A hurried decision to bring ANVC cadres to mainstream ahead of last Assembly elections coupled with red tape have delayed any immediate solution to the long pending peace pact with the ANVC and ANVC-B, reports The Shillong Times. It was on January 5, 2012, the Government signed a draft peace pact with both ANVC and ANVC-B. The Centre had sought clarification on how forty seats will be allocated in the new empowered district councils as per the demand of the ANVC. At present all the three district councils in the state comprise of 30 seats each and the ANVC wanted an increase of ten more seats which was included in the draft peace pact.

The Election Commission (EC) on January 2 submitted the names of winners of Constituent Assembly (CA) elections to President Ram Baran Yadav, when the three-day window period given after the deadline for the submission of the names of Proportional Representation (PR) candidates ended, reports The Himalayan Times. Chief Election Commissioner Neel Kantha Uprety said the names of all 575 candidates were sent to President Ram Baran Yadav. Out of 575, 240 candidates were elected under first–past-the-post (FPTP) electoral system and 335 under the PR system. In the 601-member CA, 26 members are to be nominated by the Council of Ministers. Uprety said a copy of the CA election results will also be sent to the Government and the Parliament Secretariat.

A faction of JP leaders on January 2 formally announced an eight-point election manifesto and claimed that the party is contesting the January 5 polls with the consent of HM Ershad and his spouse Rawshan Ershad, reports New Age. JP presidium member and Minister for Water Resources Anisul Islam Mahmud claimed that each word of the manifesto was approved by Ershad. However, GM Quader, a presidium member, also head of the election manifesto formulation committee and Ruhul Amin Hawlader, the party’s secretary general, also the manifesto committee member, were not present during the announcement of the manifesto at a press conference held at Dhaka city.

EC secretary Dr Mohammad Sadik on January 3 said the poll will be held under heightened security in 147 constituencies, where 390 candidates will contest. He said “We are ready to conduct the poll in a proper manner. We are hopeful that we will be able to conduct a free and fair poll.” According to the EC, some 12 political parties are taking part in the election.

