A total of 7,031 civilians and Security Force personnel have lost their lives due to violence in Jammu and Kashmir (J&K) in the last 10 years, reported Daily Excelsior, reported on January 3. "4,812 civilians and 2,219 Security Force personnel have lost their lives since 2001 to August 2010 in Jammu and Kashmir," the Union Home Ministry said in reply to a Right to Information (RTI) query. Many areas of J&K have witnessed several incidents of violence in terms of stone pelting, violent protests, encounters with armed terrorists and terror attacks in the recent past resulting in death of and injuries to civilians and security men. "Law and order is a State subject and measures are taken by the Jammu and Kashmir Government to maintain peace and public order," the Home Ministry said.

The activities Hynniewtrep National Liberation Council (HNLC) has hit an all time low during 2010 with the HNLC only releasing occasional statements to boycott the Independence Day (August 15) and Republic Day (January 26) celebrations, Shillong Times reported on January 3. As per the Meghalaya Police report for 2010, 18 HNLC cadres were arrested by the Police and one surrendered during the year. A senior police official said with the outfit's strength and financial position on the decline, the activities of HNLC could be neutralized to a large extent.

A total of 2,043 people, mostly civilians, were killed in US drone attacks during the last five years, while 929 causalities were reported only in 2010 in Federally Administered Tribal Areas (FATA), The News reported on January 3 quoting Conflict Monitoring Centre (CMC) research report. The yearly report of CMC released on January 1 reveals some eye-popping details about the CIA's notorious drone hit campaign in north-western parts of Pakistan. It terms the CIA's drone hits as 'assassination campaign turning out to be revenge campaign' and shows that 2010 was the deadliest year ever of causalities resulted in drone-hits in Pakistan. According to the report, the number of drone attacks in 2010 was far greater than those of collective number of hits in last five years. In 2010, 134 drone attacks till December 30 were reported, killing 929 people as compared to 96 drone hits killing 1,114 people from 2004 to 2009. December 17 was the deadliest day of 2010 when three drone attacks killed 54 people in Khyber Agency. Last year's 93 days witnessed drone attacks, which means approximately every 4th day of the year saw a drone attack. As many as 115 of total 134 drone attacks were carried out in North Waziristan Agency (NWA) while South Waziristan Agency (SWA) saw nine drone attacks. Khyber Agency that was previously untouched by drones was hit twice in December killing 62 people, the document reports.

Director General of Police (DGP) Kuldeep Khoda said on January 3 that five out of 10 Districts of Jammu region were completely free of militancy while in other Districts the militancy has sharply declined even as he announced that five special battalions of Police will be ready during next two months to meet the law and order situation and take up the challenge posed by stone throwers in future, reports Daily Excelsior. ‘‘Jammu, Kathua, Samba, Reasi and Udhampur Districts are totally free of militancy in Jammu region. On infiltration, the police chief said 48 infiltration attempts were reported last as year as compared to 100 during 2009 recording a drop of 52 per cent. After the largest ever single year drop in militancy related incidents percentage wise in 2007 when 1092 incidents were reported as compared to 1667 in 2006, the number came down to 708 in 2008, 499 in 2009 and 488 in 2010. in 2009, 232 militants including several top commanders were killed. The civilian killings came down from 90 in 2008 to 71 in 2009 and 47 in 2010.Security forces also suffered lowest ever losses in 21 years. Twenty brave policemen laid down their lives last year while fighting militants.

The graph of insurgency-related violence in Tripura has dropped considerably. In June, Chief Minister Manik Sarkar informed the State Assembly that nearly 8,000 militants of different outfits including the National Liberation Front of Tripura (NLFT) and the All Tripura Tiger Force (ATTF) surrendered in the past 17 years. He was of the view that surrender of huge number of militants from their base camps was fallout of the proactive measures taken by the Bangladesh Government. According to Tripura’s DGP Pranay Sahaya, ‘chiefs’ of the two outfit, Ranjit Debbarma of ATTF and Biswamohan Debbarma of NLFT, are in Bangladesh and the process for handing them over to India was on process.

Pakistan has indefinitely postponed a full-scale military offensive against the Haqqani Network in North Waziristan Agency (NWA) of Federally Administered Tribal Areas (FATA) because of the freezing winter there that normally lasts over six months, The Express Tribune quoting an unnamed source reported on January 12. In the meantime, US drones will continue to target Taliban sanctuaries in NWA and elsewhere in the tribal belt as this is the only available option to weaken the militants. The Pakistan Government has been facing tremendous pressure from the US to move troops into NWA to target the Haqqani Network, which attacks American and allied forces across the border in Afghanistan.

Director General of Police (DGP) Neyaz Ahmed applauded the efforts of Police personnel and expressed satisfaction over the achievements of the Police. "Several top leaders of rebels like Nune Narshima Reddy, Udaiji were arrested and over a dozen of their training camps were busted by the Police," Ahmed said. Meanwhile, the Police lost 24 of its troopers in anti-Naxal [Left Wing Extremism] operations in 2010 as compared to 2009 when it lost 64 of its troopers. "Most of the jawans had died in landmine explosions triggered by Maoists," Ahmed said. "We expect more success in 2011 and we will change the strategy slightly like moving Security Forces to new places and launching operation on border areas, and having more cooperation with Bihar, Odisha and West Bengal," Ahmed said. "During the year-end operations, the police had busted a Maoist laboratory in Bokaro that got vital information which scuttled their (Maoist operational) plans," he added.

That made it the nation with the highest incidence of polio in the world. Most cases were in the northwest close to the Afghanistan border, where battles between the US-supported Pakistani Army and Tehreek-e-Taliban Pakistan (TTP) make many areas too dangerous to visit. The Army bans travel to parts of the region, citing the security situation, and territory under terrorist control is highly dangerous for outsiders, even Pakistani aid workers. In 2009, one Pakistan Taliban commander declared the vaccine un-Islamic, echoing a few conservative clerics in other Muslim countries. But others have not publicly stated any objections. The converted Canadians reached the Darpakhel area in FATA after joining radical Egyptian group Jihad al-Islami. Arab intelligence agencies warned that foreign recruits are being trained to carry out terror attacks in European mainland triggering a continent-wide alert. "The Canadians went to Afghanistan in February 2010; there were 12 of them. After nine months, al-Qaeda's leaders decided to send them to North Waziristan and they reached Darpakhel in November last year," Arif Wazir, a local militant of Darpakhel, was quoted as saying in the report. It was reported earlier that Mohammed, an al Qaeda operative, confessed beheading Daniel Pearl, who was abducted from Karachi on January 23, 2002 while investigating connections between Pakistani extremists and Richard Reid, who tried to detonate a bomb hidden in his shoe on a transatlantic flight in 2001. The new report, "The truth left behind: Inside the kidnapping and murder of Daniel Pearl", says American security and intelligence officials have used vascular technology, or "vein matching", to show that the hand of an unseen man who killed Pearl on video is that of Khalid Sheik Mohammed.

Of the attacks, six targeted the leaders of the then opposition Awami League (AL), and the other was on the British High Commissioner Anwar Choudhury. In carrying out the blasts, HuJI-B had been aided by a powerful quarter, some of who were in state power. Investigators unearthed these while trying to get to the source of the grenade used in the killing of AL leader and former Finance Minister S.A.M.S Kibria. Investigation sources say 21 grenades of the consignment from LeT were used in seven attacks between May 2004 and December 2005. Of those, 12 were dispatched to be used in the August 21, 2004 blasts and nine in six attacks in Sylhet region including Kibria killing. Of the nine grenades for Sylhet, two were used in the attack on a rally of AL policymaker Suranjit Sengupta. The investigators say some other Arges grenades of the LeT cache have been recovered by law enforcement agencies from different places including Narsingdi and Satkhira. HuJI-B started using grenades in their attacks since 2004.

Chidambaram would be visiting militancy-infested Kishtwar District on February 4 and review security, law and order and terror situation in five districts of Doda, Kishtwar, Ramban, Udhampur and Reasi with Police and civil administration, reports Daily Excelsior. The visit to Kishtwar District, which was once known as a hub of militancy with writ of Lashkar-e-Toiba (LeT), Harkat-ul-Jehad Islami (HUJI) and Hizb-ul-Mujahideen (HM) running large, was aimed at giving a signal that terrorism has mostly been wiped out from these five Districts, authoritative sources said. Sources said 50 militants, mostly top ‘commanders’ of LeT, HUJI and HM outfits were killed in Doda, Kishtwar and Ramban Districts in 2010 while 48 militants were killed in Doda District alone in 2009. In Reasi District, more than 30 militants, including some ‘commanders’, were eliminated in 2010. Doda District was left with not even a single foreign mercenary. More than 100 applications have been received in the twin border Districts of Rajouri and Poonch alone. A sizeable number of applications have also been received in Baramulla District. Sources said most of the militants, whose parents have come forward for the return of their kin from Pakistan and PoK, had crossed over to other side of the border for the period ranging between a decade to two decades. Parents of the militants have claimed before police that their kin have given consent on telephone that they were ready to return to their homes getting an opportunity. Sources said all the applications received from parents of the kin were being subjected to scrutiny and would reach concerned authorities after proper verifications. Authorities were, however, trying to keep names of the militants, on whose behalf their families have filed applications for return from Pakistan and PoK, as secret to the best possible extent to ensure that their identity didn’t manage to reach Pakistan.

