Sri Lankan Navy had expand its coast guard security to the maximum point within the country's territorial waters drawing attention to prevent any possible LTTE infiltration as well as to block the LTTE fleeing from the North, reports Daily News. Navy spokesman Commander D.P.K. Dassanayake said, "Naval patrols and coast guards have placed barriers on the territorial waters, enhanced security and vigilance to tackle the LTTE and outside infiltration in our territorial waters. Special attention was paid after the Kilinochchi liberation and therefore, the LTTE has the choice of either dying in the jungle or fleeing from the sea route." He asserted that the coastal belts were extended in three lines to strengthen the security in the North and the East. The "closer land line, Middle line and Outer barrier lines were established to strengthen surveillance in the coastal area", he added. Commander Dassanayake stressed that the Navy is fully prepared to face any eventuality. "In a routine procedure, we check arriving civilians from the un-cleared areas to the Government controlled areas", three times, he further added. According to the Sri Lankan mission in Chennai (India), the Tamil Nadu (southern Indian State) Navy and coast guard had intensified monitoring missions in the Southern sea. "There is "talk" among people in Chennai of the LTTE fleeing to Tamil Nadu. The Chennai police, however denied any LTTE infiltration in to Tamil Nadu", sources said. Meanwhile, several media have reported that security agencies on the south-eastern coast of Tamil Nadu and marine agencies in Kerala have intensified their vigil and surveillance following the fall of Kilinochchi, observing that fleeing LTTE cadres might try to take shelter in the area.

According to IANS, the Orissa Government has tightened security in Paradip port, one of the major ports along its Bay of Bengal coast, in view of the recent terrorist attacks in Mumbai, officials said on January 14. Authorities have reportedly installed at least 20 Close Circuit Television Cameras in the Paradip port area in Jagatsinghpur District, about 100 kilometres from the State capital Bhubaneswar, at a cost of INR 40 million.

Padhi said, adding one coast guard ship remains deployed at all times off the coast of Orissa and West Bengal to monitor maritime activity. The State Government has also decided to ask the owners of all fishing boats to install Global Positioning System (GPS) sets in their vessels. An estimated 9200 fishing trawlers and boats are operating along the State coast can be brought under surveillance with the devices, he stated. The central Government has also sanctioned money to set up at least five marine Police stations in the State and out of them three are expected to be functional in the next two months, Padhi added.

The Indian Coast Guard (ICG) on January 15 seized two Pakistani boats and arrested 17 Pakistani nationals aboard the boats near the Cori creek coast in Gujarat, reports Times of India. After seizing the boats, the ICG ship towed it to Jakhau coast, where all the arrested Pakistani nationals were being interrogated. “While carrying out patrolling inside our International Maritime Boundary (IMB), one of our fast patrolling craft P-142 apprehended two Pakistani fishing trawlers with 17 Pakistanis on it, 12 nautical miles off the Cori creek coast in Gujarat," a Coast Guard official said, adding, “All the 17 apprehended men are being interrogated by the Joint Interrogation Cell (JIC) of the agencies present there and we will come to know about their intentions and reasons for venturing in Indian waters". The official did not rule out the possibility of the two boats being used for carrying out anti-India activities.

Four Sea Tigers (cadres of the sea wing of the LTTE) were killed in an attack carried out by the Sri Lanka Navy (SLN) Fast attack crafts and the Special Boat Squadron boats, according to a Sri Lanka Army report. The SLN personnel observed two Sea Tiger boats moving towards the advancing ground troops in the sea off Mullaitivu adjacent to the NFZ at around 4.30am. The Sri Lanka Navy (SLN) captured 11 family members of the Sea Tiger leader Soosai, including his wife, son, daughter and his brother’s wife, daughter, while they were attempting to escape by sea in Mullaitivu area, Daily News reports. The SLN spokesman Captain D.K.P. Dassanayake said they were attempting to escape from Vellamullivaikkal boarded on a Fibre Glass Dinghy posing as IDPs. The naval troops identified Soosai’s family members and captured the boat. "An LTTE Intelligence leader’s family members were among the captured", he added. The captured Soosai’s family members’ boat was towed to Pulmoddai Naval point. "The fleeing Soosai’s family members had around SLR 600,000, in cash jewellery weighing two and half kilograms and other valuable items", Captain Dassanayake added. He said during the inquiry Soosai’s wife, Sathyadevi, had said that her husband Soosai is with the outfit’s chief Velupillai Prabhakaran and Pottu Amman in the Vellamullivaikkal area.

The Orissa Police have asked the Coast Guard to patrol the State's 480-long coastline during the annual Rath Yatra (Car Festival) of Lord Jagannath at Puri on June 24, reports Times of India. The move, part of enhanced security preparedness for the famous festival, has been influenced by the Centre's advice to States to step up Policing along the coast. Orissa's coast is reportedly unmanned with only a thin security presence. But, with a view to prevent entry of subversive elements to the pilgrim town during the Rath Yatra attended by millions of devotees, the top Police brass has requested the Coast Guard to remain extra vigilant, said the Inspector General of Police Arun Sarangi on June 5. "We are taking all possible steps to ensure peaceful celebration of Rath Yatra,'' he added.

