A special meeting held at the Election Commission of Pakistan (ECP) on January 2 to discuss security-related issues for General Elections came to the conclusion that the army would be deployed at sensitive polling stations only, reports Dawn. The ECP in principle decided to allow candidates to bring along armed private security guards to polling stations. The meeting was presided over by Chief Election Commissioner Justice (retd) Fakhruddin G. Ebrahim and attended by the Federal Secretaries for Defence, Foreign Affairs, Establishment and States and Frontier Regions, the Additional Interior Secretary, Provincial Chief Secretaries and Inspector General of Police of provinces. A participant quoted Defence Secretary Lieutenant-General (retd) Asif Yasin Malik as saying it was not possible to provide army personnel for each of around 80,000 polling stations. In an apparent reaction to the CEC’s statements calling for deployment of Army at all the polling stations, he said 200,000 Army personnel could not be spared for this purpose. The secretary said two soldiers would be needed for every polling station as there would be at least two polling booths at each station. Besides, additional staff will be required for logistic and command arrangements. He pointed out that the Army was already engaged in defending the borders, besides deployment in the Federally Administered Tribal Areas (FATA) and providing security to the staff of some multinational companies.

It has also asked ECI to give “sufficient time” for the ongoing political dialogue to accomplish its tasks in the interest of all. Rebel Trinamool Congress (TMC) Member of Parliament (MP) Kabir Suman on January 4 claimed that Communist Party of India-Maoist (CPI-Maoist) helped Mamata Banerjee win West Bengal assembly elections in 2011, reports Hindustan Times. Outlining TMC's close relations with the Maoists, Suman said slain Maoist leader Koteshwar Rao alias Kishenji had told his men to “hold aloft the Trinamool flag” to oust the Left Front government. The Trinamool has been denying the allegation, levelled earlier by the Communist Party of India-Marxist (CPI-Marxist) and more recently by Suman himself. He said without the help of Maoists, TMC would not have won a single assembly seat in West Midnapore. “Maoists were part of the Bhumi Uchhed Pratirodh Committee (BUPC) [committee for resisting forcible land acquisition]. Agitations in Nandigram, Singur and Lalgarh were responsible for the regime change. Santosh Rana, a Naxal, and his comrades campaigned for me in Jadavpur (in 2009).” In Nandigram, the TMC led the BUPC, which was opposing former Chief Minister Buddhadeb Bhattacharjee’s plans to acquire about 14,000 acres for an SEZ.

Jailed GNLA’s chief, Champion R. Sangma has decided to contest the February 23 assembly elections in Meghalaya, a legal official said on January 20, reports The Shillong Times. “He (Sangma) has already made up his mind to contest the upcoming Meghalaya assembly elections either from inside or outside the jail,” Sangma’s legal Counsel Sujit Dey said. “Sangma will contest as an independent candidate, but he is yet to choose the assembly constituency from which he would contest,” Dey said. On January 11, the Shillong Bench of the Gauhati High Court granted bail to Sangma after it found that no charge sheet was filed against him. Sangma was arrested July 30, 2012 near the India-Bangladesh border in Meghalaya. He was wanted for masterminding several crimes, including killings and extortion in insurgency-ravaged Garo Hills in western Meghalaya, and has been booked under various sections of the Indian Penal Code for waging war against the Indian state and the Unlawful Activities (Prevention) Act.

The National People’s Party (NPP) has alleged that the draft peace agreement signed by the Central and State Government with the militant outfit ANVC was an ‘election oriented’ stunt. “The Government was not doing anything on the agreement and it was hurriedly signed just before the election,” NPP leader Conrad Sangma said on January 24, adding, “The entire process is election oriented.” The draft agreement paves way for expansion of powers of the Garo Hills Autonomous District (GHADC) and it was hurriedly approved by the State Cabinet, Sangma said. According to United Naga Council (UNC) president L Adani, the ‘Naga Concordant’ formed by NSCN-IM, NSCN-KK and FGN have decided to stay away from the Nagaland polls. The collective decision of the three armed groups has been already conveyed to the people of Nagaland. Even though Naga People’s Front (NPF) is an ardent supporter of the Indo-Naga peace process, there is no necessity to support NPF in the Nagaland State Assembly election, Adani said. NPF Manipur unit was set up to fight for the Indo-Naga peace process in the context of Manipur. For UNC too, there is no question of involving itself in the Nagaland Legislative Assembly election either directly or indirectly, Adani added.

