According to PTI, with the catch line "who is against development?", the Union Government is hitting at Naxals (Left Wing Extremists) with a media blitzkrieg by putting out an advertisement in national and regional newspapers about the destruction of vital infrastructure by the Communist Party of India-Maoist (CPI-Maoist). The advertisement carries photographs of a bridge and railway wagons damaged by the Maoists through their subversive activities and full particulars of the telephone towers, school buildings and railway properties destroyed by the extremists during 2009. Through the advertisement, the Union Ministry of Home Affairs (MHA) wanted to highlight the Naxal menace, its impact on people and society. "Who is against development?" the advertisement questions people, in an attempt to isolate the Maoists. It says that during 2009, the Naxals destroyed 38 railway properties, 53 telephone towers, 20 panchayat buildings, 47 schools buildings and 121 forest buildings, roads and culverts. This is for the second time that the Home Ministry has come out with such an advertisement in three national and several regional newspapers (in Naxal-affected States) against the Maoists and the latest one is part of Government's larger media plan to corner the Naxals and convince people about the ill-effects of left-wing extremism.

The investigation team, investigating the Ashura blast in Karachi, reports on January 4 that the blast was not suicide attack, according to The News. The bomb was planted inside a box that had the portrait of a killed leader of a banned religious outfit. The Tamil National Alliance (TNA) decided to support the Opposition consensus presidential nominee General (retired) Sarath Fonseka, an announcement by United National Party (UNP) which is leading the alliance in support of the General, reports The Hindu. It came within hours of the Fonseka, in a bid to get the support of Tamil voters, on January 4 handing over to TNA leader R. Sampanthan a document pledging to address their concerns on the nearly three lakh war displaced. The document handed over to the TNA by the Fonseka among others commits Fonseka to lift the state of emergency (in vogue since August 2005) in the country at the earliest, release all the persons who are in detention without any evidence within one month of coming to power and grant general amnesty to those who were engaged in war activities and help in their rehabilitation. While indications were that a majority in the TNA would back Fonseka in the January 26 poll, there had been no formal word till now from the TNA on their interactions with the former Army chief. TNA, an alliance of militant-turned-political groups stitched together by LTTE chief Velupillai Prabhakaran in 2001, has had its share of problems after the military defeat of the LTTE in the Eelam War IV (July 2006 to May 2009). In fact, one of the senior parliamentarians from the alliance, K. Sivajilingam is contesting the presidential poll as an independent candidate. At least one TNA parliamentarian has extended support to ruling front’s candidate President Mahinda Rajapakse. For several weeks now, the TNA leaders had been negotiating separately with the President on the conditions under which they could consider endorsing his effort to secure a second term.

Security Forces (SFs) on January 5 said they flushed out most of the militants from the Mohmand tribal region of Mohmand Agency in Federally Administered Tribal Areas (FATA), according to Dawn. "Mohmand is a big agency and up till now 80 per cent of the area has been cleared," commander of the Mohmand Operation, Colonel Saifullah, said. He said operations near the Afghanistan border were necessary as militants take refuge in the region. Around 350 militants were killed while 300 others were severely injured, he added. Regarding the SFs causalities, he said around 65 soldiers had been martyred in 2008 and 2009. He said resistance was still being faced in the Safi tehsil (revenue unit) and Khwazai tehsil but now the SFs were shifting towards the next phase that entailed bringing stability to the area. He rubbished off reports of NATO penetrating Mohmand and other tribal areas and said Pakistan’s borders were being tightly guarded. Colonel Saifullah did not give any tentative date for wrapping up the operation but said the army wants to wind it up as soon as possible. Due to normalisation of the situation, schools and some bazaars had opened in the cleared areas and Government offices also started their operations.

A US Congressional report released on January 5 identified Dawood Ibrahim’s D-company as a "5,000-member criminal syndicate operating mostly in Pakistan, India, and the United Arab Emirates," which has a "strategic alliance" with Inter Services Intelligence (ISI), Pakistan’s external intelligence agency, and has "forged relationships with Islamists, including Lashkar-e-Toiba (LeT) and al Qaeda." The report, prepared by the Congressional Research Service (CRS), the research wing of Congress, is aimed at priming US lawmakers on various issues, and has no immediate policy implications. The US Department of Treasury has already designated Ibrahim as a Specially Designated Global Terrorist (SDGT) in 2006 and former President Bush designated him, as well as his D-Company, as a Significant Foreign Narcotics Trafficker under the Foreign Narcotics Kingpin Designation Act. The report also notes that some press accounts have reported that Ibrahim’s network might have provided a boat to the 10 LeT militants who 26/11 Mumbai attack and records that the "US Government contends that D-Company has found common cause with Al Qaeda and shares its smuggling routes with that terrorist group."

Around 350 militants were killed by the Security Forces (SFs) in operations while 104 pro-Government elders and volunteers of a peace committee as well as 65 SF personnel were killed in the Mohmand Agency of Federally Administered Tribal Areas (FATA) in the year 2009, said Mohmand Agency Additional Political Agent (APA) Ahmed Jan on January 6, according to Daily Times. "We have secured vast areas of land from the militants’ control in a short span of time," Ahmed Jan told reporters from Peshawar. "There are some pockets of [militants’] resistance in the region," he said. He said terrorists’ strongholds in Saafi, Aleemzai, Tarakzai and Pandyalai tehsil (revenue unit) were destroyed and life had returned to normal in the areas.

The News quoting Government survey reports that up to 8,000 houses were damaged in the restive Swat District of North West Frontier Province (NWFP) during militancy spanning over two years and the subsequent military operations. A similar survey in the conflict-hit Mohmand Agency and Buner, Dir Lower and Upper Districts would start from January 10. The Government launched a survey on November 5, 2009 to assess the damage to houses during conflict in the valley. It had to conclude on November 25 but the data collection took extra time. "Actually, the data was being verified," said a Government official on condition of anonymity. The official data about the number of damaged houses has not been made public. However, official sources told The News that 8,000 houses had been registered as fully or partially damaged. An official closely monitoring the survey put the number of damaged structures as a bit on the high side. "Initially, 8,500 houses were recorded to have been damaged. However, the contractors and their people have been warned against associating with the local Police and bring any Police personnel to their work sites. Minimum Naxal incidents had taken place in the state in the last one year as well, he added. Ranjan said 217 encounters took place between the Security personnel and Naxalites in various parts of the state in 2009. During the encounters, 107 Naxalites were gunned down, the DGP said. The figure could be much more as the Police officially take down the number on the basis of bodies found. Since the rebels carry away the bodies, Police suspect that the number will be more. "Even the Naxal literatures underline heavy casualties in Chhattisgarh," Ranjan added. "We are getting support from the villagers to the Centre in our operation against the Naxalites," he added. They have reportedly sought shelter in traditionally non-Naxalite (left wing extremist) States like Gujarat and Tamil Nadu and in pockets of western and coastal Maharashtra. This, sources claimed, was happening essentially on account of the “build-up of security heat” on Naxalite concentrations in south Bastar (Chhattisgarh) and the “fear of joint operations” across most-affected States. The information on Naxalite letters scattering away is based mainly on recent telephone intercepts which reveal that most of them are frequently changing locations, sometimes twice or three times during the course of a day. Asked why the Security Forces hadn’t arrested any senior Naxalite leader since Kobad Ghandy if precise information on their movement existed, a source said: “There is mostly a time lag in the receipt and analysis of such intercepts. Most often by the time you have pinned down a location, the person has moved. Not only to another place but also to a new mobile phone.” ANI reported that since costs of procuring arms and ammunition have skyrocketed due to inflation, the Maoists have increased their protection money. They have increased their levy rates by 5 to 10 percentage in 2010. The Maoists illegally levy huge amounts on contractors, traders and even Government servants to allow them function in a hassle-free way.

The CID also said it has unearthed a major arms racket involved in acquiring illegal firearms through private security agencies using forged licences and then selling them off to several militant groups in North Bengal and Communist Party of India-Maoist (CPI-Maoist) in the Left Wing Extremism-affected Districts of the State. It also found that miscreants used Government establishments as safe haven for stacking their illegal arms. The CID came to know this after its officials seized illegal firearms from a BSNL telephone exchange in Tiljala on January 5 followed by a similar recovery of arms cache from the water treatment plant of Kolkata Municipal Corporation (KMC) at Palta on January 9. “This business has been going on for a long time and the Government offices have become the store houses for these illegal arms. We have reports that the arms have been passed on to several militant groups, including Maoists, operating in Bengal,” said an unnamed senior CID officer. “We are investigating it. But at present, we are concentrating on seizure of illegal arms,” the officer added. At present, the CID is conducting several raids in different parts of the state, and till date 53 illegal guns and forged licences have been unearthed from various Government establishments. Five people have been arrested.

