According to State Police, around 190 incidents were reported in 2011, the lowest in last 22 years of militancy in the State. “As a result of our combined efforts, there has been discernible improvement in the situation. The militancy related incidents continue to show a dwindling graph and were lowest-ever during last 22 years of militancy,” Director General of Police (DGP) Kuldeep Khoda said. Terrorist violence in 2011 dropped to an all time low of around 190 incidents as compared to 368 cases in 2010, the DGP said. The year 2011 witnessed a sharp drop of 47 per cent in terrorist violence cases as compared to 2010. Jammu witnessed 74 per cent drop whereas Kashmir witnessed 33 per cent drop in terrorist violence as compared to last year. 37 militancy incidents were reported in Jammu this year, while Kashmir witnessed 152, he said. As many as 159 people, including 99 terrorists, were killed this year as compared to 323 last year in the state during the same period showing a dip in killings by over 55 percent, as per the statistics compiled by the State Home Ministry. Against 41 civilians killed last year, as many as 28 died this year during the same period. Similarly, against 66 security force personnel killed in 2010, only 31 died this year. This year 99 militants were killed, while 217 were killed last year, the DGP said. As per the statistics, 13 Districts of Jammu and Kashmir have reported militancy incidents in a single digit, while three Districts have recorded no militancy cases. Budgam witnessed only three militancy incidents followed by four in Kulgam, five in Anantnag, eight each in Shopian, Ganderbal and Bandipora, thus a total of 36 incidents were reported in six Districts of Kashmir. While in Jammu, eight militancy cases were recorded in Kishtwar, five in Ramban, six in Doda, four in Poonch, two in Rajouri and one each in Jammu and Udhampur Districts. No militancy incidents were witnessed in Reasi, border Districts of Samba and Kathua in Jammu region, he said. General Officer Commanding (GOC) of Nagrota-based 16th corps, Lieutenant General A S Nandal, on December 31 said there has been a decline in infiltration attempts into India as compared to the previous years, according to ANI. "Overall, there has been a decrease in infiltration attempts and there has also been a downfall in the militant related incidents. Overall there has been a huge difference as compared to previous years," he said. IBN Live reports that the Ramban District is speedily moving towards "zero militancy" as only four militants of Hizb-ul-Mujahideen (HM) are currently active in the area. "There are only four militants of HM outfit operating in Ramban District," Superintendent of Police Anil Mangotra said. "These surviving militants are hiding somewhere in the upper reaches, and the police and army are trying hard to locate and eliminate them," he added. Five top militants including two top HM and Lashkar-e-Toiba (LeT) ‘commanders’ were killed in Ramban in 2011, giving a big jolt to militancy in the District, he said. Bordered by thick forested belts of Doda, Anantnag, Udhampur and Reasi Districts, Ramban has seen more than 400 militants of different outfits including HM, LeT, JeM, HuJI, HuM and HMPPR operating in the District till 2000, he said. Earlier, on December 30, the General Officer Commanding of XV Corps, Lieutenant General Syed Atta Hasnain said that militant outfits are still active across the Line of Control (LoC) in Jammu and Kashmir, reports ANI. General Hasnain said that it was impossible to control the infiltration completely. "Even now I think that infiltration is taking place and I have been telling this all the times despite deployment of a soldier at every place, zero-infiltration would be impossible. Infiltration will take place till the people from the other side continue to set up related infrastructures for infiltration," said Hasnain.

In a major decision aimed at phased removal of paramilitary personnel from Jammu and Kashmir, the State Government has taken up the issue with the Union Home Ministry for raising of 50 more police battalions for deployment in militancy and other trouble prone areas of the State to maintain law and order after withdrawal of the troopers, according to Daily Excelsior. "In first phase, the Government has asked for sanction for raising five police battalions comprising 5000 police personnel. However, as a long term measure, the State has sought creation of a total of 50 police battalions to gradually replace paramilitary and security personnel with the police force’’, official sources told the Excelsior.

Source said after the onset of the coal trading season in October-November, groups like the Garo National Liberation Army (GNLA) have been making hefty monetary demands from traders in places like Borsora and Shahlang. Such extortion has ingrained a deep sense of insecurity not only among the coal traders but also among labourers. Allegedly, the rampant extortion demands range anything between INR 50,000 and INR 500,000. Such demands also had forced many labourers to flee from their camps in places like Shahlang.

The State Police’s recruitment drive in Communist Party of India-Maoist (CPI-Maoist)-affected Bankura, Purulia and West Midnapore Districts has received a strong response, reports The Indian Express. The Government has fast forwarded the process of recruitment of constables and home guards in the wake of the killing of Maoist politburo member Mallojula Koteswara Rao on November 24, 2011. According to official records, in 28 Police Stations across Bankura, West Midnapore and Purulia districts, 93,285 tribal men and women have submitted forms for the post of special Police Constable. The government in its notification issued in September announced that 5,000 youths will be recruited as special police constables while another 5,000 to be recruited as national volunteer force.

Mohammed Ahmed Sidibapa alias Yasin Bhatkal alias Shahrukh, who led the IM module, may have been in Mumbai during the blasts, investigators believe. Initial investigation showed that the Yasin-led IM module was behind the German Bakery bombing in Pune, the blast in Chinnaswami Stadium in Bangalore and the firing on foreign tourists near Jama Masjid in Delhi ahead of the 2010 Commonwealth Games. As reported earlier, in a nationwide investigation, Police Forces, supported by intelligence agencies, had arrested seven IM members. Yasin managed to escape. Investigators also found that Yasin, who is related to brothers Riyaz and Iqbal Bhatkal, was living in Delhi until recently. Riyaz Bhatkal and Iqbal Bhatkal are now believed to be in Karachi (Pakistan).

Investigators said that Taiyab was involved in the Students Islamic Movement of India (SIMI) and was inducted by Mufti Abu Bashar, the first arrested accused in the serial blasts case. "Like Abu Bashar, Habib was inclined towards teaching religion and was working as teacher at a madrassa," said an unnamed crime branch official, adding, "On the insistence of other members, he had attended camps organized by SIMI at Wagamon in Kerala and Khandwa in Madhya Pradesh." Officials added that while Taiyab knew about the blasts, he was not directly involved. "Delhi Police arrested two Babbar Khalsa operatives who were planning to assassinate some political and religious leaders. We are investigating to confirm how many people are working with the group," Deputy Commissioner of Police (Crime) Ashok Chand said. The Police claimed that these operatives were planning strikes in Delhi and Punjab by reviving the BKI modules. Chand said: "After the end of militancy in Punjab, the remaining BKI operatives went underground. But with the recovery of the RDX from Ambala [Haryana] and the arrest of these two operatives it is clear that the BKI is trying to revive itself." Sarabpreet and Jaswinder Singh, in their early 30s, were arrested in a joint operation by Delhi Police's Special Cell and Crime Branch on December 22. The decision was taken at a meeting of the Taliban Shura held at an unspecified place on January 2. A statement issued in the form of a pamphlet to the media in Waziristan after the meeting said that “All Mujahideen —local and foreigners —are informed that all jihadi forces, in consultation with Islamic Emirate Afghanistan, have unanimously decided to form a five-member commission. It will be known as Shura-i-Murakbah.” The committee comprises Maulvi Azmatullah, Maulvi Noor Saeed, Maulvi Saeedullah, Maulvi Sadar Hayat and Hafeez Amir Hamza. If any Mujahid is found involved in unjustified killings, crimes and other illegal activities he will be answerable to Shura-i-Murakbah and will be punished in accordance with the Shariah law,” the statement says. The sources said the high command of TTP and Afghan Taliban had been trying for two months to reach an agreement on uniting different factions. The first meeting in this regard was held on November 27 in Azam Warsak near Wana in South Waziristan Agency. It was attended by Waliur Rehman Mehsud, Hakeemullah Mehsud, Mulla Nazir, Abu Yehya Al Libi and Abdur Rehman al Saudi of al Qaeda and Sirajuddin Haqqani of the Haqqani network. The second meeting was held on December 11 in Dattakhel area of North Waziristan Agency. CMC is a data collection NGO which taps into Interior Ministry, Health Department and Inter-Services Public Relations (ISPR) resources. As a result, the number of deaths also decreased by 48% compared to the previous year. The brunt of fatalities were faced by civilians – out of 606 people killed in 2011, 358 were civilians while the Army lost 33 of its soldiers, the Frontier Constabulary lost 100 and the Police lost 54 personnel. A total of 23 of the 41 attacks targeted civilians. As many as 51 suicide bombers were used in the attacks – certain hits used more than one human bomb. Only four of the recorded bomb attacks targeted the military.