Earlier, the State Government had sought 73 companies of paramilitary forces to ensure a free and fair election. “We are concerned about certain pockets of Garo Hills where some incidents took place in the last few days,” Naik said. It may be recalled that last week militants entered the Williamnagar Jail premises and shot dead an assistant jailor and a warden. The clashes that erupted between the SFs and groups of protesters armed with machetes, knives, iron rods and sticks left three dead at Kathalmuri Palsa under Dhupdhara Police Station, two at Kachadal under Ranjuli Police Station, one at Siluk under Dudhnoi Police Station, three at Bekipool under Khrishnai Police Station and two at Dhuptola under Mornoi Police Station. According to sources, four columns of Army have been pressed into service to contain the situation in the district amid unconfirmed reports of fresh group clashes spreading to new areas. Meanwhile, curfew was clamped in the areas under Mornoi Police Station after fresh reports of group clashes between two communities were reported from Dhuptola area following killing of two persons who allegedly placed two hand bombs outside the polling station at Raikhashini Jawaharlal Nehru Vidyalaya. Earlier, mob set ablaze a village under Krishnai Police Station where around 60 houses were destroyed. The mob also indulged in brick-batting and torched two police vehicles, a bus and a Bolero vehicle standing on NH-37 leaving some Central Reserve Police Force (CRPF) personnel and the Officer-in Charge of Krishnai Police Station, Haten Ali Ahmed, injured. The series of clashes occurred following a call given to the people living in the RHAC areas by the Rabha Hajong Joint Movement Committee (RHJMC), an umbrella organisation of 34 bodies, to oppose holding of Panchayat elections in the RHAC areas. In the meantime, according to official sources, the Goalpara District recorded a peaceful polling of 60 percent at the 659 polling centres while polling could not take place at the rest 173 centres.

NSCN-K on February 15 dismissed the Congress candidate’s allegation and described it as an insult to the outfit. Congress Candidate from Kiyezhe Aye stated that the appeal to impose 144 Criminal Procedure Court (CrPc) in the constituency was made sincerely and purely to ensure free and fair democratic election. Twenty-one fringe parties held a meeting at the International Convention Centre and passed a three-point resolution saying that they would not support formation of any new Government that challenges the principle of separation of powers. The first reason is that leaders of the four are divided over certain issues and 21 fringe parties that represented in the erstwhile Constituent Assembly (CA) plus seven other political parties have protested the idea of an election Government. These parties have asked the stakeholders to seek resolution of current problems with the consent of all the parties that represented in the dissolved CA. Addressing a press conference on February 21 following a meeting with political parties, officiating Chief Secretary, Barkos Warjri said that altogether 91 companies of Central Paramilitary Forces have been deployed in the State to maintain law and order and 44 companies were deployed in the militant-hit Garo Hills region. Out of the 2485 polling booths in the State, only 1213 were identified as ‘normal’ and of the 900 polling stations declared as ‘sensitive’, 355 are ‘hyper sensitive’ due to prevalent militant activities. Another 545 are hyper sensitive polling stations due to other reasons. While dwelling on the security arrangements made for the polling day, Warjri said the Government will have one section of central armed police force stationed in all the polling stations which are affected by militancy while only half section of the central forces will be placed in polling stations which do not face the same threat.

A group of masked cadres of the CPN-Maoist-Baidya pretending to have come to the election office to register their names in the voter list smashed the windowpanes, computers, telephone sets and printer. Following the incident, Police 'apprehended' some of the District leaders of the party, who owned "moral responsibility" for the attack. Talking to media persons at Rajbiraj this morning, Yadav, who arrived at his hometown after his appointment as the Election Commissioner for the second time, said that the EC was ready to hold election within third week of June if consensus was forged among political parties. Stating that there are some complexities to hold election, Yadav said that the complexities have been already sent to the Interim Election Council of Ministers to remove them. He added there was also a need of additional laws to hold the second CA election. The Election Commissioner said that the collection of voters´ list with photographs has been completed upto 80 per cent and the remaining works would be completed by April 28.

In Lalitpur District, a group of around 20 CPN-Maoist-Baidya cadres misbehaved with EC officials and smashed a laptop computer used for maintaining records of voters and taking their photographs to be affixed on voters’ ID cards in Chaughare Village Development Committee (VDC). In Bhaktapur District, four CPN-Maoist-Baidya cadres vandalised Bhaktapur District Election Office. The masked men broke into EC office and damaged one laptop, a photocopy machine and a printer. During a meeting with the ministry officials at the EC office, the commission formally made the request, according to Joint Secretary Anil Kumar Thakur, who is also the EC spokesperson. Thakur said, "We have suggested to the Ministry of Home Affairs to distribute citizenship cards by deploying 305 mobile teams initially and increase the number of the teams to 561 if needed." He said that the teams are expected to be deployed to various parts of the country within one to two weeks. He also informed that the EC will continue the voter registration process alongside the citizenship card distribution by the ministry.

