Intelligence sources said on January 3 said that the cache of carbines, rifles and ammunition seized in Nagpur on December 28 was meant for the indigenous Naxalite groups, according to Daily News Analysis (DNA). They also said the cache may have been procured from the Maoist rebels in Nepal and Liberation Tigers of Tamil Eelam (LTTE) in Sri Lanka. Sources in the security establishment told DNA that the weapons and the ammunition were found manufactured in the United States and Pakistan. All weapons and bullets sported detail and the name of their manufacturing countries, a source said. They also said four persons had been arrested so far in connection with the incident.

Media Centre for Ntaional Security in a release on January 4 stated that the Liberation Tigers of Tamil Eelam (LTTE) face a severe recruitment problem to fill their numbers as 'fighters' due to heavy losses they sustained in Mavil Aru, Muhamalai, Thoppur, Sampur, Muttur jetty and Vakarai. The breakaway faction of the outfit led by its former ‘Eastern Commander’ ‘Colonel’ Karuna creates the major hurdle in the recruitment of the outfit. The Eastern Province, the former resources pool to fill the vacancies for their dead and wounded is now closed. Since December 1, 2005 until December 28, 2006 the LTTE reportedly lost 2108 cadres and even more than that were injured. This is estimated, to be over 25 % of what was their total strength and much more if the injured are included. The dead and wounded include 'senior fighters', intelligence cadres and area leaders who are hard to replace. After the cease-fire agreement signed in February 2002, available records indicate that 549 outfit cadres have surrendered until January 2, 2007.

There is a “human pipeline” that arranges for alienated British Muslim youths – many of them born in the UK of Pakistani heritage – to travel to Pakistan for indoctrination and training at temporary terrorist “camps”, believed to be operated by the al Qaeda leaders, according to a report in the current issue of Newsweek. The report quoted US authorities as saying that the UK-Pakistan pipeline had played a role in several planned terrorist plots. A U.S. intelligence official said that agencies on both sides of the Atlantic had information linking a 26-year-old London man, Muhammed Al-Ghabra, as a major organiser for the al Qaeda and other terror groups to some of the well-known plots, according to Daily Times.

The Army claimed that the ‘28th Battalion’ of the United Liberation Front of Asom (ULFA) were trained at camps in Myanmar, reports Hindustan Times. The battalion, with an estimated strength of 350-plus, had masterminded and executed some of the worst massacres in upper Assam, including the latest serial killings of Hindi-speaking migrants. "It also serves as the nerve centre of ULFA for planning kidnappings and extortion," said a senior officer of HQs 2 Mountain Division, showing a ransom note for INR 30 lakh addressed to a tea estate manager and signed by the self-styled ‘lieutenant’ Prabal Neog. The report stated that 15 ULFA cadres, including improvised explosive device (IED) experts, were eliminated in counter-insurgency operations. The recent recoveries indicated that the militants have access to universal machine guns, Chinese pistols, AK-47s, Austrian grenades, plenty of cash, RDX and IEDs. An unnamed Lieutenant Colonel, while speaking about the Army's ability to generate intelligence, said "but people in the hinterland are sometimes non-cooperative". The ‘27th’ and ‘109th battalions’ are also active in Assam, said the report.

Violating terms of the peace accord, the Maoists continued to collect 'taxes' from tourists who come to the Annapurna region, considered one of the best trekking routes in the world, Kantipuronline reports. According to locals, Maoists, who earlier used to ask for donations clandestinely, now openly ask for money in the name of 'taxes'. They are reportedly collecting NR 100 from all the tourists visiting Annapurna region. Maoists said that they were collecting the amount as per instructions by their party headquarters and are sending the collected amount of approximately NR 15,000 to NR 17,000 per day to Kaski District Committee of the Party every week or fortnightly.

The Border Security Force (BSF) disclosed that at least 85 persons, including 31 Indian nationals and 54 Bangladeshi nationals, were arrested during ex-filtration and infiltration attempts along the India-Bangladesh border running through Tripura between December 1 and December 31, 2006, according to Tripurainfo. The report added that a large quantity of contraband goods, narcotics, forest produce, sugar, clothes and cattle worth INR 39, 33, 447 were seized. The largest seizure was reported from the Singichera, Digyabari, N.C. Para, Dhanpur, Kullubari, Nischintpur, Kalamchera and Nirbhaypurunder areas in the West Tripura district and A. R. In a political meeting held on February 11 in East London, attended by Nava Sama Samaja Party leader Wickramabahu Karunaratna, the pro-LTTE speakers appealed to the public to engage in the campaign to get the British parliamentarians to sign the petition. The Government has decided to repatriate all Afghan refugees residing in Pakistan by 2009, Dawn reported. This was announced at a meeting of the Inter-Ministerial Cabinet Committee held in Islamabad on February 15. The committee – headed by Interior Minister Aftab Ahmed Khan Sherpao –devised a strategy to send all Afghan refugees back to their homeland in three years, from 2007 to 2009. Under the strategy, four camps of Afghan refugees located in Balochistan and the North West Frontier Province (NWFP) will be removed in the ongoing year. In the first phase, two of them -- one in each province -- will be dismantled in March. According to official figures, approximately 2.4 million Afghans are living in Pakistan – one million in camps and 1.4 million in the urban areas. Since 2002, about 2.8 million Afghan refugees have reportedly been repatriated to their homeland.