The Committee to Protect Journalists (CPJ) listed 44 journalists either murdered or killed while covering dangerous situations. Another 31 deaths took place in circumstances that may have been connected to work. Police forces in States where the CPI-Maoist has a strong presence concede they do not have the exact earnings of the outfit but say it can rival a mid-size corporate house with an annual turnover upwards of INR 15 billion. "Our estimates put the all-India annual collection of the (CPI-Maoist) to be between Rs 1,500 crore and Rs 1,600 crore. We suspect 10% of this is collected from Odisha," an unnamed Senior Police Officer from the State said. The Chhattisgarh Director General of Police Vishwa Ranjan recently said the Maoists make close to INR 20 billion through extortion. He called the figure a "guestimate" based on seized Maoist cashbooks and other vital papers recovered in recent months. From Bihar the Maoists collect about INR 2 billion every year. While Maoists extort nearly INR 3.2 billion every year from Jharkhand, extortion estimates from Maharashtra are somewhere between INR 50 million and INR 250 million.

Police in 10 districts of the Valley have arrested a total of 4294 stone pelters. While 3680 of them were arrested till December 31, 2010, 614 others have been arrested during 50 days of 2011. The highest number of 1299 arrests of stone pelters have been made in Srinagar District followed by 404 in Baramulla, 395 in Anantnag, 348 in Budgam, 342 in Pulwama, 319 in Kupwara, 273 in Kulgam, 243 in Awantipora, 164 in Sopore, 151 in Shopian, 128 in Ganderbal, 69 in Handwara and 159 in Bandipora. As many as 3830 stone pelters have been booked under substantive laws while 464 others were detained as a preventive measure. According to sources, the courts bailed out 4017 stone pelters while 47 others were still in Police custody and 35 in judicial lock-up.

Their slogan is "Let's sustain the people's war in India". According to a statement made by "International Committee to Support the People's War in India," a week-long international campaign to "sustain" the people's war in the country will be held from April 2 to 9, 2011 across nations. Posters have been made in various languages - like French and Spanish -showcasing the CPI-Maoist cadres and their slogans in Hindi. "International Committee in support of the people's war launches a great international campaign, to be conducted in all forms, in the most number of countries as possible, through a week of action," states an official release. It, however, does not specify what "all forms" refer to. The solidarity forum does not name its member groups. The New York Times report said that Davis “was part of a covert, CIA-led team of operatives conducting surveillance on militant groups deep inside the country, according to American Government officials.” This contradicts the United States (US) claim that Davis was a member of the ‘technical and administrative staff’ of its diplomatic mission in Pakistan. Davis was arrested on January 27 after allegedly shooting dead two young motorcyclists at a crowded bus stop in the Lahore District of Punjab. A senior official in the Punjab Police claimed, “His (Davis) close ties with the TTP were revealed during the investigations”. “Davis was instrumental in recruiting young people from Punjab for the Taliban to fuel the bloody insurgency.” Call records of the cell phones recovered from Davis have established his links with 33 Pakistanis, including 27 militants from the TTP and Lashkar-e-Jhangvi (LeJ) sectarian outfit.

The Washington Post reported that the CIA carried out a record 118 drone strikes over the last year, costing more than USD one million apiece. The CIA is increasingly killing “mere foot soldiers”, a senior Pakistani official said, adding that the issue has come up in discussions in Washington involving President Asif Ali Zardari. A Washington think-tank, New America Foundation, reported that US drone strikes soared from 33 in 2008 to 118 in 2010. The increase cost US taxpayers USD 118 million and managed to kill 581 militants. The New America Foundation, however, concluded that 12 “militant leaders” were killed by drone strikes in 2010, compared with 10 in 2008. “Even so, the data suggest that the ratio of senior terrorism suspects being killed is declining at a substantial rate” while the number of strikes multiplied, The Washington Post observed. Even by the Foundation’s more generous estimates, the newspaper noted, the CIA’s drone campaign, covertly authorised by Islamabad, hit foot-soldier types 94 per cent of the time. Meanwhile, former President Pervez Musharraf had cut a secret deal with the US in 2006, allowing clandestine CIA operations in his country. This was done to make the Americans believe that Islamabad was not secretly helping the Taliban insurgents. Under the agreement, the CIA was allowed to acquire the services of private security firms, including Blackwater (Xe Worldwide) and DynCorp to conduct surveillance on the Taliban and al Qaeda. Quoting New York Times, Express Tribune states that even before his arrest, Davis’s CIA affiliation was known to Pakistani authorities. It added that his visa, presented to the Ministry of Foreign Affairs in late 2009, describes his job as a “regional affairs officer,” a common job description for officials working with the agency. “Davis’s job was to trail links of the Taliban and al Qaeda in different parts of Pakistan. But, instead, investigators found that he had developed close links with the TTP,” added a source. The pressure on the Pakistan Government to release Davis has been steadily intensifying. There have been a flurry of private phone calls to Pakistan from Leon E Panetta, the CIA director, and Admiral Mike Mullen, chairman of the Joint Chiefs of Staff, all intended to persuade the Pakistanis to release the secret operative.

According to Daily Excelsior, over 51,000 arms licenses have been issued across Jammu and Kashmir during the past two years and maximum of them were obtained by the people of Doda District. Divulging these details in the Legislative Assembly in response to a question, the Minister in-charge Home said that the District Magistrates and Home Department issued a total of 51,622 arms licenses during the past two years. Of these, District Magistrates issued 51616 licenses and Home Department only six. No arms license was issued in Shopian and Kulgam Districts. Doda District with 15876 licenses is followed by Ramban District where 9976 licenses were given to the people during the past two years. The Srinagar District with 6297 arms license is at third place while as Jammu District holds 4th place with 6073 licenses. Among the Districts where over 1000 arms licenses have been issued are Poonch (3153), Kishtwar (5154) and Udhampur (3170). The Minister, however, said that these licenses were issued under Section 13 of Arms Act, 1959 and Rule 4 of Arms Rule 1962 Schedule-II read and as per the instructions issued by Union Ministry of Home Affairs. He further stated that, four sale/ keep arms licenses have been issued since January 2008 till date while 21 such licenses are under process in the Home Department. The Minister said that a total of 48,197 weapons were manufactured during the past two years across the State generating revenue of INR 30, 64,661. The arms licenses are issued for the purpose of acquisition/ possession, acquisition/ possession/ carrying and use for protection/ sport/ target practice/ display, for protection of crops and cattle and carrying on journey in or through any part of India.

The sources revealed that the militant groups of the North East are coming closer to each other in Myanmar in the interest of their own survival and most of the outfits of the region are having strong bases in the Taka (Taga) area in the Sagain division of Myanmar. Further, the ‘vice chairman’ of the anti-talk faction of the NDFB-ATF, G Rifikhang, who is heading the outfit after the arrest of Ranjan Daimary, is still believed to be in Bangladesh, while, the IK Songbijit, the ‘Army chief’ of the outfit is now near Myanmar-China border and security agencies are of the view that he also visited China recently.

Besides Malik, Mushtaq Ahmed Dar and Shamima alias Shazia alias Bitti, also appeared before the Court. Kud Police (Udhampur District) had intercepted a vehicle on March 23, 2002 and recovered USD 70,000 from Shamima and USD 30,000 along with INR 19,000 from Mushtaq Ahmed Dar. During questioning, both the passengers disclosed that they had received this money from Altaf Qadri, Executive Member of All Party Hurriyat Conference (APHC) presently in Pakistan and was at Kathmandu (Nepal), at the instance of JKLF chief Mohd Yaseen Malik. Being a close associate of Malik, Mushtaq Ahmed Dar was allegedly directed by Malik to proceed to Nepal to collect USD 100,000 from Altaf Qadri. Accused Mushtaq Ahmed Dar along with Shamima went to Kathmandu in the month of March 2002 and allegedly collected USD 100,000 which was to be distributed among the militants’ ranks and organisation including Hizb-ul-Mujahideen (HM) and Lashkar-e-Toiba (LeT). After completion of the investigation, Crime Branch presented charge-sheet in POTA Court, which issued general arrest warrants against Altaf Hussain Qadri on the request of Police to initiate proceedings under Section 512 Code of Criminal Procedure (Cr. Pc.) against him. Later, POTA Court granted bail to all the accused.

