Three cadres of the Communist Party of India-Maoist (CPI-Maoist), including an ‘area commander’, were arrested and arms and ammunition, including a pistol, six rounds of cartridges, were recovered by the Police following an encounter during a search operation at the house of the village head of Dhankaul in the Begusarai District in the night of January 1, PTI reported. The ‘area commander’, identified as Radhey Sah alias Shyam Sahni, was wanted in several cases, including an incident of dynamite blasting on the house of Dinesh Singh, a leader of the Communist Party of India-Marxist, murder of one Rampukar Chaurasia and forceful acquisition of land of a relative of Excise Minister Jamshed Ashraf. The two others arrested were identified as Hare Krishna Mahto and Surendra Paswan. Meanwhile, the village head man, identified as Upendra Choudhary, was also detained by the Police for harbouring the insurgents.

Two Army soldiers and a Jaish-e-Mohammed (JeM) ‘area commander’ were killed in a gun-battle at Bhati Dhar forests in the Chatral area of Mendhar sub-division in Poonch District on January 1 while a group of five militants was still trapped in the area, Daily Excelsior reported. Official sources said troops of Rashtriya Rifles and Special Operations Group personnel had cordoned off Bhati Dhar forests two days back after receiving specific information that a group of six JeM militants had taken shelter there. In the evening of January 1, the militants reportedly opened fire on Army personnel, who retaliated. In the subsequent encounter between the two sides which continued for more than two hours, two soldiers and JeM ‘area commander’ Abdul Gul were killed. Enforcement of Army and police have been rushed to Bhati Dhar forests in search of the five remaining militants.

The Guwahati Police on January 2 released the photograph of Pranjal Deka alias Biju Saraniya alias Bhambhal, a cadre of the United Liberation Front of Asom (ULFA)’s 709th battalion, who according to security agencies, masterminded all the three blasts in Guwahati on January 1, reports Assam Tribune. Additional Superintendent of Police (City), Joyshree Khersa, said that Deka, who hails from Dwarkuchi village in Baksa District, is still holed up in the city along with at least five other ULFA militants. “Combing operation is on and we have intensified vigil across the State,” Khersa said, adding that Deka is wanted in connection with several other recent blasts. The Hindu adds that Trinitrotoluene was used in the three improvised explosive device blasts in Guwahati. Experts of the State Forensic Science Department revealed this to the State Home Department after preliminary examinations of the blast sites and laboratory analysis of the blast remnants.

The political administration displayed a large quantity of arms and ammunition and truckloads of looted goods, including that of the NATO supplies at the Jamrud Fort. These goods were recovered during the operation. The weapons included five mortar guns, a heavy and a light anti-aircraft gun, three light machineguns, 10 rocket launchers and 15 AK-47 rifles and thousands of rounds of various denominations. Political Agent Tariq Hayat claimed to have achieved 80 percent of the targets set for the operation. He said while many were arrested under the collective responsibility clause of the Frontier Crimes Regulations, Security Forces also detained 43 proclaimed offenders. He stated the Government’s resolve to continue the operation until all the six groups that the authorities claimed operating in the Khyber Agency were neutralised. The Security Forces carried out limited action against militant hideouts in Ali Masjid area of the Jamrud sub-division, where an office of the Mangal Bagh-led Lashkar-e-Islam was also demolished. Some 25 structures, including houses and shops, were also demolished in the adjacent Wazeer Dhand area.

On January 3, five tribals were killed in separate attacks by the cadres of the Communist Party of India-Maoist (CPI-Maoist) in the forested stretches of Bijapur District, The Hindu reported. The dead bodies were found dumped on roadsides along the national highways connecting Bijapur-Bhopalpattanam and Bijapur-Geedam in the Dantewada District. "All the deceased are male and tribals. They were killed with sharp edged weapons," said Ankit Garg, Bijapur District Superintendent of Police (SP). On January 4, the Para-military personnel of the Central Reserve Police Force (CRPF) along with the District Police force and Special Police Officers (SPOs) launched a combing operation in the District to track down the extremists.

While an encounter between the Security Forces (SFs) and militants in Bein forests of Bhati Dhar in Poonch District entered the sixth day, two SF personnel sustained splinter injuries in the intermittent firing by the holed up militants in the early hours of January 5, Kashmir Times reported. The militants, who are at the position on higher peaks of the densely forested mountainous belt of Bhati Dhar, are reportedly firing intermittently mostly during the night and early hours. Official sources said the militants fired at the SFs at 9.35 PM, then at 12.45 AM, 1 PM, and 5 AM using AK Rifles and Pika guns which was effectively retaliated by the SFs. Three SF personnel and four militants have been killed so far in the encounter that began on January 1. Meanwhile, Daily Excelsior reported that the Army is contemplating an aerial operation in Bhati Dhar forests to neutralize the remaining Jaish-e-Mohammed (JeM) militants. Over 2000 SF personnel are reportedly involved in the ongoing operation. A computer, incriminating documents, including demand notes, INR 50,000 and four mobile sets were recovered from the incident site. They were identified as Ningthoujam Ronen, his wife Chamcal Bino Bala, Haobijan Dingku Singh, his wife Pramo Haobijan Maipakpi, and Thokchom Ibomcha Singh. Police said the KYKL cadres had set up the ‘finance cell’ in Shillong only a few months back. The modus operandi of the KYKL was to distribute the demand notes in Manipur and collect the money in Shillong through courier. The arrested cadres were booked under Sections 120b, 121 and 384 of Indian Penal Code (IPC), 1860 read with Section 10/13 of the Unlawful Activities (Prevention) Act, 1967.