A report in the New York Times on February 19 said that according to American officials there is mounting evidence that Osama bin Laden and his deputy had been steadily building an operations hub in the Pakistani tribal area of North Waziristan. The United States has also identified several new al Qaeda compounds in North Waziristan, including one that officials said might be training operatives for strikes against targets beyond. American analysts told the newspaper that recent intelligence showed that the compounds functioned under a loose command structure and were operated by groups of Arab, Pakistani and Afghan militants allied with the al Qaeda. They receive guidance from their commanders and Ayman al Zawahri, the analysts said. According to US officials, the training camps had yet to reach the size and level of sophistication of the Qaeda camps established in Afghanistan under Taliban rule, but groups of 10 to 20 men are being trained at the camps and the al Qaeda infrastructure in the region is gradually becoming more mature. American officials and analysts said that several factors in Pakistan have come together to allow “core Al Qaeda” to regain some of its strength. The emergence of a relative haven in North Waziristan and the surrounding area has helped senior operatives communicate more effectively with the outside world via courier and the Internet. Elaborate arrangements are reportedly being made to prevent smuggling of explosive materials by the Liberation Tigers of Tamil Eelam (LTTE) to Sri Lanka from Tamil Nadu in the wake of the recent seizure of an LTTE boat with arms and ammunition by Coast Guard in Nagapattinam and 70 bags of aluminium ingots in Madurai, Additional Director General of Police (Law and Order), K. V. S. Murthy, stated on February 23. Talking to reporters, he said the Police have been geared up and the security over the entire coast has been strengthened. In all the 12 coastal districts, special Police teams have been formed exclusively to look into the smuggling of arms and ammunitions, he added. In view of the recent seizure of explosives, the Centre has given its nod for establishing 12 marine Police stations - the first of its kind in the country - to safeguard the vast coastal belt of Tamil Nadu. These police stations would be equipped with two boats each for conducting patrolling and it would be ready within a year, he further added. Murthy also said the Centre had also sanctioned 40 check-posts in addition to the existing 60 on the coastal areas from Chennai to Kanyakumari. He said the State police were now engaged in finding out the possible landing points of the suspected LTTE sympathizers for smuggling activities.

In the survey, clerics from all schools of thought have declared suicide attacks un-Islamic and forbidden them under the Shariah. They said that killing a non-Muslim without a legitimate cause was against the Islamic way of life. Maulana Ameer Hamza of the Jama’at-ud-Da’awa said that a suicide attack was, beyond doubt, an act of terrorism. He said that someone who kills himself to kill others also "recounts for the sins of those who (he has) killed." The Jamiat Ulema-e-Islam’s Hafiz Hussain Ahmed said that since Islam did not permit the killing of innocent people, it was necessary to figure out why suicide bombers went to such extremes. He said that since there was no way of effectively stopping a suicide bomber, the only solution was to eliminate the causes which gave rise to such resentment that people resorted to suicidal tactics. He added that no final Fatwa could be given on the issue, since a suicidal defence strategy was employed by the Pakistani Army at Chawinda to repel an Indian attack during the 1965 war, a strategy that was approved by the religious scholars of the time. However, he said that an Islamic war by an Islamic state could not be compared to the recent wave of suicide attacks that targeted innocent civilians. Former minister and Sunni cleric Dr Mehmood Ahmad Ghazi reportedly said, "A suicide attack was clearly murder and its legality was further called into question by the fact that they occurred in a Muslim state which was not occupied by infidels." Sri Lankan security forces reportedly captured four LTTE bases in the Peraru area of Trincomalee district forcing the Tigers to withdraw into the jungles in further north, military said, according to Colombo Page. “The LTTE terrorists have withdrawn to the area north of Trincomalee under severe pressure as a result of the recent limited military operations in the Trincomalee – Peraru area,” military spokesman Brigadier Prasad Samarasinghe said on February 25. He said that during these Army operations a well equipped LTTE training camp for 40 cadres was also destroyed. A medical complex fully provided and equipped to accommodate 50 with medical equipment and drugs has also been captured by the troops. "Two US states have restricted this bank from dealing in transactions in foreign exchange, transfers of credits to foreign banks and importing and exporting currency or securities," sources claimed, without naming the bank or the two US states that have subjected the bank to this action. Asked what had prompted the US states to take this action, the sources said that it was a news report carried by a section of the Pakistani press accusing this bank and others of involvement in terrorist money transfers from the UK. According to the press reports, UK-based charities had allegedly transferred funds through this bank’s branch in Pakistan occupied Kashmir, and this money landed in the hands of alleged terrorists who helped finance the UK-bombing plot in 2006.

The United Nations Children's Fund (UNICEF) said as at January 2007 they have recorded 6,241 child abductions in the North and East provinces and blamed the Liberation Tigers of Tamil Eelam (LTTE) for having recruited 6,006 of them for war, reported Daily Times. The UNICEF also blamed the breakaway Karuna group for abducting 235 out of the recorded 6,241. The UN agency said 1,879 children are still being held by both groups out of which 1,710 are still being kept by the LTTE while the Karuna group uses 169 of them. The report said, "While the entire country has suffered from the consequences of the conflict, the eight districts in the North and East namely Jaffna, Kilinochchi, Mannar, Mullaitivu, Vavuniya, Batticaloa, Trincomalee and Ampara have borne the brunt of it. Ruling out any redrawing of its boundaries, India said it was open to 'cooperative and consultative mechanisms' on Jammu and Kashmir involving the two parts of the State that were actively encouraged by New Delhi and Islamabad, reports PTI. Such cooperative mechanisms can multiply the gains of cooperation in solving the problems of social and economic development of the region, according to the Defence Ministry's annual report placed in Parliament on March 20. Emphasising that India wanted good neighbourly relations with Pakistan, for which it had taken several initiatives, the Defence Ministry said Prime Minister Manmohan Singh had already declared a readiness to find a ‘pragmatic solution’ to the Kashmir problem. Singh has envisaged a situation ‘where the two parts of Jammu and Kashmir can, with active encouragement of the governments of India and Pakistan, work out cooperative, consultative mechanisms so as to maximise the gains of cooperation’. In an effort to build cordial relations with Pakistan, India has taken several policy initiatives and proposed confidence-building measures to enlarge the areas of convergence and to build trust, the report said. However, India continues to have security concerns with Pakistan on cross-border terrorism, the Ministry noted in the report which provides a yearly update on defence-related issues.

