Coast Guard patrol vessels intercepted a suspicious Pakistani fishing boat in the Arabian Sea in the early hours of January 1,reports The Times of India. Ministry of Defence (MoD) officials said the four people on the fishing trawler set it ablaze after an "hour-long hot pursuit", which ended with "warning shots" being fired to stop the vessel around 365 km from Porbandar in Gujarat. The ship, with those on board, finally sank to the seabed amid loud explosions around 6.30am on January 1.MoD was quite emphatic that the fishing boat which was being quietly tracked after it began its journey from Keti Bandar near Karachi (Sindh, Pakistan) based on specific intelligence inputs and wireless intercepts was carrying explosives. "The nature of the fire clearly indicated it had explosives on board. The boat was repeatedly challenged but it increased speed and tried to escape from the Indian side of maritime boundary (India's exclusive economic zone stretches to 200 nautical miles from coast)," said an official.The location of the ship off Gujarat coast is considered significant because of the high-profile events Prabasi Bharatiya Divas and Vibrant Gujarat which will be attended by Prime Minister Narendra Modi and others. Two Coast Guard vessels are still searching the area for any "tell-tale signs" of the conspiracy that was afoot.Almost a year before 26/11, as reported on April 12, 2007) eight Lashkar-e-Toiba (LeT) terrorists had come from Karachi through the sea route and were intercepted by the Coast Guard off Mumbai coast but were let off for a "consideration". Two of the eight terrorists were held in Rajouri (Jammu and Kashmir) following an Intelligence Bureau operation in March, 2014. The duo had travelled from Diu to Mumbai-Delhi-Chandigarh-Rajouri and was helped by a dozen other local operatives who functioned as their guides. The six others remained untraceable.The two terrorists Abdul Majid Rain from Sindh and Jameel Ahmed Awan from Abbotabad later told their interrogators that they were motivated by speeches of LeT founder Hafiz Saeed and 'commander' Azam Cheema. The two leaders had told them to fight "excesses" against Muslims in J&K and elsewhere in India. Both were enrolled in LeT in 2003, four years before they were launched into India and were given arms training in Pakistan occupied Kashmir (PoK) and shown CDs of "atrocities of security forces" on Muslims.

Security across the coastal regions of Gujarat has been increased, Zee News reports on January 5. According to reports, at least 173 Marine Commandos have been deployed at 20 Police Stations along the coastal areas to foil any attempt by the Pakistan-operated terrorist outfits to create unrest in India. Confirming the development, Deputy Superintendent of Police (DySP) BJ Ninama of the Marine Police said, “After the incident of Pakistani boats being chased by Coast Guard in Indian waters, we have ordered 173 of our trained Marine Commandos to take positions at 20 marine police stations situated on state coastline." These Commandos have been ordered to heighten vigil across the coastline and monitor each and every boat going into the sea and returning ashore. Apart from vehicles, these Commandos have been provided boats to patrol the sea near the shore.

On January 5 Indian Government said the rogue Pakistani fishing boat, which sank after being intercepted by the Coast Guard in the Arabian Sea in the early hours of January 1, had "suspected terror links" while dismissing the "the smugglers at sea" theory, reports The Times of India. "I think they were suspected terrorists (the four persons on board the fishing vessel) as they committed suicide. A normal boat carrying drugs would have surrendered. Why would smugglers keep in touch with Pakistan maritime authorities?" said Defence Minister Manohar Parrikar.Parrikarr, however, refused to "speculate" on the exact nature of the cargo on the mysterious boat. "I am not speculating that it had explosives. But their activities to my mind do not fit the description of smugglers. Circumstantial evidence points to suspected terror links," he said.

"Greater vigil is being maintained with the help of ships, hovercrafts and aircraft along the coast. We are also interacting with all agencies. On Monday, Lieutenant General MMS Rai of Eastern Command visited Frazergunj and Haldia for interactions. During the visit, he was briefed about the strategic challenges in coastal security in the area. He also had a first-hand experience in a surveillance sortie in the hovercraft off the coast of Frazergunj and Jambudweep," a senior officer said.

