The Centre has alerted coastal states, including Gujarat and Maharashtra, and asked Navy and Coast Guard to step up patrolling in sea following an 'interception' of a telephone call - made from a ship using satellite phone off Kutch coast to the US - about possible arrival of consignment of arms and ammunition along the Indian coast line, according to Times of India. The call was intercepted by Central security agencies on December 31. An unidentified person made a call through Thuraya satellite from a ship, which was at that time at Gulf of Kutch, off the Gujarat coast, to a US number. Sources said during the 232-second English conversation, the receiver enquired about the precise maritime location of the ship, consignment of the weapons and nature of the Customs patrol. The information, including the US telephone number, has been shared with American agencies to verify the details from their end, they added.

Indian Coast Guard is in the process of activating four new stations and two air stations besides inducting over 12 ships and 10 aircraft in its force in the immediate future as part of a major expansion and modernisation drive, Coast Guard Regional Commander (East) Inspector General Satya Prakash Sharma said on January 7, according to Times of India. "The capacity building projects of the Coast Guard and Marine Police are under full swing. Raju said the establishment of coastal surveillance network was in various stages of implementation. Stability in the neighbourhood and the Indian ocean region was of paramount importance as any disturbance can have an effect on the internal security of India, the minister said.

The Hindu reports that for the second time in the last five days (previously on March 31), Pakistani nationals have been held for intruding into Indian territorial waters off the Okha coast in Jamnagar District. 14 Pakistanis, seven each aboard two fishing boats Al-Usmani and Al-Razzaq, were arrested by the Coast Guard on April 2. The Indian Navy is all set to commission its first Unmanned Aerial Vehicle (UAV) squadron on the East Coast at Uchipuli near Ramanathapuram soon, reports The Hindu. It is considered a significant step towards strengthening maritime surveillance and reconnaissance in Palk Strait, Gulf of Mannar and Palk Bay off the Tamil Nadu and Andhra Pradesh coast. The commissioning of the UAV squadron near Rameswaram assumes significance not only due to its close proximity to Sri Lanka but also due to the strategic importance of the region. It has been christened INAS 344 and it will be operated from INS Parundu, a naval air station. It will be the third UAV squadron of the Navy.

The Times of India reports that Somali pirates held hostage the families of 17 Indians, who were among a crew of 22 on MT Royal Grace, a Nigeria-bound oil tanker, captured off the coast of Oman on March 4. Manu Chauhan, Chief Executive Officer (CEO) of East India Shipping Agency which recruited five of the Indian crew members, told The Times of India the ship's Dubai-based owners, Oyster Cargo and Shipping Company, had informed the Government's DG (shipping) and was also keeping families of the crew members updated. Talks were continuing between the East India Shipping Agency and Somali pirates for the release of the firm's crew. According to reports, apart from the Indians, the ship had three Nigerians and one Pakistani and Bangladeshi national each. With this, Somali pirates are now holding 21 vessels and have 289 hostages.

addressing the Coast Guard Investiture Ceremony at the Coast Guard District Headquarters in Fort Kochi on April 11, Defence Minister A K Antony said, “Peace and security have a direct relation with trade and economy. Post 26/11, the government has paid particular attention to enhance the coastal security and strengthening the capacity of the Coast Guard,” and added that efforts are on to doubling the capacity of Coast Guard. “Ship construction and aircraft production are time-consuming processes. The Coast Guard has 68 ships and boats and 52 aircraft. We are trying our best to ensure these capacities are nearly doubled in a few years,” he added. The Centre has approved setting up of 18 coastal Police Stations in two phases in Kerala to strengthen coastal security, he said, and added these would be equipped with fast interceptor boats and function on the concept of ‘Hub and Spoke’.

According to the Piracy Bill introduced in Parliament on April 23, pirates arrested by the Navy or the Coast Guard on the high seas or in India's exclusive economic zone (EEZ), which stretches to 200 nautical miles from the coast, could face even the death penalty, reports The Times of India. "Piracy has spread well into the Arabian Sea, around 1,100 nautical miles from Somalia's coast. Piracy is estimated to have become a USD 12 billion sophisticated global industry, with deepening links with terrorism," said an official. The new bill seeks to address piracy related problems by defining what constitutes piracy, setting up designated sessions courts for speedy trials and providing for extradition and laying down stringent punishment.