In order to tighten maritime security, the Centre is planning to substantially increase the number of coastal Police Stations along the country’s 7,516 kilometre coastline besides increasing the areas under "No-Fishing Zone" around vital installations, including nuclear establishments, coastal dams and minor and major ports, reports Times of India. The matter was discussed at a meeting chaired by the Union Home Secretary Madhukar Gupta on June 10 when coastal security was reviewed. The meeting also reviewed steps taken for better coordination among different organisations — Navy, Coast Guard, Marine Police of States — besides the intelligence agencies to increase security vigil. Sources in the Union Ministry of Home Affairs (MHA) said that Navy and Coast Guard were asked to provide assistance to States in recruiting and training executive and technical staff for coastal Police stations. Besides, the States and Union Territories (UTs) were asked to ensure availability of the required infrastructure and trained manpower for handling and upkeep of interceptor boats. The meeting focused on firming up additional requirements of coastal States and UTs based on vulnerability or gap analysis in consultation with the Coast Guard, for the purpose of formulating the proposed Phase II of the Coastal Security Scheme. In addition, officers also reviewed the status of implementation of other linked initiatives such as registration for fishing and other vessels, installation of communication equipment on these boats and uniform system of issuance of identity cards to fishermen. Sources said that the Gujarat Government has been asked to notify two of the dams located in the State as important installations as soon as possible. The issue of possible attempts by the Liberation Tigers of Tamil Eelam (LTTE) cadres to enter southern States also figured in the meeting, they added.

Antony asking the Indian Navy and the Coast Guard to optimally deploy their assets to enhance surveillance in the wake of November 26, 2008 Mumbai terror attacks, reports IANS. "The Government has decided to set up a high level committee under the chairmanship of the cabinet secretary to review the measures taken for coastal security at regular intervals," a Defence Ministry statement said. On July 7, a massive combing operation was launched by the Tamil Nadu Police, with assistance from intelligence and Coast Guard personnel, in nearby islands and all coastal Districts of the State to verify whether any Liberation Tigers of Tamil Eelam (LTTE) militant had infiltrated into the areas in the aftermath of the outfit's defeat in Sri Lanka, reports Express Buzz. The operations, ordered by the Union Home Ministry, were being carried out jointly by the Tamil Nadu Police, including the Coastal Security Group and "Q" Branch, various intelligence wing personnel and Coast Guard, official sources said. Police used metal detectors and sniffer dogs to thoroughly check the casurina jungle in Dhanushkodi area and various islands, including the Musal Tivu in the Gulf of Mannar. He sought the creation of a common database on terrorism and other matters related to internal security at the Centre with facility for access by the States and deputation of Police personnel for training in institutions abroad to fill the void in intelligence collection and sharing by exposing them to the best practices. Stalin, participating in the Chief Ministers’ conference on internal security in New Delhi, suggested strict immigration control measures such as photographing and finger printing of all foreigners on arrival and that Web-based passport information system be made accessible to the State intelligence wings. The entire cost of purchase of weaponry and equipment required for anti-terrorism and anti-sabotage operation might be met by the Centre, he said. Inaugurating the State level distribution of 'National Identity Cards' at Madappally college grounds at Vatakara in Kerala he said that Union Government had come out with the idea of issuing valid cards to people to ascertain their identity and to have surveillance of those found to be moving under suspicious circumstances in the coastal belts to contain the menace of infiltration through such areas. Princess Chrisanta, a cargo vessel formerly belonging to the Liberation Tigers of Tamil Eelam (LTTE) was acquired by the Navy on December 21, Daily News reported. It was held in a foreign country and was acquired through information gained through the state intelligence service, on a directive by President Mahinda Rajapakse and Defence Secretary Gothabaya Rajapakse. The vessel was escorted into the Colombo harbor on December 21. It was brought to the harbor by Navy tug boats Nandimitra and Vijayabahu. Six Navy personnel, led by former Media Secretary to the Navy, K.P.K. Dassanayake took part in the exercise. It is believed that the vessel was to be used to aid the escape of LTTE leaders following heavy losses in the war. It has the capacity to carry one light helicopter. This is the largest of the eight LTTE vessels discovered or acquired by the Navy so far. The vessel, 90 meters in length and 16 meters in depth has an enormous cargo capacity of 5,000 metric tons. The vessel which is now a property of the Sri Lankan Navy will be used in the future by the Navy as well as in the country’s development process. It is currently fully operational, needing only a few minor adjustments. Navy Commander Vice Admiral Thisara Samarasinghe emphasized that the LTTE had a strong international shipping network and received much support from foreign countries. However following the battle over terrorism, an increasing number of countries have decided to join forces with Sri Lanka and this situation would continue in the future, he said.

Border Security Force (BSF) personnel along the Kutch border in Gujarat have gone into high alert after two Pakistani boats with armed occupants, made yet another attempt to infiltrate into India from Harami Nala area near Sir Creek at about 12.30 am IST on December 26, reports Times of India . Officials are taking the incident seriously as BSF personnel and the intruders exchanged fire for nearly three hours before the boats turned around. According to officials, the armed men were tenacious and were familiar with the hostile terrain. No fish was ever caught with a gun, officials add. Besides, no fisherman would risk his life in this sensitive area in the middle of the night given the increased security here. Significantly, in the last two months, this is the third incident where armed men have tried to infiltrate through Harami Nala. The Harami Nala is a sluggish and shallow water channel, spread over 500 square kilometres near the Pakistan border.