The Army had earlier denied this charge. On September 8, 2006, four RDX bombs planted on bicycles near a mosque at a cemetery in Mushawerat Chowk of Malegaon exploded, killing 31 persons and injuring 297 others. Seven youths from Malegaon were arrested by the Anti-Terrorism Squad (ATS) on charges of designing and engineering the blasts. In December 2006 the probe was handed over to the CBI. In 2011, a special CBI team began reinvestigating the case after a member of Abhinav Bharat Swami Aseemanand's confession claimed that the right-wing group was responsible for the Malegaon blast. The special CBI team conducted five meetings with the members of Organisations of All Muslim Sects (OAMS) in Malegaon and interacted with them. "The CBI told us that the RDX used in the blasts was stolen from the army," said a member of OAMS who was called by the CBI during the probe recently. A CBI team member, M V Laad, said, "I neither know anything about it nor do I want to talk on this issue". Another officer from the special CBI team said, "I have been to Malegaon but I cannot utter a single word."

The Chief Minister (CM) Omar Abdullah on March 6 said that the Jammu and Kashmir Government had received over 600 applications for a rehabilitation policy from relatives and parents of Kashmiri militants in Pakistan occupied Kashmir (PoK) who wants to return, reports Times of India. “They are being verified," CM Omar Abdullah added. "I hope the day is not far when we will approve these 600 applications for the return and rehabilitation of youth gone across," Omar said, adding that those, who had gone across for arms training to PoK will return without guns but along with wives and children to live a life of honour and dignity. The applications have been filed with Police chiefs of various Districts of Jammu and Kashmir during the past 2 months. The State Government has formally announced the rehabilitation policy on November 23, 2010. The policy has been launched to facilitate the return of ex-militants who belong to Jammu and Kashmir and had crossed over to PoK for arms and explosive training but had later given up and are willing to return to the State. The policy states that those who have gone to PoK or Pakistan between January 1 1989 and December 31 2009 and their dependents will be eligible for consideration under the policy. The applications would be scrutinised by District Superintendents of Police (SPs) and then forwarded to Crime Investigation Department (CID), which will prepare a dossier and give it to the Home Department which will take a final call on whether the person can be permitted to return, the policy states. The militants would be allowed to enter only through Wagah Border in Punjab and Salamabad and Chakan-Da-Bagh Line of Control (LoC) points in Jammu and Kashmir.

Express Tribune on March 6 reported that the Government has only been able to implement 15 of the 61 proposals contained in a reforms package aimed at redressing Baloch grievances regarding the affairs of their province. A 38-page progress report on the Aghaz-e-Haqooq-e-Balochistan (beginning of the rights of Balochistan) package states that the Government has not acted on most of the proposals. Officials said that the Provincial and Federal Governments were constrained by a lack of funds, but would do their best to implement the proposals by the end of 2013. Parliament had approved the package unanimously on November 23, 2009, and the committee responsible for the package, and its implementation, was chaired by Senator Raza Rabbani.

Daily Star reports that Rajshahi Investigators of International Crimes Tribunal have gathered evidence and statements of witnesses who were forced to convert to Islam at gunpoint in Rajshahi District following directives of former Jamaat-e Islami Ameer (leader) Ghulam Azam during the Liberation War in 1971. They also collected fortnightly secret reports of Special Branch of the then Police Department that were sent to Police stations across the country from Police headquarters in Dhaka in 1971. However, all the families converted to Hindus again after the liberation, said the investigators. Azam and other collaborators held meetings with Tikka Khan in early April of 1971 and genocide took place across the country following the meetings. Further, the investigators recorded statements of around 100 survivors who witnessed genocide in Charghat Upazila (Sub-Division) of Rajshahi District. The evidence shows that genocide took place in Padma Char, some 900 feet away from Thanapara village and Sardah Police Academy of Rajshahi District on April 13, 1971. Around 150 persons were killed in a firing squad and their bodies were set ablaze.

Central Intelligence agencies unearthed a suspected Lashkar-e-Toiba (LeT) conspiracy to attack one or more venues of the ongoing World Cup cricket matches in India, The Hindu reported on March 7. Specific inputs have been communicated to Tamil Nadu and other States, where the matches are to be played. Sources in the Ministry of Home Affairs said that inputs received through "sensitive channels" indicated that in October 2010, the Pakistan-based LeT cadre, Zaibuddin Ansari, or his associate’s researched information pertaining to explosive chemical substances and the stadiums where the 2011 World Cup matches were to be played. The suspects allegedly analysed eight cricket stadiums in India, including the Sardar Patel Stadium in Ahmadabad, Chinnaswamy Stadium in Bangalore and M.A. Chidambaram Stadium at Chepauk in Chennai, the sources added. "We have been given an alert that Ansari and his associates researched the composition for chemicals known to be used in explosives, including ammonium nitrate, ammonium nitrate fuel oil and pentaerythritol tetranirate (PETN). They seem to have showed more interest in the manufacture of lead styphnate, which is used in the manufacture of different nitro compounds in explosives," an unnamed Senior Police Officer said.

Indian Express reports that the Jharkhand Government proposes to set up a new force called State Industrial Security Force (SISF) to provide security to industry and banks in the Communist Party of India-Maoist (CPI-Maoist)-infested areas, in the State Budget presented in the Assembly by Deputy Chief Minister Hemant Soren on March 7. The battalion of SISF, comprising ex-servicemen, planned to be raised will be recruited and their training will be completed by the end of fiscal year 2011-12. To deal with the Maoists, the Budget proposes to open 92 Police Stations and strengthen the Special Branch of the Police by setting up Cyber Security and Surveillance System and Intelligence Training School for its staff. Soren, presented a deficit budget of INR 38.6577 billion, said 18,000 Police posts were vacant. Of these, 11,000 posts of constables and 850 posts of Sub-Inspectors would be filled up in the coming financial year. "In order to overcome the problem of the Naxalites [Left Wing Extremism], the administrative officers were sensitised. The effort was also being made to help improve institutional system," Soren added.

The Ministry of Home Affairs (MHA) on March 7 warned that the SIM cards becoming the new national security risk, reports Times of India. The information came out that many of the SIM cards being used by nearly 700 million mobile users in the country may have malevolent embedded software, which has put India's security agencies on tenterhooks. This new national security risk has alarmed the MHA and it intends to ask the telecom industry to replace all such imported SIMs in the country with locally manufactured ones at their own cost. According to a Government source, only 30% of the total volumes of SIM cards are imported at present, though even this figure will now be subjected to a formal evaluation of installed capacity. The fear is that the embedded software turns the SIM card into a minicomputer, which can be a cause of abuse. The security agencies are proposing that only blank SIM cards be allowed for import and the personalization process be done entirely by domestic firms. However, since this can only reduce vulnerability of future imports, MHA wants the industry to replace all existing SIMs at its own cost. The MHA also wants the Department of Telecommunication (DoT) to weed out all fake and duplicate IMEI numbers, indicating that its earlier crackdowns have not been entirely successful.

According to Police records 158 youth were arrested across the Ganderbal District on charges of alleged stone throwing and protests in last summer. Almost 156 youth were bailed out in local Police Stations and rests of the youth were bailed out by the Court. Nobody was booked under PSA. The records also mention the injuries of Security Forces (SFs) while clashing with protestors who had taken to streets against the civilian killings. The records suggest that more 150 Central Reserve Police Force (CRPF) Personnel and around 50 Police personnel were injured in clashes between protests and men in uniform in four month long unrest. Times of India reports on March 8, that over 2,600 civilians and Security Force (SF) personnel were killed between 2008 and 2010 in several incidents of Left Wing Extremist (LWE) violence across the country, says Minister of State (Home Affairs) Gurudas Kamat. According to the information given by Kamat in Lok Sabha, out of the total of 2,632 casualties, including 1,799 civilians and 833 SF personnel, a highest of 1,003 was in 2010, followed by 908 in 2009 and 721 in 2008. Incidentally, there has been an increase in the number of incidents of economic targets by Communist Party of India-Maoist (CPI-Maoist). Out of the 909 such attempts, a highest of 325 were on forest road, culvert; 158 on telephone exchanges; 135 on school buildings; 127 on railways properties; 61 on panchayat (village level local self-Government institution) bhawans; 33 to disturb electric supply by targeting poles and 18 on mining related projects among others in the last three years. About 6,061 incidents of violence by LWE were reported during the period, the Minister said.