It is alleged that the children of this couple, known to be LTTE sympathisers have palmed off large sums of money to outfit agents in London every time they were approached. The outfit has earmarked households with rich relatives abroad and extort them to fatten their diminishing reserves. It is suspected that the outfit had used the details filled in a fund raising questionnaire circulated last year among the Tamil diaspora to intimidate the families and extort money. The questionnaire sought particulars of their property and relatives in Sri Lanka.

After examining all evidence collected at the site and from inspection of the burnt coaches and obtaining forensic proof, it was concluded that it was a well-planned attack. ``Based on the evidence available so far, the Commissioner of Railway Safety has come to the `tentative conclusion' that the fire on the train in 4001 Up Delhi-Attari Special was caused because of the explosion of bombs kept on the upper racks near the doorways in coach numbers GS 03431 and GS 14857 of the train,'' the inquiry report said.

More than 215,000 people have been displaced since then." Investigations have revealed a vast network of local representatives with whom they were working to collect money. The LTTE had deployed ‘collectors’ under the supervision of local leaders whose only activity is to extort money and who were allowed 20 per cent of the sums collected as their ‘salary’. The arrested LTTE activists are charged with running for several years a vast operation of financial extortion among the Tamil Diaspora in France. During 2006, the LTTE has collected more than six million euros where each Tamil family was forced to pay 2000 euros per year and shopkeepers were made to pay 6000 euros. The transfer of the funds collected in France is sometimes physically carried in cash by ‘suitcase carriers’ usually to Switzerland to avoid bank records.

The survey also found that a majority of the Sinhala community believe that the Government has done enough to protect human rights while the Up Country Tamils, on the other hand, did not. Some 59.2 per cent of those polled Sinhalese backed a military solution and 48 per cent of them were confident of President Mahinda Rajapakse’s ability to wage a successful military campaign against the LTTE. Sinhalese support for the Government defeating the LTTE has increased to 35.1 per cent (from 26.1 per cent) while support for peace talks is down to 46.3 per cent (from 57.3 per cent), when compared to the 2006 November report of the series of opinion polls. However the report stated that, "The upcountry Tamil and Muslim communities remain sceptical." The poll does not cover the opinions of the Tamils in the north and east and only covers the Sinhala, Muslim and the upcountry Tamil communities in the areas outside north and east.

A home ministry document, based on intelligence inputs, said the Bangladesh-based Harkat-ul-Jihad-al-Islami (HuJI), linked to the JeM and LeT, is recruiting Indian youths, sending them to Pakistan for training and re-inducting them via Bangladesh to carry out terrorist attacks. "This is evident from the Mumbai local train serial bomb blasts in which 11 Pakistanis infiltrated through the Indo-Nepal border in Bihar, Indo-Bangladesh border in West Bengal and Indo-Pakistan border in Gujarat," the report said. Noting that cross-border terrorism was no longer Jammu and Kashmir-centric, the document said it has spread its tentacles to the hinterland. "The terrorist outfits are well-organised, inter-linked and have the latest hardware and work under the directions of Pakistan's ISI," it said. The report said terrorist groups carry out their activities in the hinterland beyond the known theatres of violence to make "greater impact" and get wider publicity. The essential components of the strategy of jehadi groups include well-calibrated violence against soft targets to create terror, undermining the economic and scientific prowess of the country, subverting Indian Muslim youths and provoking communal tensions with the help of local elements. Supplying hardware through land and sea routes and maintaining a continuous flow of finances to sustain the jehadi network are some other components. Sleeper cells and modules exist in certain parts of the country and were activated when required, the report said. During 2004-06, as many as 669 terrorist modules were neutralized and plans to target vital installations like the Bhabha Atomic Research Centre and IT companies were foiled, the report said.

Military intelligence has gathered information that there is a secret location within the Wilpattu National Park in the Anuradhapura district where a Liberation Tigers of Tamil Eelam (LTTE) light aircraft could land and take off, according to The Island. The location adjoining the Milewilla, Periyawillu and Periyakatti irrigation tanks, facing Mannar, has been used to hide the aircraft. According to information received, the LTTE aircraft, after landing, is ferried across a specially built canal to this secret location. The place where the aircraft are reported to be hidden and the adjoining areas have been well secured by the outfit. On May 27, 2006, seven local tourists were killed when their jeep was blasted by a landmine within the Wilpattu National Park. Later, eight servicemen, including Col. Jayantha Sumeda Suraweera of the Anuradhapura Gajaba Regiment, were killed in a similar blast around the same location. These blasts reportedly occurred at a location in close proximity to the three irrigation tanks where the LTTE aircraft are said to be hidden. This further confirms the information received by the military intelligence that the LTTE could have set off the blasts to thwart anyone getting closer to the secret location where the aircraft have been hidden, the report said.

It also publishes the monthlies Voice of Islam and Al-Ribaat in English and Arabic, respectively. These publications propagate jihad and highlight the nationwide activities of the Jama’at-ud-Da’awa. The outfit triggered off more than 50 bomb and grenade blasts in different parts of the State. In 2005, only 19 civilians, three security force (SF) personnel and 10 militants were killed. In 2006, the violence increased with more than 160 incidents of violence, in which more than 80 civilians, 14 SF personnel and six ULFA militants were killed. In 2007 (till date), more than 100 civilians were killed and 280 were injured. Three SF personnel and five ULFA militants were also killed in encounters this year. The level of violence involving the Karbi Longri N.C. Hills Liberation Front (KLNLF) and Black Widow group, a breakaway faction of the Dima Halim Daoga (DHD), in the hill districts of Karbi Anglong and North Cachar Hills also showed an upward trend. According to records available, the Black Widow group was involved in 10 acts of violence last year and it increased to 17 so far this year. The KLNLF militants were involved in more than 10 major acts of violence so far in 2007.

