Meanwhile, a joint team of Assam Rifles (AR) and Bihar Regiment launched a joint operation in Bunghal Khullen area of Thoubal District in Manipur and recovered arms and ammunition on January 7, reports The Assam Tribune. During the search operation, the team recovered one AK56 rifle and two magazines along with 60 live rounds of 7.62mm ammunition. Further search along with Thoubal Commandos led to recovery of 54 live rounds of 7.62mm, 47 live rounds of 7.62mm sniper rifle, one magazine of 7.62mm AK56 Rifle, one magazine of 5.56mm of M 16 rifle and five live rounds of 5.56mm of M 16 rifle. Search of the living room of one Lelen Kipgen, who was missing, resulted in recovery of one seal of Nehlun faction of Kuki National Front (KNFN), demand letter and documents pertaining to KNFN.

A powerful Improvised Explosive Device (IED), suspected to be planted by the Communist Party of India-Maoist (CPI-Maoist), was recovered from Adava Police Station limits of Gajapati District on January 10, reports The Hindu. The bomb in a tiffin box was located near Paniganda forest beat house when the security personnel involved in combing operation in the region came across a suspicious-looking wire protruding from below the ground. Gajapati Superintendent of Police (SP) Satyajit Nayak said this IED contained around 10 kg explosive materials. However, initial evidences hint that the IED may have been planted by the Maoists in 2009.

Two Communist Party of IndiaMaoist (CPIMaoist)cadres, including a woman ‘commander’, were killed in a joint operation of Chhattisgarh and Maharashtra Police in Bijapur District on January 11, reports The Hindu. “Bijapur District Additional Superintendent of Police, Mr. Kalyan Elesela has conveyed over his satellite phone from deep forest of Sendra on ChhattisgarhMaharashtra border that a Local Operating Squad (LOS) commander of the Maoists has been killed and her body has been recovered by the forces along with an INSAS rifle and five magazines. One more dead body of a uniformed Maoist was recovered when the forces were returning to the base camps in Maharashtra,” Bastar Range Inspector General of Police (IGP) S.R.P. Kalluri said in a statement. One of the dead Maoists has been identified as Mangi, the LOS ‘commander’ of national park area committee of the Maoists in West Bastar and she carried a reward of INR 500,000 on her head.

