In a categorical stand, the Indian External Affairs Ministry spokesman said on January 15, in New Delhi, that there would be no tripartite talks on Kashmir involving the Union Government, Pakistan government and the All Party Hurriyat Conference (APHC). The spokesman was reacting to a Pakistan Foreign Office statement on January 12 that a Hurriyat delegation was going to Islamabad to prepare the ground for tripartite negotiations. The spokesman added, the government had conveyed to Pakistan that "cessation of cross-border terrorism in order to create an appropriate environment was an obvious requirement" for any negotiations on the Kashmir dispute.

Union Civil Aviation Minister Sharad Yadav said on January 15, in New Delhi, that following "certain disturbing signals" from Jammu and Kashmir, Punjab and some States in the North-east region, orders for further tightening of security measures in and around airports in these States had been issued. As many as 19 airports have already been handed over to the Central Industrial Security Force (CISF). The Minister justified National Security Guards (NSG) marshals carrying weapons inside the planes, which he says would deter potential hijackers and not endanger the lives of passengers. News reports have indicated that intelligence agencies suspect the possibility of a hijack. The Intelligence Bureau (IB) is reported to have informed Home Ministry officials that terrorists in Kashmir and the northeast States are planning a hijack. The Research and Analysis Wing (RAW) reported that the United Liberation Front of Assam (ULFA) with the assistance of Pakistan’s Inter Services Intelligence (ISI) is planning a hijack. The RAW, after monitoring the Lashkar-e-Toiba (LeT), the Liberation Tigers of Tamil Eelam (LTTE) and the ULFA, is also said to have called for "tighter" security on flights touching Dhaka and Bangkok.

On January 23, the Union Home Ministry confirmed intelligence reports that Home Minister L.K. Advani could be targeted by a four-member Lashkar-e-Toiba (LeT) fidayeen, suicide, squad. Meanwhile, Delhi police released sketches of four terrorists who were suspected to have sneaked into the national capital and sought public help in nabbing them. Also a woman suicide bomber of the Jaish-e-Mohammed is suspected to have reached Delhi and reportedly conducted a reconnaissance of the parade route before retiring to a safe hideout. Meanwhile, the Union government has constituted a three-member crisis management team to take decisions in case any untoward incident took place during the Republic-Day celebrations. Also, all States and Union Territories have been sensitised about repeated threats from terrorist outfits on disrupting Republic Day celebrations and were asked to intensify efforts to neutralise terrorist designs well in time.

Delhi Police, on January 24, confirmed that some Union Ministers were facing an increased threat from Pakistan-backed terrorist outfits, such as the Lashkar-e-Toiba (LeT), the Jaish-e- Mohammad and the Hizb-ul-Mujahideen (HuM), during Republic Day celebrations, January 26. Delhi police have made unprecedented arrangements to prevent any untoward incident. As many as 55,000 Delhi police personnel and 10,000 more from paramilitary forces have been deployed all over the capital. As part of its security arrangements the Delhi Police have sought help from the Army also, which for the first time has installed anti-aircraft guns in the city. The Quick Reaction Team of the Army has also been deployed along the parade route. One of the firsts this time is helicopter surveillance that will monitor the air not only on the parade route but also in other parts of Delhi and in the adjoining districts. Union Home Minister L.K. Advani today justified the tight security blanket put over the national capital for the Republic Day celebrations, saying there was a threat from militants and the Government had to be ‘careful'.

While a Hurriyat spokesman described the three hour meeting at the Pakistan High Commission as ‘routine’, news reports citing anonymous Hurriyat sources said that the meeting comes in the wake of reports that internal dissension was building within the alliance on the issue of the government invitation to Kashmiri groups for negotiations to end the crisis. Earlier, the APHC chief had termed the talks offer as a "gimmick" but another senior Hurriyat leader Abul Ghani Lone termed his reaction as a "personal view" and that the official Hurriyat response had to be formulated only after a meeting of the alliance’s Executive Committee, which yet to be fixed.

