Under the cover of dense fog, militants made two attempts to infiltrate from the International Border (IB) near Octroi Post in Suchetgarh sector of RS Pura tehsil (revenue unit) of Jammu District in the morning of January 18, reports Daily Excelsior. One of the groups succeeded in cutting a part of fencing on Pakistan side but the intrusion bids were foiled at both places by the Border Security Force (BSF). In both attempts, the number of infiltrators was between five to seven. This was third incident of infiltration on the IB where the militants have succeeded in cutting fencing during past fortnight. The intruders had also managed to cut the fencing at Kanachak and Chinore (Gajansoo) sectors. According to intelligence reports, a large number of militants were camping close to Pakistan Army and Rangers’ posts across IB and Line of Control (LoC) in Jammu region awaiting an opportunity to infiltrate. In some cases, the militants were reported to have been lodged in forward posts of Pakistan Army and BSF.

Daily Excelsior quoting Jammu & Kashmir Police sources on February 1 reports that over a dozen new militants are reported to have managed to reach Doda belt safely during past few days despite majority of failed infiltration attempts on the Line of Control (LoC) and the International Border (IB). Most of the militants were Pakistani national, Police sources added. More than 20 visible infiltration attempts were made by the militants to intrude into this side from the LoC in Poonch-Rajouri sector and the IB in Jammu during December-January taking advantage of dense fog and hostile weather conditions. According to Police and Intelligence inputs based on specific intercepts, two groups of six militants each had reportedly reached safe hide-outs in upper reaches of Doda from where some of them could be deputed to Kishtwar and Banihal. Inspector General of Police (IGP) Jammu zone Ashok Gupta declined to comment on the reports of infiltration but said there had been inputs that some fresh group of militants have managed to reach Doda belt. The militants sometimes also cross over to Doda from Anantnag area of Kashmir valley, he pointed out.

Defence sources told Daily Excelsior that on the basis of inputs provided by 16 Corps Counter Intelligence Unit about the presence of some militants, a joint search and cordon operation was launched in the Plana Kanthol Lambi Bari area under the jurisdiction of Kotranka Police Station on March 28. At around 4pm (IST) on March 30, a contact was established with the hiding militants and subsequently gun-battle started. The exchange of fire between hiding militants and the SFs continued till 9.30pm, the sources said. During the gun battle, four militants, all belonging to the LeT outfit got killed. Three Army personnel were also killed while another sustained injuries in the gun battle. Sources said that though identity of the slain militants could not be established yet they were part of the group which had infiltrated from Sunderbani and Pallanwalla area of Akhnoor tehsil (revenue unit) in the Jammu District some days back. Though there was no firing from the militant’s side after 9.30pm yet SFs maintained cordon of the area as there were reports that some more militants were hiding in the area.

The Security Forces on April 1 shot dead six top Lashkar-e-Toiba (LeT) militants, including five Pakistanis and a local, after an exchange of fire at Khabra forests near village Raa Bagla in the Taryath area of Rajouri District, reports Daily Excelsior. The slain local militant was identified as Mohammad Aslam alias Qasim, a resident of Thanol, Mahore in the Reasi District. Aslam had been deputed by the LeT outfit to receive the infiltrators and take them safely to Mahore. Recoveries made from the scene of encounter include six AK-47 rifles with 27 magazines and 787 rounds, four UBGL grenades, two HE grenades, 25 Chinese grenades, two satellite telephones with one card, two mobile telephones with two Pak SIM cards, INR 2.30 lakh cash in Indian currency in the denomination of 1000, four compass, three Global Positioning Systems (GPS), one MP3 player, four maps of routes, five I Com wireless sets, drugs, water bottles, 92 batteries and a number of Pakistan made eatables. With this killing, two major groups of militants, who had infiltrated into Indian Territory from Pallanwalla and Nowshera sectors during past fortnight, have almost been neutralised. “A couple of more militants could be there but most of them have been eliminated. Majority of the ultras were dreaded commanders of LeT outfit hailing from Pakistan,” official sources said. The militant groups were reportedly heading towards Gulabgarh and Mahore areas of Reasi District from where they were to be allotted to other areas. Sources said prior to killings, the militant in the night of March 31 went to the house of a Village Defence Committee (VDC) member Raj Kumar at Raa Bagla and asked for food. As the VDC member refused, the militants resorted to firing. The VDC members fired back forcing the militants to flee.

