Three top Lashkar-e-Toiba (LeT) militants, belonging to Pakistan, and two police personnel, including a constable and a Special Police Officer, were killed while soldier was injured as security forces foiled an infiltration attempt on Line of Control in the Ghani forests of Mendhar sector in Poonch district on February 2, according to Daily Excelsior. The operation was still on till the reports last came in. Three AK rifles, three magazines, 75 rounds, 14 grenades, two wireless sets, one mobile telephone, rucksacks, clothes, eatables and some documents have been recovered from the possession of the slain militants.

A fourth militant, however, is reported to have escaped from the incident site. SFs also recovered three AK rifles, one pistol, eight AK magazines, 35 rounds, one radio set, one mobile telephone with SIM card, two rucksacks, some eatables, explosives and documents from the incident site. With this, nine militants, including six infiltrators, have been killed in the past one week in Mendhar sector.

Troops guarding the Line of Control arrested two infiltrators immediately after they sneaked into the Indian side from Pakistan occupied Kashmir (PoK) in the Keran sector on March 17, Daily Excelsior reported. An official spokesman said they were identified as 23-year-old Mehmood Sheikh and Zaheer Ahmad Abasi. They had reportedly crossed into PoK to receive arms training a few years ago. This was the second infiltration attempt in the Kashmir valley after snow started melting on the border this year. Two militants had surrendered in the same sector last week.

Troops on June 19 foiled a major infiltration attempt on Line of Control (LoC) at Salhutri in the Krishna Ghati area of Poonch district killing five suspected Lashkar-e-Toiba (LeT) militants while two others managed to escape, reports Daily Excelsior. Official sources said troops of Krishna Ghati Brigade observed movement of a group of six to seven militants trying to intrude into Indian Territory from Rashid Post in Salhutri area at 12-noon. The militants, most of whom appeared to be foreign mercenaries, were asked to surrender but they started firing on the troops, who retaliated. Firing between two sides continued for more than three hours. Till the reports last came in, troops had killed five militants. Intermittent exchange of firing between militants and security forces continued till late night. Reports said Pakistan army was also reported to have fired some shots on Indian side. Sources said body of one of the slain militant was taken back to LoC by the militants while four other bodies were still lying close to LoC. Defence sources told Daily Excelsior that troops of 12-Assam, who had laid in ambush in Jumagund area, close to Line of Control, in the Keran sector observed movement of a heavily armed group of militants. As the troops in ambush challenged the militants, who seemed to be eight in number, to halt, they opened heavy gunfire. Two hardcore militants of the Lashkar-e-Toiba (LeT) and an Army soldier were killed in a fierce gun battle at Sangiot village in the Kalaban area of Mendhar tehsil (revenue division) in Poonch district on October 14, reports Daily Excelsior. The encounter started when the Army and the police intercepted a group of militants about a couple of kilometres from the Line of Control (LoC) while trying to infiltrate. One of the two militants has been identified as Zaffa Shah, a top LeT commander hailing from Pakistan Occupied Kashmir (PoK). The identity of his associate has not been ascertained so far but he too was believed to be a LeT activist. At least two to the three more militants were still hiding. Recoveries made from the encounter site so far include two AK rifles and two magazines.

The steps taken by Security Forces (SFs) to check infiltration of militants into Jammu and Kashmir from across the border and Line of Control (LoC) have been effective as the number of militants operating in the State has dropped to below 1,000 for the first time since the eruption of militancy in early 1990s, Daily Excelsior reported. "The measures taken along the Line of Control and International Border has resulted in lesser number of militants infiltrating into the State. There have been casualties among the infiltrators which means the efficiency in preventing infiltration has improved," Director General of Police (DGP), Kuldeep Khoda, told reporters at the year-end briefing on security situation in the State. The DGP said the number of active militants in the State had for the first time dropped below 1,000 and in fact was around 800 as per information coming from various security agencies. "There are around 577 local militants and 231 foreigners operating in the State. These are figures based on information from various agencies working on the ground," he said. The Police chief said the situation had improved considerably since 2007 as the number of militancy-related incidents came down to three digits for the first time since eruption of militancy. "We had less than 700 militancy related incidents during the current year which is a 40 per cent drop compared to the number of incidents that have taken place last year," he said. "The number of civilians killed in militancy related incidents this year was just 89 which is below the three digit figure for the first time as well. Last year 164 civilians were killed while the highest number of civilians killed in such incidents was in 1996 when 1413 persons lost their lives," he stated. The DGP also said SFs were successful in neutralizing 102 top ranking commanders of militants in the State during 2008 while the casualties among the SFs dropped considerably. "As many as 85 Security Forces personnel laid down their lives while combating militancy in the State in 2008 while 685 were killed in 2001 which was the highest since 1990," he added. Efforts were on to push militants into Jammu and Kashmir through the LoC and International Border while Nepal and Bangladesh routes were also being used, Khoda said adding preventing infiltration will remain a challenge before the Security Forces in near future. The DGP said conduct of the Assembly elections in the State was a massive exercise for Police and other SFs who ensured one of the most peaceful elections in the State so far. He said the success of SFs against the militants during the elections had resulted in increase in voter turnout. "46 militants and commanders, some of them very prominent, were killed during the election and it was noticed that the voter turnout in these areas, where they were operating, improved after the militants were killed," he added. The DGP added that while 48 office bearers and political leaders, including a Minister, were killed during campaigning in 2002 elections, there was no such killing in this year's polls, although seven civilians and six SF personnel were killed during the electioneering process.