These three, viewed as “symbols of Western-oriented life”, are being destroyed by religious extremists in a growing wave of violence. Four girls’ schools have been bombed and violent threats have been circulated that girls should stay home. While no girls or school staff have been killed, girls in some areas have stopped attending classes, the report points out. According to the report, entrenched tribal, religious, and economic imperatives in conservative areas regard the schooling of girls as either improper, since girls should not venture outside the purview of the family home, or unnecessary, since girls are often needed for work. The Monitor report notes that in 2002, the NWFP government allocated 70 percent of its entire education development budget to girls’ schools and created more than 300 primary and middle schools for girls between 2002 and 2005. Local authorities also gave parents small stipends and free clothing to encourage them to enroll their girls. It is these new schools that extremists like Maulana Fazlullah from Swat tend to target. For months, using a pirated radio channel, Fazlullah had warned locals against sending their girls to school, calling it un-Islamic and a violation of purdah (veil).

The Karuna group is reported be left with nearly 300 cadres, including 180 child soldiers, and are under the command of Jeeventiran and Thileepan. ‘Colonel’ Thambirajah Ramesh of the LTTE has managed to sneak into the Vakarai - Kathiraveli sea coast with nearly 100 LTTE cadres with the main objective of disrupting the orderly resettlement of the thousands internally displaced persons (IDPs), the reported added, saying, that the cadres are engaged in planting claymore mines to disrupt settlement of IDPs and shell indiscriminately army camps in the hope of driving the IDPs back to refugee camps. Though there are about 300 LTTE cadres holed up in the LTTE Thoppigala jungle base, ‘Commanders’ Jeyam and Nagesh who fled from Vakarai after its fall are preparing mobile groups in Karadiyananaru and Kokkaddicholai jungle terrains in the Batticaloa district to fire artillery shells and destabilize those areas that had already fallen into the hands of the Army.

Since September 24, 2006, the Army also managed to kill 19 ULFA militants along the Arunachal Pradesh belt, and arrested 14 militants and 31 over-ground workers. Sources said that the ULFA lost several cadres in the recent operations like Operation Blazing Khukri and Operation Blooming Orchid. After the operation in Bhutan in 2003, 1,500 sq km of Manabhum forest in Arunachal Pradesh’s Lohit district has emerged as the outfit’s main area of operation. Presently, around 100 women cadres are reportedly being trained in fresh camps set up by the group inside Bhutan. The ULFA is also carrying on its recruitment drive but the training of its cadres is constrained due to shortage of permanent bases. Sources said that Chakma refugees, settled since decades in Arunachal Pradesh, have started providing logistic support to the ULFA. There are also reports of Chakma settlers being enrolled by the ULFA, and also being recruited by other militant groups active in the Tirap-Changlang-Lohit belt in Arunachal Pradesh, mainly the NSCN-IM and the NSCN-K. Sources said that as many as 176 training camps of Indian militants are in Bangladesh. The ULFA leads the list with the highest number of training camps – 38 within the terror belt which stretches from Sherpur district in the north, bordering West Garo Hills in Meghalaya, to Cox Bazaar in the south near Myanmar.

Kashmir-based militant groups have earmarked certain soft routes in the western coastal areas to intrude into India. “At least half a dozen such incidents have recently been reported, where terrorists entered into India either by bribing those guarding the coastal areas or by dodging their eyes,” revealed an unidentified officer of a central intelligence agency. The officer also said that “Most of the arms and ammunition smuggled into India either for terrorists, Naxalites or other organised criminals, are coming through the coastal regions.” Interrogation of militants who were arrested by security agencies in Kashmir and wireless intercepts of terrorist conversations have also revealed the intrusion plans of the terrorists into the country. The Sri Lanka Defence Ministry claimed on June 18 that the Indian fishing boat, which sunk near Katchatheevu on June 17 following a grenade attack by suspected Sri Lankan fishermen, was carrying explosives belonging to the Liberation Tigers of Tamil Eelam (LTTE), according to The Hindu. A report posted on the Sri Lankan Defence Ministry Website quoted an unnamed source as saying, "Controversy surrounds the circumstances in which conflicting reports are received from Tamil Nadu about the explosion. Speculation is that the vessel had been carrying a consignment of explosives belonging to the LTTE. Although reports indicated the incident had taken place in the Indian territorial waters, the possibility of the ill-fated vessel being in Sri Lankan waters could not be ruled out." The report also said that the sources expressed serious concern that the "Sea Tigers and their collaborators based in Tamil Nadu were continuing clandestine operations" despite the stepped-up presence of the Indian Navy and Coast Guard. According to earlier reports, a group of suspected Sri Lankan fishermen on June 17-morning hurled five country-made bombs at their Indian counterparts at sea between Dhanushkodi and Katchatheevu and sank a mechanised boat, before hijacking three boats along with 12 fishermen, Tamil Nadu fisheries department officials said. Three fishermen, identified as Father Raju, Susai and Premkumar, who were injured in the incident, later managed to reach Ramanathapuram coast, officials added. Assistant Director of Fisheries, Velpandian, later told PTI that the hijacked fishermen were released in the afternoon along with their boats, though their belongings, including fishing nets and the catch, were taken away by their Sri Lankan counterparts.

