Assam Tribune quoting Assam Police reports that in the year 2007, 286 civilians, 24 security force (SF) personnel and 129 militants were killed in 500 incidents of violence. While 750 civilians were injured in different militancy-related incidents, SF personnel arrested 1627 militants belonging to various outfits in the State. Police sources further said that the United Liberation Front of Asom (ULFA) was the worst hit as a number of hardcore cadres of the outfit were either arrested or killed during the year. 75 civilians were abducted by the militant groups in 2007 and 55 of them were rescued.

The Liberation Tigers of Tamil Eelam (LTTE) is one of the most dangerous and deadly extremist outfits in the world and the world should be concerned about the outfit as they had ‘inspired’ networks worldwide, including the al-Qaeda in Iraq, said the Federal Bureau of Investigation (FBI), according to The Hindu. In a January 10 report, posted on its website under the title “Taming the Tigers,” the FBI alleged that the LTTE had perfected the use of suicide bombers, invented the suicide belt, pioneered the use of women in suicide attacks, killed some 4,000 persons in the past two years alone and assassinated two world leaders — the only terrorist organisation to do so. “Needless to say, the Tamil Tigers are among the most dangerous and deadly extremists in the world. For more than three decades, the group has launched a campaign of violence and bloodshed in Sri Lanka, the island republic off the southern coast of India. Its ultimate goal: to seize control of the country from the Sinhalese ethnic majority and create an independent Tamil State,” the report said.

According to the Ministry, more than 290 civilians were killed in the acts of violence by the militant groups in 2007 in Assam and more than 750 others wounded. According to Asian Age, the Union Home Ministry has been alerted through a fresh report that the Maoists are acquiring new lethal weaponry besides upgrading their military base and expertise by forming six regular armed Coys. The Intelligence Bureau has reportedly indicated that while earlier 162 districts in 14 States were affected by left-wing extremism, now 182 districts are affected in 16 States. While 12 extremist groups are operating in Andhra Pradesh alone; Narayanpur in Jharkhand, Someshwar and Khymore Hills in Bihar on Nepal border are witnessing increased concentration, it said. The Bureau has also alerted the home ministry that the Siliguri corridor is also activated and Maoists are importing cadres from Bihar and Jharkhand to Malda in West Bengal via Katiyar and Sahebganj route.

Intelligence reports have said that a huge consignment of explosives and dozens of small arms has been transhipped into Assam by the ULFA from Bangladesh a week back, Sentinel reports. The reports also revealed that the shipment included highly-sophisticated remote control devices like those used by the Islamist militants to carry out the blasts at Hyderabad and Ajmer Sharif in 2007. These devices will enable ULFA to carry out explosions through signals from mobile handsets. The consignment has reportedly been received by ULFA ‘commander’ of lower Assam, Hira Sarania, from the courier from Bangladesh.

Earlier at a BDR-BSF director-general level meeting, India had given Bangladesh a list of 1000 Indian criminals hiding in that country. At a post-meeting joint press conference, both sides said they had reached consensus on all the issues on the agenda regarding border problems and interests of both nations during the meeting. The BDR Deputy Director General Brig Gen MA Bari led the 12-member Bangladesh team in the meeting while the 18-member Indian delegation was led by Inspector General of BSF North Bengal Frontier R. A. In a new report issued on January 29, Ban Ki-moon said child recruitment and use of children in armed conflict is taking place in more than a dozen countries around the world. According to the report, "The practice continues in Afghanistan, Burundi, Chad, the Central African Republic (CAR), Colombia, the Democratic Republic of the Congo (DRC), Myanmar, Nepal, the Philippines, Somalia, Sudan, Sri Lanka and Uganda", the UN Secretary-General's latest report on children and armed conflict, covering the period from October 2006 to August 2007, the LTTE had recruited or re-recruited 339 children. It says that 41% of them were from Batticaloa. "Among the 6,221 children registered on the United Nations Children's Fund (UNICEF) database as having been recruited since 2001, 1,469 cases remain outstanding, including 335 children under 18 as at August 2007," the report says. The UNICEF has also received confirmed reports that 246 children had been recruited or re-recruited by Karuna group during the reporting period. "There have been reports that the Karuna faction have abducted and recruited children from IDP camps in Sri Lanka, while in the DRC, children have been recruited from camps in North Kivu Province by forces loyal to rebel leader Laurent Nkunda".

They are mentally prepared and trained to commit suicide attacks." They also confessed that they had robbed foreign banks and dispatched the money to their headquarters in Wana in South Waziristan, from where their needs for weapons, explosives and other necessities were being met. The two militants, who were captured along with women and children during a raid in Sector-17A, Shah Latif, on January 29, were handed over to the Anti-Violent Crime Unit. "We judge [that] the ongoing political uncertainty in Pakistan has not seriously threatened the military’s control of the nuclear arsenal, but vulnerabilities exist," said the annual threat assessment, which was delivered to Congress by US intelligence Chief Mike McConnell. The report said, "We judge that the [Pakistan] army’s management of nuclear policy issues — to include physical security — has not been degraded by Pakistan’s political crisis." The report also warned of threats of terrorist attacks against the US, as al Qaeda improves its ability to identify, train and position operatives for such operations. It said an influx of new western recruits to al Qaeda’s safe havens in Federally Administered Tribal Areas (FATA) had been detected since 2006. "Al Qaeda is improving the last key aspect of its ability to attack the US — the identification, training, and positioning of operatives for an attack in the homeland," the report said. The executive summary of the SY’s Metropolitan Police SO15 Counter Terrorism Command stated, "The only tenable cause for the rapidly fatal head injury in the case is that it occurred as a result of impact due to the effects of the bomb blast." It said Benazir’s only apparent injury was "a major trauma to the right side of the head". However, the report said the investigation was hampered by the lack of a detailed search of the crime scene, and the absence of an autopsy and recognised body recovery and victim identification processes. Nevertheless, it maintained, the evidence available was sufficient for reliable conclusions. The report said that lacking a full post-mortem examination, UK Home Office Pathologist Doctor Nathaniel Cary was unable to categorically exclude the possibility of a gunshot wound on the upper trunk or neck. "The blast caused a violent collision between her head and the escape hatch area of the vehicle, causing a severe and fatal head injury," AFP quoted the summary. It rejected the speculation that two people were involved in the attack, saying the same person had been the shooter and the bomber. CID Additional Inspector General Chaudhry Abdul Majeed told a press conference that the report had clarified that the "sunroof" in a bullet-proof vehicle was an emergency escape route, and was not meant for standing and waving.

