Police raided almost all the offices of terrorist and sectarian outfits in the city and took into custody office-bearers and activists of the Tehreek-e-Jaferia Pakistan (TJP), Sipah-e-Sahaba Pakistan (SSP) and Lashkar-e-Toiaba. Continuing with their crackdown on jihadi organizations, Karachi Police arrested several religious extremists, on January 4, reports said. Police raided several places in the city and picked up a number of suspects. Of those arrested were cadres of the Sunni Tehrik and the Sipah-i-Sahaba Pakistan (SSP). The police denied reports that they had raided mosques and madrassas (religious institutions). Elaborating, a police officer said, "We have acted upon secretly received information and raided the homes of suspects to pick them up." A senior police officer, Manzoor Mughal said the arrested persons were not picked up from religious institutions or mosques, and added that some of them were affiliated with jihadi groups and were wanted for sectarian killings. Some of those detained were later set free.

According to media reports, police arrested approximately 45 cadres of the Jaish-e-Mohammed (JeM) and Lashkar-e-Toiba (LeT) in raids on January 6. "In all some 45 of their members were picked up in raids late on Saturday and early on Sunday. At least 32 Jaish members were among the detainees", said Hassan Burki, spokesperson for the JeM. He said police in several southern districts of Punjab raided mosques, homes and offices searching for cadres and weapons. "Police entered our homes, insulting our elders and women. They searched our homes for weapons and messed everything up," Burki said. He added that the Jaish would challenge the arrests of its cadres in the courts. "The law provides protection even to criminals. We will challenge the arrests of our cadres and the government will have to tell what was their offence. If we did not get justice through the legal course, it would mean that state terrorism is being meted out to us," he said. The spokesperson claimed that Pakistan was bowing to pressure from India and the international community. "All this is being done to please India and Blair," he said, adding these detentions would not make any difference to the outfit.

Three suspected terrorists were killed and a police personnel of the Anti-Terrorist Force (ATF) injured in an encounter in Kalat district, Quetta, on January 6. According to official sources, a joint team of Quetta and Kalat police raided a house to arrest members of a terrorist group allegedly sponsored by Research and Analysis Wing (RAW), India’s external intelligence agency. In the ensuing encounter, three suspected terrorists were killed and one police personnel injured. Police sources added that a large cache of arms and ammunition was also recovered by the ATF from the encounter site.

A Defence Ministry statement on January 6 said that five Maoist insurgents were killed and 28 suspects arrested on January 5. One rebel, identified as the ‘Chariman’ of the local Maoist Village People’s Committee, was killed in Dubi Danda, Rolpa district. Another rebel was killed at Dang while attempting to attack a government unit in the area. In search operations at Palawang in Salyan district, a third rebel was killed. The fourth rebel was killed in an encounter at Katuwachauari in Parbat district. In Myagdi two soldiers were killed and six more injured, in an ambush laid by the insurgents. One insurgent was also killed in the incident.

Pande said that one of them Mohammad Zahid, in a statement admitted that he was a resident of Khanewala district in Multan and had opened fire at the police personnel guarding the American Centre. Both of them died at hospital. "Further investigations are being carried out but there is hardly any doubt now about the role of Pakistani nationals and Pak-based terrorist ‘tanzeems’ in this case", the Union Home Secretary added. He said a new trend was emerging in terms of the direct involvement of Pakistani nationals in terrorist, espionage and subversive activities in India. Apart from the December 13 terrorist attacks at the Parliament House, there have been at least five cases of subversion and espionage in recent months in which Pakistani nationals were arrested in the country, Pande said. Those arrested admitted during interrogation that they had been sent to India for sabotage and terrorism at the behest of Pakistan’s Inter Services Intelligence (ISI), he added. Putting together the sequence of events after the January 22 incident, Mr. Pande said the Dubai-based criminal, Farhan Malik alias Aftab Ahmed Ansari, had called up the police and two newspaper offices in Kolkata within a few hours of the shooting and claimed responsibility. A media report on February 3 said that the Bihar Police’s Special Task Force (STF) launched a major operation against left-wing extremist, Naxalite outfit, the Maoist Communist Centre (MCC) in different districts of the Tirhut division in North Bihar. The operation has been launched to check the growing network and activities of the banned Naxal outfit. The crackdown operation in the first phase began in the last week of January 2002 in Sheohar, Piprahi and Tirgai areas where the MCC has reportedly spread its influence. According to the ADG (Tirhut), M K Sinha, the crackdown on the MCC networks has been initiated by STF, and is assisted by the district police concerned in seven police stations areas of Sheohar and Motihari district. In the operation’s second phase, the STF and the local police would conduct raids in areas under the jurisdiction of the Katra, Nanpur, Jale and Kamtaul police stations of Muzaffarpur, Sitamarhi and Darbhanga districts respectively, said the ADG. According to police sources, the MCC activists have expanded their activities in Sidhotiya, Dhurkurba, Bulaki, Lalgarh, Nayagaon, Shyompur, Bhantaha and Khairaba areas of Sheohar district. The outfit is also reportedly running training camps along the Indo-Nepal border with the help of Maoist insurgents in Nepal.

According to police sources, the incident took place when a special police team on a combing operation spotted the Naxalites and asked them to surrender. The Naxalites instead opened fire on the police. The encounter was still going on when reports last came in, with police rushing reinforcements from Warangal and Karimnagar to assist police and the elite Greyhounds units engaging the Naxalites. The police recovered 10 weapons, including a light machine gun, three self-loading rifles (SLRs), a .9 mm carbine, a .303 rifle and four double-bore guns. The identities of the slain Naxalites were yet to be established. As the vehicle reached Ghanasar village, the Naxalites set off the landmine with the help of a battery-operated remote control device. According to media reports, the overnight security forces’ operation in the Potshai forest area of Kupwara district has failed as all the holed up terrorists have managed to escape while leaving one security force personnel dead and four others injured. Media sources in north Kashmir indicated that Captain Aneer Bandopadhyay, who was heading the advance party, was killed and four of his associates sustained injuries when terrorists attacked them in Potshai forest area. The security forces had launched the search operation after receiving information that indicated presence of a group of terrorists at a hide-out. In yet another incident, two SF personnel and two civilians were killed and two other SF personnel seriously injured in an explosion at Mahu Mangat, Udhampur district. The explosion was reportedly caused by the unidentified terrorists through an Improvised Explosive Device (IED) planted by a road side and was detonated with a remote control device. A patrol party of Rashtriya Rifles was the target of the attack. Meantime, another IED went off in the same area while the SFs were carrying out search operations. However, no casualties or injuries were reported in the latter explosion.

The encounter occurred when the SFs, who were tipped off by the local residents earlier about the hiding of the terrorists in the area, were conducting the search operation. While two of the terrorists were killed in the retaliatory firing by the SFs, three of his accomplices reportedly managed to escape. The fleeing terrorists also took away two AK-47 rifles of the slain terrorists. Search operation is on in the Parshola forests area to nab them.