An unnamed central intelligence officer in Mumbai said that Charles may have been trained by Mossad, the Israeli intelligence agency. Reports indicate that the LTTE air wing is a complement of nine pilots and seven light single-engine aircrafts. They also have strength of about 60 airmen to maintain and service the planes mostly operating from secret airfields around Jaffna in northern Sri Lanka. The air wing is useful for carrying out suicide strikes on Sri Lanka security forces and for reconnaissance missions before an attack. Investigations by agencies indicate that apart from Mossad, senior LTTE cadre is also trained by Pakistan’s Inter Services Intelligence operatives. The LTTE owns a fleet of sea-going ships to transport their supplies and arms since 1986.

The leader of the Liberation Tigers of Tamil Eelam (LTTE) breakaway faction, ‘Colonel’ Karuna, has declared war on the Tamils from Jaffna, sources said, adding that this new move sharpens the regional differences among Tamils and brings a new element of Tamils fighting Tamils on a regional basis to the ongoing war, Asian Tribune reported. Karuna’s first move in this regard is to issue an order to the parents of the members of the Eelam People’s Democratic Party (EPDP) led by Minister Douglas Devnanda demanding that their children should immediately give up their membership in other political parties. He has directed his military cadres Thillepan, Jeyanthiran, Veera, Sinnathamby, and Riyaseelan to identify the Jaffna people and force them to leave the Eastern Province. Sources said the commanders had already sent out letters to parents whose children are members of the EPDP ordering them to come to their offices for a meeting to discuss the future of their children enlisted as members of political parties led by Jaffna leaders.

A report released on July 18 said the LTTE has succeeded in establishing one of the most sophisticated insurgency networks, largely due to a complex global network of financial resources and weapons that are integral to prolonging its campaign for a separate Tamil State. The report details two overarching financial and procurement bodies that provide the main source of LTTE money, manpower and weapons: the Aiyanna Group and the Office of Overseas Purchases (nicknamed the KP Department). As per Jane’s, the Aiyanna Group functions as the group’s intelligence and operations body, likely to be responsible for monitoring and ensuring the organisation’s financial support and revenue streams, while the KP Department is most probably the procurement arm. The LTTE creates and staffs some charitable organisations, projecting its influence through this front to raise money from Tamil communities and, ultimately, convert the gains into arms, it reports. The report says the system works as an efficient way to move funds wherever investment or procurement opportunities arise while utilising a charitable façade’s tax-free status and legitimacy.

About 199 people were killed in the suicide bombings in the NWFP, 64 of whom were targeted in tribal areas while 131 of the casualties occurring in other areas of the country. Six of the bombings occurred in the NWFP, five in the FATA and one each in Islamabad and Hub in Balochistan. All the attacks in July 2007 occurred after July 3 following the start of the Lal Masjid siege by SFs while 12 of them were carried out after the July 10 assault on the Lal Masjid. A statement issued by the US Department of Justice on July 25 noted that the State Department designated LeT a terrorist organisation in December 2001. Although one of the convicts, 32-year old Sabri Benkahla, of Falls Church, Virginia, became a state witness, he too was sentenced this week to 121 months in federal prison, and ordered to pay a $17,500 fine. He was found guilty of perjury before the grand jury and of making false official statements to the Federal Bureau of Investigation, including his denial of involvement with an overseas jihad training camp in 1999, as well as his asserted lack of knowledge about individuals with whom he was in contact. Most of the convicts attended the Dar al Arqam Islamic Centre in Falls Church, Virginia. In June 2003, Benkahla and 10 others were indicted by a grand jury in Alexandria for conspiring to attack Indian troops in Kashmir and the Russians in Chechnya in the course of training for jihad in Virginia and Pakistan. According to statistics presented in the Lok Sabha (lower house of Parliament) on August 14 by the government, 971 incidents involving Naxalites were reported till July 2007 against 967 incidents in the corresponding period of 2006. Fatalities have been lower at 431 than the 491 recorded in 2006. Civilian killings by Naxalites have fallen from 390 till July 2006 to 266 this year and security force personnel killed are higher at 165 this year as against 101 till July 2006. In Chhattisgarh, incidents have fallen from 453 till July 2006 to 399 in the corresponding period of this year. Fatalities too have been lower at 259 from 306 last year. In Jharkhand, incidents have risen from 191 to 259 this year and fatalities have declined marginally from 75 to 71. Orissa has recorded 47 incidents, up from 29 last year. Fatalities have doubled from 6 in 2006 to 12 this year. Bihar too has reported 87 violent incidents, up from 75 last year, and 39 deaths, up from 36 in 2006. In Andhra Pradesh, deaths are higher at 26 as compared to 24 till July 2006. Maharashtra has witnessed 63 extremism-related incidents and West Bengal 12 incidents and 2 deaths. Karnataka has recorded six incidents and five deaths as compared to no fatalities last year. Kerala has witnessed four incidents till July 2007.