Discussion on international terrorism would be one of the main agendas of Tajikistan President Enomali Sharifovich Rakhmonov, who arrived in New Delhi on May 9 on a three-day visit. Tajikistan, a front-line state of the CIS bordering Afghanistan, is faced with threat from the Taliban, international terrorism and fundamentalism and drug trafficking. A senior official of the Ministry of External Affairs said, "Certain concrete actions on terrorism are going to be discussed" during Rakhmonov's discussions in New Delhi. India which has sponsored a draft for a 'Convention on International Terrorism' in the United Nations, would be seeking Tajikistan's support for that. The two sides are also expected to discuss steps for cooperation against terrorism, drug trafficking and the threat of Taliban.

In a statement published in a local newspaper on May 11, the HM said the blasts were carried out by activists of the outfit to convey to the authorities in New Delhi that the ‘Mujahideen can strike at will anywhere across India’. Union Home Minister LK Advani warned that the possibility of terrorists having access to weapons of mass destruction could no longer be ignored. Addressing a conference of State chief secretaries and police chiefs in New Delhi on October 5, he said, this possibility, therefore, called for very high degree of preparedness in managing internal security of the country, including expertise in disaster management. The Minister laid stress on greater cooperation and coordination between law enforcing agencies of the Union government and the States, and said a law to deal effectively with terrorism was required. Cabinet Secretary T R Prasad reportedly told the meeting that there was a proposal to form a National Disaster Management Agency (NDMA). It could be modeled after the Federal Emergency Management Agency (FEMA) in the US to handle the rescue operations like the aftermath of the September 11 terrorist attacks in the United States. Briefing the media on the conference, Union Home Secretary Kamal Pande said, " Almost all States were in agreement over a need for a law against terrorism and for creating the Central Law Enforcement Agency. Some states like West Bengal, however, wanted their turf (of law and order) not to be meddled with." He said several such crucial issues would again be discussed at the conference of Chief Minister to be held in November 2001. The conference recommended a minimum action plan to all States and Union Territories. These included: setting up a State disaster management agency with sub-units in all district headquarters and with Civil Defence and Home Guards in its ambit; drawing up lists of vulnerable targets including buildings, installations, monuments and important persons; training and equipping at least a company of State Armed Police for search and rescue work in all disasters; procuring search and rescue equipment like earth movers and cutters, as also sniffer dogs; strengthening fire and mobile medical facilities; revamping communication network.

External Affairs Minister Jaswant Singh, addressing a press conference in New Delhi on October 11, ruled out India playing a larger or more direct role in the current US-led campaign in Afghanistan or providing forces for it, saying it was neither necessary nor on the cards. He also ruled out India contemplating granting the US the right to establish permanent bases as were being reported. However, the Minister said neutralisation of terrorist bases in Afghanistan was of direct interest and benefit to India as terrorists of the Al Qaeda’s network were operating in Jammu and Kashmir. He also indicated India’s desire to play a role in the future dispensation of Afghanistan. Saying that India would like to have a process-based rather than personality-based structure, he added it was necessary to ensure that Afghanistan did not once again become a centre that radiated terrorism. While extending support for a broad-based multi-ethnic government, Singh rejected the suggestion that a moderate Taliban leadership could be part of it, saying the term was an oxymoron. The Minister said India will continue to exercise restraint on the issue of hot pursuit but feels this is not the right time for either a visit to Pakistan or resumption of dialogue. He said, for a dialogue to resume, it was necessary that the weapon of terrorism be discarded. Welcoming the recent OIC communique condemning terrorism, he expressed optimism that the current campaign against terrorism would be taken to its logical conclusion.