The candidates backed by the Jamaat-e-Islami (JeI), a key ally of the BNP, won eight chairman posts while candidates supported by the Jatiya Party (JP), the main opposition in Parliament, were able to secure only one. The figure is likely to cross 75 per cent, Election Commission sources said, as final reports from some polling stations were still being awaited. The election was by and large peaceful, with no untoward incident reported from any of the constituencies. “Polls have been peaceful and recorded an impressive turnout of voters. We expect the voting percentage to cross 75, as final reports are still being awaited,” Vijayendra, Chief Electoral Officer of Assam said. A large number of people came out to vote defying the Communist Party of India-Maoist (CPI-Maoist) threat and the voters’ turnout was provisionally put to be around 67 per cent. The percentage of votes polled was likely to increase as details were not received from many polling booths located in remote areas. The 10 Lok Sabha constituencies spread over 19 Districts of the State, where polling was held in the first phase in the State were Kalahandi, Balangir, Sambalpur, Bargarh, and Sundargarh in western Odisha and Koraput, Nabarangpur, Berhampur, Aska and Kandhamal in the southern region. According to officials sources, Angul District recorded the highest voters’ turnout of 73 per cent, while Maoist-affected Malkangiri District recorded lowest of 55 per cent. Though 1,601 polling stations were identified as vulnerable out of the total 17,266 booths in view of the presence of Maoists in about 50 Assembly segments spread over the two regions, no major incidents of violence was reported. However, polling in about 10 booths was affected due to burning down of Electronic Voting Machines (EVMs). In the night of April 9 a truck carrying EVMs for four booths in Mahupadar area under Mathili Police Station in Malkangiri District was set ablaze by miscreants suspected to be Maoists. Apart from it there are reports that the EVM of Polsari booth under Mathili Police Station limits were snatched away by miscreants and EVMs of three booths of Jodamba area a cut off area of Balimela reservoir in Malkangiri District were damaged by Maoists. The constituencies going to the polls on April 17 are Munger, Nalanda, Patna Sahib, Pataliputra, Ara, Buxar and Jehanabad. The CPMFs to be deployed include 35 companies of Border Security Force (BSF), 12 companies of Indo-Tibetan Border Police (ITBP), 34 companies of Central Reserve Police Force (CRPF), 29 companies of Sashatra Seema Bal (SSB), five companies of Central Industrial Security Force (CISF), and 20 companies of Special Auxiliary Force (SAF) mustered from Madhya Pradesh. "The SAF jawans would put on duties not related to polling," Sinha said. As part of preventive measures, 34,103 persons in the seven constituencies have been made to sign bond for not creating any disturbance. Election is scheduled to be held in BTAD that falls under Kokrajhar (ST) LS seat on April 24. A number of Bodo insurgent groups and the anti-talks faction of the I K Songbijit faction of National Democratic Front of Boroland (NDFB-IKS) faction are active in the region. IGP (BTAD) L R Bishnoi said, "More than 90% licenced arms in BTAD have been collected following the Election Commission's safety norms. The rest will be collected in a day or two." However, the use of illegal weapons by Bodo militants and some activists of political parties are worrying the administration. "In Baksa district, at least 29 illegal arms have been seized so far, besides several grenades and explosives. We have intensified our operation against NDFB (S) and police have succeeded in eliminating at least five ultras. Incidents of violence among political parties are also worrying us," Bishnoi said. In Chirang, Police have so far seized two AK-56 guns, two pistols and two grenades, he added. At least six cases of violence between supporters of Bodoland Peoples' Front (BPF) and Bodoland Peoples' Progressive Front (BPPF) have been reported in the last few days. ishnoi said, "Besides the existing force, eight additional companies of security forces have already been deployed in BTAD. Of them, four are in Baksa, two in Udalguri and one each in Chirang and Kokrajhar." The Telegraph reports that Independent candidate Urkhao Gwra Brahma Brahma on April 16 filed a complaint with the chief electoral officer and returning officer of Kokrajhar (ST) parliamentary constituency against the BPF and its president Hagrama Mohilary accusing him of indulging in large scale violence and intimidation by using sophisticated arms. In his complaint letter, Brahma, the consensus Independent candidate of the All Bodo Students’ Union and its allies, said the situation in Baksa District was volatile and not conducive to free and fair elections if the situation spun out of control. Sporadic incidents of pre-poll violence were reported from several parts of Baksa under Kokrajhar constituency, forcing the District administration to order a flag march in the evening of April 16 at Mushalpur.

Intelligence agencies have spotted movement of Maoist cadres from ‘core’ Maoist areas to ‘non-core’ areas, suggesting that the Maoists would try to take advantage of the thinly spread-out force and its lack of alertness in what are being seen as 'soft' areas. Inputs have been received about movement of Maoist cadres from Bastar (Chhattisgarh) towards Kanker (Chhattisgarh) and from Bihar and Jharkhand towards Sarguja in Chhattisgarh. Similarly, movement of Maoist cadres has been spotted in Odisha shifting from Malkangiri to Nabarangpur. Polls in core Maoist areas such as Bastar, Malkangiri, Jamui, Aurangabad, Gaya, Chatra, Palamu, Lohardaga and Gadchiroli were held together on April 10. Serving a blow to Sarania, the ULFA faction in a statement e-mailed to the media appealed to the voters in Kokrajhar constituency not to vote for him as he had ‘made mockery’ of extreme sacrifices made by hundreds of martyrs of ULFA who laid down their lives for the ‘national struggle’, by participating in election to India Parliament against the principles and ideology of the ULFA. The ULFA faction also made it clear that it had in no way extended any tactical support to the electoral battle of Naba Kumar Sarania who has already been expelled from the ULFA because of his individual decision to stand in parliamentary election of India. Naba Kumar Sarania alias Hira Sarania (as he was known as a ULFA leader) is in the fray in the ethnically sensitive Kokrajhar Lok Sabha constituency in western Assam. A leader of the pro-talks group, Sarania entered the fray even though his organization is in peace talks with the Centre. Sarania continued to campaign in the four Districts of Chirang, Kokrajhar, Udalguri and Baksa in the BTAD and is being backed by the SJA. While criticizing Rajkhowa for the diktat, the group said the ULFA-PTF has no right to impose its views on others. "They (Rajkhowa and others) never raised their voice when non-Bodos and other ethnic groups suffered during violence in the BTAD region. Now their decree only hints that the outfit's leaders are in nexus with the Bodoland Peoples' Front (BPF) led by Hagrama Mohilary. Sarania was fielded by the people and we believe he is going to win by a huge margin," said SJA general secretary Matiur Rahman. The group also alleged that BPF workers were involved in attacking a vehicle of one of its worker in Baksa in the night of April 17. Unidentified miscreants allegedly shot at a vehicle of an SJA worker and vandalized a poll office of Sarania at Musalpur in Baksa.