General Officer Commanding 7th Division Major General Ghayoor Mehmood said in a briefing that “Myths and rumours about US predator strikes and the casualty figures are many, but it’s a reality that many of those being killed in these strikes are hardcore elements, a sizeable number of them foreigners. “Yes there are a few civilian casualties in such precision strikes, but a majority of those eliminated are terrorists, including foreign terrorist elements.” The Army’s 7th Division’s official paper on the attacks till March 7 said that between 2007 and 2011 about 164 predator strikes had been carried out and over 964 terrorists had been killed. Of those killed, 793 were locals and 171 foreigners, including Arabs, Uzbeks, Tajiks, Chechens, Filipinos and Moroccans. In 2007, one missile strike left one militant dead while the year 2010 was the deadliest when the attacks had left more than 423 terrorists dead. In 2008, 23 drone strikes killed 152 militants, 12 of them were foreigners or affiliated with al Qaeda. In 2009, around 20 predator strikes were carried out, killing 179 militants, including 20 foreigners, and in the following year 423 militants, including 133 foreigners, were killed in 103 strikes. In attacks till March 7, 2011, 39 militants, including five foreigners, were killed. Further, Major General Ghayoor, who is in-charge of troops in North Waziristan Agency, admitted that the drone attacks had negative fallout, scaring the local population and causing their migration to other places. In addition, Major General Ghayoor said that “Well we have over 820 checkposts along the border to stop militant movement and there is strict vigilance, but unfrequented routes are an exception for which alternate means, including intelligence-sharing between coalition troops and the Army, are in place.”

However, there are inputs suggesting visit of some leaders of insurgent groups in the Northeastern Region to China on several occasions, with the objective to establish rapport with Chinese authorities to facilitate procurement of arms and ammunition from arms agents in that country. The armory acquired from China by the insurgent groups is smuggled through Thailand and Sino-Myanmar border to the Northeastern States. The All Nepal Industrial Trade Union (ANITU) owing allegiance to the Maoists withdrew from negotiations with officials of the Hetauda Industrial Corridor in central Nepal and enforced an indefinite strike that has hit nearly 80 industries employing over 5,000 workers. It was reported that the Maoist trade union demanded an increase in the existing minimum wage of NRS 4,600 to NRS 10,000 and daily wage to NRS 450 from NRS 190. From March 26, the Maoist union has warned of an indefinite strike in the belt if the industries fail to concede its demand.

The team visited Karamja village in Santhia Sub-Division of Pabna District on March 9 and took statements of the witnesses. Team leader Mohammad Abdur Razzak quoted witnesses as saying that the occupation troops with the help of Peace Committee Chairman Khoda Bux lined up eight male members of Megha Thakur's family in front of their house in May 1971 and shot them dead. They also raped Megha's daughter Parbati. A mass grave of the eight male members of Megha's family was discovered at his house in 2000 and Santhia Police took eight skeletons into custody. The investigation team collected the skeletons from the police station as evidence of the massacre of the eight. Further, the team members also visited Koroi-Kadipur massacre place in Joypurhat Sadar Sub-Division, Joypurhat Government College and Pagla-Dewan massacre place. It has been reported that at least 10,000 people were killed at Pagla-Dewan by the local collaborators of Pakistani occupation forces during the Liberation War. The team collected evidence and recorded statements of the witnesses to the massacre and also visited the Peace Committee Office in Joypurhat town.

According to India Express, Security Forces (SFs) during October 2008 operations in Jammu and Kashmir found that four Lashkar-e-Toiba (LeT) militants killed in a series of encounters were from Kerala. Subsequently, they learnt that the group had a fifth member, who managed to escape. The revelation set the Police and later the National Investigation Agency (NIA) on a trail that showed how the LeT was recruiting youths from Kerala, training them in Kerala and in Hyderabad of Andhra Pradesh, and then using them for operations in Jammu and Kashmir. Three years on, the NIA has retraced much of the trail with information from two suspected LeT militants from Jammu and Kashmir. Unnamed except as A and B, they have disclosed the identity of the LeT leader who allegedly supervised the recruitment. A and B are mentioned as witnesses in the NIA charge sheet submitted recently in a Special Court in Kochi in Kerala. They were examined under Section 164 of the Criminal Procedure Code (Cr. PC). According to the charge sheet, they have named Wali alias Rashid Abdullah, Baitullah Mujahideen of LeT training camp in Muzaffarabad of Pakistan occupied Kashmir (PoK), as having supervised the recruitments. A and B claim to have attended a jihadi (Holy War) training camp with Wali and the Kerala youths at Lolab forest in Kupwara District.

A Multi Agency Centre (MAC) set up by the Union Home Ministry in New Delhi has reported on March 13, that 489 top militants of Lashkar-e-Toiba (LeT), Hizbul Mujahideen (HM) and a couple of other lesser known militant outfits were in full preparedness to try and cross into Jammu and Kashmir from the Line of Control (LoC) this summer, according to Daily Excelsior. Though the number of trained militants camping at forward launching pads across the LoC and International Border (IB) was about 1000, the MAC report said 489 militants were fully prepared to try to intrude into the border of Jammu and Kashmir in the approaching summer. These militants have been issued weapons, combat dresses, mobile telephones, explosive devices and medical kits etc to carry them while infiltrating into the State. As per the MAC figures, 195 militants had infiltrated into Jammu and Kashmir during last two years of 2009 and 2010. While exactly 100 militants sneaked into this side in 2009, the number went down to 95 in 2010. Intelligence and Police agencies of the State said the figure almost tallied with their inputs.

Nagaland post reports on March 14 that, setting condition for talks, the Achik National Volunteers Council (ANVC) has asked PC Haldar, the Union Government’s peace interlocutor to hold meeting with them at Tura, the District Headquarters of West Garo hills District. “The government has invited us to Shillong for a meeting with Haldar, but we have asked the government to hold the meeting in Tura,” ANVC’s spokesman, Arist Sangma said. However, Government officials said they are yet to receive ANVC’s request. Haldar is scheduled to arrive in Shillong on March 15 to meet Meghalaya Government officials and ANVC leaders on March 16. The six-year-old tripartite ceasefire agreement which was signed in July 2004 between the Centre, Meghalaya Government and the ANVC will expire on March 31. The outfit had threatened to return to armed struggle over the centre’s unilateral decision to have a periodic ceasefire agreement rather than the indefinite one, besides government dismissing its demand for creation of a Garo Territorial Council. However, the ANVC had decided to seek views from the public representatives on whether the outfit should continue the ceasefire agreement or return to its armed struggle. Chief Minister DD Lapang who also favored the extension of ceasefire agreement with ANVC said that the people in Garo hills did not want return of violence in Garo Hills. Earlier, the United Achik Peace Forum (UAPF) also favored extension of the cease-fire agreement between the banned militant outfits. “We want the government to extend the tripartite ceasefire agreement with the ANVC to ensure peace in the Garo Hills,’’ UAPF Chairman, president G C R Marak said.

The ‘commander-in-chief’ of the United Liberation Front of Asom (ULFA), Paresh Baruah is making all out efforts to revitalise the outfit and according to intelligence inputs, he even "promoted" more than a hundred militants to keep them happy, reports Assam Tribune. Further, the anti-talk faction of the National Democratic Front of Bodoland (NDFB-ATF) may target Security Forces (SFs) in the days to come in retaliation to the recent setbacks received by the outfit. As per information available with the Security agencies, senior ULFA cadre, Jiban Moran, was given the status of ‘Lieutenant Colonel’ by Paresh Baruah and by virtue of his rank, he is now the second in command of the outfit. Similarly, two other high ranking cadres, Drishti Rajkhowa and Bijoy Chinese, were promoted from the rank of ‘self styled Second Lieutenant’ to ‘self styled Major’, giving them a major jump in the outfit.

The annual report for 2010-11 of Ministry of Defence stated on March 16, "The continued infiltrations across the Line of Control (LoC) and the existence of terrorist camps across the India-Pakistan border demonstrate the continuing ambivalence of Pakistan in its attitude and approach to terrorist organisations", according to Daily Excelsior. Observing that the security situation in Jammu and Kashmir had "stabilised", the Ministry of Defence said the terror threat continued to be "real" as terrorist infrastructure in Pakistan is still intact. The annual report said the situation was stabilised by the persistent efforts of the Indian Army, which in 2010 killed 238 terrorists and apprehended 62 of them while 52 suffered casualties. "The continuous infiltration attempts in Jammu and Kashmir by terrorists from Pakistan and Pakistan occupied Kashmir (PoK) are a matter of concern," it added. The report said despite Army's strict vigil, infiltration attempts along the LoC were on where 40 terrorists were killed and 31 such bids were foiled. It added that the incidents of terrorist violence remained low in the State due to the "operational ascendancy" gained by the Army.