Security agencies came across the Maoists’ innovative skills when a Central Reserve Police Force (CRPF) team neutralized an arms manufacturing unit in the forests close to Gobardaha village in the Chatra District of Jharkhand and recovered a number of ‘duplicate’ AK-47 and AK-57 rifles of “high standard”. The CRPF also seized as many as 59 different types of instruments, which were used to manufacture and assemble these rifles and various types of pistols. An unnamed official said, “Though Security Forces have busted other arms manufacturing units of the Maoists in Chhattisgarh, Maharashtra, Madhya Pradesh and Andhra Pradesh in the past, they have for the first time come across such sophisticated weapons of high standard, manufactured by the ultras.” The first big arms manufacturing unit of the Maoists was neutralized by Andhra Pradesh Police in 2006 when they recovered a huge stock of rocket shells and launchers in the State. Probe later revealed that the Maoist’s ‘technical wing’ designed the launchers and initially made them at a foundry in Chennai.

The terrorists, identified as Ejaz alias Mansoor, Salman alias Shani, Waseem and Saad Munir Dar alias Ma’az from Rawalpindi, ‘commander’ Tariq Afridi of Darra Adam Khel and Sardar, were from Swat, three others, identified as Rehan alias Abdul Rasheed, Wali Muhammad and Qari Hussain Mehsud, were residents of South Waziristan. According to the SIG report, Ejaz is the ringleader while Qari Hussain, Noor Muhammad, Badar Mansoor, Salman, Waseem, Saad, Intekhab Abbasi and Tauqeer were involved in the attack on Musharraf. Qari Hussain with head money of PNR 2.5 million is said to be second in command to Baitullah Mehsud, former leader of the Tehrik-I-Taliban Pakistan militant group, and is running a suicide training camp in Waziristan. Noor is currently in the custody of law enforcement agencies. Ejaz has links with militants in Karachi, Rawalpindi, and the tribal areas and is a former student of Jamia Farooqia Islamic University of Karachi. He was the in-charge of Harkat-ul-Mujahideen (HuM) group in 2000 and is responsible for training various terrorists in Mohmand Agency who were brought over from Punjab. Wali and Maulana Rahimullah prepared suicide bombers in South Waziristan while Rehan also took part in the planning and execution phase of the attack.

Reports identify Shahid Jamil Riaz as a crew member of one of the boats used by Kasab and gang to travel from Karachi to Indian waters. Jami Ahamd has been identified as the man who partially financed the Mumbai terror plot and Muhammad Younas Anjum has been named as the chief financer of the terror strikes. The report said: "The joint investigation team headed by the Director of the Special Investigation Group of the Federal Investigation Agency has scrutinised the entire evidence collected during the inquiry." It also collected evidence "during the investigation and has unanimously agreed that substantial incriminating evidence is available on the record directly connecting all the accused persons with the commission of the offence." The 61-page report, which was compiled by a team of experts led by FIA officials, was presented to the anti-terror court in Rawalpindi in July 2009. It contains the photographs of all the accused, including those who are still at large and have been declared "proclaimed offenders." Those who are still at large include crew members of the Al-Fauz and Hussaini, the two boats used by the ten terrorists who attacked India's financial hub. The report also contains a list of 150 documents and items of evidence, including proof and information provided by India. Investigators had also corroborated Kasab's statement about his family and his native village of Faridkot in Pakistan's Punjab province by collecting records from his school and local voters' list. The report concluded that all the accused should be convicted because there is sufficient incriminating evidence against them. Diplomatic sources said that the report made public by the news channel did not contain any information that was not included in the dossiers provided by Islamabad to New Delhi.

As the National Socialist Council of Nagalim-IM (NSCN-IM) is under cease-fire agreement with the Government of India, the activities of the militants of the group in North Cachar Hills have become a matter of serious concern and it was one of the key points of discussions in the meeting. The Government of India has taken serious note of a newly formed militant group United Tribal Liberation Army (UTLA), which snatched weapons from the headquarters of an Assam Police battalion in Cachar in November, 2010. Most of the militants were Pakistani national, Police sources added. More than 20 visible infiltration attempts were made by the militants to intrude into this side from the LoC in Poonch-Rajouri sector and the IB in Jammu during December-January taking advantage of dense fog and hostile weather conditions. According to Police and Intelligence inputs based on specific intercepts, two groups of six militants each had reportedly reached safe hide-outs in upper reaches of Doda from where some of them could be deputed to Kishtwar and Banihal. Some local sources said a splinter group of Atabur Bahini led by Abdul Salem had formed a new outfit called the United Revolutionary Army of Barak Valley with the help of some Reang tribals. It is to be noted that militancy in the south Hailakandi, which shares its border with Mizoram, was started by Panchuram Reang who formed an outfit called United Liberation Front of Barak Valley (ULFBV). Panchuram later surrendered to the State government and subsequently joined the Congress. But militancy did not came to a halt with his surrender and another Reang outfit was formed by Dhanyaram Reang, once a cadre of Panchuram. Atabur, joined the United Democratic liberation Army (UDLA), the outfit Dhanyaram had formed. In 2009, Dhanyaram, along with his wife was arrested in Mizoram. Meanwhile, in the backdrop of a series of kidnapping, in maximum cases Muslims being the victims, relation between the Reang and Muslims started to sour. A group of Reang youths, once associated with Panchuram’s outfit, were mercilessly assaulted by villagers. Panchuram squarely blamed the Muslims for the incidents and subsequently.

In a change of strategy to avoid casualties in its ranks, terrorists have triggered 11,876 explosions which claimed 1,754 lives while 15,589 others were injured during the last two decades in Jammu and Kashmir, reports DNA. According to the latest official data of the State Home Ministry, terrorists have now resorted to Improvised Explosive Devices (IEDs) and grenade attacks to avoid direct conflict with Security Forces in the State since 1990. "Militants are using IEDs and grenades as a tool to cause casualties to security forces and civilians, and thereby avoiding direct conflict with security forces. This is the part of their target and hit strategy to avoid their own casualty," An unnamed senior Police officer told PTI. Of these 11,876 explosions, 5,682 were caused by the IEDs and 6,194 by hurling of grenades. The highest number of explosions (1,522) took place in 1990, followed by 1,005 explosions in 1993, it said. Similarly, the maximum number of casualties reported was 153 killed and 1,021 injured in 1995. While 133 were killed and 1,443 injured in 2001, the report said, adding the number of blasts in those two years were 945 and 775, respectively. However, there was fall in grenade attacks during the past two years with 79 and 170 blasts in 2009 and 2008, respectively. Around 47 persons were killed and 208 injured in these grenade attacks, the report added.

The powerful blast, which was carried out using around 600 kilograms of explosives packed with ball bearings and blades, according to officials, damaged houses in a 0.5 kilometre radius and destroyed more than 40 cars in the area. The SIA office in Model Town K-Block, a residential area, was being used to house officials and detain suspects. "It was a Police Special Investigation Unit that was targeted. The building was used to interrogate suspected terrorists," Lahore Police chief Pervez Rathore said.

As per the recent State Home Ministry statistics, as many as 820 incidents of group clashes have taken place between various militant outfits due to turf war in last 20 years of militancy and 577 militants and 173 civilians were killed in these incidents. Around 102 terrorists and 398 civilians were injured in these incidents, the report said. "The militant outfits clash with each other over turf war, women, land disputes and supremacy. Group clashes between foreign militants and locals were also witnessed more this time," an unnamed senior Police officer said. The highest number of 170 group clashes took place in 1995 in which 108 militants and 35 civilians were killed and 23 militants and 57 civilians were injured. It was followed by 168 incidents in 1994 in which 110 terrorists and 29 civilians were killed and 15 militants and 47 civilians injured. Similarly, 121 incidents took place in 1993 followed by 103 in 1992, 87 in 1996 in which 74 militants and 30 civilians were killed. In 1992, 64 militants and 41 civilians were killed.

According to the report, Riyaz Bhaktal oversaw the entire operation from Dubai. Although the central agencies have asked other investigating agencies to identify local operatives who assisted in carrying out the blast, Police teams in Pune have failed to make any arrests. Although 16 IM cadres had been arrested in the last two years from the outfit's north and south modules, the Police believe that fresh recruits were used for the German Bakery blast. And that is why it is difficult to identify them. An officer said that the perpetrators of the Pune blast were not from the State and had received support from sleeper cells in Pune. According to security officials, while Iqbal is based in Dubai, Riyaz is living in Karachi in Pakistan.

The list included 2711 militants of the Bodo Liberation Tiger (BLT), which was disbanded following the signing of the Memorandum of Settlement between the Government and the outfit in 2003. According to officials, Security Forces (SFs), with the help of the local people, killed 40 wanted militants out of 55 who carried head money from PNR 0.1 million to PNR 10 million. Action is in progress against the remaining 15 militants. As per the Annual Report 2009-10 of the Union Ministry of Home Affairs (MHA), Left Wing Extremist (LWE) violence in Chhattisgarh and Andhra Pradesh have seen a drop in 2009 as compared to the situation in 2008, reported DNA on March 30. There were only 529 incidents of LWE violence in 2009 in Chhattisgarh as against the 620 in 2008. Similarly, in Andhra Pradesh, as against the 92 such incidents in 2008, there were only 66 in 2009, according to the Annual Report 2009-10 of the MHA. Interestingly, 2009 has seen an overall increase in incidents of LWE violence from 1,591 in 2008 to 2,258 in 2009. West Bengal has seen a seven time increase in LWE violence with the State reporting 255 such incidents in 2009 as against a mere 35 in 2008. In Orissa, the incidents have more than doubled as compared to 2008. While there were 103 such incidents in the State in 2008, there were 266 in 2009. Other LWE infested States like Jharkhand, Maharashtra, Bihar and even Uttar Pradesh have seen an increase in LWE violence. Overall, 908 lives were lost to such violence in 2009 as against 721 in 2008.