"2011 is the first year that has witnessed 'zero infiltration' (along Indo-Pak border). There has been no infiltration anywhere along the border in Jammu region," said Inspector General of Police (IGP, Jammu Zone) Dilbagh Singh. "There have been ceasefire violations. There have been dozens of infiltration attempts but they have not been successful," he added. To a question about the state of militancy in Jammu region, Singh said, "It was the best year as far as security, militancy and peace are concerned." Referring to militancy, he said while Doda and Reasi Districts are free from the menace, there is presence of militancy in Kishtwar, Rajouri and Poonch, though it is very marginal in Ramban District of Jammu region. Singh said 32 listed militants were operating in Jammu region at present. Police and security forces have eliminated 32 militants, including 11 top commanders in 2011, he said, adding that due to fear of Security Forces, militants have gone underground. "But our endeavour is to stamp out militancy completely from the region," he added. "We have confirmed reports that LeT is imparting training to 21 selected female terrorists at its training facilities in Muzaffarabad in PoK for carrying out terrorist activities in India," an unnamed Army official said in New Delhi. Army said the new group, named as Dukhtareen-e-Toiba, is planned to be made active in the Kashmir Valley by the LeT. The women terrorists are planned to be infiltrated into India through routes in Uri sector or using the aerial route through some other country. DNA quoted sources as saying, "Inputs reveal that 21 girls are being trained by LeT at Divalia, Muzzafarabad, under the name of Dukhtaran-e-Toiba." The group, after training, have been placed under the command of an LeT ‘commander’, Sayeed Sadaqat Hussain, for future deployment in Kashmir, the sources added. Intercepts indicate that the new front is being activated since the earlier formation of women Dukhtaran-e-Millat (DeM) led by Asiya Andrabi has not been successful in mobilising people as it had in the past, adds The Hindu. According to reports, the sources said, the effort is to try and infiltrate these trained cadres into India either through the Uri sector or even Nepal. Another training camp, according to other information, is located at Turbeladem in PoK in which over 400 terrorists in various groups are being trained and that the facility is being commanded by a senior officer of Inter-Services Intelligence (ISI). The sources said the ISI asked the LeT and other terror groups to carry out attacks against the Indian troops deployed on the Line of Control (LoC). Now both sides are hoping their negotiations will culminate in a ‘lasting’ agreement which will restore peace in the country’s lawless tribal lands. “We have drawn the broader outlines for a possible accord. And what we’re now working on are minor details,” said an Intelligence Official, who claimed the results of the ‘year-long’ peace process would be unveiled shortly. “Unlike the past, we are trying to have something workable and implementable this time around,” said the official referring to the failure of all three agreements the security institutions had with the TTP. “These are crucial times…we have to be extremely careful. A slight miscalculation can harm us in a big way,” the official, requesting anonymity, added in reference to changes in the regional war given the eventual withdrawal of the United States (US)-led international forces by 2014. However, publicly, the military denies having any talks with the militants. Senior TTP associates also confirmed that these covert talks with the military establishment were reaching a climax and said there were several indications of things moving ahead. According to sources, earlier, the TTP leader Maulvi Waliur Rehman Mehsud had ordered to halt the training of suicide bombers at several camps in South and North Waziristan. “Now look how effective this thing alone is … it has never happened in four years that the TTP stops training its suicide bombers,” said Raqeebullah Mehsud, a young militant commander from the Ludha area of South Waziristan. Further, Raqeebullah said TTP chief Hakimullah Mehsud was not aware of these talks and he, along with a core group following his hard-line positions on talks with the Government was aware of these negotiations. “He [Hakimullah] is out. At least people here think so,” Raqeebullah commented. Though it could not be confirmed, some officials said the TTP chief might have crossed into Afghanistan after sudden defections of his loyalists to pro-Pakistan militant groups who were against launching attacks in the country’s mainland.

It is reported that the Afghan Taliban and Tehreek-e-Taliban Pakistan (TTP) formed a joint five-member ‘shura’ or council, named Shura-e-Muraqba, with other Pakistani militant outfits. The new ‘shura’ includes the Haqqani Network and powerful commanders of the groups led by Maulvi Nazir and Hafiz Gul Bahadur who have already signed a peace deal with the Pakistan Army. The new entrants into the shura are the factions of TTP led by Hakimullah Mehsud and Maulana Wali-ur Rahman. The report noted that the trend of an overall decrease in the number of violent incidents and casualties in Pakistan that was witnessed in 2010 continued in 2011. The report attributed a fall in conflict-related casualties largely to military operations in the Tribal Areas and in Khyber Pakhtunkhwa, and to fewer suicide bombings and drone strikes in the country in 2011. According to the report, a total of 2,985 violent incidents—including terrorist attacks, security forces operations, ethno-political violence, inter-tribal clashes, drone attacks, and cross-border attacks—were reported in Pakistan in 2011. This is compared to 3,393 incidents in 2010 and 3,816 in 2009, a decrease of 12 percent and 22 percent, respectively. Casualties in violent incidents also went down, from 10,003 fatalities in 2010 to 7,107 in 2011, a decrease of 29 percent. The number of people injured in these attacks declined from 10,283 in 2010 to 6,736 in 2011, representing a 34 percent decrease.

The intelligence inputs states that a Chinese national of Tibetan origin by the name Tashi Phuntsok is likely to enter India to gather intelligence on the Tibetan administration as well as to cause harm to the Dalai Lama. CMC, an independent research centre, which regularly monitors drone attacks in Pakistan, has prepared an annual report (2011) on drone attacks inside Pakistani territory. The report notes 43 percent decline in drone attacks during 2011 than 2010. CIA had conducted 132 drone attacks in 2010. The number of fatalities in drone attacks has also dropped by 35 percent. US had carried out 75 drone attacks inside Pakistan during the year 2011 killing 609 people. Among them only three were Arab commanders of al Qaeda; one was UK’s most wanted and just four were senior commanders of different factions of Pakistani militants, the report said, adding that the rest were innocents. American drones fired 242 AGM-114 Hellfire missiles during the year and destroyed 38 houses, 37 vehicles, one camp and a seminary. One such missile costs for $68000 which means the CIA spent $16.456 million or Rs 1.5 billion to kill 609 people. In average, ammunition cost of every single casualty was $27000 or Rs 2.4 million. If other expenses are included the overall cost of killing one suspected militant will further rise. It may become point of concern for American taxpayer that such a huge amount of money was spent just to eliminate four al Qaeda leaders and four Taliban commanders. The report said drone strikes also strained US-Pak relations.

If we tolerate the Taliban presence, it will be a strategic mistake. We will be on their target, if things go wrong again in the future,” said an official privy to the ongoing peace talks between the militants and security agencies. Same is true for Khyber Agency, which borders Peshawar, the capital city of Khyber Pakhtunkhwa that has borne the brunt of the war on terror in the past three years, the official said. “We cannot continue to allow them to maintain a presence near our cities from where they can plan and mount attacks,” the official added. Both sides, however, said that the military was not keen on regaining complete control of other tribal regions, which are controlled by the TTP or its splinters including South Waziristan, Bajaur and Mohmand – the regions that share borders with Afghanistan.

Intelligence agencies have reportedly received inputs that the Communist Party of India-Maoist (CPI-Maoist) has sought the help of Assam based insurgent group, Kamtapur Liberation Organisation (KLO), indicating a retaliation of an “unprecedented scale” to avenge the killing of its politburo member Mallojula Koteswara Rao alias Kishanji in West Bengal on November 24, 2011. Talking to Nagaland Post, a senior Police official said they have received inputs that “something big” would happen anytime, anywhere. He said Centre has also informed all Maoist infested states to be on high alert. Reports said that ground-level intelligence gathered by Central agencies revealed that top Maoist leadership has been constantly interacting with KLO in the last one month. Hiteen, the battlefield where Sultan Salahuddin Ayubi defeated the Crusaders, was started in June 2011, a month after Osama Bin Laden’s killing. The magazine has stories which preach jihad and praise Bin Laden. The seventh edition which was sent out last month opens with an essay, Matyrdom of Sheikh Osama bin Laden and the International Jihad Movement. The magazine has the ‘sayings’ of Mullah Omar and some al Qaeda leaders. There is also an interview with Sheikh Khalid Bin Abdul Rehman Al Husnain, who was once part of Kuwait’s Ministry of Islamic Affairs, but has now joined al Qaeda. There is a fatwa by Muhammad Waliullah Hussain of the Jama’at-ul-Uloom-ul Islami, which declares that there is no bar on Muslims looting goods from NATO containers. Hiteen does not carry the name of the editor, the only way to send feedback is through two email addresses. An editorial in the magazine says that it is not true that the mission of the ‘mujahedeen’, (holy warrior) has been damaged with Bin Laden’s death. The mujahedeen are still fighting with their full strength. It advises readers not to pay attention to the ‘false reports about mujahedeen from the hypocritical media’ and to continue the struggle. The fight, it says, will continue till the United States (US) is removed from Muslim countries and an Islamic Caliphate is established. An anonymous essay speaks of the need for another Bin Laden who would fight non-Muslims and defend the Muslims. The magazine thanks the many wings of al Qaeda all over the world. A Police Officer of the Counter Terrorism Department, speaking on the condition of anonymity, said that they had knowledge of the magazine and that copies of it were in their record and would soon discover who was responsible for publishing and circulating it.

