An unidentified youth was shot dead during an ambush by Army troops in Kupwara, officials said on January 5, reports Daily Excelsior. "Troops of 18 Rashtriya Rifles had laid an ambush in the forest area of Warnav in Lolab, 120 kms from here, last night [January 4]. They noticed some suspicious movement and opened fire, resulting in the death of the youth," said Deputy Inspector General of Police, North Kashmir, Muneer Ahmad Khan. He said the Army reported the matter to police and efforts were being made to identify the deceased youth. "We called residents from nearby villages but no one has identified the deceased so far," Khan added. The officer said investigations are going on to ascertain the reasons for the presence of the youth in the area at the time of the incident which took place at 9:30pm.

Averting a major tragedy, Police recovered 50 kilograms of Improvised Explosive Device (IED) during anti-Communist Party of India-Maoist (CPI-Maoist) operations in Latehar District on January 4. The IED bomb, planted beneath the road, was found near Hotwag village situated on the Ranchi-Daltonganj National Highway during a search operation. A 500 metre-long wire connected to the IED was also found. A bomb disposal squad reached the spot to defuse the IED.

Two cadres of the Communist Party of India-Maoist (CPI-Maoist) were killed in an encounter with the Police in Erka forested area in Narayanpur District on January 4. 'The encounter began when a Police contingent surrounded a forested hideout of the Maoists. The Maoists fired several rounds at the Police team and the troopers retaliated strongly in which the two Maoists were killed. Central Reserve Police Force (CRPF) said it has not been able to recover any arms from the camps allegedly run by the ruling Communist Party of India-Marxist (CPI-M) in Lalgarh and its adjoining Districts of West Bengal on January 29. “A list was given to us by the court mentioning the location of armed camps in the three districts (Midnapore, Bankura and Purulia) and we distributed the list to the field officers so that they can conduct raids in their areas,” Inspector General (IG CRPF) T B Rao said. “The raids were being conducted for a week or so but so far there has not been any positive result,” Rao said, adding that by “positive result”, he meant that no weapons have been recovered from the camps. The State Government had come under severe criticism when nine people were killed allegedly by armed CPI-M cadres at Netai in West Midnapore on January 7.

The Maoists opened fire at the Security men on seeing them and engaged in a gun battle. One CRPF trooper sustained minor injuries during the encounter. One Maoist, identified as Arjun Sahoo of Gumla District in Jharkhand was arrested while the others managed to flee. Sahoo was involved in Maoist activities since the last five years. Later, the Police neutralised the Maoist camp located on Odisha-Jharkhand border and recovered one carbine, one 303 rifle, two 315 rifles, two double barrel guns, one 9mm pistol, two country-made pistols, 160 rounds of ammunition, five mobile phones, five kit bags, INR 5, 000 in cash, Maoist literature and one diary containing information about the Maoist movement from the encounter site. This is for the first time that Maoist presence has been found in Bandugaon Police limits. "We will interrogate the arrested cadre and cross check many things, particularly names figuring in the diary," Sundargarh Superintendent of Police (SP) Deepak Kumar said.

Army and Police on February 8 shot dead three top Hizb-ul-Mujahideen (HM) militants, including a ‘divisional commander’, in an encounter inside a 60 feet deep nullah at village Manjoosh near Nachlana in the Khari area of Banihal tehsil (revenue unit) in Ramban District. Official sources said troops launched a search operation at village Manjoosh after developing a specific input about the presence of three HM militants in the area. The militants when asked to surrender started heavy firing with automatic weapons on the troopers, who retaliated, leading to heavy exchange of gun fighting. All three militants were killed in the encounter with no casualties of Army and Police. Dead bodies of the slain militants, identified as Abdul Rashid Naik alias Qari Zubair, Nasir Ahmed Naik and Mushtaq Ahmed, were recovered from the nullah. While Qari Zubair was a ‘divisional commander’ of HM’s Pir Panjal Regiment, Nasir was a ‘district commander’ and Mushtaq was a ‘battalion commander’ of the outfit. Recoveries made from their possession of the slain militants included two AK-56 rifles, one Under Barrel Grenade Launcher (UBGL), three mobile telephones with earphones, battery chargers, AK magazines and ammunition, explosive devices and other items. Significantly, the hideout of the militants was located just one kilometer away from Manjoosh Police post. The militants had been using a rope to reach to 60 feet deep inside the nullah to hide them. With the killings, now only 27 militants were left in Doda-Ramban range, including 10 in Ramban District (seven of HM Pir Panjal Regiment and three of LeT [Lashkar-e-Toiba] Abu Moosa group), Inspector General of Police (Jammu) Dilbagh Singh said.

