PTI reported that the Communist Party of India-Maoist (CPI-Maoist)-sponsored Jharkhand bandh (general shut down) on January 2 evoked partial response with no untoward incident being reported from anywhere in the State. According to officials the bandh had affected life in some rural pockets in Palamu, Giridih, Hazaribagh, East and West Singhbhum Districts. Normal life remained unaffected in the state capital Ranchi and other District headquarters. While majority of the long-distance buses did not ply, several trains under Dhanbad Division of the East Central Railway were either cancelled or diverted. The bandh was called in Jharkhand, Orissa, Bihar, West Bengal and Chhattisgarh in protest against alleged "police atrocities and violation of human rights by government machinery".

PTI reports that cadres of the Communist Party of India-Maoist (CPI-Maoist) blew up a gram panchayat (village level self-Government institution) office building and a go down in Malkangiri District during a bandh (general shut down) called by the outfit on January 2 against alleged Police excesses. Around 50 armed Maoists attacked the gram panchayat office at Panasput in Chitrakonda area of Malkangiri and drove away those inside before triggering an explosion, Police said. The Maoists also stormed a go down located near the office and blasted it with explosives before disappearing into a nearby forest, they said. Nobody was harmed or injured, they added. Meanwhile, the bandh called by Maoists in Orissa and four other States against alleged Police excesses and the proposed anti-naxal operations had little impact barring stray incidents of tree felling in Malkangiri and disruption of traffic in Rayagada District. Many Government buses stopped plying in Malkangiri and Rayagada Districts, where trees were used to block roads.

A goods train was also derailed in the incident. The CPI-Maoist had called for a 24-hour bandh (general shut down) in Palamau commissionary on January 5 to protest against the alleged custody death of Rajendra Yadav, a resident of Tiladi village in Chattarpur. The bandh affected life in three districts— Latehar, Garhwa and Palamau.

Rastriya Jana Morcha (RJM) has given a call for bandh in Seti and Mahakali zones on January 5 as part of its agitation against federalism. RJM cadres are staging demonstrations, organising rallies and chanting slogans for annulment of federalism and protection of nationalism in various places including Dipayal, Mahendranagar and Dhangadi. RJM, the only party against federalism in the Constituent Assembly, started shutting various zones and organising marches and rallies from December 27, 2009 calling for the annulment of federalism and protection of national interest. Earlier, it had called bandhs in Gandaki, Dhaulagiri, Bheri and Karnali zones.

Unidentified assailants shot dead two cadres of the Unified Communist Party of Nepal-Maoist (Unified CPN-Maoist) and a local resident at Ganjabhawanipur in the Bara District in the night of January 6, reports Kantipuronline. The victims, along with some others, were returning from a dinner party when the group resorted to fire at them. The deceased Maoist cadres were identified as Dara Yadav and Ramprakash Yadav while the other deceased person has been identified as Ambika Mahato. The Maoist regional secretary Kanhaiya Lal Yadav and Siyaram Kushwaha sustained critical injuries in the incident. Nepal News adds that the attackers were cadres of the Terai Mukti Morcha (TMM). Meanwhile, Bhojpura State Committee of the Unified CPN-Maoist has called for Bara, Parsa and Rautahat shut down on January 7 (today) protesting against the incident.

Express Buzz reports that while infrastructure programme like the rural connectivity is not making headway in the hinterland due to direct opposition from the Maoists, rural electrification programme is not facing any problem from the Maoists. Three Central agencies - NTPC, NHPC and PGCIL - executing the massive infrastructure programme in the State reported that the Government works undertaken in the Maoist-stronghold areas are going very smoothly. However, the contractors and their people have been warned against associating with the local Police and bring any Police personnel to their work sites. They have been further instructed to come to the workplace with identification card which should be visible and cooperate with the Maoists. They have been asked to suspend their works during bandh (general shut down) calls or economic blockades by the extremists, a highly placed source in the Government said. Although no significant progress has been achieved in Malkangiri, the contractors and their workers have not faced any problem in the District.

The PCPA vice-president Santosh Patra told PTI over phone that a PCPA supporter Kajal Soren was allegedly shot dead by joint-forces on January 15 and his wife Sabitri Soren was then raped and killed when she went to lodge a protest against the killing. "In protest against this illegal killing and brutal rape and murder, we call for a 12-hour bandh in three districts namely Purulia, Bankura and West Midnapore on Tuesday [January 19]," Patra said. About 70 CRPF personnel were conducting a Road Opening Operation (ROP) on foot on the Narayanpur-Orcha road when the attack occurred. At least two critically injured Policemen were evacuated to Jagdalpur by helicopter. Sources said the attack took place near a hilly stretch known as the Jhadha Ghati, three kilometres from Dhudhai. According to a PTI report, Maoist fighters opened fire from a hilltop as the soldiers were returning from their patrol. “A large number of Maoist fighters surrounded the rear section of the CRPF party and opened fire,” said a source. The Narayanpur-Orcha road is considered the gateway to Abujhmad, a 4000-square kilometre forested area that has been declared a “liberated zone” by the Maoists. "Curfew was imposed early morning in the areas falling under the jurisdictions of Police Station Kothibagh, Maisuma, Kralkhud, Sadder, Shergari, Shaheedgung, Batamaloo, Safakadal, M.R. Gung, Khanyar, Nowhatta, and Rainawari of Srinagar city," a Police spokesman said. The CPI-Maoists have called for a 48-hour bandh (general shutdown) across the Dandakaranya region on October 22 and 23 to protest against the formation of the Dandakaranya Shanti Sangarshan Samiti (DKSSS) on October 2, 2010. In a statement mailed to the correspondent of The Hindu, the CPI (Maoist) stated that while businesses in the region were expected to stay shut for the 48-hour period, the bandh would not affect schools or hospitals.
