Meanwhile, shutdown in south Kashmir’s Pulwama town in Pulwama District and its adjoining areas continued for the sixth day on January 4, as the youth of the area are adamant on installing the insignia of local and foreign militants killed in gunfights with SFs. All the shops and commercial establishments were closed while the public transport was also off the roads. There was, however, no incident of stonepelting and the situation remained peaceful throughout the day, a Police official said. To prevent the violence the Police arrested more than a dozen youths from different parts of Pulwama over the charges of stonepelting and made it clear that the installation of insignia of militants won’t be allowed

Meanwhile, Maoists have called a twoday bandh (general shutdown strike) starting from January 8, in Nuapada, Kalahandi and Malkangiri Districts to protest against the proposed ‘Operation Green Hunt’ against them, reports The Times of India. The protesting Maoists belong to the MainpurNuapada divisional committee and have put up posters and banners announcing the bandh at some places in these Districts. The Maoists said they would strongly protest the proposed operation against them in the southwestern part of the state. The Maoists also raised the issue of Police excesses against innocent tribals in these Districts. They have demanded issue of forest land to tribals in order to make them selfreliant. They have also called a bandh in Chhattisgarh to protest against antiMaoist operations. They had issued an audio tape in this regard recently.

At least six persons including two Policemen were injured during clashes in the outskirts of Srinagar in Pantha Chowk area on January 12, as Police fired scores of tear smoke shells to disperse the protesters who had blocked the SrinagarJammu National Highway over the killing of top LashkareToiba (LeT) ‘commander’ Sajjad Ahmad Bhat, who was gunned down on January 11 in Zakura area of Srinagar, reports Daily Excelsior. The mourners attempted to hold the funeral along SrinagarJammu National Highway but a large contingent of Police intercepted the procession holding body of the militant commander and resorted to heavy teargas shelling. Police fired tear gas on youth who retaliated by pelting stones, triggering clashes. A Police official said two persons received injuries in the clashes while at least 4 protesters were also injured. A complete shutdown was observed in Pantha Chowk, Pampore, Zewan and adjoining areas against the Sajjad’s killing.

Endorsing the UNC’s 48-hour bandh starting February 4 midnight, the Chandel Naga Peoples’ Organisation (CNPO) has announced a total shut down in Chandel District of Manipur, including educational institutions during the bandh. Publicity wing of the apex body has informed that any elements or anti-social forces attempting to undermine the decision of the tribals in Manipur and Nagas will not be tolerated, it warned.

However, it had a partial impact on rural areas of the State. However, the bandh called by the CPI-Maoist Bihar State Committee resulted in the postponement of the matriculation and intermediate examinations, conducted by Jharkhand Academic Council (JAC), scheduled for February 16. Most business establishments in Gomia, Nawadih, Bermo and other areas remained close throughout. Commercial vehicles also remained off the roads, including long-distance buses. The bandh also disrupted transportation of coal, said sources.

The Manipuri film industry shut down indefinitely on February 17 to protest against extortion threats by National Revolutionary Front of Manipur (NRFM) to the Film Forum Manipur, reports The Telegraph. "We have decided to suspend all Manipuri film-related activities after the National Revolutionary Front Manipur issued threats to us for not meeting its monetary demand. We will not resume our activities until the threat is withdrawn," the chairman of the Forum, L. Surjakanta, said. According to Surjakanta, the militant group first approached the Forum for "financial assistance" late last year (2015). In response, the Forum suspended all film activities from November 14, 2015. The Forum resumed work on December 28 after a public meet, attended by civil society and student organisations, appealed to the rebels to withdraw the threat. Surjakanta said the militants have not mentioned the exact amount to be paid, but continue to issue threats to the Forum. "Within days of resuming our activities, telephone calls came from the group, threatening us and warning us that no activities would be allowed until the group is paid. Our repeated appeals and pleas to withdraw the demand and threat went unheeded. After reviewing the situation and also in view of the rigid stance of the group, we have decided to suspend all activities indefinitely from today," Surjakanta said.

