at least 12 militants were killed and three hostages were rescued from their custody after an encounter with Security Forces (SFs) in the Alamgir Killay of the Karmina area in Landikotal tehsil of Khyber Agency, reports Dawn. Khasadar Force sources said that a Frontier Corps (FC) soldier was also killed and another injured during the encounter. According to official sources, TTP Tariq Afridi group ‘commander’ Qari Kamran was among the dead. Security sources said that Kamran was involved in various attacks on SFs and installations in Nowshera, Risalpur and Shabqadar. SFs took into custody three women and five children from a house where militants had taken refuge and freed three people held by them.

After a slew of abductions and repeated threats from Communist Party of India-Maoist (CPI-Maoist) during recent months, Indian Railways employees posted in far-flung areas which fall under Maoist-affected zones have sent an SOS to Railway Minister Dinesh Trivedi for better protection during duty hours, reports The Indian Express. While the coal belts in eastern and central India and key routes in the east coast region are the main areas from where these complaints have poured in, a new section proving to be a headache is Gadchiroli in Maharashtra, bordering Chhattisgarh. The Lumding section post in Tinsukia, Assam, is also another area from where complaints have poured in. The matter came to a flashpoint when an assistant loco pilot was abducted late last year and money had to be paid as ransom to get him released. Faced with this problem, the railway unions have threatened to pull out men and women engaged in vital operation-related work in these areas. “We have taken up the matter with the apex level in the ministry, including the chairman and member staff. No one wants a crippling strike, but with so many complaints pouring in, we might have no other option if we cannot find a solution,” said Shiv Gopal Mishra, general secretary of All India Railwaymen’s Federation.

Tehreek-e-Taliban Pakistan (TTP) militants on January 5 killed 15 Frontier Constabulary (FC) personnel in Mir Ali area of North Waziristan Agency in Federally Administered Tribal Areas (FATA) to avenge, in the words of a TTP spokesman, the death of one of their ‘commanders’ in another tribal area at the hands of Security Forces (SFs), reports Dawn. The bullet-ridden bodies thrown on a hill in Mir Ali sub-district were spotted by tribesmen in the morning. According to an unnamed security official, “We had been trying to get them freed and we maintained contacts with their captors. Until last night the indications were positive. God knows what happened afterwards.” TTP spokesman Ehsanullah Ehsan told local media in Miranshah, “We have killed these personnel”. He said the killings were in retaliation for the death of Qari Kamran, an important ‘commander’ of TTP, who was killed along with 12 others on January 1 by SFs at Alamgir Killay in the Kermina area near Landikotal in Khyber Agency. "This is revenge for the killing of our comrades in Khyber by Pakistani forces. We will soon take revenge for other operations too," Ehsan added. The 15 personnel guarding the boundary between the FATA and Khyber Pakhtunkhwa had been taken hostage on December 23, 2011 in a pre-dawn attack by TTP militants on their post in Mullazai area of Tank District (KP).

TTP released 17 children, who mistakenly crossed the border into Afghanistan from Bajaur Agency, after three months of captivity, reports Daily Times. Bajaur administration official Islam Zeb said, “Today TTP has released 17 of them. They have been freed unconditionally. Some 8-10 are yet in their custody.” Zeb said the boys had been abducted by a militant group allied with TTP ‘commander’ Maulvi Faqir Muhammad, who led local insurgents but is believed to have fled to Afghanistan in 2010. More than 30 children were abducted from Bajaur Agency during Eid holidays on September 1, 2011.

The Police said about 25 armed cadres raided the construction site of Rajendra Singh and Brothers Construction (Private) Ltd Company at Maniari on Sitamarhi-Riga Road around 10.30pm [local time] and held the labourers captive. The Maoists also fired in the air and hurled bombs to terrorise the residents, who could not muster courage to challenge them. The Maoists later escaped from the area abducting three labourers. The sources said that Akhlaq had abducted an associate of the rival Tariq Afridi group, a commander of Tehreek-e-Taliban Pakistan (TTP), and imprisoned him at his Hujra (guest House) in Narkhaw area of Maidan being controlled by AI. The TTP asked the AI that one of its fighters had been detained by Akhlaq and sought their help to get the captive released. The sources added that members of the AI raided the Hujra of Akhlaq two days back and got the ‘prisoner’ released, which infuriated Akhlaq. The sources said that Akhlaq hurled a hand-grenade and opened fire on the AI men that led to an exchange of fire. In the ensuing firefight, Akhlaq was killed. Three of his associates were also captured by the AI cadres. Akhlaq was appointed as ‘chief’ of Jundul Khyber in May 2010 after ‘Commander’ Adnan Afridi parted ways with the TTP. Adnan had developed differences with the TTP leadership over the killing of his associates by Tariq Afridi. On October 29, 2010, the bullet-riddled body of Adnan was found in Rawalpindi.