Times of India reports that to tackle the problem of high quality fake Indian currency notes (FICN) that are flooding the banking system of the country from across the border, the government is considering a proposal of indigenizing the manufacture of paper, ink and machinery — all imported right now — for use in the printing of currency notes. A recommendation to this effect was made at a high-level meeting participated by the intelligence agencies and senior police officials from several States. A senior intelligence official said, "India is facing one of the worst crisis since Independence where the enemy country is using state infrastructure to demolish people's confidence in the economy." Quoting an intelligence source, the report said that two containers of FICN were brought into the country in 2007 through Mumbai and Chennai ports and were eventually taken to Hyderabad. The Hyderabad police seized a consignment of INR 25 million of FICN and interrogation of the accused revealed that more than INR 2000 million of fake currency notes were being printed and lying in Dubai for being smuggled into the country. The report further said that Pakistan's external intelligence agency, the Inter-Services Intelligence (ISI), has been using members of jihadi groups in Dubai, Bangladesh and Karachi to activate dormant sleeper cells in India to smuggle and circulate fake currency.

According to Statesman, a recent report prepared by the Union Home Ministry states that the Maoists are steadily spreading their activities in new areas of the West Bengal whereas a majority of the Maoist-infested states have slowly pushed the outfit into a corner over the past four years. In West Bengal, a total of 12 police stations were identified as Maoist-infested in 2006. The number was four in 2003. After 2003, the Maoists have gained ground in the state. In 2004, Maoists made their presence felt in six police station areas and in 2005, the number of affected police stations reached to seven. As the number reached to 12 in 2006, it clearly appeared the state failed to stop the spread of Maoist activities here. In comparison to West Bengal, other Maoist-infested states like Andhra Pradesh, Bihar and Jharkhand dealt with the problem more efficiently. These states not only stopped the spread of Naxalite (left-wing extremists) violence but also “recaptured” some areas where the extremists had earlier made their presence felt, the report indicates. In Andhra Pradesh, the total number of Maoist-infested police stations were 183 in 2003 but it came down to 93 in 2006. Similarly in Bihar, the number of Maoist-infested police stations came down to 69 in 2006. In 2003, the state had a total of 100 affected police stations. Jharkhand also dealt with the problem efficiently. In 2003, the state had 96 affected police stations in terms of Maoist violence but in 2006 the number came down to 85. However, in some states like Orissa and Chhattisgarh, Maoists have spread their activities in new areas during the period. Overall in the country, Maoist activities have been curved significantly. In 2003 the total number of Naxalite affected police stations was 491 but in 2006 the number came down to 395. The report was prepared with the figure available till 2006. Meanwhile, Inspector General of Police (Law and Order), Raj Kanojia, said that till date 13-14 police stations in three districts, Bankura, Purulia and Midnapore West, were affected in the State.

The ISI activities to this extent have been planned from countries like the US, Canada, Germany, UK, France, Norway and Belgium, besides Pakistan in the absence of ground support in India. The various terror groups have established nexus among themselves in terms of financial and logistical support, sharing of information and tactical planning. An intelligence input indicated that representatives of Babbar Khalsa International (BKI), International Sikh Youth Federation/Rhode (ISYF) and Lashkar-e-Toiba (LeT) met in Berlin in June 2007 and decided that financial support would be extended to the LeT and logistical support to the BKI to carry out terrorist actions in India. Another input indicated that Nationalist Socialist Council of Nagaland-Isak-Muivah (NSCN-IM) had got in touch with a UK-based organisation, Parliamentarians for National Self-Determination (PNSD) for modelling their ‘position paper’ on the pattern of the ‘Sikh Position Paper’.