A Police spokesman said that the situation remained normal and peaceful across the Kashmir valley on April 17. “There were no reports of stone pelting from any part of the Valley. Markets were open, transport and rail services operated normally at most of the places”, he added. There were no restrictions in Srinagar on April 17 and the day has passed off peacefully with no untoward incident reported from anywhere in the Valley. However, strict curbs on the movement of people remained in force in some areas in North Kashmir, including Kupwara and Handwara towns, for the fifth day to maintain law and order. Hundreds of protestors came to the street to impose the ‘Sintha Leppa’ demanding immediate implementation of ILP in the state and enactment of three bills related for protection of indigenous people in Manipur. The protestors blocked movement of all sort of vehicles including those belonging to Police and Security Forces (SFs). Four protestors were injuries when the Police used tear gas shells to disperse them from blocking the road at Keishampat Junction. This is probably the first time Naxals [Left-Wing extremism, LWE] have called for a bandh protesting death of their senior women cadres. The Maoists have appealed for local support, while keeping the medical and emergency services out of the purview of the bandh, underlining the contributions of the women cadres fighting for the rights of tribals. This year, Gadchiroli Police have eliminated around half-a-dozen Naxals in different encounters while 14 were arrested and 26 surrendered. The setbacks, especially of the top cadres, appear to have pushed the Naxal movement into a tight corner. As the rebels are unable to inflict any reverses on the Police department, they have started targeting civilians and government properties. However, this ploy seems to be failing, as seen in the increasing domination of the Security Forces (SFs). Calling repeated bandhs on different pretexts, Naxals are trying to assert their domination through bandh, like on this Tuesday (May 24), but success seems to be eluding them.

The UNC took this decision in a meeting to show its resentment against the “continuous suppression, subjugation and discrimination” by the Government of Manipur against Naga tribals. He was arrested after the security team recovered 27 Gelatine sticks, 50 detonators, two 6-feet long non-electric safety fuses, two mobile phones and one Honda Activa during the raid, the Superintendent of Police (SP) Dr AK Jhalajit said. Curfew remained in place in two Districts including Kulgam, Pulwama and Imam Sahib, Shopian while restrictions were imposed in Anantnag town and in parts of Srinagar to thwart any protests against the civilian killings in Kashmir. A large contingent of Police and paramilitary Central Reserve Police Force (CRPF) were deployed in curfew and restriction bound areas to thwart protests. Police and CRPF blocked the roads by erecting concertina and barbed wires. Reports reaching here from Srinagar, Ganderbal, Kulgam, Anantnag, Shopian, Baramulla, Kupwara and Bandipora Districts suggested that clashes took place between Security Forces (SFs) and protesters at several places in which at least 40 people including a CRPF personnel were injured. The strike was called by Joint Action Committee (JAC) constituted against declaration of former JCILPS Convenor Khomdram Ratan as a wanted man. Co-convenor of JAC, Kshetrimayum Thoiba made an announcement in this regard at a hurriedly called press conference in Imphal on August 18. In the meantime, Khomdram Ratan, former Convenor of JCILPS, who was declared a wanted man with a cash reward of INR 500,000 to anyone who can provide information leading to his arrest on charges of “indulging in prejudicial activities against the State”, was produced before the court on August 18 and remanded in judicial custody till August 26. On August 17, Ratan came out of hiding and took part in the ongoing relay hunger strike here demanding introduction of Inner Line Permit (ILP) system in Manipur. A team of Central Reserve Police Force (CRPF) personnel who visited the spots with dog squads removed the posters. The posters have created panic ahead of Maoist bandh(general shut down strike) on September 9 (today). The bandh has been called against the attempts of the State Government to change land laws. "Burn murderer Raghubar Das and police officers in the fire of Maoism," one poster read. A police officer said other posters talked about intensifying the people's war against the state and establishing the government of the peasants and the laborers. Senior Central Reserve Police Force (CRPF) officers said in Patna that the Maoist guerrilla was gunned down during an exchange of fire at Sagarpur village close to Chakarbandha forest in Gaya District, around 140 kilometres southwest of Patna, during a combing operation in the area. One country-made rifle, live cartridges and a radio were recovered. The identity of the guerrilla, who was in black uniform, is yet to be ascertained. CRPF officers said the Police found bloodstains, which suggested that some more guerrillas may have been killed. The combing operation was launched in the wake of a state-wide bandh called by the CPI-Maoist to protest the killing of a top guerrilla leader, Ashish Ranjan alias Asheeshan, in what the CPI-Maoist outfit called a "fake" encounter in Jharkhand's Gumla District on September 11, 2016. Ashish, considered a tech-savvy explosives expert, had a reward of INR 2.5 million on his head and was a member of the special area committee, which forms the third layer in the organisation's hierarchy after the politburo and the central committee. A senior officer associated with anti-Maoist operations said an alert had been sounded across the state overt the bandh call on October 9. "We have put the police officers of Gaya, Jamui and Aurangabad in south and central Bihar on high alert," he added.