The TNA is an amalgam of five parties - Ilankai Tamil Arasu Kachchi (ITAK), Eelam People’s Revolutionary Liberation Front (EPRLF), Tamil Eelam Liberation Organisation (TELO), Tamil United Liberation Front (TULF) and People’s Liberation Organisation of Tamil Eelam (PLOTE). Only the first three parties have Parliamentary representation. These allies have held negotiations over a period of time on the registration of the TNA as a separate political party. The decision was taken after 53 parties; including Mohan Baidya-led Communist Party Nepal-Maoist-Baidya (CPN-Maoist-Baidya) submitted a memorandum to Chief Election Commissioner Neel Kantha Upreti urging the EC to halt all the activities related to election. The memorandum handed over to Upreti states: “EC has been conducting unconstitutional activities related to election despite our concern about the process. It should halt all such activities until the March 14 presidential decree is annulled and the nation reverts to political consensus and constitutional process.” The memorandum warns of dire consequences if the EC continues with the voters’ registration and other activities to facilitate polls.

With tens of thousands of Pushto-speaking people settled in Karachi and many of them registered voters now, the community will make a considerable impact on certain seats in the general elections. Former governor Sindh Lt Gen (retd) Moinuddin Haider is of the view that the election prospects of the Pakhtun nationalist ANP appear bleak in Karachi as its workers and leaders remain on the hit-list of the Tehreek-e-Taliban Pakistan (TTP), who adheres to the Deoband school of thought. The TTP and other militant groups have expanded their network in Karachi, especially in the Pashtun-dominated suburban neighborhoods, and have forced the ANP to wind up their operations. However, the JUI-F seems to be an indirect beneficiary of the ANP’s inability to move freely and carry out its election campaign. “In many Pakhtun-dominated pockets of Karachi, the ANP leaders and activists won’t even be able to enter to run their election campaigns,” Haider says.

Musharraf has already been disqualified from three other constituencies from where he had filed nomination papers. After his candidature was rejected from Islamabad (Federal capital), Karachi (provincial capital of Sindh) and Kasur in Punjab province, Chitral in the Khyber Pakhtunkhwa held the only hope. But Musharraf's plans came to a naught as the poll tribunal of Peshawar High Court barred him. Musharraf's nomination papers were rejected following objections that he had subverted the Constitution by imposing emergency as Army Chief and had illegally placed judges under house arrest. We will start registering new parties from April 30 for a month.” As per the existing provision, EC can give political parties a deadline of maximum one month for registration for the purpose of contesting election. Leader and cadres of political parties including the Unified Communist Party of Nepal-Maoist (UCPN-M), Nepali Congress (NC) and Communist Party of Nepal-Unified Marxist Leninist (CPN-UML) among others have reached EC since early morning. As per the amended regulations, all the political parties participating in the erstwhile CA polls held in 2008 are also required to register themselves at the EC to be eligible to contest the upcoming polls. Armoured personnel carriers (APCs) will be used in most sensitive areas as and when required and aerial surveillance of these areas will also be conducted. Army’s sniffer dogs have been made available for security duties. He said Army troops had provided security cover since April 19 to five printing presses where 180 million ballot papers had been printed. They transported 650 tons of ballot papers to the districts concerned and their polling stations. 50 Army helicopters flew for 347 hours to transport the ballot papers. The official said 5,000 troops had been deployed in polling stations identified as most sensitive and indicated that the number could be increased overnight on the basis of assessment of threat by civil administrations in coordination with Army commanders of the areas and other authorities.

We assure that whatever change is decided by the [Parliamentary] Select Committee will be adhered to by the government,” the Minister asserted. He recalled that the Provincial Council system was introduced to the country as a result of the Indo-Sri Lanka Accord signed by the United National Party (UNP). “Right from the inception, there were a number political parties which opposed the introduction of the Provincial Council system to the country” as “certain provision included in the Provincial Council system did not suit a country like Sri Lanka”. “We are a small country,” Yapa noted. Dahal said, "It is sad and unfortunate that the same parties that signed the 11-point agreement and 25-point ordinance should be looking for an alternative to the current government." This is not the time to be looking for an alternative to the Regmi-led government, but a time to cooperate among each other for fixing the date for fresh elections, he added. Dahal claimed that a date for the Constituent Assembly (CA) election would be announced on May 29 (today) so that the poll could be held in the third week of November. "An agreement has been reached with the chairman to hold the fresh CA election by that time," he said, referring to his meeting with Chairman of the Interim Election Council Khil Raj Regmi earlier in the day. Dahal said he found the government working seriously towards announcing the date for the fresh election. "Once the poll date is announced, an environment for election will be created automatically," he further said, adding that a date for the fresh election would be announced at the earliest. Dahal also said that though the UCPN-M does not have any reservations even if a 10 percent threshold is mandated for election under the proportional representation system, his party opposes any such threshold with a view to ensuring adequate representation of the smaller parties. He also clarified that his party has not backtracked from the previous agreement to limit the number of seats in the upcoming CA to 491.