Some of the items seized from the eight infiltrators killed in Keran Sector of Kupwara District last week (March 23-27) indicate that there is an Afghanistan link to the insurgency in the State, according to Daily Excelsior. In fact, the militants were carrying arms, ammunition, gadgets, clothing, food and cosmetic products manufactured in at least seven different countries including the USA, the UAE, Afghanistan, India, Pakistan, China and Russia. Army recovered several cans of tin-food meant for the personnel of Afghanistan's defence forces from the slain militants in Keran sector. The cans carried a label which read Wizarat-e-Difa'a (Defence Ministry), Islamic Republic of Afghanistan. The tin cans were part of large haul of arms, ammunition and war like stores recovered by the Army from the scene of five-day operation near the Line of Control (LoC) which began on March 23. The recovery of the tin-food meant for the soldiers of the Afghan Army from militants heading for Kashmir has raised concerns among the security agencies in the State. Defence sources said it was a worrisome development as these things have changed many hands before landing with the Army here. "Given the situation in Afghanistan, the tin food reaching the militants means that there is some link … the militant groups active in Jammu and Kashmir might as well be active in Afghanistan as well," the sources said. The militants were not only carrying things meant to be in Afghanistan only but possessed the state of the art gadgets like Magellan Global Positioning System (GPS), which is made in the US. "This is the latest in GPS technology as it contains seven layers of maps and is operated like a touch screen phone, which reveals the exact location of the person," an unnamed senior Army officer said. To back up the GPS, the militants were equipped with Thuraya satellite phones as they kept in touch with their handlers across the LoC to navigate their way. Thuraya is a regional satellite phone provider with its coverage area in most of Europe, the Middle East, North, Central and East Africa, Asia and Australia. The shoes, water bottles and other allied winter gear, that was used by the militants, carried the 'Made in China' while the AK rifles must have been manufactured in the land of Kalashnikov - Russia. The woolen clothing, like the socks and the hand gloves, had labels showing their land of origin as Pakistan. However, the most surprising recovery made from the slain militants was a tube of popular brand fairness cream - Fair and Handsome -- manufactured in Assam with its head office in Kolkata. However, Brigadier General Staff of Army's 15 Corps Brigadier Gurmeet Singh, during his briefing on Keran operation on March 27, told reporters that there was no corroborative evidence to suggest presence of Taliban elements in the State.

Keeping pace with the requirement of senior cops to meet various security challenges across the country, the Union Government has increased the cadre strength of Indian Police Services (IPS) officers in 16 States and all Union territories by 287 with Uttar Pradesh being allotted the maximum 47 posts followed by 36 to Maharashtra, reports Times of India. The remaining States will also get additional posts after a mid-term review of their cadre strength by June 2010. A notification to this effect was issued by the Union Ministry of Home Affairs (MHA) on March 30 after reviewing the strength and composition of the IPS cadre. The last time such a revision of strength was made was in April 2000. Almost one-third of the increased strength of IPS (96 posts) will be allotted to State Police personnel on promotion basis. The remaining seats will be filled in due course through direct recruitment — a process which has already been initiated by increasing the annual intake of IPS officers from 130 to 150 through the Civil Services Examination. According to the notification, the total strength of IPS has been increased from 1,178 to 1,465 in 16 States and seven UTs. While Andaman Goa Mizoram Union Territory cadre, which includes Delhi, will have an additional 54 posts, Bihar will get 22 followed by Gujarat (20), Manipur-Tripura (19), Karnataka (18), Orissa (16), Punjab and Jharkhand (15 each), Jammu and Kashmir (7) and Uttarakhand (5).

"There are reports to indicate that the infrastructure for training terrorist elements across the border continues to remain intact," the 2009-10 annual report of the MHA said. It also mentioned that the Government was firmly committed to thwarting the challenge posed by terrorists and violence sponsored from across the border. "The available information reveals that the infiltration that consistently decreased since 2005 has reversed in 2009 and increased substantially when compared to 2008," the report said. There were 485 attempts of infiltration in 2009 in comparison to 342 in 2008. Giving an overview of the internal security scenario, the MHA annual report said, the situation in the country remains largely under control, though violence has increased in terms of number of incidents and casualties of civilians and security personnel, as compared to the corresponding period of 2008. "In the recent years, the concentration of Left Wing Extremist (LWE) violence has been mainly in the States of Jharkhand, Chhattisgarh, Orissa, Bihar, West Bengal and Maharashtra," the report said. Left wing extremists operate in the vacuum created by functional inadequacies of field level governance structures, espouse local demands and take advantage of prevalent dissatisfaction and feelings of perceived neglect and injustice among the under-privileged segments of population. "CPI (Maoist) [Communist Party of India-Maoist] philosophy of armed struggle to overthrow the Indian State is not acceptable in our Parliamentary democracy and will have to be curbed at any cost. Government has given a call to the Maoist to abjure violence and come for talks. This has not been accepted by them so far," it said. While the overall counter action by the affected States in terms of LWEs killed, arrested and surrendered has shown much better results in 2009, there is an urgent need to strengthen Police response particularly by Bihar, Jharkhand, Orissa, Maharashtra and Chhattisgarh by improving actionable intelligence collection and sharing mechanisms and strengthening their Police Force, the report said.

Manipur continues to be the hotbed of insurgency followed by Assam as 150 violent incidents have been reported in the two States in last three months, claiming 100 lives, reports Sangai Express. According to Union Ministry of Home Affairs (MHA), those killed included 77 militants, 20 civilians and three Security Force (SF) personnel. Altogether, 105 persons were killed in six Northeastern States — Assam, Manipur, Nagaland, Meghalaya, Tripura and Arunachal Pradesh —in 174 incidents till March. Mizoram had no major insurgency and was comparatively a peaceful State. In 2009, 435 persons, including 81 civilians and 336 insurgents, were killed in 659 incidents in Manipur, while 368 persons, including 152 civilians, were killed in 424 incidents in Assam. 517 persons, including 364 militants, were killed in 2008 in Manipur while 373 persons, including 245 civilians, lost their lives in Assam in the same year. A MHA official said, "Though there is a declining trend in the incidents of violence, both Manipur and Assam continue to be the most troubled States in the North east." Overall, there were 1297 incidents of violence that claimed 877 lives, including 571 militants and 264 civilians, in 2009 in the entire Northeast. There were 1,561 incidents in the region in 2008 in which 1,152 people, including 466 civilians, lost their lives. The MHA report stated that Nagaland, home to major insurgent groups like National Socialist Council of Nagaland-Isak-Muivah (NSCN-IM) and National Socialist Council of Nagaland-Khaplang (NSCN-K), has become relatively peaceful, thanks to the peace pacts signed by the two groups with the Government. Though there were 12 incidents of violence in the first three months of 2010 in Nagaland, there was no report of any casualty while in 2009 only 31 persons lost their lives. However, in 2008, the State saw 321 incidents in which 213 persons, including 140 extremists and 70 civilians, were killed. In Meghalaya, four persons were killed in 2010 in five different incidents while one person was killed in Arunachal Pradesh. Though, there were nine incidents in Tripura in 2010, no report of any casualty has come from the State. In 2009, 22 persons lost their lives in Arunachal Pradesh, nine in Meghalaya and 10 in Tripura.

It has also confirmed India’s charge that the militant outfit still enjoys funding from Pakistan’s Inter-Services Intelligence (ISI). The think tank found the close links between LeT and Karachi-based D-Company of underworld gangster Dawood Ibrahim. “D-Company has established smuggling routes in the region, access to material, a partnership with LeT, and depends on ISI for refuge in Pakistan,” the report has said. The think tank associated with the US Army War College said that the LeT, though having a close relationship with al Qaeda, will continue to evolve into a distinctive South Asia-centric terrorist actor while still receiving aid from fringe elements in Pakistan’s security and intelligence apparatus and elsewhere. “This will not only allow LeT to continue to plan future Mumbai-style terrorist attacks in India from safe havens in Pakistan, but will also enable it to guide and assist the predominantly indigenous Indian Mujahideen (IM), ” According to the think tank, LeT collects donations from the overseas Pakistani community in the Persian Gulf and the UK, Islamic non-Governmental organisations, Pakistani/Kashmiri business people and through its parent organisation Jama'at-ud-Da'awa (JuD). The militant outfit also counts on donations from sympathetic Saudis, Kuwaitis, and Islamist-leaning ISI leaders. “In addition, LeT maintains relations with extremist and/ or terrorist groups across the globe ranging from the Philippines to the Middle East and Chechnya by means of the Jamaat-ud-Dawa [JuD] network,” the report said.

