Daily Excelsior reports that, Pakistan Rangers made another attempt on March 9 to infiltrate two militants into Jammu District from International Border (IB) at Alla Mai De Kothe along Niki Tawi river in Jammu District but the bid was foiled by Security Forces (SFs) killing one militant and injuring another. Injured militant managed to escape back to Pakistan. SFs recovered five kg cocaine, one AK-56 rifle with 40 rounds, one magazine, two Nokia mobile telephones, three Pakistan (Subscriber Identification Module) SIM cards and one India SIM card, PKR 170 from the possession of killed militant indicating a nexus between militants and narcotics smugglers of New Delhi and Mumbai. Official sources told that the jawans (constables) of 122nd Border Security Force (BSF) observed movement of two militants at Pillar No. 805 near Alla Mai De Kothe Posts of village Agre Chak along Niki Tawi in RS Pura Sector of Jammu District trying to infiltrate into Indian territory after being launched by the Rangers from their Afzal Sayeed Post in Chota Pind area of Pakistan. According to sources, the same militants had tried to infiltrate into this side from the similar route on the intervening night of February 27 and 28, 2011.

The annual report for 2010-11 of Ministry of Defence stated on March 16, "The continued infiltrations across the Line of Control (LoC) and the existence of terrorist camps across the India-Pakistan border demonstrate the continuing ambivalence of Pakistan in its attitude and approach to terrorist organisations", according to Daily Excelsior. Observing that the security situation in Jammu and Kashmir had "stabilised", the Ministry of Defence said the terror threat continued to be "real" as terrorist infrastructure in Pakistan is still intact. The annual report said the situation was stabilised by the persistent efforts of the Indian Army, which in 2010 killed 238 terrorists and apprehended 62 of them while 52 suffered casualties. "The continuous infiltration attempts in Jammu and Kashmir by terrorists from Pakistan and Pakistan occupied Kashmir (PoK) are a matter of concern," it added. The report said despite Army's strict vigil, infiltration attempts along the LoC were on where 40 terrorists were killed and 31 such bids were foiled. It added that the incidents of terrorist violence remained low in the State due to the "operational ascendancy" gained by the Army.

Army sources at New Delhi stated on March 29 that the infiltration attempts by Pakistan-based terrorist organisations into Jammu and Kashmir increased slightly in 2010 with recorded 500 such bids as against 490 in 2009, reports Daily Excelsior. In 2009, the Pakistani terrorist outfits made a total of 490 attempts to cross over to Indian Territory whereas 500 were made by them in 2010. In these attempts, 120-125 militants were able to enter into Indian Territory. The number of militants killed in several encounters with the Army was between 250-255 out of which 120-125 were killed while infiltrating. It was further added that the 42 terrorist camps operating in the Pakistan Occupied Kashmir (PoK) are still training militants for anti-India activities. Indian Army deployed along the Line of Control (LoC) has formed a three-tier counter-infiltration grid to tackle militancy.

General Officer Command (GOC) of Srinagar based 15th Corps Lieutenant General S A Hasnain said militants in Pakistan occupied Kashmir (PoK) will increase their attempts to infiltrate into the Valley over the next two months but asserted that they will be in for a "surprise", reports Daily Excelsior. He further stated an estimated 700 militants were waiting at various launchpads to infiltrate into the State. Against the backdrop of heightened Chinese activity along the Ladakh border, the Srinagar Leh National Highway has been widened to allow passage of T 72 tanks. Hasnain said it was part of efforts to improve the infrastructure and resources for enhancing the capability of the Army.

According to official sources, the highest number of 30 ceasefire violations has been reported from the LoC in Rajouri and Poonch Districts alone during 10 months of 2011, the number being only 18 during the corresponding period of 2010.The rise in ceasefire violations by the Pakistan Army has been attributed to increased number of militants, who have been camping across the LoC, awaiting an opportunity to sneak into this side. The number of infiltration attempts made from different parts of the LoC in the two Districts have also gone up to 42 but number of successful intrusion bids had considerably come down or reduced virtually to zero, sources said, adding this has been possible due to sustained pressure maintained by the troops all along the LoC, which exists only in Rajouri and Poonch Districts or some areas surrounding to Sunderbani, in Pallanwalla sector of Jammu region. General Officer Commanding (GOC, 15 Corps), Lieutenant General Syed Atta Hasnain, on December 12 said the militants are active in border areas and waiting to infiltrate Jammu and Kashmir during the snowfall in the valley, ANI reports. “Terrorist (Militants) still remains in the launch pad, just the minor difference is that may be in northern areas we used to witness them more Huraiz, Machal Or Kiran's sector in comparison with that we have more knowledge that in the areas like Udi and Leepa more attentiveness is given by the commanders," he said. Hasnain further said the continuous efforts of Indian Army was able to combat infiltration in 2011, and added that they are presently keeping a watch on the situation Afghanistan to prevent any such situation in the next year. "Our grit of counter-infiltration was very successful and because of this, infiltration didn't happen. However, it doesn't mean that similar would be the story in 2012. They will keep trying. Mainly, such situations would depend on the situation of the other side of the borderline. Neither in Pakistan nor in Pakistan occupied Kashmir, but what would be the situation in Afghanistan," he said.