A joint team of District Police and Central Reserve Police Force (CRPF) personnel arrested the Communist Party of India-Maoist (CPI-Maoist)’s Wajedu Local Organising Squad (LOS) ‘commander’ Kanithi Papa Rao alias Vijay, carrying a reward of INR 400,000 on his head, during a search operation in the forests surrounding Alubaka area in Venkatapuram mandal (administrative unit) in Khammam District on January 18, reports The Hindu. “Papa Rao was involved in as many as 58 cases, including 12 murder cases and eight incidents of exchange of fire with the police under Venkatapuram circle limits in the district,” Bhadrachalam Additional Superintendent of Police (ASP) R. Bhaskaran said. He had gone underground in 2004. The encounter that started last evening (February 12) continued throughout the night and in the morning, troops killed five militants who were holed up in the house of Ghulam Mohammad Wani. Sources said that seven militants infiltrated during the intervening night of February 8 and 9 into Zonreshi forests of Chowkibal from Pakistan occupied Kashmir (PoK). Army received information about their presence in the forests on February 11 and launched an operation against them and they established contact with them on February 12. Army’s 41 Rashtriya Rifles (RR), 16 Grenadiers and 19 Maratha Regiment, 4 Para and Special Operations Group of Jammu and Kashmir Police cordoned off the Zonreshi, Marasi village after they traced these militants in Marasi village. Sambalpur Superintendent of Police (SP) Akhileswar Singh said local Police and Sambalpur unit of Central Reserve Police Force (CRPF) and District Voluntary Force (DVF) were conducting a joint combing operation in the areas on Angul-Sambalpur border following information about movement of about 20 Maoists at Badbil under Rairakhol Police Limits on February 14 night. The next evening, security personnel spotted some Maoists near Udul in Angul District and asked them to surrender. Instead, the Maoists opened fire and Security Force (SF) personnel retaliated. The encounter lasted for about 30 minutes before Maoists escaped into the forest under the cover of darkness. Thereafter the security personnel seized an axe, knives, computer keyboard, Maoist literature, four SLR empty cases, medicines, ear phone, torch, cooking utensils and solar panel from the spot. The SP also revealed that a member of ‘Central Committee’ Mishir Besra, who carries a cash award of INR 2.5 million on his head, was believed to be present in the group. In the first encounter, at least eight militants were killed in Pipri area of Bin Qasim Town. "Eight militants were killed on the spot while four others, who fled the scene, were killed in Gadap area," said Senior Superintendent of Police (SSP) Rao Anwaar of Malir District. In the second encounter, at least four militants were killed in Gadap Town. He further said that the encounters, which lasted several hours in a slum off the National Highway, occurred during a raid on a hideout after police received intelligence-based information that terrorists belonging to banned outfits had gathered there. The terrorists had been working jointly and targeting law enforcement agencies in Karachi, Rao added. Five of the deceased suspects were identified as Sohail, Khalil, Bilal,Talha and Abdul Salam. At least 20 suspects including 11 Afghan nationals were taken into custody. The suspects were shifted to unknown location for interrogation. After a specific input received by the Special Operations Group (SOG) of Jammu and Kashmir Police, Srinagar, about presence of 11 militants including top leadership of LeT, SFs launched searches at Chandipora, Goripora and Wadhakpora villages in the District. SFs cordoned off vast area and had a fierce gun battle with the LeT militants at Wadhakpora in Awantipora area in which two militants were killed. As the SFs were engaged in the gun battle with the two LeT militants, 9 other LeT militants including ‘divisional commander’ of the LeT, Abu Dujana managed to slip out of the cordon, taking advantage of dense vegetation and bushes in the area. However, after the encounter SFs recovered two AK-47 rifles, four magazines and two pouches from the encounter site.Abu Ukasha was one of the most wanted militants in Kashmir and National Investigating Agency (NIA) had announced a cash reward of INR 500,000 on his head for his involvement in Udhampur attack. Acting on input about the presence of National Socialist Council of Nagaland (NSCN) militants in Lothang village in the District, SFs (Assam Rifles) cordoned off the entire village area and launched massive search operation. The team succeeded to arrest one militant. Based on information from the arrested cadre, the SFs arrested another cadre from the nearby jungles. Arrested cadres have been identified as Neytun Nokbi (35) and Manlang Wangsa (18) of NSCN-IM factions. One 7.62 mm AK 47 Rifle, 7.65 mm Automatic Pistol, grenades, explosives, detonators and huge quantity of ammunitions were recovered from their possession. In the interim, the NSCN-U cadre was arrested from Bordurua area after more than 24 hours of massive search operation by the SFs. The arrested cadre was identified as Sambam Tangdong. Superintendent of Police (SP) Shivdeep Lande said acting on a tip-off about movement of a Maoist group led by Ajay Rajbhar in hilly Chunhatta village, the SF launched a combing operation there. But the Maoists escaped in the thick forest leaving behind a haul of arms and ammunitions comprising three single bore guns, a country-made pistol, 12 ammunitions, 50 kg ammonium nitrate, 50 kg PEF explosives, 2,350 detonators and four empty plastic boxes, Lande said. The SFs also defused an IED that the Maoists had planted on the road of Chunhatta village to prevent security men from reaching there, the SP added.

Four cadres were arrested from Kanker District and four others in Sukma District, a senior Police official said. In the first incident, a team of District Force was carrying out a search operation in Badgaon Police Station area when they spotted four persons in forests of Latamarka village, the Police said. On interrogation, they admitted involvement in the Naxal [Left-Wing Extremism, LWE] movement, he added. They were identified as Saten Ram Kumeti (26), Rati Ram Jade (23), Vimla Uike (23) and a 17-year-old girl, the official said. Kumeti was wanted in cases of abduction and attempt to murder in the region while three others, including Vimla and the minor, were allegedly involved in offences like rioting, loot and attempt to wage war, he said. In the second incident, a joint squad of Central Reserve Police Force (CRPF) and the District Police Force arrested four Maoists from Nilavaram village under Gadiras Police Station limits, the official said. Of them, Katti Guddi alias Madkam Ganga was carrying a reward of INR 2,000 on his head, he said. A joint team of Border Security Force (BSF) and District Force recovered the explosives during a search operation in the forests of Bande Police Station area, Pakhanjore Sub-Divisional Officer of Police (SDOP) Jai Prakash Badhai said. While the SFs were cordoning-off Korenar village forests, they spotted an electric wire connection and subsequently found the IEDs, kept in different objects under the ground, Badhai said. “Two IEDs were kept in a pressure cooker and as many others were in form of pipe bombs. Of them, a pressure cooker bomb weighed 5 kg and others were of low intensity,” he said. According to a BSF official, the pipe bombs were connected to a wireless ‘walkie-talkie’ in a manner that if the wireless set receives a call, the bomb detonator catches the signal too and the IED explodes. The explosives were immediately destroyed by the bomb disposal squad of BSF and Counter Terrorism and Jungle Warfare (CTJW) college, Kanker.