While it is not uncommon for journalists in Pakistan to live under a constant cloud of intimidation and violence, the perceptible increase in threats is manifested by over a dozen journalists killed in 2011, while many others have been forced to go into hiding. Many have exercised self-censorship for the sake of safety and others have suffered for airing views that are unpopular in some quarters. A number of journalists have recently gone public about the threats they have received from ‘anonymous callers’. They have also mentioned cell phone numbers of the callers but little has been done to identify or prosecute these people. A Government committed to media freedom must neither remain a spectator in the circumstances nor wait to be implored into action.” Further the report stated, “HRCP wants to remind the authorities that for two years now Pakistan has held the dubious distinction of being one of the deadliest countries for journalists. HRCP reiterates that those making threats and perpetrating violence against journalists are encouraged by the fact that out of over 70 journalists killed in Pakistan in the last decade, the perpetrators have been brought to justice in only one case.” HRCP urged all state institutions to acknowledge the dangers faced by the journalists, identify and prosecute those threatening media persons on account of their work and ensure that journalism does not remain a dangerous profession in Pakistan.

In an interview to China’s People’s Daily Online, the Prime Minister termed the affidavits submitted by Army Chief and ISI to the court “unconstitutional and illegal”. “There can be no allegation more serious than what the honourable prime minister has leveled against COAS and DG ISI and has unfortunately charged the officers for violation of the constitution. This has very serious ramifications with potentially grievous consequences for the country”, the Inter Services Public Relations (ISPR) said in a statement. Earlier, PM Yousuf Raza Gilani sacked Secretary Defence Khalid Naeem Lodhi and handed over the additional charge of secretary defence to Nargis Sethi. Prime Minister Gilani’s office said in a statement that Lodhi was fired for “gross misconduct and illegal action which created misunderstanding” between state institutions. In a related development, the Army Chief General Ashfaq Parvez Kayani summoned an emergency meeting of the corps commanders. Dawn quoted sources as saying that the military high command had appointed Brigadier Sarfaraz Ali commander of the 111 brigade. Pakistan Army changed the commander of a Rawalpindi-based unit that has traditionally played a vital role in military coups as Army Chief Kayani gathered his key aides to assess an escalation in tensions with the civilian Government. Brigadier Sarfaraz Ali was named the new commander of the 111 Brigade, an infantry formation that is part of the X Corps and has usually been called out during past military takeovers to take over key buildings and installations in Islamabad and Rawalpindi, sources said.

The 17-member committee was tasked with formulating new terms of engagement with the US and NATO after the November 26, 2011 attack in the Mohmand Agency that killed 24 Pakistani soldiers. Foreign Minister Hina Rabbani Khar, who represented the Foreign Office during the committee’s deliberations, told reporters that the Government was seeking the Parliament’s wisdom and would reframe its foreign policy in accordance with the mandate given by the PCNS. PCNS chairman Senator Raza Rabbani said, “We will give a broad outline for terms of engagement with the US and other countries, without going into details which was the prerogative of the Foreign Office and the Government.”

The grant highlights the difficulties facing Washington as it seeks partners to support religious moderation in Pakistan. The US Government website (www.usaspending.gov) shows that the group received USD 36,607 from Washington in 2009. A US diplomat, on the condition of anonymity, said that the embassy had given money to the group to organize the rallies, but that it had since changed direction and leadership. He said it was a one-off grant, and wouldn't be repeated. The SIC was formed in 2009 to counter extremism. It groups politicians and clerics from Pakistan's traditionalist Barelvi Muslim movement, often referred to as theological moderates in the Pakistani context. The American money was used to organize nationwide rallies against militants and suicide bombings, the embassy official said. The demonstrations received widespread media coverage, and were some of the first against extremism in the country. In 2011, however, the council led demonstrations in support of the Malik Mumtaz Qadri, the assassin of Salman Taseer, Governor of Punjab who was killed on January 4, 2011, for his criticism of blasphemy laws used to persecute religious minorities. However, two leading members of the council denied receiving any American funds. "This propaganda is being unleashed against us because we are strongly opposed to Western democracy and American policies in the region and in the world," said Sahibzada Fazal Karim, the head of the council, adding, "We are against extremism, but we support Qadri because he did a right thing".

The Delhi Police on January 12 seized Fake Indian Currency Notes (FICN) worth INR 60 million from Dabri area in south-west Delhi, reports Times of India. A team managed to get hold of a tempo near Dabri carrying several gunny bags with cloth packets. The seized currency was packed in cloth bundles which had cardboard cabinets, similar to the way textile imported from Pakistan is packaged. Officials said that notes were of INR 500 and INR 1,000 denomination. Two suspected Indian nationals, identified as Mohammad Hasan and Abdul, were arrested with the tempo and interrogated. One more person, whose name was not disclosed, was arrested from there. Police is looking for other suspects including a Pakistani national. On the possible route of the consignment, a source said, "It reached Delhi from Surat via road but we are confirming whether it has come through sea route or has been sent through some other channel. Usually Saudi Arabia and Nepal are used for fake currency smuggling in India". Sources said the consignment seemed to have been sent by Iqbal Kana, a Pakistan-based operative close to Dawood Ibrahim. The exact motive of sending such a large haul is being investigated. Sources say intelligence agencies have several inputs about more fake currency being pumped into northern states before the upcoming Assembly elections. Intelligence agencies and Delhi Police had been on the lookout for the consignment after getting a tipoff 10 days ago about a huge haul of FICN being smuggled into the country. Delhi Police Commissioner B K Gupta said, "This is one of the biggest hauls in the country. The seized fake currency was sent from a foreign country. It looks as good as original." It is the biggest single haul of FICN as it may surpass in final count the total amount of FICNs city Police seized in the past five years. The Delhi Police has seized a total of INR 83.9 million FICNs in 210 cases over the past five years. In the past five years, Police seized FICNs with a face value of INR 8, 39, 07,790, USD 5,800 and Euro 2,000 with 2008 topping the list with counterfeit notes of INR 59.1 million. According to Delhi Police statistics, 2007 saw the second highest seizure with FICNs with a face value of INR 10.1 million in 45 cases followed by 2009 (fake notes of Rs 8.83 million in 47 cases) and 2010 (fake notes of Rs 2.84 million in 33 cases). In 2011, FICNs with a face value of INR 2.82 million were recovered in 44 cases. An analysis shows that notes of denomination of 100 appears to be the favourite among counterfeiters as it is the most seized currency in the past five years.

Two persons -- Ash Mohammed and Zeeshan Khan -- were arrested from Karol Bagh and Dabri on January 12 while they were ferrying the FICNs in two separate tempos, Arun Kampani, Deputy Commissioner of Police (Special Cell), said. It was earlier reported that INR 60 million had been seized. Interrogation revealed that Zeeshan’s father Hasan, a resident of Dabri in South West Delhi, had left recently for Faisalabad in Pakistan to meet Kana for facilitating the delivery of the consignment that was intercepted by the Special Cell team. Investigators, meanwhile, believe that the seized FICNs was sent by Kana, who is suspected to have close links with Inter Services Intelligence (ISI). Police sources said the wrappers seized from the clothes used to conceal FICNs had the names of five companies -- Safari Textiles Mills, Four Star Sidiki Processing Mill, Maharani Collection, Kohinoor Suiting and Usmaan Naiem Fabrics -- based in Pakistan's Faizalabad. Hindustan Times adds that FICNs recovered by the Delhi Police were printed at a Government printing press in Karachi. The seizure was made following an intelligence input. The input came after three men, including an Indian businessman and a Filipino national, were arrested in Kathmandu on December 21, 2011. Investigators following the fake currency trail into North India, especially Delhi and Uttar Pradesh, zeroed in on a Nepal-based Indian national, known only by his last name Khanna, who has not been arrested so far. Khanna, officials say, has a Nepalese assistant, Raju, and Pakistani handlers, Aftab Batki and Iqbal Kana (also known as Shahid), according to Times of India. Officials say Batki and Kana sometimes use the sea route to land fake currency in Gujarat and Maharashtra. In Delhi, the currency first makes its way to some dealers in Lajpat Nagar and parts of South Delhi, from where it is routed to smaller dealers.

Hindustan Times reports that Inter-Services Intelligence (ISI) in 2011 pumped Fake Indian Currency Note (FICN) worth INR 16 billion into the country in an effort to fund its terror activities and destabilise the Indian monetary system. Sources said an ISI officer, Aslam Chaudhary, was understood to be the main person within the ISI, handling the printing of FICN. The National Investigation Agency (NIA) has been able to link the FICN seized in India in the past to Pakistani security presses by comparing the chemicals of genuine Pakistani notes and FICN seized in India. It is in recognition of extent of the damage to the monetary stability that the Government has decided to amend the anti-terror law, Unlawful Activities Prevention Act, to count production, smuggling or circulation of high quality counterfeit Indian currency as a terrorist offence. Once enacted, this will mean people convicted of circulating counterfeit currency can be sentenced to life imprisonment. It will also empower investigators to attach properties of the smugglers even before their conviction.