Pattan Police arrested another HM militant, identified as Mohammad Yousuf Bhat, along with his wife near Rangee Mode. Police said that the couple had recently infiltrated into the Kashmir valley. Sources said that Bhat had gone to Pakistan for arms training a decade ago and married there. He along with his wife returned to Kashmir through Nepal, the sources added. One revolver, three rounds and one hand grenade were from the possession of Bhat.

Army on December 14 foiled an infiltration attempt on the Line of Control (LoC) at Tarkundi in Bhimber Gali area of Rajouri sector, reports Daily Excelsior. Official sources said troops observed movement of a group of four to five militants trying to infiltrate into Indian Territory from across the LoC at Tarkundi. Army opened firing to neutralize the militants. Exchange of firing continued for about 20 minutes after which the militants retrieved to Pakistan occupied Kashmir (PoK) taking cover of darkness. Number of the infiltrators was believed to be between four to five. Troops didn’t suffer any casualties or damage in the operation.

General officer Commanding (GOC) of Srinagar-based 15 Corps, Lieutenant General Syed Ata Hasnain said there is danger of some militants entering Kashmir from Afghanistan after withdrawal of American troops from Afghanistan. "There is danger of battle-hardened militants arriving in Kashmir if American Army leaves Afghanistan," he said. "For the last 10 years, we are seeing that what is happening in Afghanistan is definitely having an impact on Pakistan and on Kashmir. Our assessment for future, for 2012, will depend on what will be the situation in Afghanistan. In 1990 when Russians left Afghanistan many militants of that time entered the Valley. Possibility is there if American Army leaves Afghanistan, some terrorists will try to come here. Whenever there is turbulence, it has an impact on surrounding areas," Hasnain added. He said at present security developments in Afghanistan and Pakistan also suggest that by next year, militants fighting against NATO forces would find their way into Kashmir. "We will not lower our guard even when the infiltration routes are closed due to heavy snowfall," he said, adding that militants would now try to take other routes, including Uri, to sneak into this side during winter season. Militants may take advantage of the less snow and sneak from this sector.

Intelligence inputs received by various Army formations in Jammu and Kashmir appear to suggest that infiltration is on the rise after the State Government’s move for a partial withdrawal of Armed Forces (Special Powers) Act (AFSPA). Army officers have suggested that infiltration is taking place from almost every side of the Line of Control (LoC) following the ASPA move. According to officials, at least 85 infiltration bids have taken place along the border in Jammu and Kashmir till November. A total of 235 Pakistan-based terrorists attempted to infiltrate in 2011, but only 52 could succeed.

A statement issued by the public relations office of the army here said: "Elimination of a large number of guerrillas in the hinterland this year has created a vacuum in the terrorist leadership and their effectiveness. Therefore, there is pressure on the terrorists in the training camps/launch pads in PoK [Pakistan occupied Kashmir] to infiltrate. This has been corroborated by intelligence inputs of various intelligence agencies which have indicated presence of an additional 100 militants across the LoC poised for infiltration. Traditionally, infiltration decreases with the onset of snow, but due to late winter, terrorists, as in the past, will make desperate attempts to infiltrate in the coming few months." The statement also said that attempts were being made by vested interests to upset the synergy between various Security Forces conducting counter-insurgency operations in Jammu and Kashmir. "There appears to be an attempt by inimical elements, probably from across the LoC, to drive a wedge between the army, other Security Forces and the State Government with a view to breaking the excellent synergy which has been generated throughout 2011," it added. Clearing the air about the stand of the army over the revocation of the Armed Forces Special Powers Act (AFSPA), the statement said: "It is, therefore, incorrect to surmise that infiltration has taken place or is related to issue of revocation of AFSPA."

One person - either a militant or a Pakistani trooper - was killed on Pakistan side as troops foiled Pakistan Army backed infiltration bid by a group of three militants through the Line of Control (LoC) at Krishna Ghati sector in Poonch District in the morning of December 22, according to Daily Excelsior. Pakistan Army violated cease-fire while trying to give cover to these militants to sneak into Indian side. Troops from the forward posts in Krishna Ghati sector observed movement of three militants moving towards the LoC at 12.40am."Army allowed the militants to come close to the LoC. However, before the three militants could reach within the firing range, they hid themselves behind the bushes. Simultaneously, Pakistan Army started firing from their forward posts of Daaku, Kaddu and Yellow Bump targeting Indian posts of Kirpan-I, Kirpan-II, Kranti-I and Kranti-II’’, an Army official said, adding that troops from this side retaliated to neutralize the militants. About 700 to 800 rounds were fired from Pakistan side with medium to small fire arms till 2am. The infiltration attempt was foiled successfully. The Army official said there were no casualties or damage on Indian side in the firing but movement across the LoC on Pakistan side indicated that either one militant or an Army trooper was killed in retaliatory firing from this side.
