According to a media report of January 1, 2003, at least 93 persons were killed in the year 2002 in Kokrajhar district of Assam in various terrorism-related incidents. According to police sources, those killed included 64 civilians, five Army personnel, 18 National Democratic Front of Bodoland (NDFB) terrorists and six United Liberation Front of Asom (ULFA) terrorists. A total of 47 persons were also injured in various incidents. Besides, terrorists also abducted eight persons. Arms recovered during the year included five pistols, eight rifles (303), two RDX consignments, two bombs, 12 grenades and 203 cartridges.

Pakistan has handed over 443 suspected Al Qaeda operatives to US authorities till date, a report in Dawn, a Pakistani daily, indicated on January 6. Quoting official sources, the report said Pakistani authorities arrested more than 500 Al Qaeda cadres since the launch of the US-led anti-terror campaign in Afghanistan. Of these, 443 have been remanded to the custody of US authorities, they said. Pakistani authorities are working in close coordination with US security agencies and made these arrests during a series of search operations in various parts of the country, including in tribal areas. The report also said US authorities have transported the suspects to an undisclosed foreign destination for interrogation. The arrested suspects belong to 18 countries, including Sudan, Saudi Arabia, Syria, Libya, Morocco, Chechnya and France.

Officials at the Interior Ministry were quoted as saying in a report in Dawn, a Pakistani daily, that according to the Small Arms Survey, 2002, there were approximately 18 million illegally-held weapons in Pakistan compared to some two million legally-licensed weapons. There are nine illegal arms for every licensed weapon currently held by individuals in the country. The report said, despite the official ban on sale and purchase of non-licensed weapons, unauthorized arms and ammunition remain in circulation, and illegal arms trade and gunrunning continued to flourish. The tribal town of Darra Adamkhel near Peshawar, bordering Afghanistan, is reported to be the largest manufacturer and supplier of low-cost arms in the area.

Media reports of January 18 claimed some 50,000 illegal weapons––including several hundred sophisticated weapons like the AK-47, AK-56, M-16, SMG and SMC––besides a huge stock of ammunition, are in the possession of the underworld in Chittagong. However, no official confirmation was available, as police do not have specific and complete data on either licensed or illegal weapons. Reportedly, these arms would be used in the forthcoming Union Parishad polls in Chittagong, Cox’s Bazaar and the three hill districts. A large number of these arms were legally issued but were not surrendered when the government had issued a directive to this effect in November 2002.

According to an Army official, a United Liberation Front of Asom (ULFA) terrorist who was leading them was also arrested. He said, "The porters were released but we arrested one ULFA militant who was leading the group into camps in Bhutan with a huge stock of food grains and other essentials." ULFA and National Democratic Front of Bodoland (NDFB) terrorists were also reported to be forcibly collecting rations from border villages of Assam to meet their food requirements. According to intelligence officials, there could be approximately 4,000 ULFA and NDFB cadres in terrorist training camps in Bhutan. An unnamed intelligence official said, "A few arrested militants said during interrogations that cadres were facing the worst winters in the Bhutan jungles with food shortage adding to their woes." He further said, "A number of militants in the Bhutan camps were hit by disease but with troops blocking the entry and exit routes along the border, they were unable to get medicine supplies and other essentials." Bhutan has reportedly also admitted that ULFA alone has six camps in the country, including the outfit’s general headquarters and military training bases inside jungles in the southern Samdrup Johngkhar district. The NDFB runs seven camps separately in this district. Bhutan had warned these outfits of military action if they did not leave its territory. Bhutan’s King Jigme Singhye Wangchuk was quoted, on an unspecified date, as saying, "We will hold talks with the militants who have established camps inside Bhutan". He further said, "If the militants refuse to leave our country through peaceful dialogue, we will be left with no option but to use our military forces." Bhutan has not taken any direct military action against the NDFB and ULFA, thus far.

According to a media report of January 30, Mumbai police investigating the January 27&28-Vile Parle blasts believe the two suspects arrested on January 28 could be members of the Muslim Defence Force (MDF). The report said police are also working on the theory that the Vile Parle blasts are connected to the blasts engineered by left-wing extremists—Naxalites—in Andhra Pradesh and the Liberation Tigers of Tamil Eelam (LTTE) in Sri Lanka. They have reached this conclusion on the basis of the explosive-laden bicycles used in the Vile Parle blasts. The modus operandi is similar to that of the LTTE and Naxals in Andhra Pradesh and Maharashtra.

