People’s Joint Action Committee for Boroland (PJACB)’s economic blockade started on January 1 with supporters blocking National Highway (NH)-31C. PJACB is demanding the creation of “Bodoland” State and expedition of political dialogue with the Pro-Talks faction of National Democratic Front of Boroland (NDFB-PTF). The Chief Convener of the PJACB, Jebra Ram Muchahary, said they would block NH-31, 37 and 52 to press for “Bodoland”. The NDFB-PTF has extended its full support to the blockade.

Activists set ablaze a motorcycle, damaged a car and an attempt was made to burn down the Bamunigaon panchayat office in Rabha-Hasong Autonomous Council (RHAC) areas during a 36-hour Bandh (General Strike) in Goalpara and Kamrup Districts. The strike was called by 34 organisations, led by All Rabha Students Union (ARSU), demanding elections to the Autonomous council and cancellation of the state panchayat elections declared last month. The strike also paralysed life in Goalpara and parts of Kamrup District as vehicles remained off the road.

Normal life was affected due to the bandh (shutdown strike) call given by the CPI-Maoist in Nuapada District of Odisha and Gariabandh District in neighbouring Chhattisgarh on January 6, reports The New Indian Express. The Maoists gave the call to protest “police harassment of innocent people suspecting them to be Maoists.” Business establishments remained shut for the day and vehicles were off the road in Nuapada District. The Maoists also resorted to road blockade by felling trees between Dharambandha and Potora under Nuapada block.

The nationwide dawn-to-dusk hartal (general strike) enforced by the Bangladesh Nationalist Party (BNP)-led 18-party alliance, protesting the latest fuel price hike, was marked by incidents of arson, vandalism, explosions, and chases and counter-chases on January 6, reports The Daily Star. At least 15 vehicles were vandalised, two were set ablaze, 35 homemade bombs exploded and three people were injured in Dhaka City alone. At least 30 people including two Policemen were injured during clashes between Police and pickets across the country outside of the Dhaka City.

The Gram Panchayat polls are not held in all the autonomous council areas of the State, including under the RHAC, as these special category areas have their own council elections.

An eight-hour hartal (shut down) enforced by Jamaat-e-Islami (JeI) and its student wing Islami Chhatra Shibir (ICS) ended with some stray incidents, including arson and vandalism in Rajshahi District on January 15, reports The Daily Star. JeI-ICS cadres observed the hartal demanding release of all detained leaders of the party, including its assistant secretary general Mujibur Rahman. Police said the JeI-ICS cadres hurled brick chips on the law enforcers triggering a clash that left five cadres injured. The JeI-ICS cadres also burned tyres in Rajshahi College area in the Rajshahi city. 34 cadres were arrested from the Rajshahi College area.

The opposition BNP called the general strike demanding the release of its acting Secretary General Mirza Fakhrul Islam Alamgir and party leader Ruhul Kuddus Talukder Dulu and withdrawal of the cases filed against them. The clashes that erupted between the SFs and groups of protesters armed with machetes, knives, iron rods and sticks left three dead at Kathalmuri Palsa under Dhupdhara Police Station, two at Kachadal under Ranjuli Police Station, one at Siluk under Dudhnoi Police Station, three at Bekipool under Khrishnai Police Station and two at Dhuptola under Mornoi Police Station. Addressing a press conference on February 21 following a meeting with political parties, officiating Chief Secretary, Barkos Warjri said that altogether 91 companies of Central Paramilitary Forces have been deployed in the State to maintain law and order and 44 companies were deployed in the militant-hit Garo Hills region. Out of the 2485 polling booths in the State, only 1213 were identified as ‘normal’ and of the 900 polling stations declared as ‘sensitive’, 355 are ‘hyper sensitive’ due to prevalent militant activities. Another 545 are hyper sensitive polling stations due to other reasons. While dwelling on the security arrangements made for the polling day, Warjri said the Government will have one section of central armed police force stationed in all the polling stations which are affected by militancy while only half section of the central forces will be placed in polling stations which do not face the same threat.