The Parliamentary Standing Committee on Defence headed by Lok Sabha (lower house of Parliament) member Balasaheb Vikhe Patil had said that deployment of Army personnel for internal security duty is affecting their preparedness and is also making the police and central para-military forces lethargic. It said that one of the main ways of earning money, out of its USD 200-300 million annual income, is the LTTE involvement in narcotics smuggling using its merchant ships, which also transports illicit arms and explosives which they procure all over the world. "The LTTE's chief trade in Asia is reportedly heroin trafficking, although no verifiable evidence has been produced. According to G H Peiris at the University of Peradeniya, the LTTE secures the Golden Crescent-Europe route and possibly routes out of the Golden Triangle", the report said. Quoting a US Congressional report the Jane's report said, "The US Library of Congress stated in its October 2003 report, Nations hospitable to organized crime and terrorism, that the LTTE then alternate their routes involving transportation back to coastal areas of Sri Lanka or Tamil Nadu, where its naval forces can secure smuggling operations." The report further said, "Although the LTTE is unlikely to be involved in street-level distribution of heroin, it is possible that LTTE-affiliated street gangs may be involved in lower-level distribution. The RCMP claims that a portion of the USD1 billion drug markets in Montreal is controlled by Sri Lankans connected to the LTTE." According to a status paper on internal security of the Union Ministry of Home Affairs (MHA) presented to the Lok Sabha (lower house of parliament) by Home Minister Shivraj Patil on August 29, the number of terrorist attacks in the North-east has gone up in the current year (till June 30). The report said that till June 30, Assam witnessed a spurt in violence resulting in the killing of 156 civilians and 15 security force (SF) personnel. In the same period during 2006, Assam saw 181 incidents of terrorist violence in which 61 civilians and nine police personnel had lost their lives. The United Liberation Front of Asom (ULFA) alone was responsible for killing 124 civilians and seven SF personnel. Manipur registered 229 attacks till June 30 in the current year which claimed the lives of 72 civilians and 25 SF personnel. The corresponding figures for 2006 were 243 incidents and killing of 40 civilians and 15 SF personnel. In Nagaland, clashes between the National Socialist Council of Nagaland-Isak-Muivah (NSCN-IM) and the rival Khaplang faction (NSCN-K) claimed 116 lives as against 70 in the previous year. The civilian causalities rose to 24 from 17. Tripura reported 54 incidents, which resulted into killing of eight civilians and four SF personnel. In 2006, six civilians and five police personnel were killed during the same period. The report noted that collection of local intelligence holds the key to preventing terrorist activity. It said that the Union Government had directed the States to strengthen special branches of police by providing additional manpower and filling up vacancies. It stressed on the need for regular surveillance on the part of intelligence agencies and local police to identify and pre-empt terrorist modules or sleeper cells in some parts of the country. The document further said all north-eastern States have been advised to earmark up to five per cent of their annual allocations under the Scheme for Modernisation of State Police Forces towards this purpose.

At least 547 civilians have been killed and 396 reported missing in the government-controlled areas of Sri Lanka in 2007, a report compiled by three civil society organizations has revealed, according to Daily Mirror. The report jointly compiled by The Law and Society Trust, the Civil Monitoring Commission and the Free Media Movement includes the names, locations and other details of civilians either killed or reported missing in the first half of 2007. According to the report, Tamils account for a large proportion of persons killed (70.7%), compared with 9.1 percent Sinhalese and 5.9 percent Muslims. "The gravity of this situation becomes even more pronounced when these statistics are looked at with the knowledge that Tamil people make up only 16% of the total population" the report notes. Almost 90 percent of the victims are male, with women accounting for 9.7 percent of deaths. Jaffna is the worst affected district, with the highest number of killings and abductions reported. The district also heads the list in killings with 23.2 percent of total cases while disappearances account for 49.5 percent. Batticaloa with 21.5 percent and Vavuniya with 21.3 percent follow Jaffna in number of killings. Colombo district comes second in abductions, accounting for 17.7 percent of the total cases. As with the killings, Tamils suffer disproportionately in terms of abductions too – 64.6 percent when compared with 3 percent Sinhalese and 3 percent Muslims, though the ethnicity of all victims has not been verified. Men represent nearly 98% of all missing persons, the report notes. The report also highlights the killing of religious leaders since 2006, namely Father Jim Brown (August 2006), Selliah Parameshwaran Kurukkal (February 2007) and Ven Handungamuwe Nandarathna Thero (March 2007).

The spiralling number of suicide attacks in Afghanistan is often carried out by young Afghan men who pass through religious schools in Pakistan, a United Nations report said on September 9, AFP reported. Some attackers appeared driven by anger at the presence of international forces and the civilians being killed in their anti-Taliban operations, the UN Assistance Mission in Afghanistan (UNAMA) study said. Others were motivated by religious zeal or were young boys who had been abducted and forced into the task or somehow persuaded they would survive and earn rewards such as cash, a motorcycle or a cell phone, it noted. There were 77 suicide attacks in the first six months of 2007, about twice the number for the same period in 2006 and 26 times higher than from January to June 2005, the survey disclosed. This year to June, suicide bombings killed 193 people, including 121 civilians, even though three-quarters of the attacks were targeted at Afghan and international security forces, it stated. 62 Afghan security personnel and 10 international soldiers were also killed. Till August 2007, there had been 103 attacks, compared with 123 for the whole of 2006. The first such attack in Afghanistan was carried out by al Qaeda operatives on September 9, 2001, in which the then Northern Alliance leader Ahmad Shah Massoud was killed. There were five between 2001 and 2005 - and they jumped in 2006 to become today an "integral part" of the Taliban's strategy but also used by other Islamist anti-government groups. Little was known about the attackers said the study, based on interviews with about two dozen men jailed in Kabul for failed suicide attacks, and analysis of data and media reports. "They appear to be young (sometimes children), poor, uneducated, easily influenced by recruiters and drawn heavily from madrassas across the border in Pakistan," the report said. The "majority of those who came from Pakistan are Afghan, but not all, either refugees or coming in and out of Afghanistan," UNAMA head Tom Koenigs told reporters ahead of the document's release. There are more than two million Afghan refugees in Pakistan. The report, however, cited a "senior" Taliban commander as saying that more than half were not Afghan citizens, with some coming from Pakistan, Uzbekistan, Tajikistan and Arab countries. He also said 80 percent of suicide attackers passed through recruitment centres, training facilities or safe houses in Pakistan's Waziristan area. "The tribal areas of Pakistan remain an important source of human and material assistance for the insurgency generally but suicide attacks in particular," the report said.