The figure during the corresponding period in 2001-2002 was 467. However, the percentage of foreign mercenaries among the infiltrators during the present period has increased to approximately 80 per cent as compared to 24.62 per cent during the same period in 2001-2002, the report said. A rough calculation of the latest figures, the report said, revealed that the ratio in Jammu and Kashmir (J&K) on the whole hovers around 1:5, occasionally even going up to 1:10 during some months. The report further added, "The recent increase in the number of specially-trained battalions of the … Rashtriya Rifles (RR) to around 55 has strengthened anti-terrorist operations in J&K." Additional RR batalions are needed because infiltration from Pakistan is likely to increase during the approaching summer. Over 15,000 terrorists have been "neutralised" in J&K since 1990. In the year 2002, 1,522 terrorists were killed in the State, while 1,432 terrorists had been killed in the year 2000. The report said, "Over 60 per cent of them [terrorists killed] have been foreign mercenaries". Another report said, according to figures tabled in Parliament on March 6, as many as 982 troops of the army were killed and 2,507 more injured in terrorist violence in J&K, between January 2000 and February 2003. These sources also said that the terrorists abducted seven persons and injured nine others. They also looted all arms and ammunition from the destroyed police post, including 28 rifles and a Light Machine Gun. They also set ablaze the police post, a Primary Health Centre building and eight houses in the village before escaping. Further, when last reports came in, the whereabouts of four police personnel and three civilians held hostage by the terrorists remained uncertain. A massive search operation has reportedly been launched by the Border Security Force (BSF) and police to trace the hostages and track the terrorists, whose number was stated to be between 30 to 35 with a majority of them being foreign mercenaries. Official sources said the terrorist attack appears to be in retaliation to the killing of Hizb-ul-Mujahideen’s Chenab division ‘commander’ Iqbal Fareed, and his four associates, in the same area on February 25. Sources added that a group of approximately 30 to 35 terrorists and at least 50 civilians, who were being used as a human shield, attacked the Ind police post, which was being manned mainly by the SPOs. Meanwhile, a message intercepted by the security forces later in the day indicated that cadres of four terrorist groups had jointly carried out the raid. A report on May 11 has indicated that the proscribed National Liberation Front of Tripura (NLFT) is forcing tribals from the border villages of the State into bonded labour to work in the jhum (shifting cultivation) fields in the regions of the Chittagong Hill Tracts (CHT), in Bangladesh. According to the report, their estimated number could be 4,500. The State’s Tribal Welfare Minister Jiten Chowdhury reportedly disclosed this following his visit to the Kanchanpur and Longtarai Valley in North Tripura district. He reportedly said, "Since the poll results were declared, at least 4,500 tribals have been displaced from villages in Kanchanpur, Longtarai Valley and Khowai subdivisions. I have confirmation that 483, 253 and 250 families have been displaced from these three areas by the NLFT. Another 448 families have been driven away from other hilly regions."

The outfits who are said to have camps there include, among others, unnamed faction(s) of the National Socialist Council of Nagaland (NSCN), primarily operating in Nagaland, United Liberation Front of Asom (ULFA), Muslim United Liberation Tiger of Assam (MULTA), Dima Halim Daogah (DHD) and National Democratic Front of Bodoland (NDFB), operating in Assam, People’s Liberation Army (PLA) operating in Manipur, Achik National Volunteer Council (ANVC) in Meghalaya, and National Liberation Front of Tripura and All Tripura Tiger Force (ATTF) operating in Tripura. Pakistan’s external intelligence agency, the Inter Services Intelligence (ISI), and Al Qaeda are allegedly assisting an unspecified number of these outfits in training. Terrorism-related violence in Jammu and Kashmir (J&K) has shown a significant decrease from January 1 to May 15 this year compared to the corresponding period last year, official sources were quoted as saying in a media report. The total number of terrorism-related incidents registered a decrease of more than 17 per cent as only 110 acts of violence were recorded in the State this year, compared to 134 last year. There was a 20 per cent decrease in civilian deaths as 288 persons were killed in various incidents compared to last year’s 364 for the corresponding period. Deaths of security force personnel also registered a downward trend as 96 of them were killed since the beginning of year 2003 as against 110 for the last year. The report added that fewer terrorists - a decrease of approximately 32 per cent - were killed this year compared to year 2002. The sources said though only 474 terrorists were killed since the beginning of 2003 compared to 696 last year, security forces have killed as many as 60 terrorists in the first fortnight of this month. However, the number of bomb blasts in J&K increased marginally, recording a 10 per cent increase. During the current year, terrorists exploded as many as 152 grenades and Improvised Explosive Devices (IED) compared to 138 explosions for the corresponding period last year. Further, district-wise, Pulwama in the Kashmir Valley witnessed the highest number of incidents of violence since the beginning of the year followed closely by Rajouri in the Jammu region. Sources added that Jammu and Kathua districts were the most peaceful of all districts in the State as only two incidents of terrorism-related violence were recorded in each district since January 1, 2003.