The report was submitted by newly-appointed ATS Chief Rakesh Maria to the State Home Department and was then forwarded to the Union Government, ATS sources said but refused to disclose the identity of the suspects. Recruiting women has its advantages, according to the report, which says, “Getting women convicted under preventive detention is a distant dream. For example, one woman was caught transferring terrorist money and grenades but was let off on bail after Sopore witnessed law and order problems.” Society, too, doesn’t look kindly on women being held for terrorist activities. Also, the militants have started using upgraded technology. They are using voice overlapped internet protocol (VOIP) and encrypted messages. “Terrorists have switched to different methods of communication, including VOIP calls, which are difficult to track,” the six-page document reveals, adding, “All messages sent and received are matrix-based and take a lot of time to decipher. By the time they are decoded, their importance is lost.” The report further said that in the past six months, more than 20 Security Force (SF) personnel and 15 militants were killed in Sopore in various militancy-related incidents. The high casualty among SFs is attributed to a new strategy developed by the Lashkar-e-Toiba (LeT) chief Uni, who has been able to bring together several outfits. In 2010, Sopore has seen more than eight militant attacks on Policemen and security installations. Most of them have been carried out by a module comprising LeT, Harkat-ul-Mujahideen (HuM) and HM, all headed by Uni. Pakistani national Uni had replaced Furqan, LeT’s Kashmir chief, who returned to his home country a few years ago. Uni was earlier operating from Lolaab and Bandipora areas, but has now started operating from Sopore.

Germany’s main domestic intelligence agency said a statement issued by the Islamic Jihad Union (IJU) informing of 22-year-old Eric Breininger’s death on April 30 appeared to be authentic. Breininger, a German-born convert to Islam wanted by German Police on suspicion of belonging to a terrorist cell, was killed on April 30 in a fight with Pakistani troops, according to an unconfirmed claim by a jihadi group, Spiegel reported. “Based on our general knowledge, the contents of the statement appear to be authentic,” Associated Press quoted the Federal Office for the Protection of the Constitution as saying in a statement. Breininger (22) was a member of the IJU and had contacts with the homegrown outfit of terrorists who plotted to bomb US targets in Germany in 2007. Three of the members of that outfit, known as the ‘Sauerland cell’ after the region of western Germany where it was based, were arrested in September 2007 as they were preparing to carry out bombing attacks. They were sentenced to long jail terms in March 2010.

The number of so-called combatant and non-combatant casualties in the US Government tally is sharply lower than some Pakistani press accounts, which have estimated civilian deaths alone at more than 600. Disclosing a partial tally of drone strikes since the summer of 2008, when the programme was ramped up under former president George W Bush, could help the US intelligence community counter protests from Pakistan and human rights groups about the civilian death toll. Tallies by Reuters and other organizations suggest the death toll since mid-2008 was significantly higher than 500. A Reuter’s count showed nearly 850 people killed in at least 110 strikes since 2008. Of those killed by the drones, roughly 14 are considered by experts to be top-tier leaders of al Qaeda, the Taliban (TTP) or other militant groups, while another two dozen are deemed high-to-mid level leaders. “Just because they’re not big names doesn’t mean they don’t kill. Assam Tribune quoting security sources reports that National Democratic Front of Bodoland (NDFB) was maintaining links with Pakistan. Sources said that at least two batches of NDFB cadres were sent to Pakistan for training with the support of the Inter Services Intelligence (ISI). However, the exact number of militants who received training in Pakistan is yet to be ascertained. The NDFB was also maintaining close ties with different anti-India groups having bases in Bangladesh. According to an assessment by the Security Forces (SFs), at least a hundred trained cadres of the outfit are still in Assam, while, around 50 cadres must be in Bangladesh. Sources further said that the NDFB launched joint operations with the United Liberation Front of Asom (ULFA) from time to time, but the outfit also maintained close ties with other groups like National Socialist Council of Nagaland-Isak-Muivah (NSCN-IM), United National Liberation Front (UNLF), All Tripura Tiger Force (ATTF) and National Liberation Front of Tripura (NLFT) etc, as well as with some other anti-India groups in the neighbouring country. Sources revealed that under pressure in Bangladesh, anti-talk faction of the NDFB recently established a camp in Myanmar and is located near a camp of Kanglei Yawol Kanna Lup (KYKL). Also, sources said that after the arrest of NDFB ‘chief’ Ranjan Daimary, the Government of India provided information about the whereabouts of several other militant leaders in Bangladesh and waiting for the response. Though the arrest of Ranjan Daimary is viewed as a major diplomatic victory for India, the Government will keep mounting diplomatic pressure on Bangladesh to take action against the militants, particularly those belonging to the ULFA and the NDFB, who are still staying in Bangladesh. Sources added that from the security point of view, the arrest of Ranjan Daimary was even more important than the arrests of the leaders of the ULFA.

The stage has been set for the repatriation from Tuesday [May 11]. Administrative officers have been posted in each village where the Bru families will be resettled,'' a Police official said. It may be noted that the Bru refugees, who will be taken back this time, were those who left Mizoram following a communal conflict triggered by the killing of a Mizo youth by suspected Bru militants on November 13, 2009. According to the state government reports, about 500 Bru families fled to Tripura in the wake of the ethnic flare-up. These 500 Bru families joined the Bru refugees, about 35,000 in number, who had been lodged in six relief camps in Tripura following a similar ethnic conflict in 1997 sparked off by a killing of a Mizo forest official. The repatriation of the 1997 batch of Bru refugees was underway until it stalled by the November 13 killing. The State Government following request from the Union Ministry of Home Affairs had made arrangements for repatriation of Bru families from May 11. It was likely to be completed by May 15.

Sources revealed that Ranjan Daimary first joined the Bodo National Front in 1983 and later in 1984, he, along with other persons including Govinda Basumatary, decided to form the Bodo Security Force (BSF) and wrote to the leaders of the NSCN seeking their help. The BSF, which was later renamed as the NDFB, first started a training camp in the forests north of Rangapara in Sonitpur District in 1988 and the NSCN provided them with some weapons and trainers. Sources further revealed that Daimary also stayed in the bases of the NSCN in Thailand for quite some time and established contacts with some agents of the ISI in 1993. The ISI provided the NDFB with some communication equipment, explosives and timer devices.

Its reports on Taliban (Tehreek-i-Taliban, TTP) activities, especially in Pakistan, were submitted almost daily to top US commanders in the region. The Times reported in March, 2010 that Defence Department official Michael Furlong had set up a network of private contractors in Afghanistan and Pakistan to help track and kill suspected Taliban. According to the latest inputs from various agencies, Pakistani authorities are now offering terrorists coming to fight in Jammu and Kashmir a monthly salary in the range of INR 8,000 to INR 10,000. This is a huge jump from the average pay of INR 5,000 they were getting earlier. Also, those staying back in refugee camps of PoK too have been given increased financial benefits. From INR 1,800 per month, their financial allowance has gone up to INR 2,400 a month early this year [2010], sources said. Officials of the Special Investigation Team (SIT) said that they are trying to verify the statements made by Haq, who is accused of plotting terror attacks in the city. Haq, currently under Police custody, reportedly confessed to having received e-mails from one Abdul Aziz of Pakistan, who instigated him to carry out subversive activities in India, they said. For receiving and sending the e-mails, Haq had visited cyber cafes in Rein Bazar and Mehdipatnam areas among others last month, the officials said, adding they have seized four computer hard disks from the shops and sent them to Forensic Science Laboratory for analysis. The accused have also told the SIT officials that he had many bank accounts in various parts of the city with deposits running to Millions of rupees. The investigators are trying to find out the source of the money and suspect that Haq, a private car driver, received huge amounts through hawala (informal money laundering system) or other illegal means to carry out "subversive" attacks.

Police sources said that 85 youths have been appointed as SPOs and deployed in areas, which are most sensitive and infamous for stone pelting. They said that the incidents of stone pelting have considerably decreased after the deployment of stone pelters-turned-SPOs in the area. The State Police says that militant outfits based in Pakistan occupied Kashmir (PoK), particularly HM and Lashkar-e-Toiba (LeT) have prepared dozens of groups who are paid to instigate stone pelting in the valley. The Police claimed that these groups are paid between INR 5 lakh and INR 8 lakh, and a portion of this money is supposed to be paid to the stone pelters who pelt stones at Police and para-military troopers.

A report in Maclean cited an unnamed LeT commander as saying that Shahzad, during his visit to Pakistan in 2006, had visited the LeT’s main base of operations in Dulai, a village situated 25 kilometres away from Muzaffarabad, the capital of PoK. "He was an eager recruit. Very intelligent but also very intense, and driven to make his mark for the sake of Islam," the magazine quoted the LeT commander, as describing Shahzad. The LeT commander, however, denied any direct involvement of his outfit with New York bombing plot. "Shahzad came to us for training. He stayed with us for three months and we provided him with the basics. Then he went back to the U.S," the commander claimed. "After six months, we tried to contact him, but we received no response, not from emails or by telephone. We thought, well, okay, so maybe he’s had a change of heart. We have thousands of recruits who come to us for training. It doesn’t affect us if one of them is lost,’ the magazine quoted the militant leader, as saying. Recalling Shahzad’s attitude during his terror training, the LeT commander said one thing which was most noticeable in him was that he had a strong desire for glory. "He wanted to do something big, not just die an anonymous martyr alongside hundreds of other martyrs. He wanted something international. He wanted to be famous. For us, that was dangerous. We don’t want attention brought to us, and we were worried that Shahzad’s personal agenda would get him captured and bring the spotlight on us," the commander said.

