Army on July 13 killed Lashkar-e-Toiba (LeT) ‘divisional commander’ and member of the outfit’s Border Action Team (BAT), who had beheaded two Army soldiers at Mankot sector in Poonch District on January 8, 2013, when he along with a group of three associates was trying to infiltrate into the Indian territory for fidayeen (suicide) attack in wee hours, reports Daily Excelsior. Official sources said that the infiltrators had planned BAT action in the same Mankot sector as they were well versed with the area but they found the troops on very high alert along the Line of Control (LoC) despite heavy rains in the area at about 3.30 am. Troops took on the militants and eliminated one of them while three others retreated to Pakistan occupied Kashmir (PoK). One of the fleeing militants left behind his bags carrying large quantity of Pakistan made eatables. Documents recovered from the slain militant established his identity as Mohammad Anwar alias Azhar, a ‘divisional commander’ of the LeT and a Pakistani national, who was trained by Pakistan Army in the BAT actions. Azhar along with Pakistan Army commandos had beheaded two Army soldiers Sepoy Hem Raj and Lance Naik Saudagar after intruding deep inside the LoC in Mankot sector of Poonch District on January 8, 2013. The BAT members and Pakistan Army personnel had escaped to PoK. Army recovered one AK-47 rifle, two magazines, 39 rounds, two anti-personnel mines, Rs 10,000 Indian currency and Rs 6885 Pakistani currency. The militants were also carrying Pakistan made two mobile telephones—one of them with Pakistani SIM card and Pak made food items including 11 packets of biscuits, three packets of milk, five packets of ORS, water bottles, half kg almonds and other dry fruits, rain coats etc. All four militants were wearing combat dresses, which indicated that they planned to carry out fidayeen action after infiltration into this side.

Indian Security Forces (SFs) have achieved greater success in thwarting terrorist infiltrations from Pakistan this year but at a greater cost as 34 men in uniform were martyred until September as compared to 25 in the corresponding period of 2014, reports The Times of India on October 8. Total incidents at 151 match the levels recorded until September last year and as many as 77 militants were killed over this period as against 78 in 2014, even though civilian fatal casualties are slightly lower at 16 from 19 last year. The latest infiltration figures accessed by TOI show a major decline in attempts, both successful and unsuccessful. In 81 attempts reported until September this year, 32 terrorists were neutralized by SFs manning the Line of Control (LoC) /international border (IB), 37 were forced to return to the Pakistan side and two were arrested. Only 10 militants could successfully cross into Indian Territory. This is in stark contrast to the figures for 2014, when there were 222 attempts, ending in killing of 52 intruders and the turning back of 105 others, even as 65 managed to sneak into Jammu and Kashmir (J&K). However, what is striking is the sharp rise in infiltration over the past two months of August and September, with attempts jumping 33% to 81 by September-end from 61 in July. This is largely attributed to attempts to push in as many militants before winter sets in and the passes get blocked by snow. Attributing the rising component of local recruits vis-a-vis foreign militants in J&K essentially to "falling levels of infiltration", an intelligence operative claimed the stepped-up guard at the LoC/IB limited the successful infiltration attempts to just 10 as compared to 65 in the whole of last year. This has pushed up the percentage of local terrorists as part of the total numbers active in the Valley. Union Home Ministry sources said around 200-220 terrorists/militants, both local and foreign, are estimated to be holed up in the Valley. Though they possess arms, not many are actively engaging the SFs in encounters. "This could be due to their poor and inadequate training. Earlier the militants could exfiltrate and train at camps in Pakistan occupied Kashmir (PoK), but the heightened vigil by Indian forces at the border has made this a difficult proposition... not many local recruits are well-versed in the use of arms, which has made them less of a worry to the security agencies," a senior officer in the security establishment told TOI. Sources said much of the local recruitment was taking place in Tral and Pulwama. "Many of the new recruits are unable to adapt to the hard life of a militant that involves living in the jungles... they are not as committed or hardened and there have been some cases of these terrorists wanting to return to their families," said the officer.

An Army trooper and a militant were killed as troops foiled major infiltration attempt on the Line of Control (LoC) in Balnoi sector of Krishna Ghati in Poonch District on October 14, after heavy exchange of firing with a group of four to five militants, reports Daily Excelsior. Sources said the troops continued to engage the militants and gunned down one militant tonight. The operation was still on with troops trying to eliminate rest of the militants, who were making desperate attempt to infiltrate into the Indian Territory by resorting to firing on the troops. The operation could resume tomorrow (October 15), morning, as weather was very dark along the LoC in Balnoi tonight (October 14). Latest reports indicated that the remaining militants hadn’t retreated so far to Pakistan occupied Kashmir (PoK) but could make an attempt to return in the midnight in view of heavy presence of troops on Indian side of the LoC. Sources also confirmed that there was no ceasefire violation from Pakistan army during infiltration attempt by the militants. However, they said, this was the first intrusion bid on the LoC in entire Jammu sector after successful Brigade Commander level talks between the Armies of India and Pakistan at Chakan-Da-Bagh in Poonch sector on September 21, and Director General level talks between Border Security Force (BSF) and Rangers in New Delhi for four days from September 9 to 12. Only yesterday (October 13), General Officer Commanding (GOC) of Srinagar based 15 Corps Lt Gen Satish Dua had said in Awantipora, that over 300 militants were waiting at launching pads to infiltrate into the Indian Territory.