Sources said that terrorism-related incidents have led to the death of 123 civilians after the Manik Sarkar-led fifth Left Front Government assumed office for the second time in February 2003. According to official statistics, 123 civilians were killed in Tripura during the first five months of this year, which were only 65 during the corresponding period in year 2002 and 144 during the whole of 2002. The current year has also witnessed three major massacres in which 38 persons have been killed. Incidents of abductions have also increased in a similar proportion. 86 persons were abducted during the first five months of this year, which were only 56 during the corresponding period last year and 201 during the whole of 2002. The number of terrorist incidents also increased similarly. The first five months of the current year have registered 166 incidents, which were only 85 during the corresponding period last year, and 201 during the whole of 2002. Furthermore, the report added that despite repeated calls, none of the terrorist outfits have shown any interest to come for negotiations with the State or the Central Government.

The Government has proposed the setting up of an "apex" policy-making body and an administrative or implementing body for reconstruction and development in the North East region. The proposals also say that in the apex body, true Tamil representatives would be included, without reportedly making it clear if they would be LTTE leaders or non-LTTE elected representatives. As reported earlier, on May 21, the LTTE had sought an Autonomous and Interim Administration with a crucial role for itself in both policy-making and implementation of development and rehabilitation projects in the NEP. The outfit has been alleged of carrying out conversion of Tripura tribals to Christianity at gunpoint and is now reportedly playing second fiddle to radical Islamist outfits in Bangladesh. The report quoting intelligence sources said the latter include Jamaat-e-Islami, Harkat-ul-Jehad and Al Qaeda, among others. The report has also said that the change may take effect by June-end. A decision in this regard was reportedly taken at a recent meeting held in Dhaka between representatives of the Jana Sanghati Samity (JSS) and Agreement Implementation Committee. Besides seven non-tribal members, composition of the Council includes six members from the Chakma tribe, three from Marma tribe, two from the Tripura tribe, one from Moro and Tonchongya, one from other tribal groups and a woman representative. The status of the chairman is that of a state minister. The members of the council are paid an honorarium of Taka 19,000 per month and also enjoy other facilities under government rules.

Quoting official sources, the report further said that the incident occurred at Neogpara village under Kalaigaon police station limits when security forces were searching the village on specific information that a group of ULFA terrorists had sneaked in. While three ULFA terrorists were killed in retaliatory firing, the Army Major, Indrajit Singh Babar, also lost his life during the encounter. The remaining terrorists of the group escaped following the incident. 12 dwellings were also gutted during the encounter. An UMG, an AK 56 beside 56 rounds of live cartridges and two grenades along with some incriminating documents were recovered from the incident site.

The number of ULFA terrorists present in the district is approximately 25 and that of the NDFB 30. While ULFA is primarily active in the Golakganj area on the Assam-Meghalaya border under Mankachar sub-division, the NDFB is active in the northern part of the district, primarily in the Bogribari, Golakganj and Gauripur areas, including a few places of Bilashipara and Chapor. The NDFB also has a hideout in the forest villages under the Mahamaya Reserve Forest area. Besides ULFA, the Meghalaya-based Achik National Volunteer Council (ANVC) is also allegedly active in the Mankachar area. ANVC‘s activities have also been noticed in the Boldongiri area. Moreover, Hajong United Liberation Army (HULA), reportedly formed by Gopesh Hajong, a ULFA cadre, too is trying to spread its activities in some parts of the district. The Inspector General (Tripura-Mizoram sector) Sukhjinder Singh informed this at a news conference at the CRPF’s 68th battalion headquarters at Narsinghar near Agartala. He also said that in the past three years, CRPF had arrested approximately 200 terrorists and their collaborators and recovered 265 firearms, including AK-series rifles, and huge quantities of ammunition in the area. The National Liberation Front of Tripura (NLFT), All Tripura Tiger Force (ATTF) and Borok National Council of Tripura (BNCT) are active in the State. According to a media report of June 27, heavy monsoon rains and an outbreak of malaria have forced hundreds of United Liberation Front of Asom (ULFA) terrorists to abandon their jungle bases in Bhutan. According to official sources in Bhutan, the group, which is active in the Indian State of Assam has at least six camps, including the outfit's general headquarters and military training bases, located inside the thick jungles in the southern Samdrup Jongkhar district. However, Indian authorities maintain that the outfit has more than 30 camps there. Quoting Indian intelligence officials, the report further said that an unspecified number of ULFA cadres have entered Assam over the past one month for treatment. The Indian security forces have also reportedly choked all supply routes from India to the terrorist camps in Bhutan, the report added. The report while indicating that the SLN was right in intercepting the LTTE supply vessel, added that the LTTE violated the UN Convention of the Law of the Sea (UNCLOS) by "not flying an appropriate flag and official, visible identification at the time of the incident". However, the SLMM has said that it was unable to conclusively determine what exactly happened, but the Navy had not violated the cease-fire agreement by intercepting the LTTE vessel, it added. The Mission has also recommended that the Government and LTTE "should as soon as possible" reach an agreement on measures to prevent such clashes at sea. Further, the report also added that there was no evidence of the LTTE sea cadres’ crew being under the custody of the SLN.