The State has already declared five Districts completely free of militancy. Expressing satisfaction over the fact that five Districts of Jammu and Kashmir, including Jammu, Samba, Kathua, Reasi and Doda have been declared free of militancy, the MHA called upon the security agencies to concentrate on completely clearing more Districts from militancy. According to sources, the MHA was of the view that number of militancy free Districts could be taken to eight or nine during the current year. The Home Ministry noted with satisfaction that militancy related incidents had gone down from 368 in 2010 to 195 in 2011. On infiltration from both Line of Control (LoC) and International Border (IB), it was viewed that infiltration had been low in 2011 as compared to 2010 though the number of attempts made during 2011 by the militants to intrude into this side hadn’t gone down. It was pointed out that in the absence of infiltration from the LoC and IB, the militants were taking aerial route from Pakistan to Dhaka in Bangladesh and Kathmandu in Nepal with the help of Pakistan Army and Inter-Services Intelligence (ISI) and then infiltrating into India from the two countries, which shared border with India at West Bengal, Uttar Pradesh, Bihar and some other States. A detailed mechanism was also drafted in the meeting to check terror funding, which was helping the militants to survive in the State. The terror funding was taking place not only within the country but also at the international level, sources said, adding the meeting formulated a strategy to ensure that the funds didn’t reach to the militants. Further, about 31 out of the total 67 projects sanctioned for the State as a part of the sanctioned Prime Minister's Reconstruction Plan (PMRP) have been completed and work was going on at a faster place in the remaining projects. This has been stated in the latest Progress Monitoring Report regarding the implementation of Reconstruction Plan, which is being monitored jointly by the Ministry of Home Affairs and Planning Commission.

The Voice for Baloch Missing Persons has so far organised three protest camps outside the KPC, two in Islamabad and several in Quetta. “The precarious situation in Balochistan can be gauged from the fact that along with adults, 169 children are also missing,” Qadeer said. Speaking at a News Conference on International Human Rights Day at the KPC, Human Rights Commission of Pakistan (HRCP) Chairperson Zohra Yusuf had said the establishment saw the problem of Balochistan as a “security issue” but it would not be fair to say it wanted to get rid of Balochistan. However, she went on to say that the Government in Balochistan was ineffective. HRCP figures about “missing” people were conservative as compared to claims made by Baloch nationalists. Yusuf said Baloch nationalists claimed that 5,000-7,000 people were “missing” in Balochistan, but HRCP figures were more conservative. “It is a matter of grave alarm that 107 new cases of enforced disappearance have been reported in Balochistan in 2011, and the ‘missing persons’ are increasingly turning up dead,” she added.

Besides UNLF, many other terror outfits are also extorting money in the State. According to NIA sources, one part of the proceeds from extortion has been used by the outfit to procure arms and ammunition and other part was invested by it in genuine business. “Most of the funds come from contractors who execute various central and state government schemes,” said source. The probe agency has arrested three top UNLF cadres, N Bomi Singh, Y Brojobidhu Singh and A Ibomcha Singh, who were allegedly part of the conspiracy to launder money into businesses. A special Central Bureau of Investigation (CBI) court in Lucknow sentenced a State Bank of India (SBI) official and two others to six years rigorous imprisonment in a Fake Indian Currency Notes (FICNs) recovery case, the investigation agency said on January 18, reports CNN-IBN. Sudhakar Tripathi, the then Cashier of SBI at Domariaganj and two persons, Abid Ali and Ram Shankar Singh, were sentenced to six years Rigorous Imprisonment and a fine of INR 500,000 was imposed on each of them in connection with the recovery of FICNs from their possession, an unnamed CBI spokesperson said. "Further, the genuine currency to the tune of Rs 17.19 lakh [INR 1.71 million] which was recovered from the residence of Sudhakar Tripathi was ordered to be confiscated in favour of the State," he said. The agency had seized FICNs with a face value of INR 500,000 from the possession of Abid Ali while INR 5,000 worth FICN were recovered from Tripathi and Singh, the official said. CBI had filed a chargesheet against all the three accused on October 21, 2008. "The trial Court found the accused guilty and convicted them. One of the accused Ram Shankar Singh has also been earlier sentenced to four years Rigorous Imprisonment with a fine of Rs 5,000 on October 24, 2011 in another FICN case investigated by CBI," he added.

The notes are now printed at Quetta (Balochistan) in Pakistan under the close supervision of ISI handlers ISI shifted to this route after 26/11. Interrogation of two people arrested from Jammu in Jammu and Kashmir on January 17 after the busting of a Fake Indian Currency Notes (FICNs) racket in New Delhi on January 12 has revealed that the busted FICNs racket was on for over a year, reports Indian Express. Deputy Commissioner of Police (Special Cell) Arun Kampani said the two men, Yakub Ali and Ghulam Mohammed, arrested for allegedly transporting FICNs worth INR 22.4 million after receiving the consignment from Pakistan confessed they had been operating for a year. Kampani said Ghulam and Ali worked as transporters in Jammu. “Ghulam was the owner of a trading company while Ali was his employee. They have been in this racket for the past one year. We are still interrogating them.” Police sources said Ghulam told them that he owned the Khawaja Trading Company and used it as a front to smuggle FICNs from Pakistan. The two men, sources said, admitted they were the first point of contact for Iqbal Rana who transported FICNs into India through the borders of Rajouri and Poonch. “Yakub and Ali have been working as transporters for quite some time. No one suspected them and they were known to people at the border. The fake currency was concealed in packages of clothes and stored in a godown. They would wait for the right time to send it to Delhi by train,” an investigating officer said.

Yasin, popularly known as Doctor Imran across the three Bihar districts of Samastipur, Darbhanga and Madhubani, had a lot of acquaintances whom he invited over to Delhi. Yasin merely re-established contact with those who came to Delhi in search of jobs. "We believe that he was in need of men, who were equally motivated and also in want of money. Thus, he chose his men very carefully,'' added the source. This, he claimed, also showed that Yasin could have already kept other modules ready. "He is one leader who did not let the left hand know what the right hand was up to,'' an officer said. Sources have also confirmed that at least two members of the present module were present near L-11, Batla House, the encounter site on September 13, 2008, though till then they had no knowledge of the exact role played by the Azamgarh module. "We believe that these men were not part of any bombings prior to 2010, but we have evidence which suggest that they assembled as early as December 2008 and decided to take forward the IM agenda,'' said a source. Earlier, investigators had believed that the Bihar module had only become active after the Azamgarh (Uttar Pradesh) module, operating under Atif Ameen, was busted in the Batla House encounter in September 2008.

"Following information from our sources, we had put the accused under surveillance and had summoned one Gulam Rasool (45), who is also the mastermind of this espionage game and resident of Baap area in Jodhpur, through notice under the Official Security Act on January 17," CID Superintendent of Police (SP) S Parimala said. Based on his information, his nephew Majid (40), and aide Allabax (50) were arrested on January 19 from Amritsar (Punjab) and Sri Ganganagar (Rajasthan) respectively. Both of them were carrying important information with them and were said to cross the border from Attari to deliver it to their handlers in Pakistan. Parimala told that Majid was carrying two memory cards with him which contained vital information about Army locations and exercises, whereas Allabax was carrying written documents and maps among other papers. Rasool, who is believed to be spying for the past one year, has also been found in possession of a diary with phone numbers of various Inter Services Intelligence (ISI) personnel and other officials. After his arrest, Rasool reportedly admitted to passing vital information about different military bases like Khajuwala, Nasirabad, Lathi, Chandhan and Phalodi's Air Force station besides the troops positioning in East Jaisalmer. He also admitted receiving money in return of this information. Parimala said that they frequently changed their mobile numbers to talk to their handlers in code words.

A cross-LoC trader of Mandi in Poonch dealing in fabrics with his counterparts in Pakistan occupied Kashmir (PoK) had been smuggling the currency from Poonch-Rawlakote route and sending it to New Delhi for use of terror activities, official sources told. The trader, identified as Ghulam Mohammad Khwaja, was importing fabrics from Rawlakote in PoK during four days weekly trade from Tuesday to Friday on Poonch-Rawlakote route. During the cross-LoC trade, he had developed links with militant ‘commanders’ based in PoK and ISI officials. Sources said the FICNs were reported to have been smuggled through concealed cavity in cardboard between the fabrics. From Poonch, the currency was brought in the buses and dumped at Narwal godown of Khwaja.

Indian agencies have had inputs about a possible coup in Bangladesh for the past few days. Brigadier General Muhammed Masud Razzaq told a press conference in Dhaka on January 19 that the military had specific evidence that up to 16 current and former Bangladeshi officers were involved in the conspiracy. While two retired officers, Lieutenant Colonel Ehsan Yusuf and Major Zakir, have been arrested, some of the main conspirators are believed to be based abroad, said agency reports from Bangladesh. Nobody has been arrested so far. “There were several letters written by a senior leader of the West Bengal-Jharkhand-Bihar-Odisha regional committee of the CPI-Maoist. The Government is contemplating the imposition of the fee, which will be collected by the army-run National Logistics Cell (NLC) as a condition for reopening the supply routes that were closed in retaliation for a cross-border NATO air strike on November 26, 2011 that killed 24 Pakistani soldiers. There is no proposal from the Federal Board of Revenue (FBR) to impose a transit fee on International Security Assistance Force (ISAF) and NATO containers but the Government is considering a proposal to allow the NLC to charge a fee for transportation charges and for providing No Objection Certificates, revealed the sources privy to the development. “The proposed fee is not to be imposed by the FBR despite getting approval in the Finance Bill 2011,” an unnamed senior official of the FBR said. Instead, the NLC will be tasked to collect the fee and to ensure that no pilferage of NATO supplies occurs during transit through Pakistan. The NLC currently charges a small fee for granting NOC and a proposal is being considered to raise this fee to USD1,000 per container in case NATO supplies are restored.

