According to Daily News, the Sri Lanka Monitoring Mission (SLMM) will continue operational activities in the seas off Trincomalee despite its earlier decision to suspend operations in the entire district. The SLMM had agreed to commence truce monitoring in the seas of Trincomalee from January 18 following an assurance from the Navy to provide them additional security on board Navy vessels. SLMM spokesperson Helen Olafsdottir said they had decided to restrict operational activities to the seas off Trincomalee, but cease to monitor the ceasefire on the ground for the time being. "Our (SLMM) team in Trinco cannot go out or patrol the area because the land is not safe or and conducive for monitoring," Olafsdottir said.

A fishing boat laden with explosives blew up on February 11 off the northwest coast of Sri Lanka after a naval vessel tried to intercept and search it, the Sri Lankan Navy said. A Government statement said it was believed that the boat was carrying weapons to territory controlled by the Liberation Tigers of Tamil Eelam (LTTE), according to New York Times. A Navy spokesperson, D. Dassanayake, said the patrol craft's crew saw four men on the boat before it exploded. "The LTTE must have tried to avoid an arms detection and caused the huge explosion," he said. He added that a sailor had been seriously wounded in the blast. "Initial reports from the LTTE indicated one of their vessels were involved in an incident at sea, but they later said they had no involvement," said Helen Olafsdottir, spokeswoman for a team of European monitors overseeing the truce.

On February 11, one of four suspected Liberation Tigers of Tamil Eelam (LTTE) Sea Tigers aboard on a speeding trawler blew himself up in mid-sea off Talaimannar in the Mannar district after the trawler was intercepted by Sri Lanka Navy (SLN) personnel, according to ColomboPage. The suspected LTTE suicide bomber completely destroyed the trawler and killed all four sea Tigers on board and wounded a SLN personnel, who succumbed to his injuries later. According to Daily News, security force (SF) personnel recovered a LTTE travel document during a search operation in the area following the explosion.

The Defence Ministry said LTTE terrorists rammed into the naval convoy at Digampatana in Habarana around 1.30 p.m (SLT). The military said, "A huge explosion has occurred causing severe destruction to both naval personnel and the civilians in the area." The convoy comprising 24 buses was at the Digampatana rendezvous point when the attack occurred. The Ministry said over 340 unarmed naval personnel were believed to be present at the location. Naval sources said 13 buses had been damaged. In a statement, a spokesperson for the Secretariat of President Mahinda Rajapakse said the incident was yet another example of the LTTE's cowardly use of extreme violence against unarmed services personnel. "The suicide truck attack at Habarana was in a civilian area away from the area of armed confrontation. On November 22, Sri Lanka Air Force fighter jets attacked LTTE Sea-Tiger bases at Vedithalathivu, north of Mannar and Kallar, south of Mannar between 9.00-9.30 a.m. Both the bases that were being used by the outfit to launch attacks on the Navy have been badly damaged or destroyed after the aerial attacks, information confirmed. However, no casualties were reported till last reports came in.