The United Liberation Front of Asom (ULFA) and National Democratic Front of Bodoland (NDFB), active in Assam and the Kamtapur Liberation Organisation (KLO), active in parts of Assam and West Bengal, were asked by the Bhutan Government to remove their camps located in the jungles of southern Bhutan by the said deadline. The Government there, however, has reportedly said that efforts were on to resolve the matter peacefully. While speaking to a Guwahati-based journalist from the capital Thimphu on July 1, Bhutan’s Foreign Secretary, Ugyen Tshering reportedly said, "We are committed to a peaceful resolution of the problem, and have not shut our doors to anything which can ensure that. But, the response from the ULFA and NDFB rebels have been less than encouraging." However, he added, "We want their immediate withdrawal, but we never set any deadline for the withdrawal process."

The report said that Azhar expelled 12 leaders, including Abdullah Mazhar and Abdul Jabbar, and is also reported to have informed the Punjab Government about his decision two weeks ago. While Abdul Jabbar, now known as Maulana Umer Farooq, is the chief of the breakaway faction, Mazhar has been nominated the nazim-e-aala (chief organiser) and secretary general of the splinter faction. The conflict between the two groups surfaced when the Mazhar faction disallowed Masood Azhar from addressing a sermon at Masjid-e-Bataha in Karachi’s Sakhi Hasan locality. About two weeks ago, the two groups reportedly clashed during an attempt to capture a mosque, which is currently in the possession of the Mazhar faction. Later, Masood Azhar attempted to deliver a Friday sermon at the Binori Town Mosque, but the mosque’s administrator, Abdur Razzaq Iskander, refused permission for the same. Another scuffle was reported at a mosque in the Korangi area and in this incident, the Azhar faction succeeded in capturing the mosque.

An M-16 rifle, an AK-47 rifle, 124 rounds of bullet and a foreign-made wireless set was recovered from the area in the first week of July. According to official sources, total recoveries since July 2002 from the area include an M-16 rifle, three AK-47 rifles, 18 SBBL, four.22 bore rifles, another rifle, three revolvers, five pistols, 124 rounds of ammunition and a powerful mine explosive. It is believed that the arms are carried form the Myanmar side of the border through the hilly routes of border subdivisions -- Naikkhangchhari, Alikadam and Thanchi -- to Bandarban town. The arms are then sold to local traders. Involvement of Myanmar groups, including Arakan Army, Democratic Party of Arakan and National United Party of Arakan are also suspected in the illicit arms trade.

He also reportedly accepted that the Home Ministry had received complaints about the misuse of the Act. Giving details, he said that approximately 60 per cent of these arrests were made in Jharkhand and Jammu Kashmir (J&K). Of the 234 persons arrested in Jharkhand, 104 were later released following a review by the State Government. John S Pistole, Deputy Assistant Director of the Federal Bureau of Investigation’s (FBI) counter-terrorism division, reportedly revealed this during his testimony to the Senate Governmental Affairs Committee in Washington on July 31. Pistole said that they have "traced the origin of the funding of 9/11 to financial accounts in Pakistan, where high-ranking and well-known Al-Qaida operatives played a major role in moving the money forward, eventually into the hands of the hijackers located in the US". However, Pistole did not specify how those accounts in Pakistan were funded. The FBI has estimated that the 9/11 attacks cost between $175,000 and $250,000, which paid for flight training, travel and other expenses. This money reportedly flowed to the hijackers through associates in Germany and the United Arab Emirates. Those associates reported to top Al Qaeda terrorist Khalid Sheikh Mohammed, who managed much of the 9/11 planning from Pakistan, US officials said.