A meeting of the Peshawar based officials of international aid agencies, including United Nations High Commissioner for Refugees (UNHCR) and World Food Programme (WFP), has been scheduled for January 23 at the Provincial Disaster Management Authority’s (PDMA) offices to review the emergency, determining future course of action, according to Faiz Mohammad, chief coordinator (IDPs), PDMA. `Between 3,000 and 5,000 Shalobar families are estimated to leave their homes and head to other places for personal safety,` said Noor Akbar Afridi, in-charge of IDPs` camp in Jalozai, some 20 kilometres east of Peshawar. A large number of families left Qamberabad, Surkas and other villages inhabited by Shalobar tribe in Bara tehsil (revenue unit) of Khyber Agency. People began leaving their houses after hearing that the Government has decided to extend IDP status to members of the Shalobar tribe in view of intensified crackdown. According to sources in the Muslim community and security establishment, HuT that advocates a Caliphate (Islamic state) and has figured in several controversial developments around the world has been active among Indian Muslims. The group has a particularly strong presence in the national Capital, Delhi and largely among students. A senior Muslim leader said he was worried about the growing clout of HuT among his community members. "I am aware of them organizing seminars and protests in Delhi," he said. A source in the security establishment said HuT may have started operations in India around 2010, but seems to have lost the momentum. According to HuT's website, its India chapter organized a demonstration in June, 2010, against Israel's alleged atrocities. The demonstration was at Batla House, New Delhi that was attended by about 1,000 people. "My information is that they are not operating as a group in India because they are a political organization. Intellectual and political debate is a permissible norm but to espouse violence is absolutely not acceptable," said Abdul Rashid Qureshi, a Supreme Court lawyer who is active in Muslim forums. Keen at the US Embassy and warned that if the fire did not stop immediately he would order an enhanced level of response, beyond the one which was already being given by the Pakistani military until that time in the shape of small arms and mortar fire. The intervention finally brought the fire to a halt. The document, which outlined the first formal reaction to the attack by the General Headquarters (GHQ), rejected the US investigation report on the Salala incident which claimed the lives of 24 Pakistani soldiers. “Pakistan does not agree with several portions and findings of the investigation report as these are factually not correct,” it said. The document said the US investigation report was structured around the argument of “self-defense” and “proportional use of force”, an argument contrary to facts.

Targeted killings and other attacks on civilians by the Tehreek-e-Taliban Pakistan (TTP) and sectarian and ethnic militant groups, as well as killings of journalists, were commonplace during the year, it said. The Rights group said security deteriorated dramatically throughout the country as the result of suicide bombings by the TTP and affiliated groups, which targeted civilians and public spaces, including marketplaces and religious processions. There was a dramatic increase in targeted killings in Balochistan, while 800 people were killed in often politically motivated violence in Karachi, the report added. Relations between Pakistan and the United States (US) deteriorated markedly in 2011. Factors fuelling the diplomatic crisis included the killing of two men by a Central Investigation Agency (CIA) contractor at a Lahore traffic junction; the withholding of USD 800 million in military aid to Pakistan; Pakistan’s alleged support for militants from the “Haqqani Network”; the alleged harbouring by Pakistan of Osama bin Laden and his killing by the US; and the November 26, 2011 Mohmand Agency strike by NATO that killed 24 Pakistani troops. The US carried out about 75 aerial drone strikes during 2011 on suspected al Qaeda and TTP members. It was found that 8,909 of them, which means more than 33 per cent, were bogus,” ATS chief and Additional Director General (Maharashtra) Rakesh Maria said, adds The Hindu. According to DNA, eight persons have been arrested by the ATS in the 13/7 case so far. The arrestees include Abdul Wahab, Mumtaz Jalauddin Khan and Qamar-e-Alam, who were arrested from Mohali (Punjab), Bihar natives Nasim Waris Khan and Adil Rashid Khan, who were arrested from Pune, Naqi Ahmed Shaikh, Nadeem Shaikh and Ganesh Tikole, who were arrested from Mumbai. Times of India adds that three persons, including IM founding member Yasin Bhatkal and two suspected Pakistanis, Tabrez and Waqqas, who are wanted in the case, are absconding. The Hindu adds that ATS chief and Additional Director General (Maharashtra) Rakesh Maria said, “By August 22, we knew that there was an IM hand in the blasts,” adding the arrest of Haroon Rashid Naik (33) in August 2011 in a fake currency case gave the ATS leads about the economic trail of the blasts. A farewell programme for former Unified Communist Party of Nepal-Maoist (UCPN- Maoist) combatants opting for voluntary retirement is all set to begin amid the protracted stalemate in the peace process and constitution-drafting processes, reports Kantipuronline. The departure of 7,365 combatants choosing voluntary retirement could start next week, according to Government and Maoist sources. “There is no dispute in our party in releasing the combatants opting for retirement,” UCPN-M Politburo member, Janardan Sharma said. The November-1 deal commits for integrating a maximum of 6,500 combatants by forming a new directorate in the NA. Commanders of the Maoist army have demanded that they be provided one major general, two brigadier general, eight colonel, 16 lieutenant colonel, 64 major, 120 captain, 96 lieutenant and 120 second lieutenant posts in the new directorate.

The Maharashtra Anti Terrorism Squad (ATS) on January 25 made its ninth arrest in a fraudulent SIM card case, according to Indian Express. The accused was identified as Shivkumar Hanumanta (23) from Dadar. Three of the accused in the SIM card case have been booked for their alleged involvement in the July 13, 2011 Mumbai serial blasts case (also known as 13/7). Naqi Ahmed and Nadeem Akhtar were arrested by the ATS and Imran alias Yasin Bhatkal has been named as a wanted. The ATS claimed the Indian Mujahideen (IM) is believed to have used these fraudulently procured SIM cards for mobile connectivity. “We have recovered 2,200 documents, which include photographs and identity proofs,” said Additional Director General of Police (ATS) Rakesh Maria. On the fresh arrest, he said, “He (Hanumanta) would promise people from poor and middle class background talk time of Rs 40 at a discounted price of Rs 30.” Hanumanta is an agent, like Ganesh Tikole (arrested earlier), who collected profiles. DNA reports that prior to executing the 13/7 blasts in Mumbai, IM operatives Yasin Bhatkal and Riyaz Bhatkal bargained extensively on the amount to be spent to execute the terror attack. Though Yasin demanded INR 1.7 million to bomb three places in Mumbai, he was paid only INR 1.2 million by IM leaders, investigations have revealed. “Naqi paid Rs 1 lakh as deposit for a rented room in Byculla’s Habib Mansion. The remaining 50,000 is believed to have been used by the two planters on food and travelling,” the officer said. The Police are yet to ascertain what happened to the remaining Rs 10.50 lakh. IM founder Riyaz Bhatkal also took 10 percent from the ‘salaries’ of his module members in the name of jihad and used it for his own benefit, the officer said. “Bhatkal had stashed Rs26 lakh in his bank accounts and Rs11.40 lakh in cash were found in his Mangalore home when it was raided by the police in September 2008. He is believed to have used that money for investing in real estate in Mangalore,” he added. Further, Maharashtra ATS revealed that the hawala money to fund the attacks was routed through UAE, reports One India. An unnamed ATS official said, "The hawala money utilised to engineer the triple blasts was routed through UAE. We have all the details as to how the money was channelized via UAE and who sponsored it."

The Highways Ministry has made elaborate plans to build roads in neglected areas and untouched zones in the next five years, reports The Times of India. These include roads in Naxal [Left Wing Extremism (LWE)]-infested areas and tribal dominated zones. The Ministry will spend at least INR 160 billion during the 12th plan which will provide greater employment opportunity to locals during construction besides opening roads for economic activities in these areas. In its document submitted to the Planning Commission, the Highways Ministry has proposed to complete 4,426 kilometres in LWE affected areas by 2015 with budgetary support of INR 53.76 billion and another 8,014 kilometres would be completed by the end of the plan period. This second phase of road development in LWE affected areas is yet to be approved by the Centre. Similarly, under the Tribal Sub Plan (TSP), the Ministry proposes to take up development of State roads in Districts identified in Andhra Pradesh, Himachal Pradesh, Gujarat, Odisha, Rajasthan, Maharashtra, Chhattisgarh, Madhya Pradesh and Jharkhand. The Ministry proposes to take up development of about 1,000km roads to two lane standards in these Districts with an investment of INR 50 billion during the 12th plan period. "These stretches have to be built with complete budgetary support since these are financially unviable for any private developer. Moreover, the focus of building these roads is to push equitable socio-economic development of these areas to bring these areas into national mainstream," said an unnamed senior official. These roads will be developed in regions and Districts other than those covered under the special programme for development of roads in the LWE affected areas. Further, the Ministry is also pushing the plan to develop better road network along borders, which would be developed by the Border Road Organization (BRO) with a gross budgetary support of INR 30 billion during the five-year period. Moreover, it has submitted proposals to build 103 strategically important stretches in Jammu and Kashmir; and for this the Ministry needs INR 7 billion budgetary allocation from the Centre. On top of this, at the behest of Delhi Mumbai Industrial Corridor Development Corporation (DMICDC), the Highways Ministry has identified about 812 kilometres State roads in Rajasthan and Maharashtra to be developed to 4-lane standards. These roads will include Dighi port connectivity and Shendra-Bidkin mega industrial park connectivity in Maharashtra and roads in Neemrana-Khushkhera-Bhiwadi investment region in Rajasthan