Manisana Singh which was tabled in the Assam Legislative Assembly on April 2 stated that the All Adivasi National Liberation Army (AANLA) outfit incited a section of the protestors to assault residents and damage vehicles, roadside shops and houses in Beltola in Guwahati on November 24, according to Telegraph. The Manisana Singh report confirmed that some of the protestors came with weapons at the behest of the AANLA leadership. Witnesses were quoted as saying that an AANLA leader, Bikash Munda, gave INR 20,000 to a senior functionary of the All Adivasi Students’ Association of Assam to organise the rally for Scheduled Tribe status. "There was, prima facie, a case of conspiracy among some of the Adivasis at the instigation of the ANLA," Manisana Singh said in his report. "This is a clear indication that in spite of some positive statements from leaders of Pakistan People’s Party (PPP) and Muslim League (N), the terror infrastructure in Pakistan and PoK [Pakistan occupied Kashmir] is intact and the practice of training and sending fresh guerrilla groups for subversive activities into Jammu and Kashmir is continuing", a senior Police official said. His gang has now developed an intricate "Mandrax supply grid" in Africa. They land the drug in South Africa, a major hotspot for international trafficking. Every year for the past 10 years, the biggest Mandrax seizures were reported from South Africa. In 2007 alone, 19 million Mandrax tablets were seized there. From South Africa, Dawood's Mandrax is reportedly sent across Africa to Kenya, Uganda, Tanzania, Nigeria, and Morocco. Dawood was declared an international terrorist by the US with an Interpol red corner notice against him. Dawood's passport number is A 1332945 and it was issued to him on April 6, 2005. Apart from other districts of Bangladesh, Maulvi Bazar has figured prominently in the revised list of 117 camps which Border Security Force (BSF) provided to the Bangladesh Rifles (BDR) during the recent border coordination conference of the two countries in New Delhi. Maulvi Bazaar - which is flanked by Assam and Tripura from two sides - comprises nearly one-fourth of the total camps located in Bangladesh. Main hideouts in Maulvi Bazar are reportedly at Narsurpunji, Ragichera, Rajki Tea Estate and Avalchera under Kulaura police station, Bagerhat under Dighinala police station, Puranbari, Kalengipunji and Dabalchera under Kamal Ganj police station, Dulubari under Srimangal police station, Segan Bagan under Sajek police station, and Nine Mile under Matiranga police station. The report added that Habibganj, Khagrachari, Rangamati, Chittagong and Sylhet are other districts where Indian intelligence agencies have pin-pointed locations of training camps - some of which are being run with the help of Pakistan's Inter Services Intelligence (ISI) to train the cadre of Harkat-ul-Jehad-al-Islami (HuJI). Referring to the latest list of training camps which has come down from 141 to 117 in the past two years, an unnamed senior official of the Union Ministry of Home Affairs said that though most of the camps were meant to provide training to Northeast militant groups – the United Liberation Front of Asom (ULFA), National Liberation Front of Tripura (NLFT), All Tripura Tiger Force (ATTF) and People's Liberation Army (PLA) - some of them in Maulvi Bazaar and Habibganj had been identified as main hideouts of the HuJI cadres. According to a report released this week - Combating Terrorism: The United States Lacks Comprehensive Plan to Destroy the Terrorist Threat and Close the Safe Haven in Pakistan’s Federally Administered Tribal Areas – GAO said since 2002, destroying the terrorist threat and closing the terrorist safe haven have been key national security goals. The US has provided Pakistan, the agency pointed out, a key ally in the war on terror, more than $10.5 billion for military, economic, and development activities. The GAO was asked to assess firstly the progress in meeting these national security goals for Pakistan’s FATA, and secondly the status of US efforts to develop a comprehensive plan for the FATA. To address these objectives, GAO compared national security goals against assessments conducted by US agencies and reviewed available plans. According to its findings, the United States has not met its national security goals to destroy terrorist threats and close the safe haven in Pakistan’s FATA. Since 2002, the US relied principally on the Pakistan military to address US national security goals. Of the approximately $5.8 billion the US provided for efforts in the FATA and border region from 2002 through 2007, about 96 percent reimbursed Pakistan for military operations there. According to the Department of State, GAO noted, Pakistan deployed 120,000 military and paramilitary forces in the FATA and helped kill and capture hundreds of suspected Al Qaeda operatives; these efforts cost the lives of about 1,400 members of Pakistan’s security forces. However, GAO found broad agreement, as documented in the National Intelligence Estimate, State, and embassy documents, as well as Defence officials in Pakistan, that al Qaeda had regenerated its ability to attack the US and had succeeded in establishing a safe haven in the FATA. No comprehensive plan for meeting US national security goals in the FATA has been developed, as stipulated by the National Strategy for Combating Terrorism in 2003, which called for by an independent commission, mandated by congressional legislation in 2007.

"The hand of Pakistan-based terrorist organisations - LeT and JeM - and, increasingly of the Bangladesh-based HuJI, known to have close links with ISI, has been observed in most of these cases," the 167-page report said. The incidents showed these groups have been using sleeper cells in the country to carry out such activities, and have also been using the territory of other neighbouring countries such as Bangladesh and Nepal, it said. The report said that as part of its counter measures, the Government has banned 32 groups as terrorist organisations under the provisions of Unlawful Activities (Prevention) Act. It also said the Centre has adopted a multi-pronged approach and strategy for countering the activities of the Pakistan’s ISI and PoK-based terrorist groups. "This includes intensive patrolling and surveillance on the borders, including border fencing, floodlighting and strengthening coastal security arrangements to check infiltration," it said. Deployment of Central para-military forces to aid the State police forces in areas prone to terrorist violence and heightened vigil and security arrangements in and around vital installations are among other counter-measures being taken by the security establishment. The State Department, in its annual report on terrorism, said terrorist activities along the Line of Control in Jammu and Kashmir are on the decline but Pakistan-based militant outfits like the Lashkar-e-Toiba (LeT) and other terrorist groups continue to plan attacks in the Valley. "Pakistan-based Lashkar-e-Toiba and other Kashmir-focused groups continued regional attack planning. In 2007, Kashmir-focused groups continued to support attacks in Afghanistan, and operatives trained by the groups continued to feature in Al-Qaeda transnational attack planning," it said. The report said Indian Government’s counter terrorism efforts remained hampered by outdated and overburdened law enforcement and legal systems. "The Indian court system was slow, laborious, and prone to corruption. Terrorism trials can take years to complete. Many of India’s local police forces were poorly staffed, lacked training, and were ill-equipped to combat terrorism effectively," the report said. Noting about the attack on Samjhauta Express in February 2007, the report said it was carried out by extremists who tried to incite anger among the Hindus and Muslims. "These attacks, which killed and injured both Muslims and Hindus, were probably conducted by extremists hoping to incite anger between the Hindu and Muslim communities. "Indian officials claim that the perpetrators of these attacks have links to groups based in Pakistan and Bangladesh, particularly Lashkar-e-Toiba, Jaish-e-Mohammad, and Harkat-ul-Jihad Islami, among others," the report said. The report also took note of the US-India Joint Working Group on Terrorism (CTJWG) which has so far met nine times since its formation in 2000. The report released on April 30 said despite having a huge presence of approximately 80,000 to 100,000 troops in the FATA, the Government's authority in the area continued to be challenged. It said military operations though disrupted militant activities no senior al Qaeda leader was either captured or killed in 2007. According to the report, the Government freed 28 militants in November 2007 in exchange for the release of 213 Pakistani soldiers held by militant commander Baitullah Mehsud. Out of the 28 released, three of them were convicted on terrorism charges. However, over 1,000 Pakistani military personnel have been killed since 2001 while carrying out counter-terrorist operations, the report said. Pakistan arrested or detained several high-profile terrorist suspects, but faced significant challenges in prosecuting such cases, the report said. Giving examples of those militants freed in exchange of the release of military personnel, the report also mentioned Naeem Noor Khan, alleged al Qaeda's computer expert, and said he was released without formally being charged, notwithstanding the Government's claim that he was top al Qaeda operative. "The trend and sophistication of suicide bombings grew in Pakistan this year. The December 27 assassination of former prime minister Benazir Bhutto, in a suicide bombing after a political rally in Rawalpindi, was the most prominent suicide attack. Between 2002 and 2006, the Department recorded approximately 22 suicide attacks in the country, whereas in 2007 there were over 45 such attacks," the report said. Sectarian violence claimed hundreds of lives this year and increased since 2006, according to data from the Institute for Conflict Management, the report said. In November 2007, more than 100 people were killed in Sunni-Shia fighting in Parachinar in FATA. In April 2007, approximately 80 people were killed in Kurram in the FATA), when sectarian fighting broke out after a religious procession was attacked. The number of terrorism attacks worldwide fell slightly in 2007 to 14,499, from 14,570 in 2006. The Department's just-released Country Report on Terrorism 2007 said the LTTE also used Tamil charitable organizations as fronts for its fundraising. After a period of targeting Sri Lankan military and official personnel throughout 2007, the LTTE appears to have recently resumed its targeting of civilians, the report noted. It said the Government took effective control of the Eastern Province in midyear, but the LTTE continued to control much of the north and carried out attacks throughout the country. The Sri Lankan Army remained deployed across the country in all areas it controlled to fight the insurgency. The Special Task Force police were deployed both in the East and in strategic locations in the West. In general, the LTTE did not intentionally target US citizens or assets, limiting attacks to Sri Lankan security forces, political figures, civilians, and businesses. However, attacks occurred within the vicinity of the US embassy and personnel; the US Ambassador was travelling in a helicopter that came under mortar fire in February. The LTTE subsequently apologized for the incident, the report added. It recalled that Sri Lankan cooperation with the FBI resulted in arrests of persons charged with material support to terrorist groups.