The intelligence agencies have indicated role of Lashkar-e-Taiba (LeT) behind the Gujarat off coast incident near Porbandar, New Indian Express reports on January 7.Sources indicated that the LeT operative module had possible plans to target Navy installations at Porbandar port.The Navy had recently upgraded its base off the Gujarat coast and even took control over Porbandar airport for strategic reasons. The incident also holds significance as it comes close to Prime Minister Narendra Modi’s visit to Porbandar on January 12, 2015. According to sources in the State Home Ministry, 70% of Maharashtra’s coastline is still vulnerable and can be used as landing points by infiltrators at any time, reports Hindustan Times on January 12. This comes after security agencies recently assessed coastal security after crew members of a Pakistani boat allegedly blew it up when it was intercepted about 356km from Porbandar in Gujarat. Sources said it is the state’s 1,020km-long creek line that poses more of a threat to coastal security than the 720km-long coastline. This is because the creek line is diverse and criss-cross according to the regional dimensions, making it difficult to keep a track of vessels, sources said. Also, most of the creeks have a mangrove cover, which lowers visibility, making them easy hideouts.

Fishing boats less than 20 metres in length continue to pose security threat along the West Bengal and Odisha coasts, says the Coast Guard, The Times of India reports on January 31. While larger vessels are fitted with Automatic Identification Systems (AIS), there is no mechanism to regulate the movement of the smaller boats. Though nearly 98 per cent of fishermen in West Bengal have been issued biometric identity cards, these have to be physically checked by Coast Guard personnel. "Though biometric card readers have been issued to us, it takes a lot of time to stop a boat, launch a small craft from a Coast Guard vessel and check the identity cards. By the time we finish with one boat, others move away. There are around 9,000 fishing boats in Bengal, of which 5,500 are mechanized. A plan is being worked out to issue transponders to fishing boats," said Inspector General (IG) VSR Murthy, Commandant, Coast Guard (Region North East).

Coast Guard authorities will base this vessel once the New Mangalore Port Trust allots a dedicated berth to it at the port. The Odhisha Government on February 2 has requested the Union Government to sanction a special India Reserve (IR) battalion to strengthen its coastal security, reports New Indian Express. The request was made during a teleconference between Cabinet Secretary Ajit Kumar Seth and Chief secretaries of all coastal States, including Odisha Chief Secretary Gokul Chandra Pati, on February 2. The Cabinet Secretary reviewed steps to strengthen security along the State’s vast 480 kilometer long coastline. Additional Director-General of Police (law and order) Vinayananda Jha said that the State Government had submitted a proposal to sanction an IR battalion for coastal security six months back. The demand was reiterated during the teleconference on Monday, he said. Besides, the State Government has requested early sanctioning of patrol boats for Marine Police Stations. Out of the 18 Marine Police Stations in Odisha, only five, which were opened in the first phase, have patrol boats. Boats for 13 marine police stations opened in the second phase are yet to be allocated, he said.

The decision was taken at a high-level, closed door meeting chaired by Home secretary B Prasada Rao at Visakhapatnam, Andhra Pradesh on February 25 that was attended by higher Police officials of all the nine coastal districts and Marine Police as well as Navy officers and Coast Guard personnel. According to sources, the participants discussed various issues concerning coastal security, including the vulnerable spots along the 974-km state coastline. According to Ministry of Defence (MoD) officials, creation of new top posts would ensure better coordination among the 13 agencies working in the maritime domain along the 7,500-km-long coastline. Apart from the Navy and the Coast Guard other agencies like the Marine Police, the various Port Trusts, maritime boards, Crime Investigation Department (CID), the Ministry of Agriculture, fisheries boards, the Ministry of Shipping, the Ministry of Science, Coastal Security, Customs Department, Directorate of Revenue Intelligence (DRI) are also active on the country’s maritime domain. And the Defence Ministry had on March 4 promoted ICG Inspector General (IG) S P S Basra as ADG. Basra would be responsible for the operations of vulnerable North and Western coastline of the country. Soon after the appointment of a top ranking officer for the Western coastline, an officer of similar rank would also take over as ADG, East, who would look after the country’s coastline in the Bay of Bengal. The Indian Navy on March 24 commissioned the second batch of three Immediate Support Vessels (ISVs) at the Eastern Naval Command (ENC) base at Vishakhapatnam, reports The Times of India. The project is a joint collaboration between Oil and Natural Gas Corporation (ONGC) Limited, Ship Builders, and the Indian Navy. A base for the 84th ISV squadron will be set up in the city. Flag Officer Commanding-in-Chief, ENC, Satish Soni said that these vessels were delivered at Mumbai naval dockyard. Later, they sailed almost 1,200 nautical miles from Mumbai to Visakhapatnam. He said the ISVs proved their sturdiness by successfully crossing the Gulf of Mannar facing strong winds and high seas. Besides being armed with heavy machine guns (HMGs), state-of-the-art radar and navigation system, the vessels are fitted with two caterpillar engines of 1,600 MHP each to provide water jet propulsion, which helps the vessels gain a high speed of 40 knots and an endurance of 500 nautical miles. These ships are capable of carrying out day and night surveillance and can be used for rapid insertions or extraction of MARCOS (Marine Commandos) for military intervention. These ships will enhance Indian Navy's capability in furthering its mandate of maritime safety and security over the offshore development areas on the Eastern Sea Board.