"The Security Forces including Army, Police, CRPF [Central Reserve Police Force] and BSF [Border Security Force] have seized more than 30,000 AK rifles from the militants and militant hideouts in the State over the past 20 years when militancy began here," said authoritative sources. They said over 12,000 pistols were also seized by the security forces during the anti-insurgency operations in the State. "The quantity of arms and ammunition that the security forces have recovered from the militants and their hideouts across the State is good enough to arm 42 battalions of security forces," an unnamed senior intelligence official said. He said many countries in the world had lesser arms, ammunition and explosives to defend their country. "Many countries even do not have armies and many countries do not arm their police personnel," he added. More than 50,000 grenades of various makes and types have also been seized since the turmoil gripped the State in 1990. "The security forces have also recovered tonnes of other explosives like RDX. If the militants had been able to use all the explosive material provided to them by their masters across the Line of Control (LoC), the devastation in the State would have been far more than what we have witnessed," he further added.

Kripal Singh is also with Al Badr. The Police said one of the longest-serving militants was a Hindu, Bipin Kumar of the HuA. Bipin, killed by the forces in 2008, had been active since 1996. Kuldeep Kumar alias Qamrain of HM died at Kulhind in Doda two years ago [2008] after being active for seven years. Uttam Kumar alias Saif-ullah of the HM died in an encounter in August 2005. Bittu Kumar, who was also with HM, is also suspected to have been killed. The only "Hindu militant" to surrender is Sunil Kumar. He has been absorbed into the paramilitary forces.

Sources said that the Eastern Region Bureau of the CPI-Maoist was initially entrusted with the responsibility of launching operations in the States of Bihar, Jharkhand, West Bengal and parts of Orissa. But recently, the Bureau had been given the additional responsibility of the Northeast region. A London School of Economics (LSE) report authored by Matt Waldman, a fellow at Harvard University claimed on June 13 that the Pakistan’s Inter-Services Intelligence (ISI) provides funding, training and sanctuary to the Taliban in Afghanistan on a scale far greater than previously believed .The LSE study, based on interviews with nine Taliban field commanders in Afghanistan between February and May 2010, claims the relationship between the ISI and the militants goes far beyond current estimates. “Although, the Taliban have a strong endogenous impetus, according to Taliban commanders the ISI orchestrates, sustains and strongly influences the movement,” wrote author Matt Waldman. Waldman said the ISI appears to exert ‘significant influence’ on strategic decision-making and field operations of the Taliban and controls the most violent insurgent units, some of which appear to be based in Pakistan. Insurgent commanders claimed the ISI was even officially represented, as participants or observers, on the Taliban supreme leadership council, he said. The report alleges that President Asif Ali Zardari himself had assured captive senior Taliban leaders that they were ‘our people’ and had his backing. He had apparently authorised some to be released from prison. However the LSE report was dismissed by the Pakistani military as "malicious and baseless”. Presidential spokeswoman Farah Ispahani and Afghan Taliban also rejected the report.

According to statistics compiled by the Union Ministry of Home Affairs and circulated among affected States, Maoists killed approximately 600 people, including paramilitary and State Police personnel, between January 1 and May 30. The count was the highest in West Bengal at 291. Of these, 230 were civilians and the remaining state and central paramilitary personnel. An unnamed senior official in the West Bengal home department said the reason for the high casualty in the State was the recent Gyaneshwari Express sabotage that took 148 lives. Barring the Gyaneshwari victims, a majority of civilians killed by Maoists in Bengal were Communist Party of India-Marxist (CPI-Marxist) workers suspected to be Police informers. The second most casualties were in Chhattisgarh, where 202 people were killed by the Maoists in the said period. The civilian toll in the State, however, was comparatively low at 91. Jharkhand and Orissa lost 50 people each to the Maoist menace. Of these, 34 and 30 were civilians.

"There are about 500 militants presently active in Jammu and Kashmir and their number has come down from 700-800 last year and around 1,000 in 2008," Khoda said. The DGP said 40 percent of these militants were foreigners, mostly from Pakistan and Pakistan-administered Kashmir (PoK). He said the Hizb-ul-Mujahideen (HM) and the Lashkar-e-Toiba (LeT) - the terror outfits that have bases in Pakistan - were active in the State. "The Hizb-ul-Mujahideen is more in a supportive role to the LeT but it depends on the plans conceived across (the border)," he said. Khoda said the overall security scenario in Jammu and Kashmir was improving and there was a drop in violence in the last three years. "There was a 20 percent drop in violence in 2007 which improved to 28 percent in 2008 and 30 percent in 2009," he said. The last year [2009], Khoda added, also saw the lowest number of civilian deaths in militancy-related incidents. However, he maintained that there was no let-up in incursion attempts by militants from across the border with security forces. "Infiltration is going on though not to the extent as it was last year. Going by the (infiltration) bids made, there is no change in attitude of handlers across the border who want to push in infiltrators," he said. According to Khoda, Security Forces (SFs) had been able to curb militant incursion mainly due to better border management. Khoda said Pakistan continued to support militant activities in Jammu and Kashmir. "Terrorists are coming or attempts are being made to infiltrate and they are getting training, equipment, funding... Militants trying to cross over do not face obstructions from Pakistani security forces but were, instead, provided covering fire. All this points to the direct role (of the Pakistan establishment)," he said. According to official data, a little less than 500 terror incidents were reported in 2009 in which 239 militants, 71 civilians and 79 SF personnel were killed. In 2008, 339 militants, 91 civilians and 85 SF were killed in 708 militancy incidents.

The LeT is believed to have planned or executed three major attacks against Indian Government employees and private workers in Afghanistan in recent months, officials said. Pakistan maintains that it no longer supports or assists the LeT, responsible for the ghastly November 26, 2008 Mumbai terrorist attacks, but its expanded activities in Afghanistan, particularly against Indian targets, prompt suspicions that it has become one of Pakistan's proxies to counteract India's influence in the war ravaged country, The New York Times reports. "Our concern is that there are still players involved that are trying to use Afghanistan's ground as a place for a proxy war," said Shaida Abdali, Afghanistan's deputy National Security Adviser. "It is being carried out by certain State actors to fight their opponents," Abdali added. Experts are of the view that now the LeT presents more of a threat in Afghanistan than even al Qaeda does. There were a few LeT cells in Afghanistan three or four years ago, but they were not focused on Indian targets and, until recently, their presence seemed to be diminishing, the report said. Pakistani analysts, in a recent testimony to the US Congress, described the LeT as a terror group 'having ambitions well beyond India.' "They are active now in six or eight provinces. They are currently most interested in Indian targets here, but they can readily trade attacks on international targets for money or influence or an alliance with other groups," a senior NATO intelligence official, who spoke on conditions of anonymity said. Afghan Interior Minister Hanif Atmar, who recently resigned following an altercation with President Hamid Karzai, also confirmed that the attackers, who targeted Indians during the deadly car bombing and suicide attack on two guesthouses in the heart of Kabul in February 26, 2010 were "not Afghans." "They were not Afghans," Atmar said. "What we know for sure is that it was planned, financed, organized, and that people trained for it, outside Afghanistan," he added. "Over the past six months more than four attacks in Kabul had suicide bombers with telephones that we recovered with active numbers that were from Pakistan," Atmar informed.

The migration-prone households in Chhattisgarh are 1.9 per cent, in Jharkhand 0.8 percent and 1.3 per cent in Orissa. In comparison, the number of such households in tribal-dominated States of Arunachal Pradesh, Meghalaya and Manipur was 4 per cent, 3.8 per cent and 2 per cent, respectively. About 175 to 185 cadres of National Liberation Front of Tripura (NLFT) militants are still underground and 35 to 40 All Tripura Tiger Force (ATTF) cadres more are active in militant camps, he mentioned. Chief Minister also said, during the financial year 2009-10, seven NLFT militants and five ATTF cadres were arrested by the Security Forces (SFs) and 225 more cadres from same groups laid down their arms before SFs. In the same period, militants also killed nine persons in 20 militant attacks, he added. Chief Minister also in his written reply said, altogether 21 persons were killed and 59 persons abducted in 113 militants attacks in the year 2007, 10 persons were killed and more 32 civilians were abducted in 80 militant attacks during the year 2008. The Economic Times reports that the Punjab Government in Pakistan gave financial assistance to the Jama’at-ud-Da’awa (JuD), which was labelled a front for the Lashkar-e-Toiba (LeT) by the United Nations Security Council (UNSC), after the Mumbai terror attacks. Pakistan’s Punjab province government, which is led by the PML-N, gave PKR 82.77 million to the JuD, whose chief Hafiz Saeed is accused of masterminding the terror attacks, and its associates in the last fiscal year(2009) This information was revealed in a supplementary budget tabled in the Punjab Assembly which showed that that the Provincial Government gave a grant of over PKR 79 million to the Markaz-e-Tayyaba, which is the headquarters of the JuD in Muridke near Lahore in Punjab. According to reports, the government also gave an additional PKR 3 million as grant for the schools run by the JuD in different districts of Punjab. Provincial law minister Rana Sanaullah revealed to a television channel that the money had been given to the JuD. He told a TV news channel on June 15 that the money was given to these institutions after the JuD was “banned” in the wake of the 2008 Mumbai attacks, and the Punjab Government appointed an administrator for the organisation.