It said that intense use of heavy artillery shells by the LTTE in the north-eastern Welioya, northern Wanni and Jaffna fronts has raised fresh concerns about the outfit’s ability to replenish their dwindling armoury regularly. "They (intelligence reports) paint a gloomy picture, revealing that the LTTE had unloaded three shiploads of arms during the months of February and March," it said. Quoting a recent report filed by the Directorate of Military Intelligence (DMI) and presented to the National Security Council, the media report said a shipload of arms was smuggled to Wanni on March 12. Another report by the State Intelligence Services (SIS) stated that two vessels had been unloaded by the LTTE during Feb 16-17. These consignments were transferred to trawlers from ships anchored in the deep seas and unloaded in Chalai, Mullaitivu and Veththilaikerny on the north-eastern coast, the report added. According to the media report, the recent developments in the battlefront appear to substantiate the findings of these two reports with the significant increase in artillery and mortar attacks by the LTTE being observed during recent battles, including the one that left over 200 combatants killed and nearly 1000 wounded on both sides in Muhamalai in the northern Jaffna Peninsula April 23.

The report to Congress by the US Department of Defense said Pakistan increased its troop levels in the border areas by 30,000 in 2007, and made "significant and costly" efforts to eliminate safe havens. "It is troubling that despite these efforts, safe havens in the FATA [Federally Administered Tribal Areas] have grown in recent years," the report said. The Pentagon report noted that 700 Pakistanis have been killed in suicide attacks since July 2007. It said "Al-Qaeda and other violent extremists continue to hide out in the FATA, where they are able to recruit, train, and target US and western interests, including plots against Europe and the US homeland." Madrassas, or Islamic religious schools, "continue to promote jihad and martyrdom, and provide potential operatives for acts of violence in Afghanistan," it said. "Despite successful attacks against some terrorist training facilities in the tribal areas, it is believed other camps remain active and safe havens have grown in recent years," the report stated. The report described a six-year US program to help strengthen the Pakistani military and security forces' ability to secure the border with Pakistan, but cautioned that it will take time to implement. Intelligence sources said on May 31 that seven former Naga insurgents, who deserted the National Socialist Council of Nagaland-Isak-Muivah (NSCN–IM) and National Socialist Council of Nagaland - Khaplang (NSCN-K), continued to maintain links with the Hynniewtrep National Liberation Council (HNLC) and Liberation of Achik Elite Force (LAEF) to extort money from coal exporters and other traders in the coal belts of West Khasi Hills and Garo Hills, reports Shillong Times. "The Naga men normally go back to their State after collecting huge amount of money through extortion in Meghalaya," the sources said. Intelligence sources also said that former NSCN cadres involved in extortion in Meghalaya were planning to form a new militant outfit that could be more powerful than the NSCN-IM and NSCN-K. Many coal exporters from and outside the State have incurred huge losses due to the ongoing extortion drive jointly launched by cadres of the NSCN, HNLC and LAEF. Militants’ threat is reported to have forced several coal exporters to leave the coal belt areas recently. The 21,051 cadres include 16,516 males and 4,535 females. The period cited for the deaths cover 26 years from November 27, 1982 to May 31, 2008. The LTTE lost their first cadre ‘Lt.’ Shankar on November 27, 1982, widely celebrated by the outfit as Heroes’ Day. The death list also include 348 Black Tigers (suicide cadres), of which 256 are males 97 females, with 102 being killed in land operations and 251 in sea operations. The release said the Sea Tigers (the sea wing of the LTTE) are considered an effective conventional arm of the LTTE, capable of crippling Sri Lanka’s sea operations. The Hero’s release also lists 279 auxiliary forces members, 47 Police personals who died on operational duties in the death list, and adds that another 490 civil society members who were killed by the Government forces or the Paramilitary forces for their commitment for the Tamil Cause have also been listed as Heroes. Security agencies from the Central and Tamil Nadu Governments are regularly confiscating ammunition and dual use goods that officials say are destined for the LTTE. Since the start of 2007 until now, Indian authorities have seized unusually large volumes of ball bearings that are used as shrapnel, aluminium bars, both ordinary and electronic detonators, boat building equipment, walkie-talkies, batteries and petroleum products. Also found hidden or abandoned have been chemicals, including sulphuric acid, high-speed outboard engines for boats, cycle spares, tyres for cycles and motorcycles, power generators, and surgical equipment including medicines. Some of the seizures run into tonnes and detonators in thousands. The quantity of chemicals totals hundreds of litres. A vast majority of the findings have been reported from the coastal district of Ramnad, which overlooks Mannar district in north-western Sri Lanka. Arrests of couriers have been few in relation to the materials seized. Some of the seized goods were found buried or in safe houses. Others were simply abandoned when the Police came too close to catching the messengers. Both Sri Lankan and Indian Tamils have been involved in the incidents.