In Satkhira District, JeI-ICS cadres blocked the Kalaroa-Sarashikatki road with logs and attacked Police when the law enforcers reached the spot. The Police opened fire in which two brothers - Arif Billah (40) and Ruhul Amin (35) - died on the spot and Shamsur Rahman (42) died at Satkhira Sadar Hospital. Two others cadres got injured. In Sirajganj District, a teenage boy was killed when Police opened fire in the face of attacks by JeI-ICS cadres in Ullapara sub-District. The deceased was identified as Mahfuz. At least 15 people were also injured. In Rangpur District, a JeI-ICS cadre, who sustained bullet injury during February 28’s clashes at Mithapukur town, succumbed to his injury on March 4. In Satkhira Districrt, 45-year-old Shukur Ali, a member of Awami League (AL) executive committee, was killed, hours after being injured in an attack at the office of Kalaroa sub-District. Three AL cadres were also injured in the attack. In Bhola District, at least 50 people were wounded in a clash between BNP and AL cadres as the two groups took to streets for and against the hartal. In Netrokona District, at least 20 people were wounded when BNP activists vandalised and set fire to vehicles. In Rangpur District, at least 20 people, including two cameramen, were injured in a clash between supporters of AL and BNP at Rangpur city market. In Barisal District, as many as 11 people were injured in Barisal city when BNP men locked in clash with Police and ruling party men. In Lalmonirhat District, at least 10 people, including seven AL cadres, were injured in a clash with BNP supporters. In Narayanganj District, at least 10 people, including BNP District unit president Taimur Alam Khandaker, were injured during clashes between BNP men and Police. A Policeman was injured when supporters of the 36-hour Goalpara District bandh (general strike) clashed with the Police at Pancharatna under Kharmuja Police outpost on March 19, reports The Telegraph. Officer-in charge of Kharmuja Police Outpost, Marmuj Ali, was injured when nearly 500 strike supporters staging a blockade on the road allegedly attacked the Security Forces (SFs). The situation turned violent when the Police tried to clear the road for vehicles. The supporters then attacked a Tata Sumo at Pancharatna about 300 metres away from Naranaryan Setu and set it ablaze. The driver of the car was also injured in the attack. Protesters also set ablaze a truck at Kumri area in the District. Police later had to fire blank shots in the air to disperse the mob. With the arrival of additional SFs and senior Police officials, a semblance of normalcy returned. The bandh was called by non-Rabha and non-tribal organisations under the Non-Rabha Co-ordination Forum (NRCF) to register its protest against the inclusion of non-Rabha and non-tribal dominated villages in the Rabha Hasong Autonomous Council (RHAC). They demanded the exclusion of the names of 394 villages dominated by non-Rabha, non-tribal and Garo population from the draft of villages in the council, the preparation for which is under way.

The clash ensued when the Police tried to disperse JeI-ICS cadres who had blockaded a road in the village by burning tyres and logs. In Dhaka city, ICS cadres brought out several violent processions and involved in a clash with the Police. Two Policemen and two ICS cadres were injured during the clashes. Eight homemade bombs were also exploded sparking panic among the locals. The Police arrested 30 ICS cadres in connection with the arson from the city. The Maoists have called for the 'bandh' protesting the fake encounters and killings of the villagers. A press release released by the WRC's Spokesperson Shriniwas claimed that Security Forces (SFs) have been ruthlessly gunning down villagers in Gadchiroli District of Maharashtra labelling such encounters as gun-battle between SFs and Maoists. He accused Chief Minister Mehdi Shah for being biased in favour of a particular sect. “Families of the Sunnis killed were paid Rs 100,000 each while others killed in similar instances were paid Rs 2 million each,” he alleged. GB JI chief Abdul Sami said the strike was meant to protest the 2009 Order and draw the attention of whoever forms the new government following the elections on May 11. A ‘token strike’ was called by parties to register their reservations against the order promulgated by the Pakistan People’s Party (PPP) government in 2009. Under the order, elections were held in GB for the first time in history and a Chief Minister and Governor were elected and the PPP became the ruling party. GB was made a de facto province but not under the Constitution. During the strike, protesters carried banners and dispersed peacefully later. However, in a precautionary move all educational institutions, markets, cellular services and the Karakoram Highway remained closed on the Government’s orders. Qazi Nisar Ahmed condemned the mobile phone restriction, arguing it was a non-violent ‘token strike’ against the self-governance order.