For a month, Directors of transport companies, drivers and their helpers hung around patiently, buoyed by rumors of an imminent reopening of the border, shut after United States (US) air strikes on November 26, 2011 that killed 24 Pakistani soldiers. Pakistan is still reviewing the relationship and no one knows when the border will reopen, through which passes 25 percent of the supplies needed by the 130,000 foreign troops in Afghanistan. Fed up, running out of money and missing their families, many of the drivers have since abandoned their trucks and returned to their homes. "They had no more money in the end so they left one helper with their vehicle for security and care, and went back to their families," All Pakistan Oil Tankers Association Vice Chairman Muhammad Saleh Afridi said, adding, that more than a thousand trucks were stranded in Karachi. There are about 5,000 containers and military vehicles, according to a count provided by the authorities in early January this year. Since then, more have arrived by boat, while hundreds of oil tankers are filling huge car parks by the sea. "Most of the tankers are loaded with fuel, so helpers have to look after them to avoid looting," Afridi said.

Rahman said that an unjust economic system and getting the country involved in an American-led war had fostered extremism. The gathering rejected subservience to any external force and cautioned the rulers against mortgaging national sovereignty for their narrow vested interests. The Maulana warned that people were getting disappointed with democracy because of interventions and if complete transparency was not maintained, from preparing electoral lists to announcement of results, the consequences could be disastrous. He said that instead of an Islamic welfare state, the country had been turned into a security state by the establishment which was gobbling up 60 per cent of resources. Maulana said his party believed that an economic revolution required that the poor be made real masters of resources. He urged people to reject those who were responsible for the economic imbalance. He said even those who raised the slogan of ‘roti, kapra aur makan’ had failed to improve the life of the poor. Holding black and white party flags, the supporters had a variety of slogans but common thoughts to share. “We don’t want any secular and liberal party to rule Pakistan,” said Haseebullah, a second-year student of Dars-i-Nizami, who accompanied his more than 500 seminary students from Korangi town at the rally. “People have witnessed those who are allied with the United States,” said Shiraz Khan, in his mid-20s, and enrolled with a Clifton seminary. “As the slogan of this rally [Islam Zindabad Conference] reflects the emotion motivating this huge crowd, it also shows people’s loyalty to religious parties and we are hopeful about positive poll results even in Karachi if they are held in a transparent manner.” “If the MMA (Muttahida Majlis-i-Amal) is revived and the Jama’at-e-Islami (JeI) gives up its stance of a solo flight, the power of the religious parties will be felt across the country as well as Karachi,” said Mohammad Shamshad, a Baldia town resident.

Kantipuronline reports that the Government on January 27 registered an appeal against the Supreme Court (SC) administration’s refusal to review its earlier decision of November 25 that put a final six-month cap on the extension of the Constituent Assembly (CA) tenure. The application filed by Prime Minister Baburam Bhattarai has cited three major precedents which show that the court can review even final decisions of its full bench. Bhattarai has also warned that the court’s refusal to review its ‘intrusive’ decision would jeopardise the balance of power among the judiciary, executive and the parliament and, thus, create disharmony. The apex court had on December 27 refused to register review applications filed separately by the Government and the Parliament, arguing that “the final verdict given by the full bench” cannot be reviewed. The Government has also argued that as per Article 107 (4) of the Interim Constitution, the apex court can review its own order or a final order, provided that it is heard by a different group of judges than those that issued the order. The constitution drafting process has run into serious crisis yet again as Constitutional Committee (CC) of the Constituent Assembly (CA) failed to resolve the major contentious issues even as the latest deadline given to the CC is expiring on January 29, reports Republica. Worse, the leaders closely involved in the constitution writing process say they see no solution in sight. As per the latest calendar of events of the CA, the CC was supposed to resolve all the remaining disputes by January 4 but the timeline was later extended to January 29 after leaders at the CC sought more time. But the last three weeks were wasted as not a single thorny issue was resolved. Signs of a major rift in the State Restructuring Commission (SRC) have surfaced, with two main opposition parties warning that they will not accept a report of the SRC due next week reports Kantipuronline. Most of the over 1300 youth interviewed under a survey methodology across six Districts of the Valley --- Baramulla, Bandipora, Srinagar, Budgam, Anantnag and Kulgam--- are recorded to have rated corruption as the "topmost important issue facing Kashmir". According to the findings, 67 percent of the youth put corruption among the top most problems and 48 percent put human rights abuse at the top. Just 32 percent believed that 'militarization' was an important concern, fewer i.e. 21 percent voted for 'Kashmir's political status'. While as 72 percent of the youth rejected the gun, just 7 percent believed that gun was "an effective option for achieving political aspirations".

Taliban negotiators have begun holding preliminary talks with US officials in the Gulf state on plans for peace talks aimed at ending the decade-long war in Afghanistan, a former Taliban official said. But Afghan and Taliban officials indicated in response to a British Broadcasting Corporation (BBC) report about plans for talks in Saudi Arabia that both Kabul and Islamabad were looking for their own talks with the militants. Asked for his response to the BBC report, Afghan Foreign Ministry spokesman Janan Mosazai said, “Of course we support any steps towards the Afghan peace process.” He refused to comment further. But senior Afghan Government officials, speaking on condition of anonymity, said, “We will always pursue all roads towards peace in Afghanistan, including contacts with the Taliban that are not limited to the Qatar office.”

Sources said that the National Freedom Front (NFF) led by Minister Wimal Weerawansa and Sinhala Buddhist party Jathika Hela Urumaya (JHU) are in talks about the power devolution proposals that the Government is to set forth. Both parties have expressed their concerns regarding the Government's views on going beyond the 13th Amendment to the Constitution to seek a solution for the ethnic problem. Government coalition party People's United Front (MEP) led by Minister Dinesh Gunawardena has also concerns over devolution of power, sources said. The Central Government on January 30 admitted that execution of road projects in Naxal [Left Wing Extremism (LWE)]-hit States has been delayed and only 730 kilometres of the proposed 5,477 kilometres highways network could be completed so far, reports IBN Live. "So far, work in 730 kilometres length has been completed. There has been poor response from contractors for works in Chhattisgarh, Jharkhand, Maharashtra and Odisha," an official statement by the Road Transport and Highways Ministry said. The Government had approved a programme for development of 5,477 kilometres roads in 34 LWE affected District in eight States at an estimated cost of INR 73 billion, the statement said. The completion period of the projects vary from one to three years. However, it added that it has relaxed the eligibility criteria for the contractors to encourage larger participation and at present work is underway on 140 projects entailing an investment of INR 44.28 billion in affected States.

Norwegian national Mikael Davud (40), a member of China’s Uighur minority considered the mastermind behind the plot against the Jyllands-Posten Daily, was sentenced to seven years behind bars. Meanwhile, Shawan Sadek Saeed Bujak, an Iraqi Kurd residing in Norway received a three-and-a-half-year prison term. Border Security Forces have found out that a racket in fake Indian currency notes (FICN) is operating from Pakistan with the support of Inter-Services Intelligence (ISI) and Lashkar-e-Toiba (LeT) for distribution of FICN in India, reports IBN Live. Interrogation of apprehended FICN operatives and intelligence reports have revealed that the kingpin of this racket identified as Iqbal Rana was working at the behest of ISI. The involvement of LeT has also been established. Three nodal centers had been set up in Jammu, Malda in West Bengal and in Nepal for distribution of FICN across the country. Jammu is the nodal point for covering the western, southern and northern parts of India, while Malda is the conduit point for supply of fake notes to West Bengal, Bihar and the North Eastern States. The centre in Nepal is used for stocking and distribution of counterfeit notes and smuggling them to Bangladesh for distribution across Assam and the Eastern Frontier States. At least 12 modules have been set up in cities and towns of the country to penetrate deep into urban and rural areas, a BSF official said. The BSF official further said that FICN of face value of INR eight crore was seized in Nepal during the last three years giving an indication of how Pakistani agents are using Nepal for anti-India activities. For intelligence and security agencies Bangladesh also remains a worrying point from where FICN is pumped into lower Assam.