India gave Pakistan the full copy of the Mumbai trial, a copy of the verdict, the charge sheets, evidence presented and used, and confessional statements. Pakistan had asked India for all of these in its last dossier. The LeT chief Hafiz Saeed evidence, Indian officials feel, is crucial. Although nobody was willing to confirm it, it's believed the Indians have got this from the LeT operative David Headley interrogations. Referring to the recent UN report that deals with 'Children and armed conflicts', India's envoy to UN Hardeep Singh Puri told UN Security Council that operations of the Naxal groups did not fall into the realm of an "armed conflict". "At the outset I should make clear that the violence being perpetrated by these groups though completely abhorrent and condemnable, certainly does not make this a zone of armed conflict as defined by international law," he said. "We, therefore, cannot accept reporting on these incidents as falling within the mandate of the Special Representative of the Secretary-General on Children and Armed Conflict," he said, referring to top UN official Radhika Coomaraswamy. The report, which is produced by the office of Secretary General Ban Ki-moon and submitted to the UN Security Council, highlighted the recruitment and use of children by the Naxals in some Districts of the Chhattisgarh. "The Naxals have admitted that children were used only as messengers and informers but have admitted that children were provided with training to use non-lethal and lethal weapons including landmines," the report said. It also described the incident, in which Naxalites forced villagers to provide five boys and girls for their armed group in October 2009, and stated that the Jharkhand Police had vacated 28 of 43 schools in Naxal-affected areas of the State and was in the process of vacating 13 more.

The Federal Investigation Agency (FIA) has completed its inquiry into the assassination of former Prime Minister and Pakistan People’s Party (PPP) chairperson Benazir Bhutto, blaming Taliban (Tehreek-e-Taliban Pakistan, TTP) leader Baitullah Mehsud for orchestrating the attack, according to Daily Times. According to the text of the 39-page report, the attack was planned in Akora Khatak by former students of Madrassa Darul-Uloom Haqqania.One of the prime suspects in the case, Hassnain Gull, has told investigators that Benazir was targeted due to her stance over the Lal Masjid operation. In the report, an ISI official confirmed that he had recorded a telephonic conversation in which Baitullah Mehsud himself issued instructions to some of the arrested terrorists to assassinate the PPP leader. A joint investigation team (JIT) of the FIA alleged that Inspector Kashif Riaz who was then the station house officer (SHO) of City Police Station Rawalpindi, “intentionally” did not complete the post-mortems of 24 people who were killed in the incident along with Benazir. The team further alleged that Superintendent of Police (SP) Ashfaq Ahmed who had been deputed at Liaquat Bagh on security duty that day went on a highway patrol instead along with other Police personnel and later tampered with the case records.The FIA team has also alleged that Senior Superintendent of Police (SSP) Khuram Ishtiaq attempted to destroy the circumstantial evidences when he ordered police to hose down the crime scene. The FIA report also revealed that there were two suicide bombers present outside Liaquat Bagh to target the PPP leader. Earlier, all investigation reports claimed that only one suicide bomber, Saeed alias Bilal, was present at the spot and exploded himself near Benazir Bhutto’s vehicle. However, the new FIA report reveals that Baitullah also sent another suicide bomber, Akramullah, for carrying out the attack. After Bilal exploded himself, Akramullah escaped from the crime scene. Bilal and Akramullah both received their training in a Taliban training camp in Barond, in South Waziristan in Federally Administered Tribal Areas (FATA).

"The country's acquisition of nuclear weapons emboldened its support to militant groups by dampening concerns of retaliation by India," the report mentioned. Seth G. Jones, the study's co-author and a political scientist at RAND said, "A number of militant networks-including al Qaeda, Lashkar-e-Toiba and Jaish-e-Mohammad [JeM]-remain entrenched in Pakistan and pose a grave threat to the state and the region." In addition to al Qaeda, numerous foreign and domestic militant groups have established networks in the Federally Administered Tribal Area (FATA), the North West Frontier Province (NWFP) currently known as Khyber Pakhtunkhwa and other areas of Pakistan. Faisal Shahzad, the suspect in the attempted Times Square car bombing, reportedly had ties to several groups, such as Tehreek-e-Taliban Pakistan (TTP) and the Haqqani network, the study notes. Researchers suggest the United States should restrict some military assistance to Pakistan until the nation ends its support of militant groups operating on its soil. Further, Jones and co-author Christine Fair of Georgetown University say that Pakistan's Army and the Frontier Corps have failed to demonstrate a consistent ability to clear and hold territory for long periods. While Pakistan has undertaken a number of operations against insurgent groups since 2001, the study finds the successes are short-lived and do not address the long-term threat. The Pakistan Army and the Frontier Corps forces have had some recent successes, however. This includes efforts during Operation Sher Dil (Lion’s Heart) in 2008 (Bajaur region), Operation Rah-e-Rast (Path to Truth) in 2009 (Swat region) and Operation Rah-e-Nijat (Path to Salvation) in 2009 and 2010 (South Waziristan region), the report finds. "Yet even with this success, Pakistan's efforts are thwarted by its decision to support some militant groups. In recent months, there appear to be changes in Pakistan's policy as evidenced in the capture of senior Taliban leaders such as Mullah Abdul Ghani Baradar. But it remains unclear whether Pakistani leaders have made a systematic break with militant groups, the report finds.

The alert suggests the Harkat-ul-Jihad-al-Islami (HuJI) and the Lashkar-e-Toiba (LeT) are planning to attack Indians working on different projects in Bangladesh and could try and create a hostage like situation. A similar threat also looms on the Indian mission in Kathmandu, Nepal. The Indian Government has already spoken to the Sheikh Hasina Government in Bangladesh and is even mulling use of Indian Security Forces to guard foreign missions. After the alert from the agencies, sources said that the threat perception has been communicated to Dhaka already and India has been assured full assistance. These exclude the 48-hour bandh called by them from June 29-midnight against "anti-people policies of the Central government". According to figures compiled by the Bihar Police, the State during the past six months saw bandhs called by the Maoists on 38 days. In terms of hours - the Maoists usually give call for 24, 48 or 72 hours - they enforced bandh for 912 hours from January to June. The Maoists called bandh for four days in three phases in January, for six days in four phases in February, for six days in three phases in March, for a day in April and for 10 days in four phases each in May and June. An unnamed railway official estimated losses to the tune of a whopping INR 10 crore due to Maoist attacks on the railways' properties on each bandh day. A somewhat similar loss is incurred by the State Government, an unnamed Government official said and explained the Maoists destroyed Police pickets, school buildings, roads and bridges during such bandhs. Totalled, the loss comes to INR 740 crore, INR 370 crore each to the railways and the State Government, during the past six months.

"According to latest reports, the ETIM has been in close collaboration with the Taliban and Osama bin Laden," the China Daily said in its lead story on the first anniversary of the bloody riots in Xinjiang capital Urumqi in which an estimated 200 people were killed. It said an ETIM leader is also reported to be hiding in Pakistan and there are also reports of a "Chinese battalion" made up of about 320 ETIM members in the Taliban forces. It said a number of ETIM fighters were "fleeing to Pakistan and settling down there for future plots". "It is not hard for them (ETIM members) to hide in Pakistan. They have similar religious beliefs, appearances and languages as the locals," the report said. The report about ETIM militants settling down in Pakistan came a day before the visit of Pakistan President Asif Ali Zardari, who during his week-long stay is expected to firm up the deal with China to finance and build two 650 mw nuclear reactors.

Security sources said that one of the tasks given to the ISI agent Omar Ashraf alias Momin Khan was to create a network of “sleeper agents” in the Northeast region. Sources said that Omar was a well trained ISI agent and after receiving his training in Pakistan, he was sent to Dhaka, Bangladesh from where he managed to sneak into India by taking advantage of the porous international border. After completion of his initial job of establishing a network of contacts in the Northeast, he was to be posted in either Western of Northern India to work as a “sleeping agent” and work for the Pakistani agency whenever required. He was planning to board a flight out of Tripura when he was trapped, sources added. This was not his first visit to India and in the past also, he visited the Northeast region and during questioning by the Police and security agencies, he admitted that he even visited Guwahati during his previous visit and stayed for a few days.