The Maoists have put up posters in Bhamragarh, Hemalkasa, Arewada and Hindewada area in the District, asking people to observe the two-day bandh to express their support to separatist forces in Kashmir. The Valley has been on the boil since July when Hizb-ul-Mujahideen (HM) militant Burhan Wani was killed by the Security Forces (SFs). This is the first time the organization has openly supported the demand of Kashmiri separatists for a resolution and their right to self-determination. Till now, they had been a prominent voice for the rights of dalits and adivasi communities in India. The organization has also voiced its support to the separatist forces in the northeastern part of the country. Intelligence agencies have been alerted about this development. Security has been tightened in southern Odisha Districts, including Kandhamal, Boudh and Gajapati for the 24-hour bandh (general shut down strike) called by the Maoists in five States, Andhra Pradesh, Telangana, Odisha, Chhattisgarh and Maharashtra on November 3, to protest against the Malkangiri encounter in which 30 Maoists were killed, reports The Pioneer. Anti-Maoist camps, security establishments in Maoists-affected Districts have been alerted while combing operations and patrolling have been intensified. The State Police Intelligence wing has been directed to keep a strict vigil on the situation to avert any violence by Maoists as reliable sources said the rebels from neighbouring Chhattisgarh and Andhra Pradesh are trying to enter Kandhamal and Malkangiri Districts.