Kashmir Times reports that after receiving inputs about increased infiltration by militants, Police has activated its posts near the border and plugged possible routes through which the militants could cross over into Jammu and Kashmir. "We have activated our Border Police Posts (BPPs), plugged hinterland infiltration routes flowing into our land from across the Line of Control (LoC) to track down the militants and eliminate them in case they infiltrate", an unnamed Police officer said. Not only this, our BPPs and Police Stations along Indo-Pak border have also been instructed to gather actionable intelligence over infiltration and movement of militants for surgical strikes, he added. Troops have also been put on the alert following reports that over 400 are staged along the LoC looking for a chance to infiltrate into the State.

A group of militants is reported to have intruded into the Indian Territory, taking probably for the first time Gurdaspur (Punjab) route, in the night of April 18, reports Daily Excelsior. However, two of them were trapped by Police and Security Force (SF) personnel at Chabe Chak Nursery along Ujh River under the jurisdiction of Rajbagh Police Station, about eight kilometres from Jammu-Pathankot national highway, in the Kathua District in the evening of April 19. The militants opened firing on Police personnel before taking shelter inside the Nursery, about 400 meters away from the populated area of village Chabe Chak. Retaliation by Police left one of the militants injured. While only two militants have been spotted so far, Police didn’t rule out the possibility of some more militants having succeeded in infiltrating into this side but maintained that at no other place movement of the intruders has been observed. “We have surrounded entire Chabe Chak Nursery, spread in 400 kanals of land, along Ujh River. Besides, entire village, where the militants were hiding, and surrounding areas leading to Jammu-Pathankote national highway have been sealed. People have been advised to observe extreme restraint while venturing out of their houses with confirmed presence of two militants,” said Senior Superintendent of Police (Kathua) Gareeb Dass. Official sources said there was a strong possibility that the militants had intruded into this side from forward village of Simbal Skole in the Bamial sector of Gurdaspur District of Punjab where Pakistan troops resorted to heavy firing at 10.20pm in the night of April 18 and damaged border fencing in 400 meters of area by firing rockets. Another possibility was that the militants had infiltrated through Tinda Post in Paharpur area of Hiranagar sector but there was no visible evidence of intrusions as the fencing was in tact, sources said. According to sources, the group of militants included some activists of Dashmesh Regiment of the Khalistan Zindabad Force (KZF) besides Pakistani militants. While the KZF militants were reported to have left for Punjab, the Pakistani militants intruded into Kathua District.

Security Forces foiled another infiltration attempt by the militants on the International Border (IB) in Hiranagar sector in early hours of June 4, reports Daily Excelsior. The report said that an unusual presence of some dreaded militants, who appeared to be top commanders of different outfits, has been observed around launching pads in Pakistan side for past few days. The top commanders, supporting long beards and hairs, have been seen moving around launching pads of the militants opposite the IB for past few days, Intelligence sources said, adding they could be part of the Lashkar-e-Toiba (LeT) deputed by its top brass or Inter-Services Intelligence (ISI) to search for the routes to infiltrate the militants, who have been held up along the border for past several months, unable to breach fencing and tight security cordon of the Border Security Force (BSF). ‘‘For the last few days, movement of new militants is being observed at launching pads erected by Pakistan Army, Rangers and ISI close to their posts on the IB on Pakistan side. Two to three such ultras have been seen at every launching pad'', sources said, adding they appeared to be the part of Pakistan's new strategy to force infiltration of held-up militants. Reports have suggested presence of more than 1000 militants opposite IB and Line of Control (LoC) in Jammu region for last several months. These militants, mostly belonging to LeT and Hizb-ul-Mujahideen (HM) outfits, were desperately trying to sneak into Indian territory but have been finding the going