The action plan aims to assist the current peace process in reaching a meaningful conclusion and protecting the rights of children affected by armed conflict and those associated with armed forces and armed groups through the implementation of the integrated plan of rehabilitation and reintegration. On March, 16 the Parliamentary Special Committee on Constitution amendment has decided to propose easing of restrictions on the use of religion in politics so that Islamic parties can continue functioning reports Daily Star. "We don't want to take away anyone's political rights. Anybody can be involved in politics following the aims and objectives of the constitution," Suranjit Sengupta, Co-Chair of the Parliamentary Special Committee, added. The Special Committee will propose necessary modification to the proviso of Article-38, the proviso was made immediately after Bangladesh’s independence, banning the use of religion for political purpose. The article allows every citizen to form associations or unions, subject to any reasonable restrictions imposed by law in the interest of morality or public order. But its proviso says "no person shall have the right to form, or be a member or otherwise take part in the activities of, any communal or other association or union which in the name or on the basis of any religion has for its object, or pursues, a political purpose".

The CRPF personnel could be seen removing the bunkers from places like Batamaloo, Karan Nagar, Zaina Kadal, Saraf Kadal, Babademb, Rainawari, Nowhatta, Islamia College, Hawal and Amar Singh College. The CRPF official said that the step has been welcomed by both the people as well as jawans (troopers). 40 bunkers have been removed from Srinagar since the process was started in October, 2010. While 16 bunkers were removed in the first phase, 12 bunkers each were removed in the subsequent two phases. The removal of bunkers was one of the eight points proposed by Union Government to bring the situation to normal in Kashmir after 2010’s summer agitation.

Sources said that Menon was killed by another NSCN-K cadre near Mon town gate in the afternoon. His body was later on dumped in a jungle nearby. Sources disclosed that Menon was summoned by higher-ups from Tirap (Arunachal) to Mon in Nagaland to sort out issues related to organizational management which included disciplinary and financial matters. "Earlier on a couple of occasions, Menon was warned to abide by the organizational discipline; however, he did not pay any heed," informed a source. Menon, allegedly a Research and Analysis Wing (R&AW) agent, was the son of late KD Menon, an officer of the Indian Administrative Service (IAS), and the nephew of Congress leader and ex-minister TL Rajkumar. It is widely documented that Menon lived in Khonsa and was a timber baron till the Supreme Court’s ruling of 1996 hit the timber industry in the State. Majority of timber contractors may have failed to read the future of timber business but Menon took to another career option early in 1995 by joining the NSCN-K where he worked his way up to lead the insurgency faction to its zenith. It is believed that it was primarily through Menon and his mentor in the State politics that the NSCN-K made its presence felt in the political arena in the year 1999. It was widely quoted in newspapers and magazines that it was Menon’s active leadership and influence over twelve legislators of Tirap-Changlang that led to the downfall of Gegong Apang’s uninterrupted reign of 19 years.

Daily Excelsior reports that, the District Magistrate (DM) of Jammu has ordered the cancellation of licenses of three Gun firms to the State Home Department and the Police authorities have seized 53 fake licenses from Rajouri and nearly 70 from Doda, Poonch and Kathua Districts of Jammu region. Besides the above seizure, 29 more licenses, which had been sent to the Home Department for seeking all India permission of carrying weapon, were also seized by the investigating team. While from Kathua thirteen (13) fake gun licenses were recovered, 30 more were seized in District Poonch, 53 in Rajouri and 27 in District Doda. During further intensive investigation, it was found that 29 such fake licenses were awaiting clearance in the Home department for the All India level status issued by Sub-Divisional Magistrate (SDM) of Mendhar in Poonch District. As reported earlier, on February 17, 2011 two persons namely Mohammad Naseer and Mohammad Rafiq of Kotranka in tehsil (revenue unit) Budhal of Rajouri District were intercepted by Janipur Police along with two .12 guns and the fake licenses. It was found during investigation that these had been issued by the SDM Mendhar and an FIR No. 18/ 2011 was registered in this connection.

PTI reports, the white paper released by State Home Department stated that Communist Party of India-Maoist (CPI-Maoist) cadres killed 75 persons including 53 civilians while the Security Force personnel killed only 12 Maoists in Odisha during 2010. Though 61 persons were killed by the Maoists in 2009, the number of killing increased last year. While 28 civilians were killed by the Maoists in 2009, the number of civilian casualty increased to 53 in 2010, the paper said adding that 20 Maoists were shot dead by the SF personnel in 2009. Many innocent persons were being killed by the Maoists in the name of Police informers. "People opposing the Maoists activities were also victims," the paper added. In a bid to weaken the morale of SF personnel, the Maoists used to organise bandh (general shut down), road blockade and blew up culverts and telephone towers, it said adding while ten Maoists had surrendered before the Police in 2009, the number rose to 44 in 2010. The white paper further said the number of Districts hit by the Maoists increased to 19 by 2010 even as Paramilitary Forces were deployed in the entire southern Odisha. As part of efforts to combat the Maoists, the State Government has taken several steps like banning the CPI-Maoists and its six frontal organisations, creation of a Unified Command to monitor anti-Maoist operation and setting up of new battalions among others.

The State Government in a written reply told the Legislative Council that a total of 13, 215 civilians have been killed in violence since 2009, reports Daily Excelsior. The Minister-in-charge Home disclosed that this included a total 698 political activists/ leaders. The highest number of 101 politicians were killed during 2002, followed by 76 in 2001, 62 during 2004, 61 in 1996 while 58 each during 1997 and 1998. During 2008, 09 and 10, four each political activists were killed by terrorists while during this year up to February 25, 2011, only one political worker was killed in such incident. It was further disclosed that 341 persons have been allegedly killed in custody in the State in last two decades. However, no such custodial death has taken place in Poonch and Rajouri Districts. Out of the total 113 persons missing in Poonch and Rajouri Districts during militancy, 99 belonged to Poonch, whereas, only 14 missing persons have been reported from District Rajouri since 1990 so far. It was also informed that 5363 Security Force personnel were killed in the State since 1990 up to now. In reply to another question regarding withdrawal/ repeal of Armed Forces Special Powers Act (AFSPA)-1990 and Public Safety Act (PSA) it was disclosed that the Government has constituted two committees; one each for Jammu and Kashmir regions, respectively, to look into the areas where from AFSPA could be withdrawn. It was informed that with the improvement in the security environment, the State Government is committed to the gradual withdrawal of AFSPA-1990. Notably, the AFSPA-1990 is not applicable in the Leh and Kargil Districts of Jammu and Kashmir, while, the PSA is in vogue in the entire State since 1978.

The Director General of Police (DGP), Kuldeep Khoda, stated on April 1, that while nearly 45 per cent reduction in the militancy related incidents has been recorded in the first quarter of 2011, over 300 to 350 terrorists are still active in the Jammu and Kashmir State, reports Daily Excelsior. He further said though a total 232 militants were eliminated by the Security Forces (SFs) during the year 2010, but nearly 300-350 terrorists were still active in the Jammu and Kashmir State. Out of these total ultras operating, nearly 45 per cent of them are foreigners. Referring to the infiltration attempts along the borders / Line of Control (LoC) and the infrastructure raised on that side for facilitating the terrorists, the State Police Chief said there seems to be no change in the attitude of Pakistan. Militant infrastructure (launching pads and training camps) was still intact on that side and attempts from that side are also continuing. But the forces were on the high alert and capable to thwart any attempt from across or within. He further added that, "we expect better over all law and order situation in the State in the coming summer months.” The DGP stated that in 2010, nearly 450-500 militants were operating in the State. There have been reports of nearly 100 odd more militants having infiltrated into this side during the year, whereas, the number of militants killed during 2010 were 232. The incidents of killings in Tral and Kupwara recently show that the militants are trying to show their presence. But during first quarter of this year a total 70 incidents of militancy were reported as against 127 occurred during the corresponding period of last year (2010). The DGP further disclosed that during first three months of this year three SFs personnel including two Army jawans (troopers), were killed during anti-militancy operations whereas, last year (from January 1 to March 31), 19 SFs personnel lost their lives. So, nearly 84 per cent decline on this count has been witnessed. A total 13 militants were eliminated during last three months while 37 were shot dead during first quarter of last year. The number of civilians killed by the terrorists during the first quarter of 2010 was 13. Mr Khoda disclosed that a total 30 militants were arrested by the SFs during first quarter of this year while during the corresponding period of 2010, total 16 militants were arrested in the State. The number of militants surrendered during first quarter of this year and the corresponding period of the previous year, however, remained the same which is seven the DGP added. On coming Panchayat elections, Kuldeep Khoda said where ever the demand arises as per the situation, additional police personnel from Armed and Indian Reserve Police (IRP) battalions will be placed there.