The finding of so many posters on the road side at Vijayapur colony near Kothapalli in Venkatapur mandal (administrative unit) created sensation in the wake of the bandh (general shutdown strike) called by Maoists on the day condemning the recent Malkangiri encounter that took place on Andhra-Odisha Border (AOB). After informed by a villager, the Police recovered the posters. The content of the posters was not known as they were reportedly written in Chhattisgarhi, a language spoken in Chhattisgarh. Maoist posters were found pasted on trees near the spot. Protesting the anti-Maoist operation near the Andhra-Odisha Border (AOB) in cutoff Chitrakonda area, in which 30 Maoists were killed, the CPI-Maoist Central Committee observed the bandh in five States, Maharashtra, Chhattisgarh, Andhra Pradesh, Telangana and Odisha. Some women vendors of Khwairamband market, anguished by the prolonged economic blockade being imposed by United Naga Council (UNC), have on November 12, launched a counter economic blockade on some roads leading to Hill Districts from Imphal, reports The Sangai Express. With the State cut off from other parts of the country for the past many days, all sections of the people have been literally living under a siege. Anguished by the economic blockade which has been going on for the past 12 days, women vendors of Khwairamband Keithel went to different parking lots and prevented transportation of essential commodities including rice to Hill Districts. Goods loaded on different vehicles heading for hill Districts were pulled down at Jiri parking (Wahengbam Leikai), Noney parking (Moirang Leirak Machin), Nagamapal parking, Kangpokpi parking (Khoyathong) and Lamlong parking. Locals have enforced banda (shutdown) in Pyuthan District on November 30, against the Constitution amendment bill registered by the Government to take all the hill Districts out from Province 5, reports My Republica. They are protesting at the major thoroughfares in the District headquarters by holding protest assemblies and burning tires. Protests have been staged in the District since a week after the Government made preparation for the amendment bill to take out the District from the province. Different political parties too have expressed their solidarity with the protest.Meanwhile, according to Rashtriya Samachar Samiti (RSS), an indefinite District-wide general strike has been called in Arghakhanchi District in protest against the Government's registration of the Constitution amendment bill in parliament, with changes to the province borders. Various organizations based in the District called for the District-wide shutdown on November 30, under the leadership of the Arghakhanchi District Chamber of Commerce and Industry. As per the provision in the Constitution amendment bill, Arghakhanchi District has been split and part of it placed under Province 4. Before this, the District was placed under Province 5. Communist Party of Nepal-Unified Marxist Leninist (CPN-UML) District president Chet Narayan Acharya said all the political parties in the District have supported the general strike as the splitting of the District is a matter of concern for all. The IED was unearthed by a team of Central Reserve Police Force (CRPF)'s 74th battalion personnel from Chintalnar Police Station limits while they were out on road security operation toward Mukram Nullah, located around 450 kilometres from Raipur, a Police official said. They spotted the pressure bomb hidden by the roadside, which weighed around five kilograms, was immediately destroyed on the spot by the bomb disposal squad. The official said, the IED was possibly meant to harm the security men during their operation in the area.Meanwhile, Maoists have called for an agitation against the move for disinvestment of National Mineral Development Corporation (NMDC) steel plant at Nagarnar in Bastar saying the move was aimed at handing over the region's natural wealth to corporates, The Times of India reported on December 2. CPI-Maoist, Dandakaranya Special Zonal Committee (DSZC), spokesman Vikalp sent an audio message to journalists alleging that it was an attempt to hand over NMDC project to powerful corporates, including those having base in Gujarat. The Maoist leader called upon people of Bastar, political parties and other peoples' organisations to strongly resist the move for privatization of the integrated steel plant, which is yet to be commissioned and start production. NMDC, country's largest iron ore miner, is setting up a three million tonnes per annum (MTPA) integrated steel plant at Nagarnar in Bastar. In June this year, an environment ministry panel gave clearance to a captive iron ore mine in Bastar for plant that is expected to start trial production by mid-2017.

On completion of the 14 days remand, the two leaders were produced in the court of Chief Judicial Magistrate (CJM) Imphal East District on December 8, which remanded them to 15-day judicial custody. But a team of Tadubi Police station personnel of Senapati District re-arrested them in connection with another case registered with the Police Station and took them into custody for five days, that is, till December 14. Similarly, the strike will be withdrawn for three days (12, 13 and 14) due to Dewali festival before it resumes December 15 and will continue until 21, Bishnu Khanal Muskan, Nepali Congress (NC) District Party Office, Arghakhanchi President said. According to the protest programs, the committee will launch a torch rally on December 13. The Naga Students’ Federation (NSF) temporarily suspended its eight-day-long total blockade of all Manipur-bound vehicles with immediate effect taking into consideration the assurance of Manipur Government and the Centre Government’s request on December 27, reports The Assam Tribune. The NSF President Subenthung Kithan and Assistant General Secretary Kesosul Christopher Ltu said that the decision was taken in view of the communiqué received from the Chief Secretary of Manipur through the Chief Secretary of Nagaland with assurance to provide safety and security to Nagas in Manipur. Union Home Minister (UHM) Rajnath Singh also told Nagaland Chief Minister (CM) TR Zeliang on December 23 to ensure that there was no disturbance in movement of vehicles passing through the State following reports of NSF’s blockade.

Normal life was hit as a shutdown on the call of separatists was observed in Kashmir valley in Jammu and Kashmir on December 31, reports Daily Excelsior. Majority of shops, business establishments and fuel stations were closed in the valley. Authorities had deployed contingents of Security Forces (SFs) in downtown areas and also in sensitive areas of civil line to maintain law and order. Although no major incident of violence was reported from any part of the Valley but stone-pelting clashes between youth and SFs erupted at HMT on Srinagar city outskirts and in Muslim Peer locality of Sopore in Baramulla District, a police official said.
