The Delhi Police on January 7 claimed that those approached by terror group Lashkar-e-Toiba (LeT) were not victims of the Muzaffarnagar (Uttar Pradesh) communal riots, confirming that two people have been arrested till now in connection with the case, according to Indian Express. Commissioner of Police, Special Cell, S N Shrivastava further said that the case was registered by Delhi Police on the basis of information provided by Central intelligence body. Some of the men who were allegedly approached refused to join hands with LeT and instead informed the Special Cell of the Delhi Police. Earlier on January 6 they recorded their detailed statements under section 164 CrPC in the chamber of a city magistrate at the Patiala House court. New Indian Express added that Shrivastava said a meeting did indeed take place between the suspected terrorists and two residents of Muzaffarnagar, but that they were not among those affected by the riots and had nothing to do with the violence there. Delhi Police said Shahid and Rashid, alleged LeT operatives and natives of Bazeedpur, Mewat (Haryana) had met Liyakat and Zameer, Muzaffarnagar residents to plan a kidnapping to raise money for building a mosque. “We came to know they were in contact with some people living in Muzaffarnagar. When we asked them, they told us Rashid and another man, had gone to Deoband. On their way back, they phoned one Liyakat, who was already known to them and told him they would stay at his house for the night and take a train to Palwal, Mewat in the morning,” Shrivastava said.

Indian Mujahideen (IM) 'India operations chief' Yasin Bhatkal's aide Asadullah Akhtar was in touch with Mohammad Atif Ameen, who died in the September 19, 2008 Batla House shootout, for planning Delhi serial blasts, Delhi Police told a court in New Delhi on March 24, reports Zee News. Police said the Central Forensic Science Laboratory report has confirmed that voice sample of Akhtar has matched with the intercepted voice calls that were exchanged between Akhtar and Ameen. Akhtar called Ameen for planning through his associate Mohammad Hakim the capital's serial blasts that were to use cycle ball bearings. Hakim is facing trial in that serial blasts case, police said. Police made the submissions to Additional Sessions Judge Daya Prakash while seeking more days to conclude the probe in the 2008 Karol Bagh blasts case. The court accepted the plea after it was told that questioning of Akhtar in the case has revealed vital informations about one more accused in this case named Ariz Khan alias Junaid. The operation to trace him is underway. The court, meanwhile, dismissed the bail application of Bhatkal and Akhtar, filed through advocate MS Khan.

Indian Mujhaideen (IM) operatives Tehsin Akhtar and Waqas, revealed to Delhi Police that terror groups in India, are relying more on indigenously made weapons and ammunition, from underground ‘arms factories’, rather than smuggling them in from abroad, an official said, Oman Tribune reports on April 21. Special Commissioner of Police S.N. Srivastava said that the IM has begun to rely on what is called in local parlance as ‘country-made weapons’ to keep off the radar of security agencies. “Earlier, members of SIMI (Students Islamic Movement of India), Lashkar-e-Toiba (LeT) and other Kashmir-based terror groups used to procure arms and ammunition from overseas. But the IM has changed its strategy,” Srivastava said. “The IM men are able to easily get country-made weapons from local criminals. This strategy also puts them at a low risk of arrest,” said the officer. Another officer said that Tehsin and Waqas were adept at putting together explosives for the terror group. The IM members were carrying 70 bombs, which they were planning to use to mar the Lok Sabha (Lower House of Indian Parliament) elections. The arrested IM operatives, all part of the Rajasthan module, told interrogators that they were taking the help of local criminals to purchase arms and explosives.

Delhi Police on May 8 said that Indian Mujahideen (IM) arrested 'India operations chief' Yasin Bhatkal and his aide Asadullah Akhtar carried out a terror attack at Jama Masjid in New Delhi in 2010 to dissuade other nations from participating in the Commonwealth Games of 2010, reports The Times of India. The special cell made these submissions in a charge sheet filed before a trial court against the duo for offences under provisions of the Indian Penal Code (IPC), Explosive Substances Act, Unlawful Activities (Prevention) Act (UAPA) and the Information Technology Act. Indian Express adds that the Police alleged that the terror strike was carried out by the IM operatives on the instructions of their Pakistan-based leaders, Riyaz Bhatkal and Iqbal Bhatkal. Police said the accused had planned to “randomly shoot” foreign tourists near Jama Masjid and trigger a bomb blast to ensure maximum casualty.