"The Maoists have realised that the best way to reach out to the people is through NGOs and human rights groups. According to an Interior Ministry report on suicide attacks, 51 suicide attacks took place since January 2007 to date in which 14 attacks targeted military personnel, four targeted FC, four targeted police, while the remaining 29 targeted the civilian population. The report said that Lal Masjid military operation had caused an increase in suicide attacks on army and paramilitary forces. According to the report, the deadliest attack on Pakistan Army was conducted on September 14 in Tarbela Ghazi in which a suicide bomber blew himself up inside the mess killing 16 personnel of Special Services Group. It’s for the first time in military history that militants targeted the elite force of Pakistan Army and that too in a highly secure and fortified military base. The report also reveals that military was mostly targeted in the North West Frontier Province (NWFP) and tribal areas. Mir Ali, Miran Shah and Tank remained the most favorite targets of suicide bombers. During the period in question three suicide attacks took place in the Punjab targeting army. The first attack was conducted in Kharian Cantonment on March 29 and the second and third in Rawalpindi on September 4 at the same day. According to the report, 56 police personnel died in four suicide bombings during this period. The deadliest attack on police was carried out in Qissa Khawani Bazaar, Peshawar, on January 27 during the holy month martyring 12 police officials including a deputy inspector general of police.

According to records at the District Administration Office in Kailali, the Maoists had stolen six jeeps, 15 motorcycles, 24 tractors and over 100 bicycles from various government and non-government offices. They now possess more than double that number as many vehicles were brought illegally from India during the period. All the regional, zonal, district in-charges and division commanders of the Maoists have now four wheelers, while other district level leaders have motorcycles here. Although the police claim that they would seize the looted vehicles, it has been a failure as many top Maoist leaders still come to various meetings in stolen vehicles. Maoists and the Federal Limbuban State Council (FLSC) are collecting taxes forcibly from local businessmen in Panchthar and Ilam districts since the last two weeks, claiming it was a decision of their district leadership. Maoists and the FLSC cadres have set up tax collection posts at Ranke and Kiteni along the Mechi Highway. FLSC collects up to NR 3,000 for a loaded truck and NR 500 from each foreigner national. Similarly, each road vehicle has to pay NR 600 to the Maoists while entering these districts.

Earlier, 32 tribal boys joined the outfit in September. All the new recruits were sent to Chittagong Hill Tracts in Bangladesh to receive guerrilla training and they would be reportedly sent back before the February 2008-elections in the State. Four BNCT cadres who were arrested from a remote village of Kanchanpur subdivision on an unspecified date confessed during interrogation that they were supposed to enter Bangladesh to impart training to the new recruits. According to intelligence sources, three National Liberation Front of Tripura (NLFT) leaders, Jhon Jamatia, Bichalrai Reang and Sontosh Debbarma, are hiding in Kanchanpur to monitor the recruitment drive. According to the Intelligence Bureau (IB) officials, the seized documents also hint at similar tie-ups in other districts like South 24-Parganas and North 24-Parganas. The Sri Lanka Navy (SLN) on October 7 destroyed another arms carrying ship of the Liberation Tigers of Tamil Eelam (LTTE) in the seas 1,700-km off Dondra Head, the southern extremity of Sri Lanka, reports Ministry of Defence Website. The LTTE vessel identified as MV "Matshusima", a 70-m long vessel with displacement of 3,000 tons, was intercepted and destroyed by the SLN Task units after a long hot pursuit, security sources said. "The ship caught fire and sank. There were about 12 to 15 (people on board) and no one survived," said SLN spokesperson Commander D.K.P Dassanayake, according to Associated Press. An unnamed official source told The Australian that ETAV was a Tamil Tiger front and said, "They are raising money, lobbying, holding demonstrations (for the Liberation Tigers of Tamil Eelam)." "According to the Small Arms Survey conducted since 2003 it has been found that there are over 2.3 million small arms in the country. 1.3 million of them are illegal weapons," Ranjith Srilal Piyaratna, the local program co-ordinator of the South Asia Small Arms Network said. Piyaratna added that the availability of illegal small arms has led to the escalation of the rate of crime in the island. "It is possible that most of these illegal small arms have come into the country via the LTTE (Liberation Tigers of Tamil Eelam) rebels. The militants revealed that the surrender was because of a growing dissension and disillusionment among the ULFA cadres, which, according to them, had made them part with the outfit. Bhaskar Bora, a ‘sergeant’ of the ULFA from Tinsukia district, said, "The revolutionary ideals of the ULFA, which drew me to the outfit, are as good as non-existent now. There is an all-pervasive depression and gloom among the cadres due to the complete absence of internal democracy in the outfit’s functioning. The ULFA is running out of time to reform it and restore internal democracy." The Inspector General of Police (Special Branch), Khagen Sharma, said that 13,269 militants, including 8718 of the ULFA, had surrendered since 1991.