The exchange of fire took place during a joint combing operation by the Central Reserve Police Force (CRPF) troopers and District Voluntary Force (DVF), a specialised force of Armed Police Reserve trained in anti-Maoist warfare, in the Saranda forest under Bisra Police Station limit, bordering Jharkhand, CRPF sources said. Bodies of three Maoists were recovered after the gun battle, they said, adding one of the deceased was identified as Mohammad Musleem, ‘area commander’ of Maoists in Digha and Jareikela areas in Jharkhand. Musleem has at least 40 cases lodged against him for murder and attack on Government establishments in the District and East Singhbhum District of Jharkhand. One of the other two killed Maoists was a Nepali while the identity of the third could not be established. An American rifle, a 9-mm pistol, large quantity of cartridges and volumes of Maoist literature, including leaflets and posters, were recovered from the encounter site.

Army and Police on February 13 arrested two top Hizb-ul-Mujahideen (HM) militants, who happened to be close associates of recently slain HM ‘divisional commander’ Qari Zubair, after an encounter in their house at Bhimdassa in Gool area of Ramban District, reports Daily Excelsior. The arrestees, identified as Tariq Ahmed Chandel and Rafiq Ahmed, were ‘B’ category militants. The Security Forces (SFs) carried out a search operation at village Thachu near Bhimdassa in the night after developing information about the presence of the two militants in the area. Anticipating that they were being chased, the militants took the forest route and reached their houses at Thachu. Their houses were cordoned off but the militants managed to take cover of their family members. It was after about two hour that the SFs arrested the militants after segregating them from their families. However, both the militants did make an attempt to escape by opening fire. They were arrested after a brief exchange of firing. Recoveries made from the possession of slain militants included one AK-56 rifle, one Chinese pistol, four grenades, two pistol magazines, two AK-56 magazines, 39 AK rounds and four pistol rounds. The arrestees were close associates of Lashkar-e-Toiba (LeT) ‘chief’ for Pir Panjal range Abu Moosa also. The LeT and HM were operating jointly in Ramban District since their strength has dwindled in most of the areas.

On February 23, two militant hideouts were neutralized in Anantnag and Kupwara Districts and a huge cache of arms and ammunition was recovered from there, according to Daily Excelsior. On a tip off, the Security Forces (SFs) neutralized hideout during a search operation at village Akingam-Achabal in Anantnag District and recovered an Under Barrel Grenade Launcher (UBGL), 11 UBGL grenades, eight AK magazines, four grenades and 100 rounds of AK ammunition. In another operation, a hideout was neutralized by the Security Forces at Maidhanpora-Lalpora in Kupwara District. Four grenades, two AK magazines with 71 rounds ammunition and two wireless sets were recovered from the hideout. However, no one was arrested during the operations.

Inspector Attaur Rahman of Adabar Police Station said that following a tip-off they arrested Ibne Mizan Sentu (22), an honours student of Mohammadpur Central University College, on February 23. Following the confession by Mizan, the law enforcers arrested three others in two separate search operation in the night of February 26 and February 27, the official said. The three students were identified as Ahmed Hossain (21) of Ahsanullah University of Science and Technology; Mushfiqul Islam Lincon (21) of American International University of Bangladesh; and Fakhrul Hasan Jiban of University of Asia Pacific. During preliminary investigation, they admitted to be active cadres of HuT. A huge number of leaflets containing anti-Government statements, posters and books were recovered from the possession of the arrested cadres.

Sena, a native of Husnabad mandal in Karimnagar District, has been in the Communist Party of India-Maoist (CPI-Maoist) outfit for the last two decades. According to sources, the Police received a tip-off from the SIB a few days ago about the movement of some armed Maoists in Palnadu region, considered as Maoist stronghold in the past. Even before the local Police acted on the inputs received from Hyderabad, an SIB team reached Guntur and arrested Sena from a house on the Amaravathi road. Soon he was shifted to Hyderabad for questioning. "We have credible information about the movement of three Maoists in which only one has a weapon in the Palnadu region. According to the District Police, SFs raided a Maoist hideout in Chandsora village, near Kushaboni forest, after receiving a tip-off about Mahato having been camping there with a group of Maoists. “As the security personnel were trying to cordon off the hideout, the Maoists became alert and opened fire on us. The forces retaliated, leading to an encounter that lasted about an hour before the Maoists fled from the area,” Additional Superintendent of Police (ASP) Mukesh Kumar, told The Hindu from the encounter site. "Top-ranking Maoist leader Sashadhar Mahato has been killed in an encounter and one AK 47 rifle has been recovered from him at Binpur under Jhargram Police Station," Inspector General (IG) (CRPF), T B Rao told PTI. PTI reports that one villager was killed and four top Communist Party of India-Maoist (CPI-Maoist) cadres were arrested following an encounter between the Maoists and Security Forces (SFs) that lasted for six hours in the forest at Hasikol in Jamui District on March 31. The encounter occurred when a group of Maoists saw SF personnel carrying out combing operation in the area, Director General of Police (DGP) Neelmani said. The villager, identified as Dudha Murmu, was killed after he was hit by a stray bullet during the encounter while he was collecting fruits from the forest, Superintendent of Police (SP) Rajnarayan Singh said. The SFs arrested four top Maoists after the encounter Singh said, adding one mobile phone, two explosives, four battery, two solar charging sets, besides one stabiliser, plastic table and a medical kit were seized from the spot. The SFs, comprising the District Armed Police (DAP), Central Reserve Police Force (CRPF), Special Task Force (STF) and Special Auxiliary Police (SAP), used rocket launchers and explosive launchers over the 100 rounds of firing on the Maoists, Singh added.