The injured trooper was identified as radio operator of the 198 battalion head constable Srinivas Sahu (40) of Odisha. Sources said four to five explosions of improvised electronic devices (IEDs) were heard at around 8.30 am 5 kilometres away from Rudakota area, which was followed by gunfire. CRPF personnel retaliated with light machine gun fire. A platoon of 25 to 30 CRPF personnel was moving from Rudakota area to Munchingput when the incident took place.This is the first incident in nearly 10 years in the Visakha Agency in which CRPF was targeted by Maoists, adds The Hindu. The first incident was at the Sileru shandy some 10 years ago when a CRPF constable was shot dead by Maoists. There were several incidents of Maoists attacking the State Police and its Greyhound personnel.

A search and cordon operation was launched by SFs following an input about the presence of Lashkar-e-Toiba (LeT) militants at Lelhar. As the search operation was underway, local youths’ pelted stones on SFs and created hurdles in the operation. The Police retaliated by using mild force against the stone-throwers. Following the clashes, the cordon and search operation was called off by SFs as no militant was found hiding in the area. Later, the clashes also erupted at Kakapora after youth pelted stones on SFs coming from Lelhar. The clashes continued till late evening and many protesters sustained injuries. The face-off took place in a dense forest of Idwaya village under Orchha Police Station limits when a joint team of Special Task Force (STF), District Reserve Group (DRG) and district force carried out the combing operation near a drain in the region, a senior Police official said. Assistant Constable Gajendra Singh Dhruv was injured when the SF personnel reached Aader forests, and a group of armed Maoists opened indiscriminate fire on them. A gunbattle then broke out between the two sides that lasted for about an hour, following which the Maoists fled from the spot taking advantage of the darkness, he said. While cordoning-off the encounter spot, four muzzle loading guns and Maoist-related materials were recovered, the police official said. He said they suspect that ultras might have been either killed or injured in the gunbattle as blood stains were spotted in that area.

Acting on a tip-off, the personnel of the Special Task Force (STF) conducted search operations with the help of the District Armed Police in the forests of Kauakol in Nawada and detected a training camp of the rebels. It was destroyed after a brief encounter. The police seized an INSAS rifle, a carbine, two grenades, six magazines, 140 bullets, walkie-talkie and Police uniform from the training camp, which was also being used as a hideout and arms and ammunition store. According to reports, Army’s 28 Rashtriya Rifles (RR) and Special Operations Group (SOG) of Jammu and Kashmir Police cordoned off the forest area near Gujjarpati village in Putshahi area of Lolab in the District after specific information about the presence of 3-4 militants in the area. Security Forces (SFs) fired several probing shots and militants immediately responded and opened a volley of gun fire at the troops leading to a fierce gun battle. However, their identity is yet to be ascertained. They are believed to be Pakistanis. As the joint team of Security Forces (SFs) intensified the combing operations, the militants believed to be hiding in the Pir Mohalla near the Jamia Masjid tried to break the cordon. The SFs engaged them in a gunfight which continued for nearly an hour. However, hundreds of residents of Kantpora and its adjoining localities came out of their houses and protested. According to Police, a joint team of SFs consisting of District Reserve Guard (DRG), Central Reserve Police Force (CRPF), Special Task Force (STF) and Commando Battalion for Resolute Action (CoBRA) personnel launched a search operation, when a group of armed Maoists opened indiscriminate fire on the SFs. Fresh companies of Central Armed Police Forces (CAPF), the Commando Battalion for Resolute Action (CoBRA), equipped with Laser pointing guns, Night Vision devices and UBGS arrived in the District to aid the Police special group involved in counter insurgency operations. The GNLA cadres that have retreated inside the thick jungles of South Garo Hills after being flushed out from Dura range are split into three groups. One is led by the self Styled ‘CommanderinChief’ (CInC) of the outfit Sohan D Shira and the other two groups are being led by Hedeo and Baichung, informed a well placed police source who is involved in the operations against the GNLA. Disclosing this, the source said that the number of cadres under Hedeo and Baichung should be less than 25 while Sohan D Shira has a team of trusted cadres that should not be more than eight. The ‘Deputy CommanderinChief’ Rupanto is suspected to have another group of not less than four. After the surrender of three important functionaries of the outfit along with 56 odd well trained cadres in the past one week, even the other cadres are under tremendous pressure to give up. Superintendent of Police (SP), South Garo Hills, Anand Mishra, while quoting inputs gathered from the villages said on May 11, “We have learnt that the cadres are literally begging for food from the villagers. They have no shoes or even proper clothing,” Mishra stated, while confirming that the intensive operations carried out is on the specific areas that we knew where they have taken refuge. The GOC while speaking to Excelsior after a function at North Kashmir said there are nearly 50-60 militants active in Kilo Force area including Sopore, Handwara, Kupwara and Bandipora ‘but the Army is ready to foil their every design’. “The militants always try to infiltrate and we have been receiving intercepts about infiltration from some time but our army is ready to eliminate them and we always eliminate them whenever they come into our reception area.” he said. He said the Army recently conducted one of the major operations of this year in Drugmulla area of Kupwara where five foreign militants were gunned down in a day-long operation. “The successful operations give us encouragement. East Singhbhum Superintendent of Police (SP), (Rural), Md Arshi said the encounter took place when security personnel from Central Reserve Police Force (CRPF) and District Armed Police were on an antiMaoist operation in the area. They had launched a search operation at Dangra Pahar on being informed about a Maoist camp there. The encounter lasted for an hour. Later, the security personnel demolished the Maoist camp and recovered two can bombs and 15 detonators. A binocular, a walkietalkie charger, a flash gun, two radios, nine plastic tents, five Maoist uniforms, 15 empty cartridges, a printer cartridge, utensils and other items of daily use were also found.