Intelligence reports said that terrorists in Khyber Agency, Orakzai Agency and Malakand Division, including Swat, are gathering at Darra Adam Khel, which has now become their new safe haven. The intelligence reports said that after the damage caused to their communication system during the month of June by LEAs and the Army, the terrorists were now using the “rifle rod antenna system”, which is a weaker kind of communications system, and is easily detectable by LEAs. The reports added that the terrorists had planned suicide attacks in Khyber Agency, and in this connection, numerous explosives-laden vehicles and suicide bombers had been prepared in the area by the terrorists. Another report warned that a stolen vehicle, registered in the name of a military officer, was likely to be used in a terrorist attack. The report said that the vehicle bears a sticker of the Staff College Headquarter 12 Division and bears registration number Z-7813, Sindh. The vehicle of Lt Colonel Akhter Ahmed Khalil of Headquarter 5 Corps was stolen from Karachi on an unspecified date. The Lashkar-e-Toiba (LeT) and Hizb-ul-Mujahideen (HM) have shifted some of their cadre to Kulgam and Shopian areas from Mahore in Reasi District reportedly after getting a SOS from their ‘commanders’ based in Kashmir Valley, reports Daily Excelsior. Intelligence reports said a HM’s ‘district commander’ Hanief Mohammad alias Basharat, a known motivator of youths into militancy who was operating in Mahore for past several years, has recently crossed over to Kulgam along with his couple of associates two to three days back on being called by his Valley based ‘commanders’. Three LeT militants led by Abu Qatil have also moved to Kulgam and Shopian areas bordering Mahore through Pir Panjal range during the past few days along with arms and ammunition, reports said. Security Forces (SFs) and Police have intercepted a number of messages of the militants which confirmed departure of Basharat and Qatil along with their associates from upper reaches of Mahore to surrounding Kashmir areas of Kulgam and Shopian. Due to their migration, the activities of remaining cadre of LeT and HM outfits have virtually come to a standstill despite the fact that 14 militants, including four to five foreign mercenaries were still active in Mahore, Arnas and Chasana areas. Reports added that there could be some other reasons also behind migration of the militants from Mahore to Kulgam and Shopian though the apparent cause at this stage appeared to be latest upsurge in Kashmir which the LeT and HM outfits are trying to exploit to the best possible extent. Recent incidents of inter-group rivalry among the LeT and HM cadre in Mahore in which some militants have been killed could also be a reason for some militants shifting to Kashmir to get the differences sorted out with the help of their ‘commanders’, reports added further. Few days back, Security Forces and Police had recovered skeleton of a militant in Mahore which was later identified as that of Zubair Gujjar, a LeT militant, who had been shot dead by Irfan Kashmiri, a HM ‘area commander’. Investigations had revealed that Zubair was killed by Irfan Kashmiri to take the revenge of his colleague Abu Talha, a HM militant from Kashmir operating in Mahore-Gool-Gulabgarh belt for past several years. The report by the US-based organisation, Investigative Project on Terrorism, quotes Gen David Petraeus, now commander of the Afghan campaign, telling the Senate a few months ago, "There's no question but that there are elements in Pakistan that have not yet been the focus of the Pakistani counter-insurgency efforts...obviously India has expressed its concern as well. The rise of LeT and the need to take action against it has been a 'source of dialogue' with Pakistani authorities." The report says Westerners who underwent training in LeT's camps include Australian David Hicks, shoe-bomber Richard Reid and Dhiren Barot who had masterminded a failed gas cylinder bombing in London. Reports said that HUJI ‘chief commander’ and the TTP and al Qaeda ‘operations chief’ in Pakistan, Ilyas Kashmiri, masterminded these attacks. The report further said that 49 incidents of terrorism occurred in Punjab during the last one-and-a-half years, killing 687 people, including 69 Police officials. At least 1,834 people, including 268 Police personnel, were injured in these attacks. 21 of the 49 incidents were traced by law enforcement agencies (LEAs), 37 terrorists were arrested, 24 of the attackers were killed in encounters with Police and 27 suicide bombers blew themselves up during these attacks.

Interpol has already issued red notices on two hardcore LTTE terrorists. The Interpol action is based on the secret documents which were recovered from the LTTE’s international link spot known as ‘Castro’ office in the Wanni by Sri Lankan authorities recently. The two prime LTTE hardcore terrorists who were issued with red notices by Interpol are Ponniah Anandarajah alias Rajah alias Ayyah of the USA. Rajah is 60 years and hails from Chankanai, Jaffna. He had been the head of the LTTE financial procurement and shipping network since 2003. He holds a US passport and has travelled extensively to negotiate the purchase of arms and ammunition for the LTTE outfit. Sri Lanka had sought the assistance of Interpol to arrest him with regard to his international links and Interpol issued a red notice on him. Another hardcore LTTE terrorist who had been issued the Interpol red notice identified as Achudan Sivarasa-Pirundaban Achudan. He had been trained as a pilot at a flying school in France. He had travelled frequently to several European and African countries and was responsible in purchasing aircraft for the LTTE. He engaged in several business activities with the investments of the LTTE in foreign countries. He was also responsible in developing contacts with political figures and business magnates abroad in support of the LTTE. Apart from the two prime LTTE terrorists , the names of Narendran from Europe, Bhavindran and Rooban operating in South East Asian countries have also surfaced recently with regard to the LTTE’s procurement of ships and arms These suspects are also believed to be engaged in business activities involving the LTTE. The Sri Lankan authorities have also sought more information from intelligence agencies abroad on the three LTTE factions currently active in the USA, Norway and the United Kingdom. The Rudrakumaran faction is based in the United States while the Nediyavan faction is in Norway and the Global Tamil Forum of Fr.Emanuel in the UK. However, Germany has arrested five LTTE suspects and the Netherlands has rounded up eight LTTE so far in 2010.

A central intelligence agency has recently alerted the Meghalaya Police of former 'captain' of Chin National Army (CNA), Tialkulhtang, of smuggling arms and ammunition from Mandalay in Myanmar. Chin are an ethnic group of Myanmmar. "Tialkulhtang, a known arms smuggler, is in the process of smuggling consignment of arms and ammunition meant for some rebel groups operating in the region," the intelligence official told IANS on condition of anonymity. Tialkulhtang is believed to be operating from somewhere in Shillong. The arms are likely to enter India through Mizoram via Siakhumphaivaphai area of Champai District, he added. The report adds that India-Myanmar is used by the illegal weapons syndicate to smuggle small and medium arms and ammunition, besides explosives, to Northeastern militant groups. "These Burmese Mizo (read Myanmarese ethnic Chin) have made Shillong as their safe haven taking advantage of tribal Indian Mizo identity who have settled here," a senior Meghalaya Police requesting anonymity, said. The Police official, however, claimed that a number of Myanmarese Chin arms smugglers have been arrested from Shillong.

Contained in more than 90,000 classified documents, the disclosures could fuel growing doubts in Congress about US President Barack Obama’s war strategy at a time when the US death toll is soaring. The leaked reports, covering a period from January 2004 to December 2009, suggest that current and former officials from the Inter-Services Intelligence (ISI) have met directly with the Taliban in secret strategy sessions to organise terrorist networks fighting US soldiers. The Guardian said more than 180 intelligence files accuse the ISI of supplying, arming and training the insurgency since at least 2004. One of the reports even implicates the ISI in a plot to assassinate Afghan President Hamid Karzai, attacks on NATO warplanes, a plot to poison the beer supply of Western troops and the 2008 Indian embassy bombing, said the newspaper. The research shows how Tehreek-e-Taliban Pakistan (TTP) strongholds in the border area close to Afghanistan have been targeted by US drone aircraft, while, at the same time, TTP have carried out attacks across Pakistan. Missile attacks by US drones in the Tribal Areas have more than tripled under the Obama administration, research by the BBC Urdu service shows. Compared with 25 drone strikes between January 2008 and January 2009, there were at least 87 such attacks between President Barack Obama taking office on January 20, 2009 and the end of June 2010. More than 700 people have been killed in such attacks under Obama, compared with slightly fewer than 200 from under his predecessor, George W Bush. The TTP backlash over the same period has been even more violent. Terrorists have struck more than 140 times in various locations, killing more than 1,700 people and injuring hundreds more, the BBC research shows. Over the same 18-month period, many more than 2,500 people have died in offensives by the Pakistani Army and fighting between troops and the TTP.