The Union Ministry of Home Affairs (UMHA) has given approval for the setting up of Coastal Police stations in Malabar Coast as reported on June 8, 2012 by The Times of India. The central government will also provide infrastructure facilities for the setting up of coastal Police stations. Minister of State for Home, Mullappally Ramachandran, said that the Central government had decided to sanction fund for the setting up of coastal Police stations in the wake of the findings that the coastal regions and terrestrial waters were utilized by the anti-national forces for carrying out extremist and terrorist activities in the country. The stations will be set up at Vadakara, Mahe and Thalassery, said Mullappally. Already sanctioned Coastal Police stations in the state are Vizhinjam (Thiruvananthapuram), Neendakara (Kollam), Thottampally(Alapuzha), Fort Kochi (Ernakulam), Azhikkode (Thrissur), Beypore (Kozhikode), Azheekkal (Kannur) and Thalangara (Kasargode). These Coastal Police Stations will look after the security of the coasts and conduct patrolling in the sea up to 5 nautical miles.

Antony will inaugurate a Regional Operating Centre (ROC) and a Remote Operating Station (ROS) at Coast Guard headquarters at Worli (Mumbai) on August 25, reports The Times of India. The Mumbai ROC will be in-charge of the western coastal front and will operate 18 radars and electronic sensors, built along the coastal belts of Mumbai, Konkan, Goa and Kerala. The other ROCs are situated at Gandhinagar, Port Bunder and Chennai. The ROC and ROS will detect movements of suspicious vessels on Indian waters. Narendrakumar Vispute, chief PRO (defence) said, "They will provide a picture of a target/a suspicious vehicle along the Indian coast. The Coastal Surveillance Network (CSN) project was planned after the 26/11 attack to keep vigil of the high sensitivity and high traffic density across the coastal belt," "The ROCs and ROSs are equipped with DHF communication (radio) system, electro-optic sensors (to get a clear picture), radars and AIS & MET sensors," said Vispute.

A senior Police officer commented, "Cops are transferred from regular police stations to coastal stations and they fall ill when on the high seas. What is the point in posting them there if they are not trained”. The Maharashtra Coastal Zone Management Authority (MCZMA) has directed the revenue department to hand over the plots to the home department as "coastal police stations are required for defence, policing and vigilance purposes in coastal areas and CRZ allows any activity that requires foreshore and water facilities".

Addressing the 8th Heads of Asian Coast Guard Agencies Meeting, the Anthony said, "India strongly believes that mutual cooperation alone is the most effective way in ensuring the security and safety of oceans." "The various challenges including menace of piracy and armed robbery, drugs and arms trafficking and unregulated and unreported fishing to name a few, threaten both short-term and long-term stability of the region……We are also planning to augment our capacity in the fields of coastal security, anti-piracy, anti-terrorism operations and oil spill response capabilities”, he further commented. Antony said in the complex scenario where Sea Lanes of Communication (SLOCs) are being used for human trafficking and movement of stowaways, "security forces must respond with a high degree of alacrity and professionalism, in real time."

Antony on October 8, reviewed the coastal security apparatus at a high-level meeting in New Delhi and stressed on time-bound completion of all pending work in this direction, according to Economic Times. Anthony commented, "There must be a time bound action plan to complete all pending decisions at the earliest and there has been coordination among the stakeholders towards coastal security…Actions required from other departments and coastal states needs to be monitored closely”. He also asked the Cabinet Secretary to fix time-lines to monitor their performance. The Defence Minister said Navy and Coast Guard have been significantly strengthened and there has been an unprecedented growth in their capabilities. "The assets, infrastructure and manpower have grown and the two services are likely to almost double their capabilities by the end of 13th Plan (2022)," he said. He also appreciated the steps taken for installation of 46 coastal static radars including 36 in mainland and 10 in island territories, saying this would go a long way in identification and monitoring of maritime traffic. Antony directed officials to complete the installation of radars in mainland by November 26, 2012 and in island territories by March, 2013.

The Ministry of Home Affairs (MHA) has approved a National Institute of Coastal Policing, which will impart basic and advanced marine training to the 7,500 Policemen posted in 77 coastal Police stations in the country for maritime law enforcement as reported on November 12, by Economic Times. MHA has spent INR 5.23 billion on the first phase of the coastal security scheme but only INR 19 million were spent by the MHA to train the Policemen from the Coast Guard for a short four-week course. According to MHA, the Policemen need training in maritime laws, seamanship, boat work, handling and maintenance navigation, training of weapons as well as survival drills if they are stranded on the sea. The institute will train marine Police from the rank of Constables to Deputy Superintendents of Police, evaluate and train new technology for maritime policing and develop standard operating procedures and best practices for coastal police of all states and union territories.