Addressing reporters at FC headquarters in Quetta, Ubaidullah Khan said that Balochistan witnessed a decline in attacks on economic installations like rocket attacks and bomb blasts particularly targeting gas pipelines, power pylons, and railway tracks. However, incidents of abductions and small arms attacks had increased. He said the militants were using kidnappings as source of generating funds. He said that they target foreigners with the intention to be paid ransom money in dollars. Responding to a query about the links between Tehreek-e-Taliban Pakistan (TTP) and Baloch militants, he said there is no link between the two. He said foreign elements were involved in destabilising Balochistan in order to advance their vested interests using local people as tools. “The foreign groups are providing financial support, equipment, training and advice to militants in Balochistan. The boys were identified as Jabbar, Nizam, Zeeshan, Irshad, Hidayat and Nasrullah. They all hail from the Barokhel and Sultankhel areas of Haleemzai. Paolo estimated Panda has just about 20 cadres, including 10 women, each armed with a gun. The unit has one VHF set, one walky-talky, two tiffin bombs, one laptop with data card and one generator. He described the OSOC leader as "sick". "He regularly takes medicines. I don't know what they were," Paolo told the Police. "They change their places frequently and never stay in villages. They prefer hill tops with streams nearby. I too travelled with them from one place to the other," a source quoted the Italian as saying. Paolo said he slept with others in the jungle one night when Panda woke up everyone and asked them to "lie down quietly". That was the time when members of "another group" reportedly came searching for them, a police source said. The former hostage even remembered the names of the Maoist cadres and identified pictures the Police showed him. Paolo's statement corroborated messages received earlier that one Suresh, a unit commander belonging to Andhra Odisha Border Special Zonal Committee (AOBSZC), along with about 30 cadres had been scouting for Panda through the tribal hamlets located in inaccessible regions. OSOC is said to have fallen out with the AOBSZC.

a businessman, identified as Konaj Kumar Dey from West Karbi Anglong, was abducted by suspected Karbi People’s Liberation Tiger (KPLT) militants, reports Nagaland Post. According to Kheroni Police, four armed militants entered the hardwire store in the guise of shoppers and engaged in argument with the owner, Dey, after which they took him at gun point and blindfolded him with a towel in a car. Kheroni Police later traced the vehicle near Ghilani village Donkamukam area and found 28 live bullets of AK 47, one magazine, one combat belt, a black Jacket and the towel used for blindfolding Kumar Dey. No progress has been made by Police in tracing the businessman till the time of filing this report.

In a written reply in the Rajya Sabha, Minister of State for Home Affairs Jitendra Singh said the maximum cases were reported in Jharkhand (31 abducted, two killed) and Chhattisgarh (29 abducted and three of them killed). The six States are Andhra Pradesh, Bihar, Chhattisgarh, Jharkhand, Maharashtra, and Odisha. However, no incidents have been reported from another four Maoist-affected States - Uttar Pradesh, West Bengal, Madhya Pradesh and Karnataka - so far till April 17 this year. According to the minister, 2009 witnessed 380 people being abducted and 93 of them getting killed while 490 were abducted and 113 killed the following year. In 2011, 329 were kidnapped and 64 killed in all the ten States.

The Maoists held a people's court in Mukkunur village of Mahadevpur forest area in Karimnagar District, opened fire at a former Sarpanch (head of Panchayat, village level local self government institution), assaulted another public representative and abducted a surrendered Maoist, reports India Today. According to the Karimnagar Police, the Maoists entered the village late on May 9 and dragged former Sarpanch Venkatswamy and former block member Chinnappa. They held a people's court till the early hours of May 10 and declared that both of them were acting as informers for the Police. They assaulted the public representatives severely. As Venkatswamy tried to flee the spot, the Maoists fired 20 rounds at him, injuring him. They left the village into the nearby forests at the dawn raising slogans. They also ‘took’ along with them a surrendered Maoist, Narender.