Highly placed police sources stated that more than 4,000 members of 13 militant groups under ceasefire agreements are now in the designated camps and majority of them are in the areas where the final phase of the polls will be held. However, some members of such groups are also staying in their residences. The Shillong Times reports that Mizoram has undertaken a fresh initiative to take back the tribal refugees sheltering in neighbouring Tripura for the past 17 years after fleeing from their villages. “A meeting of the State Level Core Committee on tribal refugee repatriation, chaired by Mizoram Home Minister R. Lalzirliana was held in Aizawl on April 21. It was decided in the meeting to resume the repatriation before the counting of votes of the Lok Sabha election May 16,” a Mizoram home department official told reporters. The official said the home department would take up the matter with the Election Commission to find out whether the refugee repatriation process would violate the model code of conduct in force for the Lok Sabha polls. He said the central government has sanctioned INR 78.7 million as financial assistance to the repatriated refugees. “Adequate foodgrain has been stored to provide free rations to the repatriated tribal refugees for one year.” Mizoram Chief Minister Lal Thanhawla and six voluntary organisations have been demanding the refugees to be repatriated to their villages in Mizoram and then allowed to cast their votes in the normal process. Only about 5,000 refugees returned to their homes in the past three-and-half years following continued persuasion by Mizoram, Tripura and the union home ministry officials. The repatriation process was subsequently stopped. The refugees insist on a written agreement with the Mizoram Government assuring them security and economic settlement in their villages in western Mizoram.