Basing its information on literature and pamphlets seized by the security forces in anti-Naxal operations, and also on interrogation of arrested extremists, the report says the Naxal groups are aiming to liberate and control 35 per cent of India's land by the end of 2009. The report points out the naxalite groups have spread their activities to states that had earlier not witnessed any Naxal activities like Delhi, Punjab, Uttarakhand and Gujarat. As many as 39 left-wing extremist groups are currently operating in the country with a combined membership of more than a 100,000, the reports further added. At a special cabinet briefing on July 20, it was reportedly decided that the Government will have to use force if the process of dialogue does not produce the results. The Prime Minister and some important ministers will visit Peshawar on July 21 for a special meeting, which could decide the launching of a major operation against foreign fighters in the FATA, Interior Ministry Adviser Rehman Malik told The News on July 20. However, Malik told the newspaper that the number of foreign fighters was only about 1,000. According to the report presented to Gilani, a majority of these foreign fighters are living in North and South Waziristan and Bajaur. The Prime Minister was also informed that some foreign intelligence agencies are pushing their agents into the Pakistani tribal areas from Afghanistan under the cover of Taliban and al Qaeda fighters.

According to a memorandum issued by the Cabinet Division under Rule 3(3) of the Rules of Business, 1973, Prime Minister (PM) Yousuf Raza Gilani has approved conferring control of the two agencies’ administrative, financial and operational functions to the Interior Division with immediate effect. The Interior Ministry had formally asked the PM, shortly after he took oath of office, to place the IB under its purview. A summary had been subsequently dispatched to the premier requesting the transfer of the IB’s administrative control from the PM’s Secretariat to the ministry. In light of the new orders, the Interior Ministry would appoint and transfer all IB officials except its chief, whose appointment would continue to be the prime minister’s prerogative. The summary’s approval also gives the ministry access to all IB intelligence reports forwarded to the premier. According to sources privy to the development, the step has been taken to create harmony and improve co-ordination between civilian authorities and intelligence agencies. They said that improved co-ordination and input from civilian authorities was needed to implement the decisions made by higher authorities in light of the challenges posed by the war against terrorism to the Pakistan government.

With the ISI spreading its tentacles in the country from Jammu and Kashmir to the south, the report spoke of active terrorist modules mushrooming in Bihar, Assam and West Bengal where the sleeper cells have been assigned with specific targets. In its section on terrorist groups and weapons of mass destruction, the report said "super terrorism in this perspective can be defined as projected future use of chemical, biological, nuclear and radiological weapons by terrorist groups." The report said Indo-Nepal border in Bihar is being used for smuggling of arms, explosives, fake currency into the country, while the ISI was focusing on Uttar Pradesh to fund seminaries and recruit youngsters for subversive activities. South India too is an important part of the overall ISI game-plan since it is being targeted to recruit unemployed youths, the report stated. The report also mentions that the ISI is attempting to revive militancy in Punjab and form new anti-India groups in the State. While Maharashtra has been a victim of underworld gangs which have strong links with ISI, the report mentions that the ISI was also trying to liaison with the underworld in Gujarat and are using the coastal line for transporting arms and drug running operations. Terrorists may use aircraft, buses or other means which are commonly available to cause heavy casualties without having to go through the "rigorous" process of acquisition of technological capabilities as envisaged for the use of Nuclear, Biological and Chemical weapons, it warns. According to a report prepared by the National Human Rights Commission (NHRC), almost two years after the State and the CPN-Maoist in a written document had promised to publicise the status of disappeared citizens within 60 days, the whereabouts of at least 970 citizens remain unknown. The report said the State is responsible for the disappearance of 671 citizens while CPN-Maoist is responsible for the disappearance of 299. During the period of a decade-long insurgency, State forces killed at least 142 while Maoists killed 21 people who were taken under their control. Of all those disappeared (as per the complaints filed at the NHRC), the Government has publicised the status of 1,427 and the Maoist of 739 people. The NHRC said Maoists took citizens under their custody during the insurgency period on charges of spying against them. However, the impunity continues to prevail as the cadres of the Maoist sister organisations failed to end the culture of abduction and physical torture even after coming to public.

They currently remain in camps in Myanmar. Sources in the Union Ministry of Home Affairs (MHA) said the militants while trying to return to Assam face a transit problem since the transit route from Myanmar to India across Nagaland and Arunachal Pradesh are controlled by the Naga outfits. The National Socialist Council of Nagaland-Khaplang (NSCN-K) runs camps along the India-Myanmar border. "It essentially means they cannot come back without the help of the Khaplang faction of the NSCN," a source said.