The FATA Disaster Management Authority said that the programme of voluntary return would continue till May 20. However, officials said that none of the internally displaced persons (IDPs) would be forced to leave the camps, set up for them in Jalozai and Risalpur. Presently around 15,000 IDP families have been residing in these camps. The plan of voluntary repatriation is also applicable to around 65,000 displaced families living off-camps. “The return of these IDPs will be in accordance with international standards, which does not allow forced return,” said Allah Dad Khan, in-charge of Jalozai camp, situated around 10 kilometres off the G.T. Road from Pabbi town. Further, the Director General of FATA Disaster Management Authority, Arshad Khan, also said that they had finalised arrangements so that all Bajaur and Mohmand IDPs, who left their homes as a result of operation against militants in their respective areas, could go back with honour and respect. According to FATA Disaster Management Authority, the number of displaced families from Bajaur Agency are 50,000 whereas the displaced families from Mohmand Agency are over 30, 800. The IDPs living off-camps include 37,000 families from Bajaur and around 29,000 families from Mohmand. Mr Allah Dad said that Jalozai camp, the largest of all, housed over 13,000 displaced families from Bajaur and over 1,500 families from Mohmand Agency. The same camp also provides shelter to over 4,000 families belonging to Bara, Khyber Agency, but so far that area had not been cleared by the SFs and no returning plan has been announced for them.

Four platoons of Nepal Army (NA) with the help of United Nations Mine Action Team (UNMAT) have cleared 45 of the 53 mine fields and plan to clear the remaining mines by mid-June 2011. Among the places where NA is working to clear the mine fields are Aitabare of Ilam, Liwang of Rolpa, Chawang of Pyuthan and Simkhaka of Salyan. In some places the work is yet to start. These include Sillot of Panchthar, Murtidanda of Ilam, Khara of Rukum and Phulchoki of Lalitpur. UN Resident and Humanitarian Coordinator Robert Piper said that UNMAT and the NA will hold a celebration on June 14 to mark the day. During the conflict, NA had reportedly planted 53 minefields, while more than 300 improvised explosive devices (IED) were planted by NA, Nepal Police and Armed Police Force Combined. The UNMAT in coordination with the Communist Party of Nepal-Maoist (CPN-M) and United Nations Mission in Nepal (UNMIN) counterparts is reported to have carried out the demolition of all items in recorded stockpiles of IEDs — a total of 52617 — and other explosive items at all the seven Maoist cantonments. Around 300 people are said to have lost their lives due to mines and explosive remnants after the signing of the Comprehensive Peace Accord in 2006.

Daily Excelsior reports that a number of the militants seeking return from Pakistan and Pakistan occupied Kashmir (PoK) to Jammu and Kashmir after over two decades has crossed 800. After scrutiny, some of the applications have been sent to the Counter Intelligence Department (CID) for further verification process. Almost all militancy infested districts have received applications from families of the militants on behalf of their kin expressing their desire to return to the State under Rehabilitation Policy of the Government. CID has compiled data of nearly 2500 to 3000 militants, who were holed-up in Pakistan and PoK for last eight to 20 years where they had gone for arms training. However, after completion of training, the stranded militants were unable to cross into this side due to surveillance on the Line of Control (LoC) as well as the International Border (IB) or other measures taken by the SFs. Under the Rehabilitation Policy of the Government, the militants, once cleared for return from all quarters, could come back through identified routes like Poonch-Rawlakote, Uri-Muzafarrabad, Wagah border and Indira Gandhi International (IGI) Airport, New Delhi. While scrutinising applications, Police authorities have also come across the details of some unlisted militants. The Rehabilitation Policy has helped in identification of some new militants to the Police.

Highly-placed sources in the Government and the Central Bureau of Investigation (CBI) said that the Chilean Police informed the CBI that they had detained a person identified as Abdul Rauf and that there was also an Interpol Red Corner notice pending against him. The sources said that the Chilean Police had also sent his finger prints for verification but the CBI expressed its inability as neither Rauf's picture nor his finger prints was available with the investigation agency. A team would be soon going to Chile to ascertain his identity as well as question him, the sources said, adding some help from western friendly intelligence agencies was likely to be taken in this connection. Abdul Rauf wanted by the CBI is the brother-in-law of Jaish-e-Mohammed (JeM) ‘Chief’ Maulana Masood Azhar and was among the main conspirators in the hijacking of Indian Airlines plane from Kathmandu. The former SDM Mendhar is also wanted by Tulja Police Station in Pune, Maharashtra where three First Information Report (FIRs) have been registered by Police in connection with fake gun license racket, which also had its roots in states of Haryana, Rajasthan and Gujarat besides Maharashtra. He was immediately whisked away to Janipura Police Station where a FIR under Sections 467, 468, 420 RPC, 5(2) Prevention of Corruption Act and 161, 165 has been registered against him along with other accused involved in fake gun license racket. So far, Police have arrested eight persons involved in the gun racket. Nearly 2000 fake gun licenses have been detected or seized so far, while the number could go up as many youth from twin border Districts of Poonch and Rajouri were working outside the State especially in Gujarat, Maharashtra, Haryana and Rajasthan as security guards on the basis of guns procured by them with the help of fake gun licenses for which they had paid between INR 35,000 to INR 50,000. The candidates have withdrawn their nomination on their own free will, Dumaria's Block Development Officer (BDO) Anil Kumar said. He, however, could not explain the reason behind withdrawal of all candidates from the forthcoming Panchayat polls in the Panchayats under Dumaria block. The candidates, who withdrew their candidature, included 218 for the post of panchs, 248 for ward members, 133 for Panchayat Samiti (block level local self-Government institution) and 83 for mukhias (president/ chief of Gram Panchayat, the village level local self-Government institution). While all 682 candidates in fray for various posts in nine Panchayats have withdrawn their candidature, no candidate had filed nomination for any post in two Panchayats - Sahchar and Mangia - under Dumaria block. It may be mentioned that the Maoists, has given a boycott call of the Panchayat polls and has put up banners and posters at several places to remind the people and prospective candidates about its diktats. Currently, the CRPF has 13 battalions and two Commando Battalion for Resolute Action (CoBRA) units in the State. “Even six years ago, the Police did not dare to enter the Saranda forests in fear of Maoists. But in the past year, the CRPF entered the zone four times. The continued presence of Paramilitary Forces in Jhumra, which was once the training hub of Maoists, has dealt a severe blow to the Maoist outfit,” Raj said. “While we have strengthened our base, the same has been done by Maoists in Chatra, Latehar, Palamu, Khunti and Dumka. So, the need to raise more battalions,” he added.

It was emphasized to prepare the guide line as per requirement of the people, and to alternate arrangement if any project not applicable. In the documents, leaked by the whistle-blowing WikiLeaks website, US officials rank the ISI alongside groups like Hezbollah, al Qaeda and the Muslim Brotherhood. The Egyptian Islamic Jihad, the brainchild of al Qaeda No. 2 Ayman Al-Zawahiri, is also on the list of 70 terrorist entities. In a so-called threat indicator matrix used to determine which of the inmates at Guantánamo Bay can be released, a detainee’s link to the ISI is seen as confirming his association with terrorism. The TE-SAT is one of Europol's strategic analysis products, providing law enforcement officials, policymakers and the public with facts, figures and trends on terrorism in the EU. The report further noted that the LTTE had been engaged in organized crimes such as facilitation of illegal immigration, credit card skimming, money laundering, and fraud for the purpose of funding terrorist (support) operations and LTTE also collected money from their members, using labels like 'donations' and 'membership fees', but are in fact extortion and illegal taxation. The Europol report also highlighted that the LTTE use international propaganda channels and their own media (TV and radio stations) to spread their ideology. "In 2010, 27 individuals were arrested for terrorist offences linked to the financing of LTTE in France, Germany and the Netherlands" the report added.