Police have also placed separatist leaders Syed Ali Geelani and Mirwaiz Umar Farooq under house arrest. Besides, Shabbir Shah, Mohammad Yasin Malik, Nayeem Khan, Ayaz Akbar and some other separatists and activists have been detained and lodged in different Police Stations. “The arrests have been made and will continue to be effected to instil confidence among the voters so that no one attempts to intimidate the people by resorting to violence against those who want to exercise their franchise,” Central Reserve Police Force (CRPF) Spokesperson Kishore Prasad said. “As many as 241 companies of Paramilitary Forces will be deployed in the Srinagar-Budgam Parliamentary constituency comprising three Districts -- Srinagar, Budgam and Ganderbal-- to ensure incident-free and peaceful conduct of the Lok Sabha [Lower House of Indian Parliament] polls tomorrow,” Kishore Prasad said. “After violence and stone-pelting incidents in the South Kashmir constituency, we have taken more security measures to ensure peaceful conduct of the polls,” he said. Prasad said the areas were being watched and mobile bunkers were placed at vulnerable and sensitive pockets. “Besides, road opening parties will patrol the areas and security men will provide round-the- clock security to polling booths and staff,” he added. He said more police and paramilitary men would be deployed in stone-pelting-prone areas. Authorities have set up 1,546 polling booths at 968 locations in the high-profile constituency from where 14 candidates are in the fray. The CA members expressed such opinions commenting on the report of National Interest Protection Committee of the erstwhile CA presented by the Committee to Study and Determine Constitutional Records on May 20. In the previous CA, Unified Communist Party of Nepal-Maoist (UCPN-M) and Nepal Workers and Peasant Party had proposed making conscription mandatory as a measure to safeguard the country. The proposal was opposed by Nepali Congress (NC) and Communist Party of Nepal-Unified Marxist Leninist (CPN-UML). A source privy to the development said that all parties seem ready to make compromise, mainly on forms of governance and federalism. According to a leader, Unified Communist Party of Nepal-Maoist (UCPN-M) leaders have hinted that they could accept an eight-province model of federalism from their current position of 10 if the ruling parties agree to address the issue of ethnicity-based federalism. A brisk 71.28 per cent turnout was recorded in first phase of polling for 15 Assembly constituencies of Jammu and Kashmir with people defying various odds including election boycott call given by the separatists and adverse weather conditions with cold wave sweeping many parts of the segments that went to polls on November 25, reports Daily Excelsior. The turnout in 15 Assembly Constituencies recorded about 10 per cent increase in voting this time as compared to 2008 Assembly Elections and 20 per cent as compared to April-May 2014 Lok Sabha polls. At a post-polling press briefing, chief electoral officer Umang Narula said the voting percentage figures received from the 18 constituencies were tentative and were expected to go up. Srinagar District (eight seats) recorded 28% polling, Shopian (two seats) 50%, Anantnag (six seats) 61% and Samba District (two seats) 81%. While Shangus recorded the highest turnout (67.27%) in Kashmir Division, Vijaypur saw the highest (81.31%) in Jammu Division. He said the polling percentage in nearly all the constituencies that went to the polls had increased compared with the 2008 assembly polls. When Zadibal had recorded 17.30% voting in 2008, this time it saw 23.34%, he said. Khanyar constituency in Srinagar recorded 26.12% compared with 17.41% in 2008. The poll boycott call given by separatists and militants affected voting at several polling stations in downtown Srinagar. Till 11am only seven of 563 votes had been cast at the polling station in a school at Chota Bazaar. At 106 Chota Bazaar polling station only two of 261 voters had turned up till 11.45am.

Ruling National Conference (NC) recorded worst ever performance with just 15 seats while the Congress bagged 12 seats, down from the tally of 17 in the outgoing Assembly. For the first time since 1996, Nationalist Panthers Party (NPP) was wiped out in the elections drawing blank as all its three sitting Members of the Legislative Assembly (MLAs) including Harshdev Singh lost the polls. Police Media Spokesman Senior Superintendent of Police (SSP) Ajith Rohana, said the suspects, residents of Wellampitiya and Rajagiriya, were arrested following investigations carried out by the Mirihana special election Police unit. Six others involved in the incident have also been identified and they will be arrested soon, SSP Rohana said. Many government officers have clearly ignored the orders given by the Election Commissioner not to involve in election campaigning and the election officials have become powerless to prevent such violations, the local election monitor Campaign for Free and Fair Elections (CaFFE) says. Speaking to the BBC Sinhala Service, CaFFE Executive Director Ranjith Keerthi Tennakoon pointed out that in a clear violation of election law, Treasury Secretary P. B. However, the Maoist insurgency hit Bastar District recorded 56 per cent voting, Bijapur District recorded the lowest 55 per cent voting, Dantewada recorded 68 per cent and Sukma registered 65 per cent voting. The polling remained by and large peaceful. The second phase polling surpasses the 73% turnout in the first phase of civic polls. The combined turnout of about 75% is a record of sorts for the state and perhaps the highest ever witnessed in the civic elections. Polling was held between 7 AM and 3 PM in insurgency-hit Dantewada and Sukma while remaining areas witnessed voting from 8 AM to 5 PM, said State Election Commissioner, PC Dalei. According to State election commission office, highest turnout recorded in Dhamtari district (88 %) followed by Surguja (86%) and Raigarh (85%) while naxal-affected Dantewada witnessed lowest turnout of 60%. Some other Districts also recorded good voters' turnout - Bilaspur (75%), Raipur (75%), Rajnandgaon (81) and Durg (83%). A 73.06 % voting was registered in the first phase of polling on December 29 for 51 urban bodies. Counting will take place on January 4, 2015.