Times of India quoting an intelligence report submitted to the Union Ministry of Home Affairs (MHA) said that the left-wing extremists are spreading their presence to 22 states of the country. The extremists are approaching terrorist outfits like the Liberation Tigers of Tamil Eelam (LTTE) and the United Liberation Front of Asom (ULFA) for arms procurement. The report further said that the extremists are aiming at liberating 35 per cent of country's territory by the end of 2009. Thirty-nine left-wing extremists groups are operating in the country with underground sympathisers and armed cadre active in 15 states while overground supporters exist in seven states, the report said. According to the report, while over 6,000-kilograms of explosive was recovered in Bihar, 893.5-kg was recovered from Jharkhand. Both states, which occupy top two positions in the list of States from where explosive seizures were made, have heavy naxal presence. In Jammu and Kashmir, it has recovered explosive to the tune of 186.5-kilograms. While the CRPF recovered 57,460 ammunitions and 1557 arms from across the country, it lost 1143 and 18 of the same.

With a view to foil any attempt by terrorists to sneak into the mainland through the sea, the Government has increased surveillance and patrolling of the country's 7,516-km-long coastline spread across nine States and four Union Territories, reports The Hindustan Times. The renewed efforts to tighten security and surveillance in shallow areas close to the coast have been made to counter illegal cross-border activities and criminal acts, including infiltration by terrorists and smuggling of arms and explosives, Home Ministry officials said. Intelligence agencies have also cautioned the government that terror groups were trying to use gaps in India's coastline that connect the country to Bangladesh, Sri Lanka, Pakistan and Maldives, all of which have seen rising terrorist activities, officials said. They also said there are intelligence inputs of Lashker-e-Taiba (LeT) trying to set up its bases in uninhabited islands located in high seas around the country. The measures have been taken up as part of the government's Coastal Security Scheme launched about three years ago through which it decided to set up 73 coastal police stations, 97 police check posts, 58 outposts and 30 barracks. Under the scheme, which is being implemented in Gujarat, Maharashtra, Goa, Karnataka, Kerala, Tamil Nadu, Andhra Pradesh, Orissa and West Bengal besides Puducherry, Lakshadweep, Daman and Diu and Andaman and Nicobar Islands, the coastal police stations are being equipped with 204 boats, 149 jeeps and 312 motorcycles. Steps are being taken to strengthen joint patrolling off the coast in Gujarat, Maharashtra, Orissa, West Bengal and Andhra Pradesh to prevent any attempt by terrorists to smuggle arms and explosives as most of these states have suffered terror strikes in the recent past.

Crime Investigation Department (CID)’s report said that Surjya Debbarma masterminded the blasts. The investigation further revels that a group of ATTF activists, including Surjya, had undergone primary training in use of explosives under the guidance of ULFA, before being intensively trained by a group of Bangladesh Rifles (BDR) and Directorate General of Forces Intelligence (DGFI) officers at Muksinghat near Chittagong town in Bangladesh in August and September. The ATTF had received a consignment of bomb-making materials from ULFA in their hideout at Satcherri just across the border in Simna area of Sadar (north) and the materials had been carried across the border by two tea garden labourers of Satcherri, Mohan Munda and Mangal Munda, under the supervision of Surjya.

APW has long been demanding Army operations in 'char' and other riverine areas of Assam on the ground that the 'char' areas in the State have become breeding ground of anti-Indian activities due to large-scale presence of Islamic fundamentalists. Terrorism and left-wing extremism affected States such as Gujarat, Karnataka, Delhi, Jammu and Kashmir, Jharkhand, Chhattisgarh and Bihar have vacant posts ranging from 4,400 to 13,000 in the grade of Constables, Sub-Inspectors (SIs) and Deputy Superintendents of Police (DSPs). On an average 24.15 per cent posts of DSPs, 20.76 per cent posts of SIs and 10.87 per cent posts of constables are lying vacant across the country. The MHA says in Gujarat, which witnessed a series of bomb blasts recently, has a total sanctioned strength of 43,554 police personnel. A Orissa Home Department resolution (No 47958 dated October 25, 2008) indicates that tribal men and women in the age group of 18-25 years from Maoist-infested districts of Malkangiri, Koraput, Gajapati, Rayagada and Kandhamal districts would be appointed on a contractual basis for the first three years. Required to pass at least Standard VIII, they would undergo training in arms and ammunition like a regular policeman. As SPOs, they would be paid INR 4,000 in the first two years and INR 4,500 in the third year after which they might be absorbed as sepoys or constables in the regular police vacancies. A senior home department official said, “It’s just like Salwa Judum (anti-Maoist civilian vigilante movement in Chhattisgarh). The death count by landmines has also been reduced from 154 in 2002 to four by 2007. The highest number of de-mining has taken place in Jaffna district with 66,242 cases. Kilinochchi is placed second with 30,329 de-minings and in Vavuniya the number is 20,220. Army defused the highest number of landmines whilst eight other voluntary organizations were also engaged in demining operations. Since 2002 to September 30 of this year 440 persons have been injured by landmines in 21 districts. The highest number of cases was reported from Jaffna.

Police sources said that the ULFA and NDFB are against the Bhutan Government because of the Operation All Clear launched against the outfits in 2003, while the Maoist groups are strongly opposed to the move of the Government of the neighbouring country to evict a sizeable number of Nepali populations from southern Bhutan. In recent years, the ULFA and NDFB extended help to the Maoist groups active in Bhutan by providing them with explosives. These facts came to light following the arrest of a Bhutanese national, Tenzing Zengpo, during investigations into the serial blasts. Zengpo was arrested along with one of the suspects in the case in Guwahati city. During interrogation, the Bhutanese national admitted the long association they had with the ULFA and NDFB. Sources revealed that Zengpo was earlier the general secretary of the Druk National Congress of Bhutan and is currently associated with Maoist groups active in Bhutan.