"Even after the arrest of a few women who worked for the HNLC in the past, some women are still helping the outfit in collecting money in Shillong and Dawki in Jaintia Hills," a senior unnamed police official said on November 4. He said that before going on extortion drive, the women made ‘missed calls’ to top HNLC leaders based in Bangladesh, who helped them with ways and means to negotiate the amount. A prepaid mobile phone having a balance of INR 800 to INR 900 was reportedly used by the women to send "missed calls" to Bangladesh, mentioned the police officer. The report added that the arrest of a woman, Velvet Rose Jana, who accompanied HNLC militants to assassinate HS Shylla, the Chief Executive Member of the KHADC, in August 2007, revealed that she had extorted money on behalf of the outfit from businessmen. She confessed to have worked in tandem with her husband, Tome Jones Rynjah, to spread the activities of the HNLC including extortion in Shillong. Police had arrested the couple from Mawlai Syllaikriah locality of Shillong for their role in leading the HNLC cadres to the house of Shylla. According to A.R. Saikia Commission has indicted the former Chief Minister Prafulla Kumar Mahanta, the then police hierarchy and the Home Ministry for the “extra-constitutional killings” which occurred in Assam during 1998-2001, according to The Hindu. “There is enough evidence to show that the then Home Minister was at the helm of these extra-constitutional killings,” the one-man Commission said. Mahanta, who was heading the Asom Gana Parishad-led government, was also Home Minister during this period. The report of the Commission, constituted by the State government to probe the “secret killings” of family members of leaders and cadres of the proscribed United Liberation Front of Asom (ULFA), was tabled in the Legislative Assembly by Chief Minister Tarun Gogoi on November 15. About the motive behind the “secret killings,” the Commission said it was “perpetuation of the Asom Gana Parishad rule by villainy, treachery and monstrous cruelty and dangerous propensity.” The Commission recommended to the government “to try to first keep in abeyance, and then gradually dismantle” the Unified Command structure of the Army, the Assam police and the Central paramilitary forces as an immediate measure to prevent recurrence of such killings. The government also tabled the preliminary report of the Justice J.N. Sharma Commission, constituted prior to the setting up of the Saikia Commission. Security forces claimed on November 25 that they had killed 30 militants and captured two strategic mountain positions of militants and key routes to Imam Dehri in the Swat valley of North West Frontier Province (NWFP). Sources told Dawn that troops, backed by artillery and helicopter gun-ships, captured the key positions of Najia Top and Usmani Sar after shelling the Imam Dehri, Koza Banda and Bara Banda areas. According to a military press release, 30 militants had been killed in the operation since November 24-night. The State government has decided to set up a Special Intelligence Wing, Special Operations Group and Special Security Wing to strengthen the police force. Besides, police stations in the Naxalite-affected areas are also being repaired and strengthened. Chief Minister Naveen Patnaik said that jails in the Naxalite-affected areas were being fortified and their staff being given special training. “Employees’ strength in 84 police stations in the affected areas had been increased and four special security battalions had been established. Police personnel are being given anti-Naxalite training gradually”, he added.

Intelligence agencies have warned against a spate of suicide attacks by terrorists based in the Federally Administered Tribal Areas (FATA) and Swat, targeting VVIPs, including President Pervez Musharraf, former Prime Minister Benazir Bhutto, the US and Indian embassies and sensitive national and military installations, sources told Daily Times on December 13. “The high value targets include the top government hierarchy, top politicians including former religious affairs minister Ejazul Haq, and the Attock Oil Refinery in Rawalpindi. Besides the US and Indian embassies, their consulates and several other religious and political personalities are also on the hit list,” said a confidential National Crisis Management Cell report. The report titled, “Threat to VVIPs, Politicians, Foreign Missions and Military Installations,” was forwarded on December 12 to all home secretaries and police chiefs of the four provinces, the federal capital, Azad Jammu and Kashmir and the Northern Areas. The report reveals that militants from the FATA and Swat are planning to carry out suicide attacks in collusion with al Qaeda. Sources said the terrorists could be guised as women, or be in military or police uniforms. “Furthermore, five suicide bombers have already entered the NWFP to move to their target areas,” the report suggested. “The emphasis needs to be on the security of foreign diplomats, foreigners living in Pakistan, and the Christian community who would attend Christmas prayers at different churches in Rawalpindi and Islamabad. It is apprehended that hardcore religious elements may try to disrupt the New Year celebrations,” the report stated.

The November 28 attack by the Air Force near Jeyanthy Nagar in Kilinochchi hit the underground bunker in which Prabhakaran was staying and a section of the bunker had crumbled and some falling debris had struck the LTTE Leader by accident and he received minor injuries,” it stated. However, in the other three communities (Tamils - 62.3 per cent, Upcountry Tamils - 96.7 per cent, Muslims - 85.2 per cent) the option chosen was to stop the war and conduct peace negotiations. However, when asked if they feel that a political settlement is essential to end the conflict, majorities in all four groups (Sinhalese - 35.6 per cent, Tamils - 67.1 per cent, Upcountry Tamils - 40.3 per cent, Muslims - 71.0 per cent) state that a political settlement is essential. The survey covered the Sinhalese, Muslim and the Upcountry Tamil communities in the areas outside North and East. A "booster" sample from the Tamil community in the East is also included in the survey, using a non-random sampling technique. As per the survey, 42.6 per cent of Sinhalese feel that the country is somewhat close to a settlement to the ethnic conflict. The same question, when posed to the other three communities, elicited a different response.

This information was revealed in a report appearing in Scotland on December 23. “A Scottish gang is bankrolling murderous terrorist attacks in Kashmir, raising hundreds of thousands of pounds each year through counterfeiting and mortgage fraud,” the report said. The report quoting MI 5 sources revealed, “Around 50 Scots Asians - most of them in Glasgow - are raising funds for Jaish-e-Mohammed (JeM), a Kashmiri separatist group responsible for hundreds of deaths and reportedly involved in the kidnap and murder of American journalist Daniel Pearl.” It said that much of the cash raised in Scotland is sent first to Dubai, where it is laundered, and then passed on to JeM terrorists operating in Kashmir. The report revealed that up to £50,000 a month is raised in Scotland. As well as money from mortgage fraud, around £15,000 of this total is raised by selling counterfeit DVDs, CDs and clothing at market stalls and in pubs and clubs across Scotland. MI5 estimates that there are about 50 hardcore JeM sympathisers living in Scotland, responsible for shipping half a million pounds abroad every year to fund the militants' activities halfway across the world.

K. Rijiju, a Parliamentarian from Arunachal Pradesh, in his condolence message, had mentioned of the ‘unholy nexus’, which the "politicians maintain with the anti-social forces" and that "Rajkumar was among those who had raised their voices" against it.
