Nepal's King Gyanendra announced this morning on state television that he has dismissed the Government led by Prime Minister Sher Bahadur Deuba. The King is reported to have said that he was taking over direct power because the Deuba regime had failed to fulfill its mandate. "I have decided to dissolve the Government because it has failed to make necessary arrangements to hold elections by April and protect democracy, the sovereignty of the people and life and property," the King said in his announcement. Deuba had been reappointed Prime Minister during June 2004, two years after King Gyanendra sacked him for failing to contain the Maoist insurgency. The insurgents had recently failed to respond to a January 13, 2005-deadline set by Deuba to hold peace talks. Meanwhile, Associated Press has reported that soldiers have surrounded Deuba’s residence and the houses of other Government leaders in the capital Kathmandu.

All international flights to and from Kathmandu remain suspended since the King’s proclamation and communication facilities, including telephone lines, have been blocked. The King also suspended several provisions of the Constitution, including the freedoms of press, speech and expression, the freedom to assemble peacefully, the right to privacy and the right against preventive detention, according to a statement from the Narayanhiti Palace. The Communist Party of India-Maoist (CPI-Maoist) has reportedly called for a boycott of the panchayat (local body) polls in Jharkhand being held later this year after a gap of 28 years. In a press release, the CPI-Maoist has also threatened to take action against those who contested the elections. "The state government has nothing to do with the development of the people and the election is just a sop to fool them. The election will not help remove the miseries faced by poor people," the release stated.

According to Daily Times, in contravention of the Election Commission’s directions of July 19 to all District Returning Officers (DROs) to exclude members of 18 outlawed Jihadi groups from the forthcoming local bodies’ elections, dozens of cadres of these groups are contesting the polls. The DROs claim that they received the directions and the list of suspect candidates only after the scrutiny process was completed. "There was little we could do (to stop members of banned organisations). They only needed to submit an affidavit to be eligible for the elections," said a unnamed DRO. The list of banned organisations provided by the Election Commission of Pakistan included Lashkar-e-Jhangvi (LeJ), Sipah-e-Mohammed Pakistan (SMP), Jaish-e-Mohammed (JeM), Lashkar-e-Toiba (LeT), Sipah-e-Sahaba Pakistan (SSP), Tehreek-e-Jaferia Pakistan (TJP), Tehreek-e-Nafaz-e-Shariat-e-Mohammadi (TNSM), Tehrik-e-Islami, Millat-e-Islamia, Khuddam-ul- Islam, Islami Tehrik Pakistan, Jamiat-ul-Ansar, Jamiat-ul-Furqan, Hizb-ul-Tehrir, Khairun Nissa International Trust, Sunni Tehrik and Jamaat-ud-Dawa.

According to Daily Times, despite a ban imposed by the Government on the participation of defunct extremist outfits in the forthcoming local bodies’ elections, the Sipah-e-Sahaba Pakistan (SSP), a sectarian outfit banned twice for terrorist activities, is actively taking part in the elections. "We had earlier formed our own Azad Khidmat Group to take part in the local council elections, but now that we are not allowed to participate in the elections, we have fielded our activists as independent candidates," Qari Shafiqur Rehman, Sindh province leader of the SSP told Daily Times on August 12. He said the SSP had fielded 190 candidates in Sindh, out of which 90 were contesting the elections in different union councils of Karachi. "We are contesting the local council polls across Sindh, Punjab and elsewhere in Pakistan despite the ban," Rehman disclosed. The SSP was originally banned on January 12, 2002, but was reincarnated as Millat-e-Islamia Party (MIP). The MIP has also since been banned.

New Indian Express has reported that notwithstanding their boycott of the forthcoming village council elections, Maoists in the State of Jharkhand are planning to field their candidates to win as many panchayat (village local body) seats as possible. The report quoted a senior police official as saying, "Inputs from different parts of the state suggest that Maoists are out to grab the panchayat posts. They can field their supporters who are not facing any police case and as well as the spouses of some Maoist leaders… the move to grab panchayat posts is a calculated one. They will get spokespersons to carry out their ideology and agenda in the form of the village heads." Jharkhand will conduct its first panchayat polls during September and October 2005.
