According to IANS reports, Tamil Nadu is setting up 12 Marine Police stations as part of heightened coastal security to check smuggling of weapons and explosives to Sri Lanka. The Government has sanctioned money for the stations to come up along the winding Tamil Nadu coast and to increase the number of Police check posts close to the sea from the present 60 to 100, official sources told IANS. These are expected to happen within the next six months. The Marine Police will operate both in the coastal districts as well as in the sea that divides Tamil Nadu from Sri Lanka. The discovery of 30 sacks of detonators from a van that was involved in an accident in Sivaganga district two months ago added to the urgency of the beefed up security measures. According to the sources, those arrested after the contraband's discovery told the Police in Tamil Nadu that the detonators were meant for Sri Lanka, for use by the Liberation Tigers of Tamil Eelam (LTTE). "That discovery was taken up very seriously," an official source said, adding, "It was decided that there should be greater monitoring of coastal villages and what are known as 'landing points' for smugglers on the coast."

Navy ships backed by air fire destroyed three of the LTTE boats, killing at least six of the outfit’s cadres, Navy spokesperson, Commander D.K.P. Dassanayake, said. The Hindu quoted military officials as saying that a boat packed with explosives rammed the City of Liverpool cargo carrier off Point Pedro as it was leaving the Jaffna peninsula after unloading wheat flour. "A cluster of Tiger boats attacked the ship while another cluster engaged the navy gunboats," Dassanayake added. He said the Air Force was called and said the merchant vessel also had several security force personnel who were returning rebel fire. The ship had a crew of two Indians, seven Indonesians and 10 Sri Lankans. Military spokesman Brigadier Prasad Samarasinghe told BBC Sandeshaya that three Navy personnel sustained injuries in the incident.

The Hindu reports that the Coast Guard on February 20 destroyed a Liberation Tigers of Tamil Eelam (LTTE) boat seized by them on February 13. The decision to destroy the boat was taken after finding that the gap between the fibre sheets of the boat was packed with gunpowder and it could explode any time. Officials of Central and state agencies supervised the destruction process after it was towed by Coast Guard ship `Avvaiyar' to mid sea, a police press release said. Meanwhile, five persons arrested from the boat have told the Tamil Nadu police during questioning that the boat was packed with ammunition, which could be blown up anytime using a hidden switch.

Elaborate arrangements are reportedly being made to prevent smuggling of explosive materials by the Liberation Tigers of Tamil Eelam (LTTE) to Sri Lanka from Tamil Nadu in the wake of the recent seizure of an LTTE boat with arms and ammunition by Coast Guard in Nagapattinam and 70 bags of aluminium ingots in Madurai, Additional Director General of Police (Law and Order), K. V. S. Murthy, stated on February 23. Talking to reporters, he said the Police have been geared up and the security over the entire coast has been strengthened. In all the 12 coastal districts, special Police teams have been formed exclusively to look into the smuggling of arms and ammunitions, he added. In view of the recent seizure of explosives, the Centre has given its nod for establishing 12 marine Police stations - the first of its kind in the country - to safeguard the vast coastal belt of Tamil Nadu. These police stations would be equipped with two boats each for conducting patrolling and it would be ready within a year, he further added. Murthy also said the Centre had also sanctioned 40 check-posts in addition to the existing 60 on the coastal areas from Chennai to Kanyakumari. He said the State police were now engaged in finding out the possible landing points of the suspected LTTE sympathizers for smuggling activities.

Kashmir-based militant groups have earmarked certain soft routes in the western coastal areas to intrude into India. “At least half a dozen such incidents have recently been reported, where terrorists entered into India either by bribing those guarding the coastal areas or by dodging their eyes,” revealed an unidentified officer of a central intelligence agency. The officer also said that “Most of the arms and ammunition smuggled into India either for terrorists, Naxalites or other organised criminals, are coming through the coastal regions.” Interrogation of militants who were arrested by security agencies in Kashmir and wireless intercepts of terrorist conversations have also revealed the intrusion plans of the terrorists into the country. Although reports indicated the incident had taken place in the Indian territorial waters, the possibility of the ill-fated vessel being in Sri Lankan waters could not be ruled out." The report also said that the sources expressed serious concern that the "Sea Tigers and their collaborators based in Tamil Nadu were continuing clandestine operations" despite the stepped-up presence of the Indian Navy and Coast Guard. The Sri Lanka Navy (SLN) on September 11 claimed that it had virtually wiped out the Liberation Tigers of Tamil Eelam’s (LTTE) ability to smuggle arms into the country after sinking three gun-running vessels - Mayoshi, Seishin, and Koshi, as indicated in the LTTE Naval registry - and killing up to 45 of the outfit’s cadres during the past 24-hours. The SLN chief Admiral Wasantha Karannagoda said the LTTE was bringing three light aircraft, artillery and a bullet proof vehicle in the ships sunk some 600-kilomtres off the island's south-eastern coast in Matara district. "When we challenged these vessels, they didn't respond so we had to follow internationally accepted rules of engagement. They opened fire. We had no choice but to fire and destroy the vessels,” Reuters quoted him as saying. "This is the biggest success for the navy so far," Karannagoda said, adding the LTTE’s smuggling operations will be severely affected as they are left with just one ship, adds PTI. The navy has so far destroyed a total of nine LTTE ships, he informed. The SLN chief estimated the number of cadres killed at up to 45 and said the navy did not suffer any casualties or damage to their crafts despite the LTTE retaliating with mortar bombs.

Two LTTE boats carrying a six and half feet-long remote controlled aircraft, one toy-type helicopter, four communication sets, 15 Hydraulic oil cans, four satellite mobile phones, 45 antennas, 10 global positioning systems and 100 printed circuit boards were seized by naval troops about 5-km north of Talaimannar in the Mannar district, reports Daily News. According to the report, the two boats opened fire towards the naval troops who after observing the suspicious boats challenged them. During the exchange of fire, one of the outfit’s boats was half-sunk and the other one got defunct.