The document on possible attack on the Indian embassy is part of a massive leak of 92,000 intelligence reports that suggested that the war in Afghanistan is going badly for the US and Pakistan's Inter-Services Intelligence (ISI) is fuelling the insurgency in the war-torn country. Advance copies of the leak were made available to three publications - The New York Times, British daily newspaper Guardian, and German weekly Der Spiegel, which made some excerpts available. The document dealing with the Indian embassy is titled 'Threat Report: Threat to Indian Embassy.' The date of information is June 30, 2008, while the date of report is July 1, 2008. The organisation involved is "Taliban Center" and the Report number is 75010708. "Taliban are planning to carry out an attack on the Indian embassy in Kabul. TB (Taliban) designated an engineer to take this action," the document reads. "He intends to use stolen ANA/ANP (Afghan National Army/ Afghan National Police) car, and wears stolen uniform. He speaks Dari with distinct Iranian accent. Allegedly, he is the owner of a company," it added. "INS (insurgents) are planning to divide into two groups: first will attack Indian embassy building, whilst the second group will engage security posts in front of MOI (ministry of interior), IOT (in order to) give possibility to escape attackers from the first group," the report said. However, other documents strongly indicate that Pakistan's ISI is supporting the insurgency in Afghanistan, as well as plotting with Taliban leaders to assassinate Afghan leaders. The New York Times pointed out that it has been difficult for the US to pin Pakistan's spy agency directly to an attack orchestrated by the Taliban. But the assault on the Indian embassy led the Central Investigation Agency's then deputy director Stephen R. Kappes to immediately go to Islamabad to confront the ISI with evidence that it had helped organise the attack. Another leaked document, dated August 2008, identifies a colonel in the ISI plotting with a Taliban official to assassinate Afghan President Hamid Karzai. However, there were no accompanying details and the report could not be verified. Meanwhile, US national security advisor James Jones, in a statement, condemned the leaks as "irresponsible" and said that WikiLeaks had not contacted the US Government before going public. "The United States strongly condemns the disclosure of classified information by individuals and organisations which could put the lives of Americans and our partners at risk, and threaten our national security," Jones said.

The fears were conveyed by the Indian Army leadership to Admiral Mike Mullen, Chairman of the US Joint Chiefs of Staff, who was in New Delhi on July 24 and 25, The Sunday Times said in a dispatch from Islamabad. After his arrival in Pakistan, Mullen had on July 24 said that the LeT has expanded its operations to Afghanistan and the West and has become more active throughout the region. The paper said the LeT has joined forces with the Taliban in a new alliance to kill western soldiers in Afghanistan. In the past few weeks NATO commanders are convinced that LeT are behind a string of attacks and influx of fighters into eastern Afghanistan, the newspaper said. The issue was raised by Admiral Mullen after he arrived in Islamabad for meetings with Pakistan's Army chief General Ashfaq Kayani, the report said. Outlawed under US pressure in 2002, the outfit has continued to operate under different names. The LeT's camps have long been used by al Qaeda for training.

The Awami National Party (ANP) lost about 485 diehard activists during the ongoing ‘war on terror’ for its tough stance against militants in Khyber Pakhtunkhwa and tribal areas over the last many years, Daily Times reported o July 27. Most of the casualties were from Malakand division where the party leaders and workers remained on the hit list of terrorists since 2006. The latest blow was the assassination of Mian Rashid Hussain, the only son of the Provincial Information Minister Mian Iftikhar Hussain, who had been declared by the militants as their “enemy number one” for his harsh statements against them. The nationalist party suffered another blow when a suicide bomber blew himself up near the residence of the information minister in Pabbi when hundreds of women were there to offer condolences to the family and men were offering Fateha in the nearby mosque. Mian Iftikhar is not deterred but ready to sacrifice even his own life. “We all are to die. I am proud of the martyrdom of my son,” the outspoken minister told journalists on Tuesday. “Two of our MPAs have been killed in the bomb attacks. Alamzeb, MPA from Peshawar, was killed in January last year in a roadside blast. Another was Dr Shamsher from Swat, killed in a suicide attack three days after Eid ul Azha in 2009,” said Zahid Hussain, a former nazim of Landi Arbab and the ANP Peshawar chapter office-bearer. Several were lucky to escape unhurt in terror attacks. They include ANP head Asfandyar Wali Khan, who escaped a suicide attack at the family house, Wali Bagh, in 2008. However, the ULFA cadres were asked to avoid killing of civilians as far as possible, Police sources said. Sources said that in recent times, the ‘109th battalion’ of the ULFA has become active in lower Assam Districts, particularly in Goalpara District and the recent ambush of CRPF personnel, proved the intercepts to be correct. On the activities of the other battalions of the ULFA, sources revealed that recently Police and SFs foiled a bid by the ‘27th battalion’ of the outfit, headed by Nayan Medhi to target the Numaligarh Refinery Limited (NRL). Sources, however, refused to divulge the details of the operation. The ‘28th battalion’ is concentrating more on launching extortion drive in recent times; members of the unit have not launched any major offensive. After the surrender of a number of cadres, the leaders of the unit are apprehensive of sending cadres to Assam from their bases in Myanmar, sources added. The ‘709th battalion’ headed by Hira Sarania has not indulged in major act of violence in recent times and Police believes that Sarania is closer to the ULFA ‘chairman’ Arabinda Rajkhowa and the possibility of his agreeing for talks in future cannot be ruled out. A 10-member group of the ULFA built tent on some chaporis (sandbars) along the Brahmaputra River close to Majuli Island to intensify its operations in the Upper Assam Districts, according to Telegraph. Sources in the State Intelligence Bureau said the group was taking shelter at a few chaporis near Lakhimpur District and coordinating a fund collection drive in Lakhimpur, Jorhat and Golaghat Districts. “The group, led by Biplab Barua of Sivasagar district, is using the river network and was shuttling between Sikoli Chapori and Charai Chapori till a few weeks back; it is distributing extortion notes among businessmen in Lakhimpur, Golaghat and Jorhat districts,” the source said.

There are total 27,261 Bru refugees from Mizoram in six relief camps in North District in Tripura as per a head count completed on July 28, reports Press Trust of India. The head count exercise was undertaken as per the instruction of the Mizoram Government, which is regarded as the first step in the effort to repatriate all Bru refugees in 2010, following instructions of Union Home Minister P. Chidambaram that it be completed by October end. Mizoram Bru Displaced People’s Forum (MBDPF), which undertook the exercise, said the relief camps were located at Kanchanpur sub-division in North District in Tripura and the refugees were classified into two groups – those who migrated en masse in 1997 and those in 2009. Union Home Minister, who visited Aizawl on May 25, asked the Bru leaders to ensure that all refugees were repatriated to Mizoram and said he would visit Mizoram again to oversee the repatriation process.

The Island reported that the Police and Security Forces had so far identified 737 hardcore terrorists among the 11,686 LTTE cadre who surrendered and they were being held separately from others undergoing rehabilitation at different Government-run centres. The English Daily quoted Commissioner General of Rehabilitation Sudantha Ranasinghe as saying those involved in major terrorist attacks would have to be legally dealt with. Rehabilitation and Law Reforms Minister Dew Gunasekera told The Island that there were two categories of LTTE cadre in Government custody. He said: “There are about 600 to 700 men and women arrested over a period of time by successive governments. Among them are persons held in connection with high profile assassination bids targeting VIPs. The second category comprises those, who were taken in during the final phase of Eelam War IV.” Gunasekera said that they would make every effort to expedite cases of those held on terrorism charges. Acknowledging the difficult task ahead, he said Tamil political parties continued to take up the issue regularly in Parliament.

Assam Tribune quoting the Union Ministry of Home Affairs sources reports that militancy-related violence in the Northeastern region has come down during the first six months of 2010 as compared to the same period in 2009. Of the Northeastern States, Assam and Manipur continue to remain trouble-torn, although the incidence of violence has come down during the past six months. Mizoram remains the most peaceful State. For the period January to June 2010, Assam accounted for 121 incidents of violence. In 2009, during the same period 263 incidents were reported. Two Security Forces (SFs) and 23 civilians died in 2010. However, in 2009, 20 SFs and 99 civilians died between January to June. Sources said that Manipur continues to remain violence-prone with 183 such incidents reported so far. However, in 2009 till June, 362 cases were reported. Two SFs and 16 civilians have died so far, a figure less than 2009’s with seven and 51 SFs and civilians killed respectively. In Meghalaya, 11 such militant related violence occurred and one civilian has died in 2010. In fact Meghalaya is the only State in the region to have accounted an increase in violence during the first six months of 2010 compared to 2009’s figures. In 2009 between January and June there were just four cases of militant-related violence. Mizoram remains the only State with no militant-related violence reported since 2009. In 2008, there was just one such case. There was no death of civilians or SFs in the State since 2008.

Though terror groups continue to strike in their country, a majority of Pakistanis still consider India as a major threat, view America as an enemy and are far less concerned about Taliban and al Qaida, Times of India quoting Pew Research Center opinion poll reported on July 30. While Pakistanis express serious concerns about the US, they have also deep worries about neighbour and long-time rival India than militant outfits within Pakistan, according to the prestigious Pew Research Centre opinion poll carried out inside Pakistan. "When asked which is the greatest threat to their country - India, the Taliban or al-Qaida - slightly more than half of Pakistanis (53 per cent) choose India, compared with 23 per cent for Taliban and just 3 per cent for al-Qaida," it said. However, despite the deep-seated tensions between India and Pakistan, most Pakistanis want better ties with India. Roughly seven-in-ten (72 per cent ) said it is important for relations with India to improve and about three-quarters support increased trade with India and further talks between the two rivals, it said. In spite of pumping in billions of dollars in economic and military aid, the US image in Pakistan was at its lowest ever among the 22 nations included in the poll. 59 per cent of the respondents described America as an enemy and only eight per cent trusted President Barack Obama. The Pakistanis saw little threat from Taliban and al Qaida and only 25 per cent of the people said it would be bad for Islamabad if Taliban takes over again Afghanistan.
