The Indian Navy commissioned its largest offshore patrol vessel INS Saryu for maritime surveillance around Andaman and Nicobar Islands on January 21, reports The Times of India. The vessel is the first of the four new class naval off shore patrol vessels (NOPVs) that would be commissioned by the Indian Navy over next one-and-half year. Air Marshal P.K. The Karnataka State Police (KSP) is the first Indian State Security Force (barring Union Territory of Andaman and Nicobar Islands) to have scuba diving capability, Indian Express reports on February 16. The officer in-charge of Coastal Security Police said, “It is such an important skill for our coastal security police. We recognised the need long time ago, and are now proud of having this skill." “Our training is having a wider impact. We are not only giving the force a critical skill of scuba diving, but also giving the policemen ‘Sea Legs’,” said Madhava Reddy, managing director of Bangalore-based Planet Scuba India (PSI), which is entrusted with providing the training. “Based on the Karnataka model, we are offering our services to other forces which border the sea,” he said. With this training, Karnataka Police will be able to carry out basic diving operations independently. Until now, all Police forces in the country depended on the Indian Navy, Coast Guard, National Disaster Rescue Force (NDRF) and Army. They will train further to become capable of undertaking 'Search, Rescue and Recovery' through the PADI Public Safety Diver Course.

Defence Minister A. K. Antony on February 20 reviewed the security measures along the 7,500-km coastline put in place after the November 26, 2008 (26/11) terror strikes in Mumbai (Maharashtra), and asked the Coast Guard to hold joint exercises soon with Maharashtra and Gujarat Marine Police forces, according to Indian Express. At a meeting attended among others by Navy Chief Admiral D. K. Joshi, Defence Secretary Shashikant Sharma and senior Coast Guard officers, Antony acknowledged that the setting up of the 46 coastal security radars would help in the monitoring of maritime traffic close to the Indian coast and improve security. The radar chain includes 36 on the mainland and 10 in the island territories under the Phase I of the project and is slated to be completed by March, 2013. Antony also asked the officers to expedite the Phase-II of coastal security initiatives, which would “translate into a robust and gap-free” maritime awareness for the nation. The Defence Minister was appreciative of the joint exercises undertaken by the Coast Guard with other maritime agencies.

The vessel is fitted with state-of-the-art navigation and communication equipment and medium range armament. It is designed for high speed interception, close-coast patrol, low-intensity maritime operations, Search & Rescue and maritime surveillance. The Interceptor Boat ICGS C-154 is based at Mumbai (Maharashtra) under the Administrative and Operational Control of the Commander, No 2 Coast Guard District HQ, Mumbai.

Defence Minister A.K. Antony in a written reply to Lok Sabha (Lower House of Indian Parliament) on March 11, said a three tier coastal security ring all along Indian coast is provided by Marine Police, Indian Coast Guard and Indian Navy, reports Press Information Bureau. Government has initiated several measures to strengthen Coastal Security, which include improving surveillance mechanism and enhanced patrolling by following an integrated approach. Joint operational exercises are conducted on regular basis among Navy, Coast Guard, Coastal Police, Customs and others for security of coastal areas including island territories. The intelligence mechanism has also been streamlined through the creation of Joint Operation Centers and multi-agency coordination mechanism. Installation of radars covering the country's entire coastline and islands is also an essential part of this process. Coast Guard Stations along the coastline are set up considering the threat perception, vulnerability analysis and presence of other stations in the vicinity. At present 40 Coast Guard Stations along the coastline including 8 stations in Gujarat are functional.

The Coast Guard on April 10 activated the first air enclave in Bhubaneswar to provide security to Odisha's coast and the exclusive economic zones, according to The Times of India. An offshore patrol vessel has been based at Paradip (Jagatsinghapur District) and two interceptor crafts will join the fleet in the future to ensure increased operational capability in the coastal areas of West Bengal and Odisha. The enclave will provide support to recently inducted Coast Guard surveillance Dornier aircrafts equipped with advanced and sophisticated navigational and communication sensors and equipment for response to pollution, search and rescue, maritime reconnaissance and for coastal security. "The current month is a very special one. The Coast Guard is going to commission seven ships including an offshore patrol vessel, two fast patrol vessels, three interceptor boats and one air cushion vessel in addition to the activation of the air enclave," Financial Advisor, Indian Defence Accounts Service, Priti Mohanty, commented. Stating that Indian Coast Guard has embarked on a major expansion plan and is undergoing exponential growth, Mohanty said the activation of air enclave Bhubaneswar, the first Coast Guard air establishment in Odisha, is one more step in this direction.