It said commercial satellite imagery obtained by Jane's confirmed that between 2004 and 2007, the outfit constructed two airstrips that could handle aircraft capable of transporting weapons’ cargo from Central or Southeast Asia. “While the imagery does not confirm the airstrips are in use, the investment of significant resources suggests the LTTE has developed facilities that can serve air logistic needs at a critical time in its three-decade war with the Sri Lankan State,” the defence Website said. It also said since the effective resumption of the conflict in 2006, the LTTE lost control of the Eastern Province with its forces slowly pushed back in the north and as such the LTTE's priority must now be to ensure a continued supply of arms and ammunition to prevent further defeats. “Given this situation and having suffered heavy losses to its ocean-going smuggling fleet, the LTTE now appears to be preparing to fly in supplies to its stronghold in northern Sri Lanka,” the website said. However, the Sri Lanka Air Force spokesman, Janaka Nanayakara, told Daily Mirror that there was no possibility of the LTTE airlifting weapons from another country as the radars in Sri Lanka would have detected any such movement. During the last one year, 189 SF personnel, including 61 policemen, 35 Frontier Constabulary, seven Frontier Corps and 86 Army soldiers, were killed while hundreds of others wounded. The militants abducted 66 SF personnel, including 26 police officials, 36 Frontier Constabulary and four Frontier Corps soldiers. Around 135 important personalities were killed, 89 injured and 39 kidnapped. The SFs killed over 700 militants during the last one year of the ‘Rah-e-Haq Operation’. More civilians than the militants reportedly lost their lives in the military actions, 17 suicide and 148 remote-controlled bomb blasts and other incidents of violence. The security forces (SFs) used helicopters and artillery to shell militant positions in various towns and villages of Swat. In the Mangaltan area of Charbagh, the SFs targeted vehicles, besides pounding militant positions, and claimed to have killed 11 persons in the operation, besides injuring six others. The military claimed that five vehicles of the militants were also destroyed in the strike. According to the Swat Media Centre, two militants were killed and four injured in Gashkor. It claimed that two more combatants were killed in Chuperial and as many were injured, besides destroying a vehicle. However, a spokesman for the Swat militants denied to have suffered any casualties on November 24. In fresh incidents of violence, two persons, including a woman were killed. A local leader of the Pakistan People’s Party, a coalition party of the Awami National Party in the NWFP, Siraj, was shot dead in the Aligrama area of Kabal. In another incident, the militants killed a woman councillor, accused of ‘immorality’ in Mingora, inside her house.

The report calls upon the LTTE to lay down arms and enter the negotiating process and immediately stop its forcible recruitment of local NGO workers and children to its terrorist organization. It also called upon the Sri Lankan Government to abandon its military activities and enter the political process as the LTTE, even if defeated could continue to attack areas such as the Wanni and elsewhere. "The Sri Lanka government seems to have chosen an all-war strategy and has abandoned any idea of peace talks before a complete military victory. The Delegation accepts that to a very large extent, the government was forced to take this option by the LTTE itself. It should be borne in mind that military authorities have nonetheless admitted that even a defeated LTTE will be a sort of nuisance carrying on with terrorist attacks in the Wanni and elsewhere. This underlines the necessity for a twin-track process," the report said. "The motives for abductions, allegedly committed by paramilitary factions, are not always political – sometimes the aim is just extortion (although even in the cases of ransoms being paid, the victims sometimes re-surface in mass graves). What seems to be clear, however, is that despite daily incidents, extremely few cases have ever been investigated by the security forces - they are just systematically attributed to "unknown gunmen"," the report said.

Investigators said that most of the grenades have their source in Pakistan and some were from the Pakistan Ordnance Factories (POF) in Wah city in the north of Pakistan’s Punjab province. This place was reportedly also the source of grenades and explosives used in the 1993 Mumbai serial blasts, the 2001 Parliament attack and attack on India embassy in Kabul in 2008. One of the grenades recovered from Mumbai, bears the name ‘EN ARGES’ in bold letters, followed by ‘Spl HG 64’ and the serial number 7-93-003. The Arges brand name belongs to Rheinmetall Waffe Munition, an Austrian company, and the grenades are manufactured by POF under license for use by the Pakistan Army. Similar grenades were recovered from terrorists involved in the 1993 Mumbai serial bomb blasts, the 2001 Parliament attack and on the three militants shot dead while trying to attack the Rashtriya Swayamsevak Sangh headquarters in Nagpur in June 2006. The automatic pistols are also manufactured in Pakistan, with one of them bearing, in bold letters, the name "Diamond" followed by the manufacturer’s name, "Nedi Frontier Arms Co." Below it are engravings which read "Peshawar Cal 30" and "7341 NFAC." The AK-47 assault rifles used by the terrorists in Mumbai were manufactured in Russia. According to the sources in Uttar Pradesh Home Ministry, explosives meant for mining activities in the State are being diverted to Naxalites (left-wing extremists) to carry out strikes in the other States, PTI reported. "A large number of recoveries of explosives from the Naxalite-infested districts of Chandauli, Mirzapur and Sonbhadra and other parts of the State have revealed that the Naxalites are exploiting their links with the people involved in mining activities to carry out strikes in other states," a senior Home Ministry official told. According to the report, this year till November, 34348 detonators, 3226 electric detonators, 700 kilograms of explosive, 43 gelatin rods, 1,883 safety fuses, 32.76 tonnes of ammonium nitrate and 200 explosive rods were recovered from different parts of the State. Most of the recoveries were from the Naxalite-affected Chandauli, Mirzapur and Sonebhadra districts, which are also known for mining activities. While 30,000 detonators and 3,100 electric detonators were recovered from Chandauli, over 32 tonnes of ammonium nitrate, 54 detonators and 20 electronic detonators were recovered from Sonebhadra. From Mirzapur 2.6 quintal of ammonium nitrate, 1373 detonators, 100 electric detonators were recovered.