Army sources confirmed that the operation has been called off and all militants, who were being searched for last 10 days, might have escaped. "The operation, which had started on December 30 afternoon in dense Bhati Dhar forests, is off. All militants were reported to have escaped taking advantage of rugged terrain and prevailing climatic conditions in the area", they said. This was the longest ever anti-militancy operation in Jammu region in two decades. Reports had been indicating presence of eight to 10 Pakistani commanders of the JeM, including Abu Dawood and Babbar, in cave hide-outs converted into permanent shelter place by the militants using boulders inside the dense Bhati Dhar forests. As reported earlier, two Army soldiers, a Special Police Officer and at least four militants were killed in the operation. All casualties took place during the initial phase of the gun-battle.

Rajendra, said a team of Special Striking Reserve and Police launched a search operation at Lallu Khetar at 3.30 pm (IST) after receiving inputs about the presence of militants in the area. In the ensuing encounter that lasted for approximately 90 minutes two militants and two Policemen, Mushtaq Ahmed and Nissar Hussain, were killed. At least two militants managed to escape taking cover of the forest area. The slain militants have been identified as Ashfaq, a HM ‘commander’, and Abu Talha, a LeT ‘commander’. Sources said that a team of the Inter-Services Intelligence (ISI) and the Anti-Violent Crime Unit had raided the place as part of an investigation into the kidnapping of the Iranian commercial attaché, Hashmatullah, but the kidnappers attacked the team. In the consequent encounter, at least two Policemen were killed and 11 injured. Following the clash, around 35 suspected persons were arrested. Police in the Doda District shot dead two top militants of the Hizb-ul-Mujahideen (HM) outfit, including a ‘tehsil commander’, in Batyas forests under the jurisdiction of Gandoh Police station and recovered a large quantity of arms and ammunition from their possession, Daily Excelsior reported. Senior Superintendent of Police Prabhat Singh said a Police party was conducting searches in Batyas forests for the last three days after receiving specific information that top HM militants have developed hideouts there. The militants, who had taken shelter in a natural hideout, opened fire on the Police personnel, who retaliated. In the ensuing encounter, the two militants, identified as ‘tehsil commander’ Zahoor Ahmed Khandey alias Basir alias Salman and Sajjad Ahmed, were killed. Zahoor had crossed over to Pakistan in 1995 and returned the next year after arms training. Since 1996, he was operating in parts of Doda and Kishtwar Districts. Sajjad had joined militancy in May 2008 and was working as a close associate of Zahoor. Recoveries made from their possession include two AK-56 rifles, three magazines, 17 rounds, one radio set, one mobile telephone, two hand grenades and a large quantity of ration, incriminating documents etc. With this incident, a total of six commanders of the Lashkar-e-Toiba (LeT) and HM outfits have been killed in Doda District during the past couple of months.

Military sources said the third phase of Operation Rah-e-Haq had been launched in light of a list released by the Taliban which contains names of officials ‘wanted’ by the group. After the operation began – five civilians were killed by artillery and mortar fire. Locals said a man, a woman and three children were killed when mortar shells hit four houses in Mangalawar area of Charbagh sub-division in the night of January 26 as SFs targeted Taliban positions. After the start of the intensified operation late on January 26, official sources and locals told Daily Times on January 27 that the Government had already imposed curfews in Nengolai, Bara, Koza Banadai, Shakar Dara and Charbagh towns for an indefinite period, and issued shoot-at-sight orders for violators. The curfew in Mingora was imposed after about 100-150 Taliban militants stormed the streets of the town displaying arms. According to Nanayakkara, the capture of Vishvamadu junction dealt a severe blow to the LTTE who are now confined to a territory of 300 square kilometres, Daily News reported. The troops have also gained control of a stretch of 10 kilometers along the road leading to Chundikkulama via Puliyampokkanai. The militants have also started escaping towards the safer zones at Teravilkulam and Udayarkattikkulam after military operations in Vishvamadu and Piramanthalkulam. According to City Police Officer (CPO) Rao Iqbal, the suspects belonged to a group formed by a Kenyan national who himself was killed during a terrorist attack. Addressing a press conference, he said the arrests were made when police and elite force personnel raided a house in the city’s Dhoke Lakhan area. They also seized four motorbikes, one car, detonators with wires, nut and bolts weighing 20 kg, one timer, four hand-grenades and eight pistols. One of the detained suspects is Dr Abdul Razzaq of the Cantonment Hospital who has been missing for some time and his case is in the Lahore High Court in Islamabad. The CPO said the terrorist gang had indirect links with the militant group of Baitullah Mehsud in Wana. He said they had confessed to having carried out a number of terrorist attacks, including the RA Bazaar bombing in which seven army personnel were killed, assassination of Lt-Gen Mushtaq Ahmed Baig, Melody suicide attack on police force, blast outside the Danish embassy and heinous attack on Italian restaurant. The terrorists, Rao Iqbal said, were planning a suicide attack during the March 23 Pakistan Day parade. Acting on a tip-off, a Police team raided a hideout of the Maoists and asked them to surrender. The Maoists, however, opened fire at the Police and in the retaliatory action, two insurgents were killed. However, some more Maoists, reportedly more than 10 in number, managed to escape along with the bodies of their slain comrades.

At least 29 Liberation Tigers of Tamil Eelam (LTTE) militants were killed and an equal number of them injured following clashes between the Security Forces (SFs) and militants at Irunapalai in the Puthukkudiyiruppu region of Mullaitivu District in the morning of March 16, reports Sri Lanka Army. During subsequent search operations, SFs recovered the dead bodies of 14 militants along with 25 T-56 weapons, five LTTE made mortar launchers, two I-com communication sets and two remote controllers. Troops also captured a one kilometre long LTTE built earth bund in the area south east of Puthukkudiyiruppu following the clashes.