BBC Urdu reported that it had managed to obtain a list from Intelligence Agencies of jihadi groups, which have been banned by Pakistan, have been opening new accounts under pseudonyms to receive funds from local as well as foreign sources. According to the report, Intelligence Agencies have been monitoring Jihadi groups, as blacklisted by the Government of Pakistan. According to the report, the funds have been traced to some groups involved in terrorist activities. They also include groups which appear to work for social welfare. However, due to their links with extremist groups, they too are being blacklisted. Intelligence Agencies have expressed their fear that following the reopening of their cash lines, these extremist groups are once again gathering momentum. Interior Ministry sources said that as per reports from Intelligence Agencies, seven banned groups have been opening accounts in different banks. The groups include Jaish-e-Mohammad (JeM), Tehreek-e-Islami, Millat-e-Islamia Pakistan (MIP), Ghazi Force, Hizbut Tahrir, Jama’at-ul-Furqan (JuF), and Khairunissa International Trust (KIT). The reports claimed that people linked to these groups were using local and foreign currency accounts. After reviewing the reports, Federal Interior Ministry has alerted banking circles of federal investigative agencies and related authorities to collect details of such accounts from different banks, especially those with large transactions, and with foreign currencies.

The BIJ report found that at least 50 civilians had been killed in follow-up strikes after they rushed to help those hit by a drone-fired missile. The BIJ estimated that more than 20 other civilians were killed in strikes on funerals. The findings were published on the BIJ’s website as well as in London’s Sunday Times and the New York Times. The bureau’s findings were based on interviews with witnesses to strikes in the rugged region where reporting is often dangerous and difficult. American officials have questioned the accuracy of such claims, alleging that accounts might be concocted by militants or falsely confirmed by residents who fear retaliation. But most other studies of drone strikes have relied on sketchy and often contradictory news reports from Pakistan. The bureau’s investigation, which began last year with a study of civilian casualties, involved interviews with villagers who said they saw strikes, wounded people and relatives of those killed. The bureau counted 260 strikes by Predator and Reaper drones since President Barack Obama took office. It said between 282 and 535 civilians had been ‘credibly reported’ killed in those attacks, including over 60 children. Talking to The Express Tribune, Deputy Inspector General (DIG) Inquiry and Inspection Sultan Haneef Orakzai stated that in 2011, 219 corruption cases were registered against police officers which resulted in penalties for 105 officials. “Corruption is not just limited to KP, but is endemic to the entire country.” Low-ranking Police officials are found to be the primary culprits in a large number of cases. In 2010, 237 officers faced corruption charges. Orakzai said a total of 166 corruption cases were reported in Peshawar, 22 in Mardan, 14 in Hazara, 12 in Bannu, 10 in Kohat, eight in Malakand and five in Dera Ismail Khan in 2010.

Mattis, the head of the Central Military Command, is expected to travel to Pakistan in February 2012 in what Obama administration officials say is the first step towards thawing a strategic relationship that has in effect remained frozen for more than two months. General Mattis will meet Chief of Army Staff General Ashfaq Pervez Kayani to discuss the investigation of November 26, 2011 exchange of fire at the Afghan border that killed 24 Pakistani soldiers, as well as new border coordination procedures to prevent a recurrence of the incident, The New York Times said. The State Department is supporting a proposal circulating in the administration for the United States (US) to issue a formal apology for the deaths of the Pakistani soldiers in the air strike by American gunships. “We’ve felt an apology would be helpful in creating some space,” said an American official who has been briefed on the State Department’s view and who spoke on the condition of anonymity. Soon after the lethal air strike, the White House decided that President Obama would not offer formal condolences to Pakistan, overruling State Department officials who argued for such a show of remorse to help salvage relations. Some administration aides said at the time that they were worried that if Obama decided to overrule the military and apologize to Pakistan, it could become ammunition for his Republican opponents in the presidential campaign.

Sources privy to investigations revealed to The Express Tribune on February 12 that the planners of 26/11 Mumbai attacks watched the terror unfold live at a rented house in the North Nazimabad neighbourhood of Karachi. The planners not only watched the terror unfold via cameras carried by the attackers, they provided them live instructions to engage Indian security personnel and inflict maximum damage, sources added. Pakistani and Indian investigation agencies have found as many as 35 people to be involved in the siege in Mumbai while Indian authorities have been able to trace the exact location of the ‘base camp’ of the attack in Karachi, sources added, while discussing a Federal Investigation Agency (FIA) report on the attacks. According to the report, available with The Express Tribune, these terror suspects provided logistic and financial support to the gunmen who carried out the attack. The extensive report includes names of the captain and crew of boats that carried the attackers to Mumbai, financers of the operation, the facilitators in Karachi and those who provided logistical support and technology. The attackers were purportedly trained at sea near Thatta and had even made preparatory trips to Mumbai, unnoticed by the Indian navy, sources added. The investigations, however, refute claims made by Pakistani-American terrorist David Coleman Headley, one of the leading planners of the Mumbai attacks. Headley had testified earlier that Inter-Services Intelligence (ISI) and Lashkar-e-Toiba (LeT) had coordinated with each other for the attack. The ISI provided military and moral support to the group, he had alleged.

On the other hand, the Government of Punjab, Balochistan, Pakistan occupied Kashmir (PoK) and the Islamabad capital territory administration claimed that religious seminaries in their jurisdictions were not getting any foreign funding. Replying to a question of Member of National Assembly (MNA) Qudsia Arshad regarding foreign funding to religious seminaries, the Home Department of Sindh added that as per report of the Police special branch, some heads of institutions visited Saudi Arabia, Kuwait and UAE to collect funds but detail of the funding could not be collected. The Government of Khyber Pakhtunkhwa stated that it had no mechanism to ascertain the details of financial assistance provided by foreign countries to the religious seminaries because there was no restriction on the madrassas to receive financial assistance from abroad.

Home Department Report on February 14 reports that, “Target killings still continue in most parts of the country and major reasons behind these are sectarian, demographic changes, easy access to illicit weapons, mistrust among ethnic groups, family enmities and business rivalries”. The report said that in Sindh 1,659 people were killed in 2010 and as many as 475 in 2011. Sixty-four accused were arrested and 115 cases registered during 2010 in Sindh. During 2011, 220 accused were arrested and 334 cases registered. In Balochistan, target killings appear to have been adopted as the foremost instrument of terrorism more recently. It makes a change of tactics. The terrorist incidents seemed to have been carried out more for harassment than causing casualties; consequently, there were bomb blasts on unfrequented roads/streets and rockets landing in open areas or wilderness causing little casualties. The new tactics not only substantially increased the casualties figure, but also added to insecurity among the targeted groups, which includes settlers and Shias. According to the report, no target killing has so far been reported in Pakistan Occupied Kashmir (PoK).

Communist Party of India-Maoist (CPI-Maoists) has designed a plan for creation of a confederation of states comprising the North East region of India, parts of Myanmar and the Sylhet area of Bangladesh and according to the plan, the states of the confederation would be created to represent smaller nationalities of the area. The Security Forces (SFs) have unearthed the whole plan recently. In addition, SFs have also managed to get the names of at least a hundred CPI-Maoist members from Assam. The plan consists of setting up a strong base in Myanmar through Arunachal Pradesh. The CPI-Maoists have already set up a strong base in the Sadiya area of Assam and they have already opened a route to go to Myanmar through Manipur by signing an accord with Manipur based militant group People’s Liberation Army (PLA). Further, The CPI-Maoists have also established upper Assam, middle Assam and Lower Assam leading committees.

Nearly 8,000 people, including 550 children below the age of 10, were killed in the Northern area during a final offensive to crush Liberation Tigers of Tamil Eelam (LTTE) in May 2009, the census department said on February 25, The Hindu reports. Another 6,350 people went missing, the department said in an 80-page report. The report described the 7,934 deaths in the Northern Province in 2009 as being due to “extraordinary circumstances”, but did not identify those responsible or whether Tiger combatants were included in the statistics. The census report said 6,858 people were killed in the first five months of 2009 when fighting peaked just before the military claimed victory in its no-holds-barred offensive. The census did not cover Security Forces killed in the war zone, but the military had previously said 6,000 personnel were killed in the final stages of the war. The department had carried out the census between June and August 2011, but disclosed the figures only over the weekend. The figures are in stark contrast to estimates by international rights groups, which say up to 40,000 civilians perished in the final months of the civil war and have heavily criticised Sri Lanka's treatment of civilians.

The revelation came to the fore during interrogation of three Rajasthan residents, Allahbux, Majid and Gulam Rasool, who were caught at Ganganagar and Amritsar recently for spying for Pakistan. They claimed that a spy named Jafria Chuda and three other persons, deported to Pakistan from India in 2011, lured them into it. ISI is using several Pakistani spies like Jafria Chuda to make Indian passengers their resident agents. Spies Allahbux, Majid and Gulam Rasool during interrogation confirmed this. Jafria had given INR 50000 to Gulam Rasool for spying, sources said. Sources said that ISI is threatening Pakistani residents to blackmail their Indian relatives to spy for Pakistan and threaten them with dire consequences if they refuse. Also, Indian passengers are being harassed there in the name of interrogation.