Algerian detainee Adil Hadi al Jazairi bin Hamili, linked with the Algerian Armed Islamic Group and the Hezb-e-Islami Gulbuddin, confessed that he had worked for the Taliban’s foreign ministry and intelligence services as well. Hamili was captured in a raid in Peshawar in 2003. According to Pakistan’s Intelligence Bureau, Hamili was an Algerian terrorist, hired assassin, kidnapper, and member of Osama bin Laden’s “umbrella organisation.” However, the Central Intelligence Agency found that not only was Hamili a source for the British and Canadian intelligence services who had withheld information from the two, but he was also running a terrorist cell. According to US assessment, Hamili was actually Abu Adil, who Khalid Shaikh Mohammad had confessed to meeting in early 2002. Mohammad had given PKR 300,000 to support Abu Adil’s cell in Punjab and an assassination plot against the then President General Pervez Musharraf. According to Mohammad, Abu Adil was responsible for attacks on two churches in Islamabad and Sialkot, and possibly involved in the May 2002 attack on Karachi’s Sheraton Hotel in which 11 French engineers and three Pakistanis were killed. Hamili was recruited by foreign intelligence “because of his connections to members of various al Qaeda linked terrorist groups that operated in Afghanistan and Pakistan.” Hamili was not the only spy in custody. Iraqi detainee Bisher al-Rawi also said he had links with MI5 and was providing information to the agency on Abu Qatada, the ‘spiritual leader of the Armed Islamic Group’. New details about the escape emerged from interrogation reports of the Guantánamo Bay detainees and one account claims that local Pakistani militant ‘commander’ Maulvi Noor Mohammad aided Osama’s escape. The Guardian said that in documents obtained by it, Mohammad provided 40-50 fighters to escort a trapped Osama and his deputy Ayman al-Zawahiri to safety following intervention of al Qaeda ‘commander’ known as Abu Torab in mid-December 2001. According to revealed files, Rabbani had been in detention at the Guantánamo Bay camp since September 19, 2004, two years after his arrest in Karachi. Rabbani, according to the report, admitted that he was an al Qaeda facilitator from early 2002 to September 2002. During this period he managed a number of safe houses in Karachi and had direct link to many senior al Qaeda cadres, including Osama bin Laden and Ayman al Zawahiri. These safe houses provided logistical support to most of the September 11, 2001, hijackers, the investigation report said. He was directly involved with terrorist plans and operations. Talking to Assam Tribune, Additional Director General of Police (Special Branch), Khagen Sarma said that the ULFA-PTF has given a list of around 400 cadres and the process of setting up the designated camps would start immediately after selection of the sites. He said that seven to nine designated camps would be established for the members of the ULFA-PTF. Times of India reports that the Union Government has decided to recruit more than 2000 retired Army personnel to help the Central Reserve Police Force (CRPF) troopers to gain expertise in crippling Improvised Explosive Device (IED) and hidden landmines while undertaking anti-Naxal [Left Wing Extremism] operations. The retired Army personnel and officers, including those from the Sappers regiment who specialise in this job, will soon be deputed with each of the 62 battalions of the Security Force (SF) deployed for countering LWE in various States. Each of the 62 battalions of the CRPF, including two of the specialised Commando Battalion for Resolute Action (CoBRA), will have 35 of these officers each, a senior CRPF officer said. As many as 434 retired junior commissioned officers (JCOs) and 1,736 non-commissioned officers will be inducted into the force soon and will in turn train the company commanders of the strike units to detect and defuse these hidden mines, the officer added. According to Home Ministry figures, a total of 10,268 casualties have been reported between 2005 and May 2010 due to LWE violence. Out of these, 2,372 deaths were reported in 2009 as against 1,769 in 2008 and 1,737 in 2007. A total of 1,999 civilians and SFs lost their lives in 2006 and 1,952 others in 2005. As many as 439 persons were killed between January and May this year, the data said.

This information came out of interrogation reports of several detainees at the Guantanamo Bay facility held captive by the U.S authorities. The interrogation reports quoted a detainee as saying that the ISI “allowed” militants to travel to India where they conducted bombings, kidnappings and killing of Kashmiri people. The disclosures are part of 779 interrogation reports from the facility of detainees from all over the world and show how a number of them were linked to the anti-Indian outfit Lashkar-e-Toiba (LeT) and had received terror training in Pakistan. The reports quote detainees from countries such as Saudi Arabia, Algeria and Pakistan as telling interrogators about their recruitment and subsequent travelling to Pakistan for terror training before their actual deployment for launching attacks against India and Afghanistan.

Furthermore, say the paper, at least three of the hardcore inmates at the prison had stayed at the organisation’s facilities in Delhi and around. The records revealed by Wikileaks contain interrogation reports and analysis of 779 inmates of the Cuba bay prison. The US records identify the New Delhi-headquartered Jamaat Tabligh (JT) (as the name appears in its records) as a “proselytising organisation that willingly supports terrorists”. Also according to reports al Qaeda used the JT to facilitate and fund the international travels of its members. Most recently the JT has been linked to the July 11 2006, terrorist attacks in Mumbai’s local trains, in which at least 207 people were killed and over 800 injured.” Several of the inmates are recorded as having used JT’s facilities in India and abroad for shelter and travel documents.

How can we trust them in such environment?" the official asked. The official was speaking about reasons why US authorities were not trusting Pakistan completely. The interrogation report of a Pakistani businessman and Guantánamo Bay detainee, Saifullah Paracha, has revealed that LeT was in touch with a US-based "al-Qaida anthrax operative'' as it tried to acquire weapons of mass destruction. Qasmani is among the four persons whose assets had been frozen by the US for their alleged involvement in the 2006 Mumbai train blasts. The US notification, in fact, had said that Qasmani also facilitated the Samjhauta blast in 2007. This fact came to limelight by the three wives of Osama bin Laden who are in the Pakistani custody. The women said that one of bin Laden's sons has not been seen since the May 2 raid, unnamed Pakistani officials were quoted by ABC News as saying. The son was not identified, but Pakistani investigators agreed that it appeared that someone was missing from the compound, the report added. Later, however, one US official said there was no evidence that anyone was missing from the Abbottabad compound. Senator Dianne Feinstein, Chairman of the Senate Select Committee on Intelligence, also told CNN that in a recent briefing with the CIA, there was no mention of a missing son. US officials said one of bin Laden's sons, Khalid, was killed in the raid. It is not known if another son, Hamza, was in the compound at the time of the raid, though his mother is reportedly among the wives of bin Laden who are in custody. The United Nations (UN) continues to list Unified Communist Party of Nepal-Maoist (UCPN-M) "as a party to conflict using child soldiers" in its latest report, reports Kantipuronline. The Secretary General's report on Children and Armed Conflict presented before the UN Security Council on April 23 has included Maoist in the list of 52 armed forces from Asian and African countries that recruit or use children, kill or maim children or commit sexual violence against children during the armed conflict. This is the sixth annual report that has put the Maoists on a watch list for using minors. The Maoists discharged of 2,973 minors from the cantonments in 2010. The discharge process was carried out as per the tripartite action plan that was signed between the Maoists, the Government of Nepal and the UN in December 2009. 2,394 individuals including 1,843 minors were released from the seven main cantonment sites during the formal ceremonies organised between January 7- February 8, 2010 and the "no-shows" were discharged through the sign off process involving the Maoist leadership a month later. The Maoists, however, insist that they have cut links with the "child soldiers" and that the UN has failed to adequately document the discharge of 4,008 disqualified combatants that included minors. "We handed over the disqualified combatants to the UN and suggested them to accept the rehabilitation packages after signing the action plan. They have cut off the links with the PLA," said Maoist Standing Committee member Barsha Man Pun, adding, "The UN's conclusion has deprived us of justice. We will raise our reservations regarding this issue during the upcoming visits of the senior UN officials."

Pakistan has been submitting exaggerated and inaccurate bills for the billions of dollars US pays to fight militants along the Afghanistan border and the Pentagon has been rejecting 40 per cent of its claims, Indian Express quoting a Wall Street Journal report said on May 18. “The billing spat has exacerbated tensions between the countries, which reached a nadir after the US raided the compound of Osama bin Laden without informing Pakistani authorities,” a Wall Street Journal (WSJ) report said. There was no immediate comment from the Pentagon. The WSJ said the records detail USD 3.2 billion in expense claims submitted to the US for operations from January 2009 through June 2010. “According to the documents and interviews with officials, Pakistan has routinely submitted requests that were unsubstantiated, or were deemed by the US to be exaggerated or of little or no use in the war on terror underscoring what officials and experts see as a deep undercurrent of mistrust between the supposed allies,” the WSJ said. In another case, the US paid millions to refurbish four helicopters to help Pakistan’s army transport troops into battle against Taliban and other militants. But the Pakistanis ended up diverting three of those aircraft to peacekeeping duties in Sudan operations for which Islamabad receives compensation from the United Nations, US officials said. Four Indian nationals, including two senior officials at the Indian Embassy, were among the 58 people killed in the suicide bombing. India accused the ISI of being behind the attack. Among other revelations made by Wikileaks, it was reported that United States officials were worried about the possibility that the top three Lashkar-e-Toiba (LeT) militants arrested by Pakistan in connection with the Mumbai terror attacks( November 26, 2008, also known as 26/11) could be acquitted and let free by the court for want of evidence. In fact, as long ago as January 2008, the country’s military was requesting the US for greater drone back-up for its own military operations. Previously exposed diplomatic cables have already shown that Pakistan’s civilian leaders are strongly supportive, in private, of the drone strikes on alleged militant targets in the Federally Administered Tribal Areas (FATA), even as they condemn them for general consumption. In a meeting on January 22, 2008 with US Central Command (CENTCOM) Commander Admiral William J. Fallon, Pakistan Army Chief General Ashfaq Kayani requested the Americans to provide “continuous Predator coverage of the conflict area” in South Waziristan where the army was conducting operations against militants. The reports reveal that US special operations forces were embedded with Pakistani troops for intelligence gathering by the summer of 2009 and deployed with them on joint operations in Pakistani territory by September that year. “We have created Intelligence Fusion cells with embedded US Special Forces with both SSG and Frontier Corps (Bala Hisar, Peshawar) with the Rover equipment ready to deploy,” reported then US Ambassador Anne Patterson to the State Department in May 2009. “Through these embeds, we are assisting the Pakistanis collect and coordinate existing intelligence assets.” At the time she noted that the US had “not been given Pakistani military permission to accompany the Pakistani forces on deployments as yet.” By September, plans for the joint intelligence activities had been expanded to include army headquarters. “Pakistan has begun to accept intelligence, surveillance, and reconnaissance support from the US military for COIN operations,” Ms Patterson wrote. “In addition … intelligence fusion centers” had been established “at the headquarters of Frontier Corps and the 11th Corps and we expect at additional sites, including GHQ and the 12th Corps in Balochistan.” In April 2009, the cell at Bala Hisar assisted with the Pakistan military operation then taking place in Lower Dir. “US Special Operations Command Force are assisting the FC at the Intelligence Fusion Cell at FC Headquarters with imagery, target packages, and operational planning,” a cable written that month reveals.