On June 20, Border Security Force's (BSF’s) Special Director General (DG) BD Sharma stated that the Northeast insurgent groups including Nationalist Socialist Council of Nagaland (NSCN) and National Liberation Front of Tripura (NLFT) have around 45 hideouts in Bangladesh, reports The Assam Tribune. He commented, “Our relation with BGB [Border Guards Bangladesh] is good and they are highly cooperative. Even, today (June 20) morning I spoke to DG of BGB, Major General Aziz Ahmed over phone. Despite this, as many as 45 militant camps of North East-based militant organisation still exist in Bangla soil". Sharma at Salbagan, BSF Tripura Frontier headquarters said the insurgents could not be fully wiped out from Bangladesh soil because deployment of BGB was thin compared to requirement. “They are now raising new forces and we hope that the situation would improve soon. Besides, the terrain and riverine border also come in the way of maintaining effective border vigil”, he pointed out. Of the total 45 militant camps, militants from Tripura have 21 hideouts, mostly belonging to two banned outfits – All Tripura Tiger Force (ATTF) and NLFT. Also, after Indian border guards started using non–lethal weapons, the number of people killed along the border has come down from 100 to 12 in a year, said BD Sharma, adds The Sentinel. The BSF has also proposed setting up 64 “border haats” (markets) along the border to further improve relations between India and Bangladesh. Of the 60 border haats, 22 were proposed in Meghalaya, 32 in West Bengal, four in Tripura and two in Assam. Sharma added, out of about 4,000 kilometer border with Bangladesh, barbed wire fencing would be erected in 3,314 kilometer, of which 2,418 kilometer has already been fenced and works are in progress in 342 kilometer. “So, about 70 per cent of the border is now fenced”, he said. Sharma said that 3,061 km of the Indo-Bangla border would be illuminated by flood lighting to check smuggling and border crimes. Of this, 1732 km have already been illuminated. It is 57 per cent of the total works, he further said.

Delhi Police on June 30 requested a court in New Delhi to frame charges under the Terrorist and Disruptive Activities (Prevention) Act (TADA) Act against Lashkar-e-Toiba (LeT) operative Abdul Karim Tunda in a 1994 case related to recovery of explosive substances, reports Zee News. Filing a written submission before Additional Sessions Judge Bharat Parashar, Police asked the court to frame charges under sections 3(3) and 5 of TADA Act along with section 5 of the Explosive Substances Act read with 120-B (criminal conspiracy) of the Indian Penal Code (IPC) against Tunda.Police said in their submission, "... in light of the view expressed by the Supreme Court, the views expressed by the designated court cannot be held to be the exact interpretation of section 3 of TADA. Hence, this court in the light of interpretation given by the Supreme Court may frame charges under section 3(3) of TADA Act against accused Abdul Karim Tunda".

The organisation had created an ‘instructional manual’ for its recruits to carry out the blasts, the Police said. Documents detailing the alleged blast attempt, intelligence sources said have been recovered from the laptop of IM militant Ejaz Sheikh.“We have retrieved several Microsoft Word files which detail the targets, the timings, the materials to be used and other instructions for operatives,” said an intelligence official. “It seems that copies of these were to be handed over — with other provisions — to IM operatives before the said bid,” the officer added.

Sinha commented, "India does not have a separate domestic legislation to deal with piracy-related offences. In the absence of a clear and unambiguous reference to the offence of maritime piracy in the Indian law, problems have been faced in ensuring effective prosecution of the pirates." He said the piratical acts by a foreigner committed outside territorial waters of the country do not constitute an offence under the Indian Penal Code (IPC). The CBI Chief said for combating any crime law enforcement agencies need to be thoroughly prepared. "Capacity building is an integral part of this exercise. This type of crime has multiple jurisdictions and investigation may be spread over several countries," he added.

Indian Mujahideen (IM) was planning to carry out terror strikes in Muzaffarnagar town (Muzaffarnagar District) of Uttar Pradesh, UP, in retaliation to communal riots that had taken place in the region, Delhi Police sources said on September 24, reports Deccan Chronicle. The revelation came out in an email message found in the laptop of Ajaz Sheikh, an IM operative, arrested by Delhi Police on September 6 from outside Saharanpur Railway Station in Western UP. The email was supposed to have been sent via proxy servers. An email had been sent in the same manner following the Jama Masjid (Delhi) and Varanasi (Uttar Pradesh) blasts in 2010, said the sources. The email also had 'Al Arabi' signature which was the hallmark of earlier similar mails taking responsibility of terrorist strikes by the outfit. The email was a scanned copy which was drafted by Sheikh's Pakistan-based handlers Riyaz Bhatkal and Mohsin Chowdhary. Sheikh is the brother-in-law of Chowdhary and directly took commands from these two from across the border. A resident of Pune in Maharashtra, Sheikh was an India-based techie, logistics man and hawala (illegal money transaction) router of IM.

Speaking at the Munich Security Conference in New Delhi Doval said that "There is nothing as big or small terrorism. It is not on the basis of geography, but on the basis of groups, it is on the basis of capabilities and tactics. Any group, about whom we have information that has the capability and intention to strike against would be our biggest targets." He added that "I don't think threats are of magnitude from either one of them which we are not in a position to cope." His statement comes in the backdrop of al Qaeda leader Ayman al-Zawahiri's video message about the creation of an Indian branch of his militant group, al-Qaeda in the Indian Subcontinent (AQIS) to "raise the flag of jihad" across South Asia.

Police Commissioner BS Bassi and other senior officials were briefed on December 4 in detail on counter-measures. Since Obama is the chief guest at the Republic Day parade, the Delhi Police and security agencies have advanced security screening and anti-sabotage check by nearly a month. Rather than tighten security a month before the parade, a decision has been taken to impose blanket measures this week on. Security has been tightened around sensitive locations such as Parliament House, Indira Gandhi International Airport, Raisina Hill, India Gate, the city’s Metro network, shopping malls, and cinema halls. Quick reaction teams (QRTs) are being stationed at key positions to counter an armed attack. As the alert does not give out any details of the attackers or the possible date of the attack, the security agencies have gone into a tizzy, covering all the bases.