The Telegraph reported that according to one of the Wikileaks e-mails, the firm had been given access to information papers collected from bin Laden’s Abbottabad compound after US Special Forces attacked it on May 1, 2011, killing the al Qaeda leader. Wikileaks published five million e-mails and secret intelligence files from United States (US) security think tank Stratfor on February 27 after being obtained by hacktivist group Anonymous. The e-mail, from a Stratfor analyst, suggested that up to 12 officials in Pakistan’s Inter-Services Intelligence (ISI) Agency knew of the safe house. “Mid to senior level ISI and Pakistan military with one retired Pakistan Military General that had knowledge of OBL arrangements and safe house,” the e-mail said. After nearly nine years of incarceration, the first high-value detainee at Guantanamo Bay, Majid Khan (32), on February 29 plead guilty to terrorism charges against him, as part of a plea-bargain agreement, reports Express Tribune. Khan said, “I have been trying to contact the Embassy of Pakistan for nine years…I want to officially request that I want a Pakistani lawyer down the road.” During the hearing, Khan, when responding to the different charges against him, said that he never met Osama Bin Laden, who he referred to as “Sheikh Osama Bin Laden.” Khan is due to be sentenced in four years. Khan had been accused, amongst other charges, of plotting to assassinate the former Pakistani President Pervez Musharraf in 2002, and helping provide financing for the 2003 bomb blast in Indonesia. Khan is also accused of plotting with Khalid Sheikh Mohammad, the 9/11 mastermind, to carry out attacks in the United States (US). Khan was reportedly kept in a Central Intelligence Agency (CIA) secret prison from 2003 to 2006, before he was transferred to Guantanamo Bay in 2006. While at the detention facility, Khan reportedly tried to commit suicide twice, once by “chewing on his veins.” Khan, as a high-value detainee, was detained at Camp VII, where 14 other high value detainees, including Khalid Sheikh Mohammad, are imprisoned. The Washington Post had earlier reported that Khan had been transferred out of Camp VII before his hearing.

First is the proposal to set up a National School for Counter Insurgency at Saraipali in Mahasamund District of Chhattisgarh. The second proposal is for a fully fledged military station at Chakarbhata near Raipur. Sources said the Government is starting land acquisition for the station. Earlier reports had speculated that the Army wanted to shift its Special Forces Training School from Nahan, Himachal Pradesh to Chakarbhata. The third is the decision to ensure a regular military presence in the Narainpur Maneuver Range in Chhattisgarh. An official said the effort is to ensure that a brigade size Army training group is present at any point of time in the range. Army troops have in the past practiced in the range.

TTP, however, permitted him to be part of the terrorist group as an ordinary fighter. In an interview with a foreign media organisation, TTP ‘spokesman’ Ahsanullah Ahsan said that a consultation meeting of the TTP was held on March 2 under its Chief Hakeemullah Mehsud. The meeting, which was also attended by nine other important TTP ‘commanders’, took a number of decisions, including the removal of Faqir Muhammad, the spokesman said. Ahsan said that no one had been nominated to replace Faqir, adding that the announcement could be made in the next TTP meeting. Declining to divulge reasons for Faqir’s removal, Ahsan said the ‘deputy chief’ had only been conveying decisions under instructions of Hakeemullah Mehsud. Faqir had been heading TTP in Bajaur Agency of Federally Administered Tribal Areas (FATA). He had developed differences with the TTP leadership after an abduction of 20 children in Bajaur Agency on the eve of Eidul Fitr in 2011. He was accused by Maulvi Dadullah, another TTP ‘commander’, of having links with the Government.

Members of the Public Accounts Committee (PAC) of Parliament have demanded details of the fund released by the Government for the Unified Communist party of Nepal-Maoist (UCPN- M) combatants who were not found in the cantonments during the regrouping process. In the PAC meeting held on March 4, they demanded details of the amount that the government released by creating fake names. The Government has already released the amount for 2,449 combatants who were found to have left the cantonments. A total of 16,996 combatants were categorised in the regrouping as per to their choices for three options-- integration, voluntary retirement and rehabilitation package. This number contradicts with the report of the then United Nations Mission in Nepal (UNMIN). The UNMIN had registered 19,600 combatants in the second verification.

The combined strength of the five outfits is 710 to 770. Replying to a question, forest minister Rockybul Hussain, while replying on behalf of chief minister Tarun Gogoi, said apart from the Anti-Talk-Faction of ULFA (ULFA-ATF), the Ranjan Daimary faction of National Democratic Front of Bodoland (NDFB-RD), Karbi People's Liberation Tiger (KPLT), Muslim United Liberation Tiger of Assam (MULTA) and Harkat-ul-Mujahedeen (HuM) are active at present. The minister said, the ULFA has 225 to 250 cadres while the NDFB-RD has about 325 to 350 cadres. The KPLT has 60 to 70 cadres, MULTA has 60 and HuM has 40 cadres. The minister said out of the 15 outfits in peace process, only Pro-Talk-Faction of ULFA (ULFA-PTF) hasn’t deposited their weapons. "The outfits have handed over 760 weapons to Police and 328 other arms have been deposited in double-lock system," added Hussain.

Al Qaeda’s main operational commander and the chief of the Harkat-ul-Jihad-al-Islami (HuJI), Muhammad Ilyas Kashmiri, who was reportedly killed on June 3, 2011 in a United States (US) drone attack in South Waziristan Agency of Federally Administered Tribal Areas (FATA), was spotted in North Waziristan Agency recently, reported Daily Times on March 7 (today), referring to reliable sources. The HuJI leader reportedly visited North Waziristan this week and held sittings with Tehreek-e-Taliban Pakistan (TTP) leader Hakimullah Mehsud. Sources said that during the visit, Kashmiri spent a night with Mehsud, as his guest. During Kashmiri’s visit to the TTP comrade in Waziristan, a renowned journalist from Islamabad was also reportedly present there. During the sittings with Mehsud, Kashmiri allegedly reviewed the future strategy in connection with jihad, his movement and the present situation in Afghanistan. The draft resolution calls on the Sri Lankan Government to implement the constructive recommendations in the Lessons Learnt and Reconciliation Commission (LLRC) report and take all necessary additional steps to fulfill its "relevant obligations and commitment to initiate credible and independent actions to ensure justice, equity, accountability and reconciliation for all Sri Lankans." The resolution welcomes the constructive recommendations made by the LLRC in its report but, it also notes with concern that the report does not adequately address serious allegations of violations of international humanitarian law.

In a new twist to the Osama bin Laden saga, emails leaked from an intelligence analysis firm Stratfor suggest that the body of the al Qaeda leader was actually sent to the US for cremation and not buried at sea, reports Indian Express. According to the emails, Osama was killed in a US raid on his compound in Abbottabad, Pakistan, and was transported to the US and cremated. The emails were allegedly obtained by the hacker group Anonymous from Stratfor, a private organisation dealing with analysis of intelligence and geopolitical situations. WikiLeaks has released the emails exchanged within Stratfor on May 2, the day Osama was killed. Following his death, the US said he was buried at sea in accordance with Islamic tradition. However, Stratfor’s vice-president for intelligence, Fred Burton reportedly said he doubts the White House version of what happened. Burton, says the body was “bound for Dover, [Delaware] on (a) CIA plane” and “onward to Armed Forces Institute of Pathology in Bethesda (Maryland)”.

Pakistan possessed up to 110 nuclear weapons and spent a whopping USD 2.2 billion on its atomic arsenal last year, claims a report by an international NGO, International Campaign to Abolish Nuclear Weapons (ICAN), reports Times of India. In the report titled "Don't bank on the bomb", the ICAN said that Pakistan had between 90 and 110 nuclear weapons. "Its arsenal has grown substantially in recent years, from 60 to 80 nuclear weapons in 2008," it said. The report, issued this week, quoted sources as saying that Pakistan intended to double its arsenal in the next five to 10 years with the goal of having up to 350 weapons of varying yield. It further said Pakistan spent an estimated USD 2.2 billion on its nuclear weapons programme last year, up from USD 1.8 billion in 2010.

Lieutenant General Zaheerul Islam will step into Pasha’s boots as Director General of the Directorate of ISI after serving as the commander of the V Corps, a key army administrative unit that is based in Karachi. “Prime Minister Yousaf Raza Gilani has appointed Lt-Gen Zaheerul Islam, corps commander Karachi, as new director general of the Inter Services Intelligence,” the PM’s office said in a terse statement. Reports that investigations into the recent smashing of a Lashkar-e-Toiba (LeT) module by intelligence agencies has revealed that there is a growing concern among the top hierarchy of terror outfits about the sudden drop in militant activities in India, particularly in the Kashmir Valley and other major cities. This frustration was now creeping into the LeT ranks and they are now more determined than ever to carry out a ‘big strike’. Highly-placed intelligence sources said Hafiz Mohammed Saeed, founder of the Jamaat-ud-Dawa (JuD) and a key LeT ideologue, has categorically told Abu Hamza, the operational chief of LeT in India, to launch a spate of attacks in important Indian cities and to prepare a separate blueprint for increasing violence in Kashmir during the coming summer season. The two LeT militants arrested from Delhi (February 28) and one from Hazaribagh (Jharkhand, February 27) hve revealed that they were in contact with Hamza and were receiving instruction directly from him.

The footage dating from May 18, 2009 will be broadcast on March 14 in a Channel 4 film--Sri Lanka's Killing Fields: War Crimes Unpunished--a sequel to the controversial investigation broadcast in 2011 which accused both the LTTE and the Sri Lankan Government of war crimes and crimes against humanity, The Independent said.