The camp was set up by the Mahanadi Wildlife Division. At least three masked persons came to the camp and went on the rampage. They also detonated a bomb near the camp. "We informed the police about the incident. They are investigating the incident," Divisional Forest Officer (DFO), Mahanadi Wildlife Division (Nayagarh), AP Das said. Police said it might be the handiwork of the extremists as the area is Maoist-affected. "A massive combing operation has been launched in the area," said Superintendent of Police (SP) (Nayagarh) KV Singh. Maoists have been opposing the wildlife division's plan to evacuate people from the sanctuary area to set up anti-poaching camps, sources said. There are two wildlife sanctuaries near the place of the incident - Baisipali and Satakosia Gorge. Police also detected a Maoist poster from the area. The Maoists strongly opposed the evacuation plan in the poster.

A press release from Kohima Police informed that on July 9 Security Forces (SFs) conducted a search operation at New Reserve in Phesama based on information about presence of suspected Naga Political Group (NPG) cadres there. The owner of the house, identified as S. Yashikaba Sangtam was taken into Police custody on July 9. During preliminary investigation, the release said, Yashikaba revealed that two of his friends, namely Bubu (sympathizer of NSCN-R) and Neibulie (Major NSCN-R) were staying in his rented house and Neibulie used to come frequently along with armed bodyguards. Assam Police and Army in a joint operation detained four suspected jihadis from Roumari Pathar in Barpeta District on July 11and subsequently arrested two of them for their alleged links with Jama'atul Mujahideen Bangladesh (JMB) on July 12, reports The Telegraph. Police officials in the District said four persons were picked up from Roumari Pathar by an army team based on intelligence inputs about their possible links with the JMB. Two of them, Kasim Uddin and Akram Ali were subsequently arrested. A Police officer said according to preliminary investigations, Kasim, who runs a hardware shop at Daulasal in Nalbari District, started a physical training institute in 2012. Some unknown persons had visited him frequently, raising suspicion about his involvement in unlawful activities. The arrest comes a day after Director General of Police (DGP) Mukesh Sahay said a hunt was on for a few JMB members in the State.

Following intelligence inputs about Garo National Liberation Army (GNLA) making attempts to reinforce its cadre strength in the wake of recent mass surrenders, Police launched an operation and foiled their attempt by intercepting their movement and picked up three persons from the home of the ‘deputy commanderinchief’ Toding Marak alias Rupanto at Nengmandalgre village, across Williamnagar town in East Garo Hills District on July 15, reports The Shillong Times. When they were questioned they reportedly failed to give a ‘credible’ answer for their stay at the house despite coming from two different areas of Garo Hills. One of the men hailed from Tura region while the other two belonged to Raja Apal village of Bajengdoba in North Garo Hills. All three young men along with the GNLA leader’s wife, identified as Merry Mercy D Shira of Nengmandalgre, were taken to Williamnagar Police Station for further questioning where one of them spilled the beans on the recruitment process. The recruit was identified as Singsrang M Sangma of Tura Hawakhana locality, while the other two, Sengbrap D Shira and Sengsrang D Shira, had been dispatched by Rupanto to bring him to a training camp established by the GNLA somewhere in the Durama Hills range. They had been directed to take refuge at the home of Rupanto’s wife before heading into the Durama forests when Police closed in on them.