He reiterated the US position that both the countries stood shoulder to shoulder fighting terrorism and ‘that includes the terrorism that has been inflicted on India’. The Secretary of State, however, skirted the issue of Pakistan’s role in terrorism in Jammu and Kashmir. Asked whether Pakistan should be included in the global coalition against terrorism, he said Pakistan had recognised the nature the Taliban government and was working with the US to fight the Al Qaeda. He also clarified that he had not said in Islamabad, on October 16, that Kahsmir was ‘the’ central issue between India and Pakistan, but ‘a’ central issue. He said the Kashmir issue must be resolved between India and Pakistan, but the US would be willing to help facilitate the talks. He also announced that Prime Minister Atal Behari Vajpayee had accepted an invitation from President George Bush to visit Washington on November 9. At the press conference, Jaswant Singh said India has assured the US of full cooperation in its action against Afghanistan. He said, India has also demanded that the US’ war against terrorism go beyond Afghanistan and address Pakistan-sponsored terrorism in Kashmir. The Minister admitted that there were differences on the Kashmir issue between India and the US and added, "We can disagree without being disagreeable." Separately, the Secretary of State and India’s Union Home Minister L K Advani signed a treaty on legal assistance in criminal matters. He said the four arrested persons were trained by the ISI in Pakistan occupied Kashmir (PoK). Sharma added, "But if the ISI was involved then the Pakistan (government) must be aware of the plot". All the five terrorists were Pakistani nationals identified as Mohammed (leader), Hamza, Haider alias Tufial, Rana and Raja. All of them were active terrorists of the JeM. Union Home Minister LK Advani, in a statement made in both houses of Parliament, gave a detailed account of the December 13 episode and the subsequent investigations, asserting that the attack was aimed at wiping out the country’s top political leadership. The Minister said, "This incident once again establishes that terrorism in India is the handiwork of Pakistan-based terrorist groups known to derive their support and sustenance from Pakistan’s Inter Services Intelligence (ISI)". Whether it was the hijacking of the Indian Airlines plane to Kandahar, the intrusion at Red Fort or the attack on the Jammu and Kashmir Assembly, all were masterminded and executed at the behest of the Lashkar-e-Toiba (LeT) and Jaish-e-Mohammed (JeM), he said. According to Advani, the investigations into the attack had revealed that all five terrorists who formed the suicide squad were Pakistani nationals. All were killed on the spot. Their Indian associates, he added, have since been arrested.

The jammer has been developed by the Research and Development Cell of BSF's Communication Directorate at a low cost. Commenting on the US remark that though India had the right to defend itself, it should ‘think seriously before acting’, Prime Minister said, "India has always acted on the basis of careful deliberations… but those who ask us to be restrained should try talking to our neighbour". Moreover, India’s restraint in the past "was seen as our weakness", he said. "There should be no double-standard in measuring terrorism in different parts of the world", Vajpayee said. He said this would relieve other paramilitary forces like the Border Security Force (BSF), Central Industrial Security Force (CISF), Indo-Tibetan Border Police (ITBP), Assam Rifles and the National Security Guard (NSG) from internal security tasks. The GoM observed that the BSF, CISF and ITBP were created for specific tasks and not for internal security, which is the exclusive area of the CRPF, he added. It also banned Pakistani flights from over-flying Indian airspace from January 1, 2002, accusing Pakistan of not doing enough in curbing cross-border terrorism sponsored by it. The Cabinet Committee on Security (CCS) met with Prime Minister Atal Behari Vajpayee in the chair and also decided that the staff and the families of the Pakistani mission in New Delhi would not be allowed to move beyond the municipal limits of Delhi. Briefing the media after the CCS meeting, External Affairs Minister Jaswant said Pakistan had not done enough to curb the activity of terrorist groups based in that country. Asked about the possibility of a war between the two countries, the Minister said, "There is no need for anyone to worry. We are fully prepared". He said the international community was aware of India’s anger in the wake of the December 13-attack on its Parliament, which India has blamed on Pakistan-based terrorist outfits operating at the behest of Pakistani military intelligence. The Prime Minister added, "I firmly believe this will put sufficient pressure on Pakistan and it will be forced to act against the terrorist groups". At the meeting, Opposition leaders spoke in favour of pursuing diplomatic pressure and Foreign Minister Jaswant Singh unveiled a series of possible further steps, including handing over to Pakistan a list of terrorist leaders India wants to see arrested. Member countries of the South Asian Association for Regional Cooperation (SAARC), on December 31, agreed to make major changes to the SAARC Convention on Suppression of Terrorism to make it more relevant to the present situation.Meeting ahead of the seven-nation summit beginning January 4, 2002 in Kathmandu, SAARC Foreign Secretaries discussed the draft declaration that favoured immediate enactment of enabling legislation by member countries for implementing the 1987 Convention within a time frame. The Joint Secretary (SAARC) in the Indian External Affairs Ministry said in New Delhi that the grouping accepted India's suggestion that the Convention be referred to legal experts for updating it and to make it more effective in implementation at the regional level. Pakistan, which along with Bangladesh, has still not implemented the mandatory provisions of the Convention did not oppose the Indian proposal, he said.