A prime accused in the blast identified as Toufiq alias Chittu alias Rafique alias Yasar, an activist of the Muslim Defence Force (MDF), has reportedly revealed that the conspiracy was hatched by Abu Hamza who had roped him and others for the crime. Toufiq also revealed that he had collected Rupees 1.5 lakh from Muslims of Tamil Nadu residing in Riyadh and handed over the money to Abu Hamza. He said Hamza had planned to create explosions in India and target leaders and prominent personalities. Toufiq is the third accused to give a statement in the case. Unnamed official sources were quoted as saying that Gunawan had been handed over to the US authorities. Meanwhile, an Indonesian student arrested from a seminary in Karachi on September 20 on suspicion of links to the Jemaah Islamiyyah is a brother of Hambali, an official said on September 22. "The government has asked around 1,000 activists of the proscribed organizations to submit bonds worth Rs 100,000 each that they will not indulge in terrorist activities," Brigadier Javed Iqbal Cheema, Director General of the National Crisis Management Cell at the Interior Ministry, told Daily Times on November 19. Cheema said that the demand for the bonds was made in the context of Schedule IV of the Anti-Terrorist Act. Meanwhile, Interior Minister Faisal Saleh Hayat said that the Government had decided to seek "guarantees" from the terrorists instead of arresting them as "a new strategy". "We are not going for the arrest of members of these banned groups… We are closing down their offices to deny them a forum. We are seeking guarantees from them that they do not indulge in such activities in the future. This is providing them an avenue to correct their behaviour. If they disobey the government ban again they will be punished," said Hayat. Reports from south Kashmir have indicated that unidentified terrorists ambushed the vehicle of Bhushan Lal, a local Awami League (AL) leader, at Lalchowk in the Anantnag town of Jammu and Kashmir (J&K) on November 24 and during the indiscriminate gunfire, Lal sustained critical injuries while his security aide was killed on the spot. A civilian is also reported to have died in this ambush and two others were injured. A close associate of the slain counter-insurgents, Kukka Parray and Azad Nabi, Bhushan Lal had joined the latter’s pro-India outfit People’s Patriotic Front in 1995-96. Later, he had shifted to Kukka Parray’s AL and unsuccessfully contested an election in Anantnag. While Nabi was killed by the terrorists in his village Shihlipora in year 2000, AL chairman Kukka Parray was shot dead by terrorists along with two of his associates at his native Hajjan on September 13, 2003. Terrorists also killed National Conference activist and the State’s second most important counter-insurgent, Javed Hussain Shah, along with two of his security aides during a suicide attack at Hotel Greenway in Srinagar on August 27, 2003.

According to media reports, at least 90 terrorists were killed and 450 others have surrendered in the four days of military operations against Indian terrorist groups based on Bhutanese soil. According to the Kolkata based-General Officer Commanding (GOC) Eastern Command, Lt. Gen. J S Verma, an estimated 90 to 120 cadres of the United Liberation Front of Asom (ULFA), National Democratic Front of Bodoland (NDFB) and Kamatapur Liberation Organisation (KLO) have been killed in the four days of operations launched by the Royal Bhutan Army (RBA) in the districts of southern Bhutan. During the same period, six to seven RBA personnel have also reportedly died. However, United News of India has reported that at least 44 RBA personnel have been killed during the ongoing operations. It further said that 450 terrorists have surrendered during the past forty-eight hours. According to separate reports in vernacular dailies, Khabar and Pratidin, the KLO chief Jibon Singha has been killed in these operations. Reports added that one of the founding members of ULFA, Bhimakanta Buragohain alias ‘Mama’, also died while in RBA custody. He was reportedly injured on the first day of operations and was subsequently arrested by the RBA.

The Indian Express quoting a Bhutanese Government official, Yeshey Dorjee, on December 22 has reported that Bhutan was continuing its military operations against the United Liberation Front of Asom (ULFA), National Democratic Fund of Bodoland (NDFB) and Kamatapur Liberation Organisation (KLO) terrorists. Initial reports had said that 14 persons were killed and 46 others sustained injuries. According to Hindustan Times, hundreds of Indian terrorists earlier operating from their camps in Bhutan were fleeing towards Assam in India’s Northeast as the military offensive against them entered its 12th day on December 26. The report quoting an unnamed Royal Bhutan Army commander from the southern Samdrup Jhonkhar district said that the terrorists were now no longer resisting and instead fleeing towards the border with Assam. Meanwhile, India has offered amnesty to the terrorists if they surrender before the authorities by January 31, 2004. To facilitate their surrender, authorities in Assam have set up hotlines and published telephone numbers in the local media.