The blockade, called by AKRSU for creation of a separate ‘Kamtapur State’ and Scheduled Tribes (ST) status to the Rajbongshi community, left hundreds of trucks stranded on both sides of Chagolia Assam-Bengal inter-state checkgate in Dhubri. AKRSU ‘President’, Biswajit Roy, asked the Assam Government that it should shift its offices from “Kamtapur state”, adding that Dispur has no right to run its administration from Kamtapur. Nagaland Post reports that normal life came to a standstill throughout Nagaland, including Naga inhabited areas in Manipur, Arunachal Pradesh and Assam, on July 1, during the 12-hour bandh (shut down strike), called by the Naga Students’ Federation (NSF) in protest against factional clashes and harassment meted out to public by underground groups. The total bandh was observed without any incident, at the time of filing this report. NSF ‘vice-president’ Joseph Nguori who monitored the bandh in Dimapur, said it was called to show “strong resentment” against those not maintaining peace, which was the need of the hour. NSF ‘finance secretary’ Shikavi Achumi pointed out that the federation had already submitted a five-point charter of demands to the State Government on June 26 and demanded a response within seven days. It may be recalled that NSF wanted the State Government to initiate stern action against the culprit(s) involved in a shooting incident where one NSF office bearer was injured in Kohima on June 25. NSF also demanded that the Government direct all the cadres of every faction be confined within designated camps and to seriously monitor “free movement” of armed cadres in civilian areas. It also demanded that Government ensure security of the general public and also asked it not to release any accused on bail.

JeI-ICS enforced the dawn-to-dusk general strike in protest against what it claimed ‘the government conspiracy to kill JeI leaders in the name of judgement.’ Of the deceased, a local leader of the ruling Awami League (AL) was beaten to death by JeI and ICS cadres in Satkhira District and a JeI cadre and an ICS cadre were shot dead during a clash with the law enforcers in Chapainawabganj District, while two ICS cadres were lynched by villagers in Kushtia District. During the shutdown, the cadres of JeI-ICS vandalised and set on fire several hundred vehicles including Police vans. They also snatched away firearms from Police during the clashes. A 48-hour bandh called by All Bodo Students’ Union (ABSU), a 1500-hour bandh by United Peoples’ Democratic Forum (UPDF) [both for creation of Bodoland State] and a 31-hour bandh by Hitesh Barman faction of All Koch Rajbongshi Students’ Union (AKRSU) [for creation of Kamtapur State] brought life to a standstill in lower Assam Districts of Kokrajhar, Bongaigaon, Chirang, Baksa, Dhubri and Goalpara, official sources said. UPDF has, however, suspended its 1500 hour bandh from August 7, while AKRSU reduced the duration of its bandh from 36 to 31 hours and ABSU from 60 to 48 hours in view of the coming Id-ul-Fitr (August 9). UPDF, ‘president’ Pradeep Kumar Daimary said that the ongoing bandh was suspended in view of the assurance of the Union Home Ministry (MHA) to invite the (NDFB-PTF) for dialogue within a short period, adds The Sentinel.

The United Peoples’ Democratic Forum (UPDF) suspended its 1500-hour bandh on assurance of Central Government-Pro-Talks faction of National Democratic Front of Bodoland (NDFB-PTF) leader’s peace talks. These bandhs, demanding separate states of Bodoland and Kamtapur, were called in Lower Assam Districts of Kokrajhar, Bongaigaon, Chirang, Baksa, Dhubri and Goalpara since August 5. Karbi People’s Liberation Tiger (KPLT) militants on August 7-8 carried out two attacks in Karbi Anglong District during the 300-hour Karbi Anglong bandh (General Shut Down) called by the outfit, reports Assam Tribune. The first firing incident took place when a group of KPLT militants armed with sophisticated weapons, attacked the Uttarborbil Police Outpost under Howraghat Police Station at around 8.46pm on August 7. The militants fired indiscriminately and lobbed grenades at the police outpost with the help of rocket propelled guns (RPG). The police retaliated and the exchange of fire continued for about 10 minutes. Later, the militants fled from the spot under the cover of darkness. No casualty was reported. In the second incident, a vehicle carrying chickens was attacked by suspected KPLT militants at Deopani under Sarupathar Police Station in Bokajan Sub-Division of the District. The occupants of the vehicle escaped unhurt, even as the vehicle suffered minor damage.
