Rizvi alleged the Government had used members of the law enforcement agencies to spray pepper at BNP Chief Begum Khaleda Zia’s Gulshan office in Dhaka city so that she died. Normal life came to a grinding halt following the 48-hour Karbi Anglong bandh (shutdown strike) called by Karbi Peoples' Liberation Tigers (KPLT) from 5am on January 11, reports The Telegraph. The militant outfit called the bandh to protest against the killing of its ‘deputy commander-in-chief’ Kangkan Terang in an encounter with Security Forces (SFs) near Rangjangfong under Hamren subdivision of the hill District. Government offices and business institutions remained closed in district headquarters Diphu and two subdivisional headquarters of Bokajan and Hamren during the strike. SFs are continuing the operation against the militant outfits active in the district since the killing of senior police officer Nityananda Goswami on the Assam-Meghalaya border in June last year. Karbi Anglong Police claimed that the KPLT and other Karbi militant outfits are in trouble because of the operations in which they lost most of their leaders and weapons."Infighting also has weakened these groups," said a Police source.

In Dhaka city, two youths were killed in a gunfight with Rapid Action Battalion (RAB) in Jatrabari area. The identities of the youths, aged between 25 and 30, could not be confirmed. RAB officials said that when a team of RAB was patrolling in Jatrabari area all of a sudden, brick chunks were hurled at the RAB vehicle. Several crude bombs went off on the road and gun shots were fired at the team, forcing the law enforcers to open fire on the thugs. Later, RAB found two bullet-hit people lying in a pool of blood there. One gun, two petrol bombs and eight crude bombs were recovered from the spot. In another incident, Rashedul (25), who had suffered 80 percent burn injuries on February 3 gruesome firebomb attack on a bus in Comilla District died at the Intensive Care Unit of Dhaka Medical College Hospital. In the interim, the Unified Communist Party of Nepal-Maoist (UCPN-M) led alliance of 30 political parties on April 7, decided to call off its general strike planned for April 8 and April 9, reports ekantipur.com. A meeting of the alliance convened at Singha Durbar, Kathmandu, shortly after announcing the end of strike at 5 pm on the first day of the three-day general strike made the decision to this effect. The alliance has decided to announced further protest programmes later. UCPN-M Chairman Pushpa Kamal Dahal aka Prachanda tabled the proposal to call of the strike. He promised the representatives of various business organisations to put forth the proposal. Dahal told the media that the strike was withdrawn following calls from several quarters. Upendra Yadav of the Madheshi Janadhikar Forum (MJF), Sadbhawana Party Chairman Rajendra Mahato and Federal Socialist Party Nepal Chairman Ashok Rai had pressed for enforcing the banda for two more days. Dahal was supported by Madhesh Janadhikar Forum-Loktantrik (MJF-L) chief Bijaya Kumar Gachhadar in calling off the strike. Some in the alliance had even proposed an indefinite strike but Dahal said the people would retaliate against such a move. In a meeting with a team from the Federation of Nepalese Chambers of Commerce and Industry (FNCCI) earlier, Dahal had pledged to table a proposal in the 30-party meeting for withdrawing the banda. This brings to end the opposition’s second phase of agitation. Alliance leaders said they will soon unveil the third phase of protests. The parties had called a three-day closure demanding that the new constitution should be written on the basis of consensus among the key stakeholders of the peace process. The opposition decision has created an environment for talks with the ruling parties on the contentious issues of the constitution writing process. The Constituent Assembly (CA) meeting has been postponed for a week to provide time for the parties to discuss the agenda.