Glaring loopholes in Maharashtra's coastal security were exposed in a recent report of the Comptroller and Auditor General (CAG), which pointed to such problems as inadequate infrastructure, reports dnaindia.com on April 11. The CAG, in its report on the general and social sector for the year has pointed to deficiencies in planning for the scheme, delays in construction of coastal police stations and check posts, and infrastructure and manpower shortage. The CAG report also said that 57 per cent of the non-technical staff posted in the coastal Police Stations did not possess swimming skills. This was despite the government having issued a circular which made swimming skills mandatory for staff deployed for coastal security. The boats to be used for patrolling were under-utilised, with Districts like Ratnagiri reporting just 8.47 per cent utilisation. The report added that the five coastal Districts had a manpower shortage of 40.02 per cent posts with the gap in deployment of technical staff for boat operations being 51.21 per cent. The highest shortfall of non-technical staff was highest at 65.85 per cent in Mumbai. This led to the state government hiring technical manpower on contract basis. "The desirability of engaging contract staff for such sensitive operations needs to be reassessed by the Government as it is fraught with certain obvious risks," the report said.

A joint operation of Indian Coast Guard (ICG) and Indian Navy busted a Pakistan smuggling racket in the Arabian Sea on April 20, reports The Indian Express. Report said that the ICG and Navy on April 21 brought in a suspicious boat that was seized off the coast of Porbandar (Gujarat) a day before and the eight smugglers from Pakistan are being interrogated. The three-day operation ended when the boat was intercepted by ICGS Sangram around 150 nautical miles off Porbandar coast, Navy officers said. The two boats, ‘Fiza’ and ‘Fatima’, were found sailing close to each other. Coast Guard officials found the contraband consignment from ‘Fiza’ whereas nothing was found from ‘Fatima’. ICG Commander Coast Guard (North West) Kuldip Singh Sheoran said inspection showed that the contraband was pure heroine. “A total of 232 packets were seized from boxes stored in the boat. The international market price of the contraband is estimated to be Rs. 600 crore,” he added. However, the officials refused to comment whether the alleged smugglers have terror links. They were using Satellite phones and GPS (global positioning system) devices. Indian Navy officers said that “The men belong to a large network of drug peddlers who often use Indian waters for smuggling and were carriers.” Senior officers from Navy, Coast Guard and Narcotics Control Bureau are in Porbandar for the interrogation of the arrested smugglers.