Gujarat government has done little to improve security along Gujarat's 1,600km coastline, according to the latest Comptroller and Auditor General of India (CAG) report that was presented in the state assembly on October 3, reports The Times of India. "The locations identified for some check posts and outposts were found water-logged and hence were constructed deep inside the mainland at six places of Ahmedabad and Banaskantha districts," said the CAG, which audited Gujarat's implementation of the centrally sponsored Coastal Security Scheme (CSS). Moreover, the shortfall in sea patrolling has been pegged between 78 per cent and 91 per cent, while night patrolling ranges from zero to 34 per cent of the prescribed frequency. "Boat repair facility was at a distant place and the delay in repair of boats [was] four to 13 months," the report said. Further, the report said 36 of the 50 coastal check posts and outposts are not operational because police personnel have not been deployed there. "No effective measures were taken by the agriculture and co-operation (fisheries) department for preventing Indian fishermen from crossing the International Maritime Boundary Line," the report said. "Rs 46.16 crore satellite-based vessel traffic system was also not established. Shortage of manpower ranges between 35 to 46% and out of trained staff, 69% was deployed on non-policing duties."

After the audit of 21 non-major ports in Gujarat, recommendations for improving port security have been made to the state government, shipping ministry, Indian Coast Guard and Navy. "The security of non-major ports is the responsibility of the state government. Gujarat Maritime Board's (GMB) ports are being manned by Gujarat Industrial Security Force (GISF) while private ones are manned by private security agencies. A chain of static sensors, is being installed in Paradip (Ordisha) on trial basis to strengthen coastal surveillance and security under the Indian Coast Guard (ICG), Indian Express reported on December 7. Commandant, ICG, Paradip, S.N.M. Pattnaik said, “The static sensor will be commissioned in March, 2014 at Paradip and Gopalpur in Odisha. It would help augment patrolling along the east coast, keep track of vessels and boats in Indian Coast and prevent infiltration, smuggling and other illegal activities.” The chain of static sensors would ensure near gap-free electronic surveillance of the entire Indian coastline up to 25 nautical miles from the coast, he added. Pattnaik further informed that high end surveillance gadgets such as frequency diversity radar, electro-optic sensor, VHF sets, global positioning system and metrological equipment have been installed at the light house. It will monitor the movement of vessels and boats of fishermen by taking their video within 25 nautical miles off the coast. Though another static sensor would be set up at Gopalpur, it would operate under Paradip.

Most of the measures envisaged to strengthen the country's coastal security, following November 26, 2008 (26/11) Mumbai (Maharashtra) terror attack, have been put in place, said Southern Naval Command flag officer commanding-in-chief Vice Admiral Satish Soni, The Times of India reported on December 14. Augmentation of the radar network and closer coordination among the Navy, Coast Guard, state Police and fisheries departments were some of the measures envisaged to tighten security along the country's 7,516-km long coastline. The objective was to prevent the recurrence of 26/11 type terror attacks which were carried out by 10 Pakistani terrorists who came by sea and landed on Mumbai coast, undetected. But the most important welcome development is the collaborative efforts that the security forces have launched with the fisher-folk. "Fish workers are now our first gate keepers in intelligence gathering and they alert us whenever any unidentified vessels are seen in our waters," Soni said. He said the coastal security plan was being monitored at the highest level in the country as well as the state. The next state level review meeting will be held in mid-January, he said.

Defence Minister AK Antony on December 31 said that a coastal surveillance network was being established with 46 stations as part of it to ensure real-time coastline monitoring, reports Business Standard. Commissioning the Indian Coast Guard ship 'Abheek' in Kochi, he also extended the Government's support for the Coast Guard's plan to substantially increase its force levels to face emerging challenges. He also emphasised the importance the Government accords to coastal security in view of the asymmetric threats from the sea. Coast Guard, he said, will have 150 ships and about 100 aircraft over the next five years. Coast Guard ships are the "workhorses" of the coast, he added.