Sources said the former Bangladesh head of the LeT arranged for logistical support to the 10 Pakistan-trained terrorists who attacked Mumbai on November 26. Faisal Nayeem, deported to Pakistan in 2006 under American pressure, was the LeT's commander in Dhaka. Sources investigating the attack claim that Faisal got in touch with LeT's present Bangladesh head, Imran Mian, to arrange SIM cards for the terrorists who carried out the Mumbai attacks. During his stay in Bangladesh, Nayeem had set up an intricate network of agents which allowed him to take Indian youth to Pakistan via Bangladesh. They were trained in Pakistani terror camps and then pushed into India. Faisal told Bangladeshi investigators that he had coordinated several fidayeen (suicide squad) attacks during his stay in Bangladesh including the attack on the Rashtriya Swayamsevak Sangh headquarters in Nagpur in 2004 and a Border Security Force post in Hyderabad in 2005.

The Maoists have specifically targeted Pappuluru, Kappatotti, Naguluru, Tarigetta, Chintagunnal, Kuntawada, Sanyasiguda, Nimmalapadu, Doraguda, Gassiguda and Allurukota villages located near G K Veedhi mandal (administrative division) for their recruitment drive. The CPI-Maoist’s Malkangiri division has also decided to fill up the vacant slots in the platoons and area committees as they are worried over the depleting cadre strength. The Maoists have threatened villagers and asked them to send a minimum of 10 children from each panchayat (village-level self-government institution) to join them. "If the parents ignore their call, the Maoists swoop on the villages in the night and take away kids,'' the report said. The report also said that the Maoists have been imparting training to children to collect information on the police, handle sophisticated weapons and plant mines. "The young recruits are also engaged to collect intelligence inputs on police stations, deliver messages and procure food,'' a police officer involved in anti-Naxal operations said. Almost 90 percent of the members of the cultural outfits of Maoist wings are below 16 years, the report added.

Apana Naidu, a native of Andhra Pradesh, is said to be the kingpin of the trade. The illegal ganja is transported from Chitrakonda-Gobindpali-Ramgiri area to Raipur in Chhattisgarh. Suicide bombings in 2008 surpassed the last year’s figures, with 61 attacks so far killing at least 889 people and injuring 2,072 others, a source in the investigation agencies disclosed to The News. The total number of suicide blasts in Pakistan since 2002 has risen to 140 to date while 56 bombers had struck in 2007. At least, for 29 times, suicide bombers struck in the NWFP, while 16 others hit their targets in the adjacent FATA during 2008. Swat topped the list of Districts where 11 suicide bombers hit targets, killing 101 people and injuring 294 others. Four suicide bombers struck in Peshawar in 2008, killing 99 and wounding 226 others. Punjab witnessed 10 suicide blasts with five in Lahore alone. Three suicide bombers hit their targets in the federal capital Islamabad during 2008. Apart from the killing of three alleged bombers in Karachi, no suicide attack took place in the entire Sindh province. A single incident was reported in Balochistan when a suicide bomber blew himself up, killing a young girl student and injuring 22 persons in Quetta on September 23. Apart from 60 suicide bombers, who accomplished their mission, 12 were those who were caught by the security agencies before hitting their targets. They are still being interrogated in Police custody. All the tribal agencies, Khyber, Mohmand, Bajaur, Orakzai, Kurram, North Waziristan and South Waziristan have witnessed either one or more suicide attacks during 2008. The Districts and towns where suicide attacks occurred during the current year include Islamabad, Rawalpindi, Lahore, Bhakkar, Attock, Peshawar, Mardan, Parachinar, Swat, Darra Adamkhel, Landikotal, Bannu, Bara, Dera Ismail Khan, Dir Upper, Buner, Charsadda, Hangu and Quetta.

Sources in the Union Ministry of Home Affairs (MHA) confirmed that a group of Harkat-ul-Jihad-al-Islami (HuJI) terrorists has made repeated attempts to enter India recently from Bangladesh. The year-end review report published by the Union Ministry of Home Affairs (MHA) on December 31, 2008 says that "the Communist Party of India-Maoist (CPI-Maoist) violence during the year 2008 remained at the same level as compared to last year in terms of number of incidents and casualties of Security Forces. Till November, the number of incidents of violence by Maoists and Police/civilian casualties were 1,435 and 658 as compared to 1,420 and 636 for the corresponding period of the year 2007," IANS reported. With the Communist Party of India-Maoist (CPI-Maoist) making their presence felt in more than half of the 18 Districts in Chhattisgarh, year 2008 saw large scale CPI-Maoist related violence, reports India Today. Out of a total of 212 people killed, 131 were civilians. 63 Police Personnel, 14 Special Police Officers and one secret Policeman were also killed by the CPI-Maoist. The Maoists also lost 52 of their cadres. The Hindu, quoting the Director General of Police (DGP), Vishawa Ranjan, reports that about 15,000 armed women Maoists operate in Chhattisgarh and they form a significant chunk of the insurgents engaged in a bitter battle with the State machinery. According to the DGP, "Some 30 percent of the total 50,000 armed rebels, or 15,000, are female insurgents, who actively participate in carrying out major strikes against civilians and Police forces," adding, "Roughly 10,000 highly militarised insurgents are present in Chhattisgarh, backed by another at least armed 35,000-40,000 cadre who carry multiple weapons." The group of women rebels also known as Krantikari Adivasi Mahila Sangh is a frontal unit of the outlawed CPI-Maoist and plays a key role in all major strikes, the report said, adding, Police officials and experts say hundreds of thousands of minor girls have been forcibly recruited to Maoist ranks as combatants. "Earlier, the militants were taking away one boy or girl from each family when they had total command in the interiors but now their recruitment efforts are facing resistance as people are not rallying behind them," said the Police chief, claiming, "… Maoists had just stepped in and were trying to win over local tribal population by taking up their issues and beating up forest guards but at that time, there were not many killings. Police made serious attempts after 2004 to counter Maoists and have now pushed them on the backfoot."