At least 32 trucks were torched by the Communist Party of India-Maoist (CPI-Maoist) cadres in one of its major operation on the always busy National Highway. The Police came in for criticism for its allegedly lethargic and delayed response that virtually gave a free run to the Maoists who were in total command of a 2 kilometres long stretch of the highway between Bishunpur and Taradih villages of the Amas Police Station area. Confirming the suspension of the SHO, Gaya Senior Superintendent of Police (SSP) Manu Maharaj said that he would not tolerate any lapse on the part of the Police. The SSP also said that raids were being conducted to nab the ultras involved in the incident that grabbed national headlines. No arrest has so far been made in this connection, said the SSP. However, bandh (general shut down) called by the Maoists was almost total in the Naxal infested Dumaria, Imamganj, Banke Bazar and Raushanganj Police Station areas of Gaya District. A protester was killed and 21 others injured when Police opened fire on protesters during an indefinite Madhes bandh (general shut down strike) at Bhardaha Village Development Committee (VDC) in Saptari District on August 18, reports The Himalayan Times. Rajiv Kumar Raut (30), from Bhardaha was killed when Police opened fire to disperse demonstrators who were clashing with Police. Raut succumbed to injuries while being rushed to a hospital in Dharan, Saptari Chief District Officer (CDO) Birendra Kumar Yadav said. Dev Narayan Biswas (40), Surendra Mandal (39), Apak Sah (14), Satya Narayan Raut (17), and Gopal Mandal (20), from Bhardaha were injured in Police firing and are being treated in hospitals in Dharan and Biratnagar. The Sabha had called a four-day bandh starting on August 30, putting forth various demands including declaring Chitwan the provincial capital, implementing the past agreements signed with Tharus, among others. UDMF has enforced indefinite strike to protest the draft Constitution and seven-province federal model proposed by the three major parties. Superintendent of Police (SP) Dibesh Lohani at Parsa District Police Office said Dilip Chaurasiya (28), a Federal Socialist Forum-Nepal (FSF-N) cadre from Parsa’s Maniyari Village Development Committee (VDC), was shot in the chest during a clash that broke out near Parsa District Development Committee (DDC). Chaurasiya was rushed to Narayani Sub-regional Hospital, where he succumbed to injuries. Police had to open fire after the protesters defied curfew and staged demonstration. Clashes erupted between the bandh enforcers and Police personnel at several places in Birgunj. Four agitators, including an eight-year-old child, were injured in Police firing. Eight other demonstrators were hurt in Police baton-charge, while six Police personnel sustained injuries after protesters pelted them with stones. After the situation went out of control, Parsa District Administration Office (DAO) imposed an indefinite curfew in Birgunj from 4 pm on August 31. Parsa Chief District Officer (CDO) Keshav Raj Ghimire said curfew had been clamped at Ghantaghar, Maisthan, Parwanipur, Gandak, Powerhouse, Custom area, Adarshanagar, Ranighat, Baipas, Chhapkaiya in Birgunj. Further, defying the curfew, protesters staged rallies at Ghantaghar, Ranighat, Murli and Chhapkaiya till late evening. Agitators also set ablaze Police posts at Birgunj’s Gandak, Ranighat and Ashokbatika. They also set ablaze Communist Party of Nepal-Unified Marxist Leninist (CPN-UML) party office in Parsa. The clashes started from Birgunj’s Nagawachowk when demonstrators hurled stones at the Police personnel. To bring the situation under control, Police fired dozen rounds of tear gas shells and fired in the air to disperse protesters. Protesters vandalised vehicles, offices of Land Survey, Nepal Telecom, DDC, Irrigation and a statue of late Prime Minister Girija Prasad Koirala. A clash also broke out between the agitators and Police at Bara’s Kalaiya. Police had to open three rounds of fire to disperse the mob. More than half a dozen demonstrators, including FSF-N General Secretary Ramsahay Yadav were injured. Agitators set ablaze old building of Rautahat DDC. Rautahat CDO Madan Bhujel said vital documents and files, as well as furniture, were damaged in arson. Firefighters and Security Force personnel doused the fire at the old DDC building. In addition, protesters vandalised a microbus heading to Kathmandu from Rajbiraj for defying bandh at Rupani of Raypur VDC in Saptari District. Police intervened when the protesters tried to set ablaze the microbus. Police said passengers on the vehicle were safe. Bandh organisers vandalised the CPN-UML party office and set it ablaze in Jaleswor of Mahottari District.

The locals found three bullet ridden bodies of LeI militants in local orchards of Shutz Dangerpora village on Nihalpora-Wailo road in Pattan area. Immediately after the incident, there were protests in Pattan area and the town observed shut down. All the three men have been identified and they are aides of Qayoom Najjar whose group as per police was behind the attacks on cellular companies and killing of three former militants, one of whom was member of hard line separatist leader Syed Ali Shah Geelani’s outfit. Police identified them as Amir Reshi (17), Ashiq Wani (21), and Naveed Ahmad Khan. LeI were disowned by HM and they were alleged to have been working for security agencies. However, LeI had denied the allegations. Police suspects group rivalry behind the killing of three LeI men.

Calling for shutdown, the chairman of All Party Hurriyat Conference-Geelani (APHC-G) faction, Syed Ali Shah Geelani, termed the killings as gruesome and rejected version that they were killed in infighting. Jammu Kashmir Liberation Front (JKLF) chairman Mohammad Yasin Malik also called for a shutdown against the killings and said there is no acceptability for these kinds of murders in a civilized society. Malik was detained by Police at Sangrama in Baramulla District on September 15, morning as he was supposed to go to Sopore to meet the families of militants. “These kinds of mysterious killings cannot be tolerated by any civilized society”, the JKLF leader said.

In a letter to mediapersons on September 15, secretary of the Maoists' Malkangiri division committee Poonam Chandra urged the locals to cooperate with them on the bandh. The surrender of villagers is staged and managed by security personnel to weaken the Maoist movement," the letter said. The Communist Party of India-Maoist (CPI-Maoist) on October 11, has called for a bandh (general shut down strike) in the Vizag Agency areas of Visakhapatnam District on October 12 and 13 demanding the Telugu Desam Party (TDP) government withdraw move to mine bauxite in the Agency area. In a handwritten note sent to reporters in the Agency areas reportedly by CPI-Maoist East Division secretary Kailasam, the Maoists said the TDP was solely responsible for the abduction of three TDP tribal leaders from GK Veedhi mandal (administrative unit). TDP mandal party president Mamidi Balayya Padal, senior leader Vandalam Balayya and District committee member Mukkala Mahesh were taken away from their homes at Kothaguda village in GK Veedhi mandal on October 5, by a group of Maoists. While charging the Maoists with using the bogey of bauxite mining the TDP government was trying to push through its MNC driven agenda of mining in the ecologically sensitive region, Kailasam said. The government was not taking note of the series of protests by tribals on the bauxite mining issue. Worse, the police acting as stooges of its political masters were trying to muzzle the dissent by cutting off the public address system when a former legislator was speaking at a recent meeting in Koyyuru. The Police tried to stall another public meeting on the issue at Darakonda, the Maoist leader noted in his letter.
