are strong, then let us see how strong they are," said Bogollagama. He also informed that India has agreed to step up its naval surveillance of common waters with Sri Lanka to check activities of the Liberation Tigers of Tamil Eelam (LTTE), according to IRNA.

The India-Pakistan Joint Anti-Terrorism Mechanism will hold its first meeting in Islamabad on March 6, the External Affairs Ministry announced in New Delhi on February 5, reports Daily Excelsior. The three-member Indian delegation at the meeting will be led by K C Singh, Additional Secretary (International Organisations), in the External Affairs Ministry. The Joint Anti-Terror mechanism was conceived at a meeting between Prime Minister Manmohan Singh and Pakistan President Pervez Musharraf on September 16, 2006, in Havana on the sidelines of the Non-Aligned Movement (NAM) Summit to identify and implement counter-terrorism initiatives and investigations.

Amid reports of terrorist groups establishing legitimate businesses to fund their activities, the Government said on February 16 that such outfits are making inroads into big cities and operating clandestinely, according to Press Trust of India. "Terrorists are sneaking into big cities and operating clandestinely... They have been making their plans by hiding in the cities and will continue to do it," Home Minister Shivraj Patil said in New Delhi. His comments came in the wake of National Security Advisor M. K. Narayanan’s remarks that some fictitious companies in stock markets of Mumbai and Chennai have been traced to terrorist groups. Patil said the influx of terrorists into major cities has a big impact on the national capital and asked its police force to remain on alert to frustrate designs to spread terror in the city.

Interrogation of the three suspected Lashkar-e-Toiba (LeT) militants arrested by the Special Cell of the Delhi Police near Dilli Haat (a crowded shopping complex) in the national capital on April 26-evening has revealed that they were planning to target functions being organised to celebrate the 150th anniversary of the First War of Independence. Joint Commissioner of Police (Special Cell) Karnal Singh told The Hindu on April 27 that the three had been sent to Delhi at the instance of Abu Al Kama, the mastermind of the October 2005 pre-Diwali serial blasts in the Capital. Abu Al Kama had fled to Pakistan after the October 2005 blasts and had directed Abu Ammar, a Pakistan national and LeT’s ‘operational chief commander’ in Jammu region based in Doda to carry out explosions in Delhi. Ammar had asked one Shafaqat Iqbal Mir to deliver a consignment of explosives to a Pakistani militant, Mohammad Hasan alias Abu Qasim, in Delhi. The suspect and another terrorist, Shabbir Ahmed, were allegedly handing over the consignment to Abu Qasim when they were arrested near Dilli Haat.

The Administrative Reforms Commission (ARC) on June 25 favoured sweeping powers to the Centre to deploy armed forces in case any State faced "major public order problems" and the repeal of the Armed Forces Special Power Act (AFSPA), according to Tribune. The Commission also recommended bringing investigation of certain crimes with inter-state and national ramifications directly under the jurisdiction of central investigating agency like the Central Bureau of Investigation. These offences include terrorism, organised crimes, acts threatening national security, sedition, arms and human trafficking, assassination of major public figures and serious economic offences. On the issue of the AFSPA of 1958, the Commission while recommending its repeal suggested to bring an enabling legislation in its place for deployment of Central forces in the North Eastern States. "The Unlawful Activities (Prevention) Act, 1967, should be amended by inserting by a new chapter VI A as recommended by the Committee to Review the AFSPA. The Chapter VI A would only apply to North Eastern states," it said. "We want the government, both Centre and states, to implement the report ARC on Public Order in its fully as it tries to address the vacuum created over the years," Veerappa Moily, the commission Chairman told the media after submitting the report to Prime Minister Dr. Manmohan Singh in New Delhi on June 25.

On August 3, the two-day Home Secretary-level talks between India and Bangladesh concluded in New Delhi. Both countries reiterated that the use of the territory of either country would not be allowed for terrorist and criminal activities against the interests of the other, reports Indian Express. A joint declaration said, "Both sides agreed to initiate swift action on information received about groups and elements and other fugitives from the law of either country taking shelter in the other country." Both countries also agreed to revive the mechanism of the Joint Working Group (JWG) at the level of Home Secretary and Joint Secretaries who will hold meetings at regular intervals in New Delhi and Dhaka alternately. During the talks, the Indian side led by Home Secretary Madhukar Gupta raised India’s concerns regarding the north-eastern militant groups having found shelter in Bangladesh. In response, Bangladesh sought India’s commitment to do its bit against people wanted in Bangladesh, but who had allegedly found shelter in India. Speaking to the media after the talks, Gupta said that an institutional mechanism — a fourth tier — had been added to the three-level mechanism evolved to increase cooperation between the two countries. The three tiers that have been in existence since 1994 include consultations between the Bangladesh Rifles and Border Security Force officials, meetings of the JWG comprising the joint secretaries of home affairs and home secretary-level talks. Gupta described the fourth layer as a fundamental change in the negotiations between the two countries.

On October 3, inaugurating a two-day conference of directors-general and inspectors-general of police in New Delhi, the Union Home Minister Shivraj Patil said that the intelligence agencies of States were not strong and adequate enough to meet the challenges of terrorism, reports Times of India. Patil said special branches in States should be strengthened where men and officers are retained for sufficient periods with enough incentives to keep them motivated. Expressing his concerns about the low police-population ratio in the country, he said, “Police-to-population-ratio in India is very low. Therefore, conscious efforts are needed to improve the situation by augmenting the state police force and filling up vacancies at different levels.” He further said that the presence of terrorist sleeper cells in mega cities was one of the major concerns of the government. These sleeper cells, which were often funded with fake currency, had the capacity to become active at their will, Patil said. These cells had developed an effective mechanism to go under the radar of intelligence agencies, he added.