They took away the nomination papers and money paid as deposit and made two polling officials march along with them for two kilometres. The Maoists distributed the deposit money to the contestants and warned them not to participate in the elections. The polling staff was let off. Also, contestants for three more Panchayats, two from Chintapalli manadal (administrative division) and one from G. K. The Election Commission (EC) unveiled its two-month long election schedule on August 1, according to which political parties can nominate their candidates contesting the November 19 CA elections under the proportional representation (PR) system on September 23 and first-past-the-post (FPTP) on September 26, reports Nepalnews.com. According to the two-month long election program for PR system, the EC will publish name list of parties contesting PR election on September 24. Parties can withdraw their nominations, if they so wish, on September 25. On September 26, the final list of parties contesting under PR sytem will be made public. Parties can submit the closed lists of their candidates on September 27 and amended closed lists on October 5. Similarly, the EC has set October 18 as the date for challenging eligibility of candidates while final decision on their eligibility will be taken on October 25.

This will be the first time the polls will be held for the war-ravaged NPC since the provincial council system was established under the 13th Amendment to the Constitution introduced by the 1987 Indo-Lanka Accord as a measure for power devolution. The polls will be held for Central and North Western provincial councils as well. The Election Department has accepted 201 nominations from 3,785 candidates in total for the three provinces. The political parties have fielded 2,279 candidates while independent groups have fielded 1,506 candidates. The Election Department has taken measures to invite three international organizations to monitor the elections to assure a free and fair election. South Asian Association of Regional Cooperation (SAARC), Commonwealth, and the Association of Southeast Asian Nations (ASEAN) will be invited to monitor the polls for Northern, Central and North Western provincial councils.

SLMM agreed to overtures made by major parties to participate in Constituent Assembly (CA) elections scheduled for November 19 following a 6-point agreement between the High Level Political Committee (HLPC) and SLMM. As per the 6-point agreement, the key constituents of HLPC will be increased by including SLMM and other major parties that have agreed to participate in the upcoming elections, Election Commission (EC) would be requested to provide window period of two more weeks for registration of voter registration, and 42 percent seats would be allotted for direct and 58 percent seats will be allotted for proportional electoral system respectively. Dawn on August 23 reported that women voters were absent from the polling stations in some parts of the Khyber Pakhtunkhwa (KP) on August 22, because they were barred from polling either as a result of a ban imposed or an understanding between the contesting candidates that women voters should not be allowed to come out for voting on the pretext of social or cultural norms. The reports of women being barred from the polling process were received from various polling stations in Nowshera and Lakki-Marwat Districts of the Province. During a visit to various polling stations in Nowshera's NA-5, not even a single woman voter had turned out to cast her vote till the filing of this report and some locals suspected that there might have been an agreement between the contestants to bar female voters from casting their votes. Sources in Lakki-Marwat District also said that a local jirga (council) had entered into an agreement which barred women from polling in various polling stations in NA-27 constituency but so far no written agreement came into light. Meanwhile, similar reports were also received from Mianwali and Mandi Bahauddin Districts of Punjab Province.

The EC had given a week-long additional period for registering names on the biometric voter's list to those voters who missed earlier deadline. Earlier, the EC had collected the voter's name list until mid-July. The drive was launched to replace the old voter identity cards with new ones having photographs of voters and their biometric details. The EC has so far registered 12.3 million voters from among the estimated 15.4 million eligible citizens, while over 100,000 more voters are expected to be added in the list after the reopened week-long registration drive. The EC is preparing to publish the final name list of the voters on September 7.

Around 15 Islamic parties affiliated with Hefajat-e Islam (HeI) are planning to form a new alliance to participate in the next parliamentary polls and highlight among voters its 13-point demand, including scrapping the education and women policies and building an Islamic state, reports Daily Star. The declaration came on August 26, at a views-exchange meeting organised by “Islami Dalsamuha” (alliance of Islamic parties) at the head office of Bangladesh Khelafat Andolon (BKA) in Dhaka’s Lalbagh area. “Our first target is to oust the ruling Awami League government and take steps so that the party cannot come to power in the next general election,” said Zafrullah Khan, secretary general of BKA and a member secretary of Islami Dalsamuha. Another leader said they might participate in the next polls under the banner of BNP-led alliance. Minister for welfare of plains tribes and backward classes Rajiv Lochan Pegu told The Telegraph that a meeting has been convened on August 29 with organisations from the council area to discuss and clear apprehensions over the polls.“We are committed to holding the polls in September by getting all stakeholders on board,” Pegu said, adding that 75 per cent of work related to the polls has been completed. However, the Non-Rabha Co-Ordination Forum (NRCF) on August 27 staged a protest rally demanding exclusion of non-tribal villages from the proposed council area, reports The Telegraph. “The election department of Assam has arbitrarily proceeded to conduct the council elections.