Ghasi belonged to a village near Araku valley in Vishakhapatnam District of Andhra Pradesh, joined the Maoist movement long ago and worked for the East Godavari Division. Ghasi carried a reward of INR One million on his head. He was reportedly involved in over 30 cases of Maoist-related violence, which he committed with complicity of another top Maoist leader Daya. He is said to be next only to top Maoist leader and ‘secretary’ of AOBSZC Akkiraju Haragopal alias Ramakrishna alias RK. Police on April 6 arrested two Over Ground Workers (OGWs) of Hizb-ul-Mujahideen (HM) and recovered a large quantity of explosives and ammunition at their behest in Mahore area of Reasi District, reports Daily Excelsior. The two OGWs, identified as Shahnawaz and Mohammad Irshad, went to the house of one Mohammad Maqbool at Morha Mokha in Jamsalan in the night for extortion. As villagers raised alarm, the OGWs left the place. Police arrested them during subsequent raids. The Police later destroyed two HM hideouts based on the information provided by the arrested OGWs. Police on April 6 arrested five senior cadres of the Communist Party of Nepal (Rebel) Maoist, an underground armed group, from Baluwatar in the National Capital Kathmandu and Jagati in Bhaktapur District, reports Kantipuronline. Police said the arrestees were holding a meeting and making plans to bomb several places in the Kathmandu Valley when they raided the hideouts and arrested them. Along with three pistols, some explosives and paraphernalia containing plans to carry out the bombings. The arrestees were identified as ‘Chairman’ Lalit Limbu (Girwan), ‘Vice Chairman’ Bhim Ojha (Mukti), ‘Treasurer’ Barun Shrestha (Omkar), ‘Secretary’ Netra Prasad Dahal (Rijwan) and ‘Military Commander’ Ajay Thapa Magar (Akhanda). Police said the arrestees were preparing to collect around 50 weapons, enroll around 1,000 cadres in the outfit (giving priority to the Madheshi community) and plant bombs in 15 different places of the Valley by the end of April. Police also said they were planning to import two AK-47 rifles within two months. “They were planning to cause destruction and spread terror by bombing various places in the Valley to prove their existence, so that it would be easier for them to collect funds,” Senior Superintendent of Police (SSP), at the Metropolitan Police Range, Madhav Nepal said. “Preliminary investigation has revealed that Magar was a former Kathmandu District Committee member of the Unified Communist of Nepal-Maoist (UCPN-M), while Ojha was a former cadre of the Rastriya Prajatantra Party,” Chief of the Metropolitan Police Crime Division, Senior Superintendent of Police Hemanta Malla, said. However, police sources said the underground organisation is not a splinter group of the UCPN-M as the name suggests. The outfit was formed in mid-May 2010, Police said. Nepal News identified the outfit as Communist Party of Nepal (People's Revolutionary), while the Himalayan Times said that the outfit has defected from UCPN-M and has named itself as CPN-Janavidrohi Maobadi (CPN-People's Revolutionary Maoist).

Police sources said that a C-60 party was carrying out anti-Maoists operations in the jungle near Kandoli village when lurking Maoists ambushed the troopers at around 4pm, according to The Times of India. The troopers retaliated, and an encounter started between the two sides. Additional Superintendent of Police (ASP), Aheri Ranjan Kumar Sharma confirmed the death of one of the troopers in the encounter with the Maoists.

Times of India reports that the Special Task Force (STF) troopers arrested a top leader identified as Baidyanath Tiwari alias Tula Nand Tiwari alias Binod Mahto alias Sameerji alias Bhagwan Dada, of the Communist Party of India-Maoist (CPI-Maoist) from Samukhiya Mor village in Banka District on April 14. Acting on a tip off, the Police team headed by the STF Deputy Superintendent of Police (DSP) Neeraj Kumar raided a hide out and arrested Tiwari, the Additional Director General (Headquarters) ADG (HQs) Rajvardhan Sharma said. Tiwari is secretary of the Bihar Jharkhand Special Area Committee (BJSAC) of the outlawed CPI (Maoist). The Police recovered a pistol, six live ammunition, 11 mobile phones, a laptop and a large quantity of Naxal [Left Wing Extremism] literature from the possession of Tiwari who was wanted in at least 25 cases of Maoist operations in Bihar, the ADG said. Tiwari, a native of Jokityabad village in Giridih District of Jharkhand, was wanted in connection with at least 25 Naxalite activities, including the murder case of the then Munger SP KC Suresh Babu in 2005 and abduction of four cops from Kajra forests in Lakhisarai District of Bihar in 2010, ADG Sharma added.