To counter possible threats from smugglers and terror outfits targeting the Gujarat coast, the Indian Navy has integrated eight coastal radar stations in the state under the National Command Control Communication Intelligence (NC3I) programme, Indian Express reports on May 10. The commissioning of the INS Sardar Patel naval base, with its advanced technology, will enhance the NC3I intelligence network. The coastal radar stations are located at Porbandar, Dwarka, Mangrol, Gopnath, Diu, Daman, Navadra and the recent one was launched at Hazira. A total of 20 Naval radar stations and 31 Coast Guard radar stations across the country have so far been connected under NC3I. It can track more than 30,000 ships, even those plying in the Indian Ocean and South China Sea. There are 11 automatic identification systems (AIS) in Gujarat which have been recently brought under the programme. Automatic identification systems are sensor-based and transmit information to the eight radar stations. These 11 AIS are both on terrain and at sea. Chief of Naval Staff R K Dhowan, who was attending the commissioning of the INS Sardar Patel, said, “There are eight coastal radar stations of the Navy in Gujarat which have now been brought under this programme. The commissioning of the new Navy base at Porbandar will bring faster intelligence collection, interception and dissemination, bringing in tight coastal security in the state”. The officials added that the programme runs on an information system set up in Delhi, as its headquarters called the Information Analysis and Management System (IMAC) that is the nodal centre. According to Naval officers, the IMAC works on satellite and data circuit systems set up at Navy bases across the country. The information, collected from various radars and sensors, is sent to various radar stations though Satcom. The information collected from sensors is compared to assess threats to the coast. The NC3I programme aids real time operation at sea through detection of targets, aerial surveillance and by making aerial attacks faster. The data collected from radars and AIS system is combined at IMAC. The most helpful feature of the system is to give voice commands, specially to the Coast Guard vessels that carry out operations close to the coast. The 43 ports of Gujarat that are in the high priority list for security by the Navy and Coast Guard would be monitored under this project. The programme has brought the coastal surveillance systems of the Navy and the Coast Guard under one project for better co-ordination. The programme also covers the radars of the Coast Guard in Gujarat set up at their coastal stations in Okha, Porbandar, Pipavav, Hazira, to name a few. The radars of the Coast Guard that keep watch on the vessels close to the state coast through the AIS transponders will now be aiding NC3I systems while the Coast Guard can also keep track of them.

Parliamentary Standing Committee on Home Affairs (Coastal Security) on July 31 expressed its "shock" over a special report prepared by the Intelligence Bureau (IB) which found that about 37 per cent of minor ports in the country are defenceless, reports NDTV. Further, a report of the Parliamentary Standing Committee on Home Affairs (Coastal Security), tabled on July 31 has said the IB report should serve as an "alarm bell" for the government, especially at those ports which are located along the coastline of Gujarat and Maharashtra. The report noted that there are 203 non-major or minor ports, of which 45 are non-operational and 75 have no security force whatsoever. A number of the non-operational ports, 49 of them non-major ports, however were being used as landing points and jetties by fishermen. "The committee takes a very serious note on the grave deficiencies highlighted in the security audit report of Intelligence Bureau (IB) and is of the view that this report of IB should act as an alarm bell for the government, particularly with reference to such ports in Gujarat and Maharashtra," read the Standing Committee report. The IB report had said that out of the 30 of the non-major ports in question were in Gujarat and Maharashtra alone, with the rest spread out across the other coastal regions in the country. The report also noted that there were "several shortcomings" in the security arrangements at these ports, like the absence of x-ray scanners and non-maintenance of records of incoming or outgoing communications among others. "The Ministry of Home Affairs should support states/UTs by providing any required technical and financial assistance as well as monitoring regularly the implementation of the recommendations given in the security audit report," the panel said. The IB has suggested that CCTV cameras, bomb disposal squads, x-ray scanners, watch towers and additional patrolling should be mounted in and around these areas for effective vigil.

Indian Coastal Security received a boost when two indigenously built ships, a fast patrol vessel and an interceptor boat, were commissioned into service by the Indian Coast Guard in Mumbai (Maharashtra) on September 21, reports Zee News. Fast Patrol Vessel ICGS Apoorva and Interceptor Boat C-421 have been designed and built by Cochin Shipyard Ltd. and L&T Ltd. of Surat (Gujarat). The 14th in a series of 20, the ICGS Apoorva is a 50-metre long Fast Patrol Vessel which can achieve a top speed of 33 knots and displaces 317 tonnes. Equipped with state-of-the-art weapons and advanced communication and navigational aids, it is an ideal platform for undertaking close-coast surveillance, interdiction, search and rescue, medical evacuation and other missions.
