According to Statesman, left-wing extremist (also known as Naxalite) outfit the Communist Party of India-Marxist Leninist (CPI-ML Kanu Sanyal) and the All West Bengal Tea Garden Labour Union held up traffic movement for almost three hours at Bagdogra and at Ghoshpukur on the National Highway-31 in the Darjeeling district of West Bengal on January 4. The Naxalites’ stir was reportedly against the inaction of the State Government with regard to errant tea planters whose decision to close down tea plantations "under one pretext or the other," has subjected the workers to "miserable conditions."

According to The News, unidentified assailants fired several rockets at a military post in Sarbandki village in North Waziristan on January 14, sparking a gun-battle between the two sides in which at least one person was killed and three children injured. It was not immediately clear whether security forces or suspected terrorists were responsible for the man’s death. More than 1,000 people from Sarbandki and two adjacent villages staged a protest against the latest killing, and blocked a main road linking Miranshah, the main town in North Waziristan, and Bannu, a city in the east.

Statesman reports that the January 16 bandh (shutdown) call given by Maoist zonal committee of Midnapore West, Bankura and Purulia was total in the Belphari, Binpur and Lalgarh areas with buses being off the roads and attendance in State Government offices being thin. While schools and colleges in the area were asked to be closed, shops and markets also kept their shutters down. The bandh was partial in Nayagram, Jamboni and Gopiballavpur. However, train services were normal. The bandh was called to protest against the police firing at Kalinga Nagar in Orissa on January 2, which resulted in the death of 12 tribals, and also against the eviction of farmers in South 24-Parganas. The Maoist bandh passed off peacefully in Bankura and Purulia districts. In Purulia, where the Jharkhand Mukti Morcha had extended its support to the Maoist call, police seized Maoist posters from Puncha. In Khatra sub-division, public transport came to a halt.

Similarly, reports from eastern development region said normal life remained crippled in most of the districts of the eastern region. Normal life was also affected in Dhading, Tanahun, Rajbiraj, Nawalparasi, Mahottari, Janakpur and Syangja. Meanwhile, normal life remained affected across Nepal as the three-week-long blockade called by the insurgents entered the fifth day on March 18. Reports from Manthali, headquarters of the central hilly district of Ramechhap, said a week long health camp which was scheduled to begin on March 18 was postponed due to the blockade. In Dhading district adjoining capital Kathmandu, the Maoists had erected barriers to block vehicular movement. They have also disrupted vehicular movement on the Pasang Lhamu highway along the Kathmandu-Trishuli route. In Sarlahi district, vehicular movement reportedly came to a grinding halt and even bicycles were not seen on the roads, according to reports. The Maoists announced a three-week long blockade of the capital Kathmandu and district headquarters across the country from March 14. From April 3, they have called a nationwide general strike calling for complete halt of public and private transportation, and closing down of schools, factories and private businesses indefinitely.