The FBI, intelligence sources said, instead chose to believe Headley's claims that he had only made contact with the jihadist (Holy warrior) group to further his work as a counter-narcotics informant. FBI officials, the sources said, were long aware of Headley's links with jihadists in Pakistan's north-west, and even interviewed him for information in the weeks after 9/11. But they believed Headley was working for the United States' Drug Enforcement Agency, which he developed a relationship with, after being arrested in 1988 for smuggling heroin from Pakistan. The CC forwarded the report of the aforementioned thematic committee to the sub-committee so that parties are able to reach an understanding on the disputed issues seen in it. The CC chair Nilambar Acharya told media persons that the Committee's report has been sent to the sub-committee after collecting the views of all the CC members during an intense deliberation on 78 disputed issues seen in it in which the most controversial has been the right to self-determination. He said that works to prepare the integrated draft of the constitution will start once the sub-committee is able to find an agreement of the parties on the Committee's report and then again refer it back to CC for final endorsement. The disputes seen in the report of the Committee for State Restructuring and Power Sharing is one of 21 debated issues seen in constitution drafting which the parties are yet to resolve. The parties are yet to reach an understanding on the forms of governance and electoral system, among others.

"Despite international condemnation for its November 2008 attacks in Mumbai, LeT continues to plan regional operations from within Pakistan. The National Crisis Management Cell (NCMC) of the Interior Ministry after receiving an intelligence report on possible attacks reported that the terrorists are plans to launch motorcycle-riding suicide bombers against targets. The LEAs were informed that five to nine Tehreek-e-Taliban Pakistan (TTP) operatives have been sent to Islamabad and Rawalpindi to strike targets. Reportedly, a TTP operative named Ihsan alias Chhota Ustad has prepared sketches of the Artillery Centre and Pakistan Ordnance Factory at Sanjwal, as well as routes used by factory workers, for an attack by a sleeper TTP cell at Tarnol near Islamabad. The TTP Wali Mohammad group, led by Waliur Rehman, the deputy commander of the TTP based in North Waziristan Agency of Federally Administered Tribal Areas (FATA), handles the cell in Tarnol, and is alleged to be behind a string of abductions for ransom and a recent attack on the Artillery Centre in Attock District of Punjab.

The war on terror has spread especially since 2006, like a contagion into settled areas of the country that has so far taken lives of over 35,000 citizens and 3,500 security personnel. “Pakistan has never witnessed such devastating social and economic upheavals in its industry and even after dismemberment of the country by direct war”, the Survey said. “Pakistan’s investment-to-GDP ratio has declined from 22.5 per cent in 2006-07 to 13.4 per cent in 2010-11 with serious consequences for job creating ability of the economy”, it added. According to the survey the committee, at the start of the war, the cost of it to the country was estimated at USD 2.669 billion in fiscal year 2001-02. “The economy was subjected to enormous direct and indirect costs which continued to rise from USD 2.669 billion in 2001-02 to USD 13.6 billion by 2009-10, projected to rise to USD 17.8 billion in the current financial year (2010-11) and moving forward, the direct and indirect costs to the economy are most likely to rise further, the Survey observed.

The report titled “The Failed States Index 2011” compiles a list of countries in terms of vulnerability. From refugee flows to poverty, public services to security threats, the list takes together a country’s performance on this battery of indicators to reflect its stability. In both 2009 and 2010, Pakistan took the number 10 spot on this index, whereas in 2008 it was ranked number nine. Amongst Pakistan’s neighbouring states, Afghanistan ranks 7 while Iran ranks 35. Foreign Policy magazine states that these countries are on ‘alert’. Bangladesh ranks 25, and Sri Lanka is 29 on this list. China ranks 72, whereas India ranks 76 on the list. These countries are considered to be in the ‘moderate’ zone for vulnerability. The 2011 report states that Pakistan has long been dubbed the “world’s most dangerous country” in Washington policy circles. The report states that tick off any checklist of US national security concerns, and Pakistan has them all: nuclear weapons, terrorist and insurgent groups galore, and rampant anti-American sentiment. Add to all this, a volatile political system, and it’s no wonder that Pakistan preoccupies so many Western security analysts. The report adds that Pakistan is not just dangerous for the West – it’s often a danger to its own people. It also states that the cultivation of militant groups by the Pakistani military and intelligence services – which the report states is a counterweight to India and a source of “strategic depth” in Afghanistan – has turned Pakistan into a “cockpit of terrorist violence”.

As the first step in the campaign, the Islamabad Administration and Police jointly conducted a survey that found 305 seminaries of different schools of thought exist in the city’s rural and urban areas, with 800 teachers and 29,000 students on their rolls. But only 131 of them were rated “legal” as they were registered with the Auqaf Department. Deobandi School runs 199 seminaries, Barelvis 89, Ahle Hadith 10 and Asna Ashari seven. Most of them have been built on encroached land and without seeking approval of their designs by the Capital Development Authority (CDA) or the Islamabad Administration. However the administration flinches from taking action against the seminaries, legal or illegal, as it arouses raw, violent emotions.

A new front of the banned outfit Students Islamic Movement of India (SIMI) was uncovered by the Police in Karnataka on June 22 following the arrest of six youths from Mysore after a two-week long investigation into the kidnapping for ransom and murder of two young business management students. According to the reports, two youths, Sudhindra and his friend Vignesh were kidnapped on June 8 outside the Mahajana College in Mysore and their bodies, with strangulation marks and stab injuries were recovered on June 11 in a rural part of Bangalore. Investigations led to the arrest of Athaullah, Adil Pasha, Syed Ameen,Shabbir-ur-Rehman, Mohammed Kouser, and Saffeer Ahmed who confessed before the Police that they had carried out the kidnapping to raise funds for a controversial outfit called the Karnataka Forum for Dignity (KFD), which intelligence agencies identify to be a new front of the banned Students Islamic Movement of India (SIMI). KFD is accused of being at the centre of a series of communal riots in Mysore in 2009. It is a Muslim youth organization with links to the National Democratic Front in north Kerala and the Manitha Neethi Pasarai (MNP) in Tamil Nadu. According to a senior Police officer, the organisation (KFD), having 5000 cadres in Mysore, is widely respected for its social work but there are also many members with a criminal background.

Hopefully, all these 108 militants will return home next month,” an unnamed Home Ministry official said. Sources said the identity of the rehabilitated militants would be kept a secret. Over 3,000 Kashmiri youths went to PoK to receive arms training. Their return is being made possible under the Government’s Rehabilitation Policy announced in 2010. It covers all people and their dependents who crossed over to PoK between 1989 and 2009 to take up the gun.

Times of India reports that the first five months of 2011 has been the most peaceful time in Kashmir, compared to corresponding periods of the past two decades, assessments by the Security establishment has shown. According to sources, assessments of insurgency situation in Kashmir until May 31 showed there was an almost 50 percent drop in most parameters used to measure militancy. In the first four months, no terrorist managed to enter the Valley from Pakistan, while in May, a group of 17 entered. In 2011, there were 42 infiltration attempts in the first five months, while in 2010 it was about 100. The Security Forces killed 30 terrorists in the first five months, against almost 100 killed in 2010 in the same period. A similar drop in the number of violent incidents in the first five months was noticeable — in 2011 it was 84, against 200 in 2010 for the same period. The number of civilians killed remained around the same, with 21 people killed in militancy violence in the first five months.

Adding to the United States (US) State Department report, Trafficking in Persons published on June 27 it is revealed that militant outfits in Pakistan use children to act as spies, fight and carry out suicide bombings, reported Indian Express. “Non-state militant groups abduct children or coerce parents with fraudulent promises into giving away children as young as 12 to spy, fight, or die as suicide bombers in Pakistan and Afghanistan,” the report revealed. It said that militants often sexually and physically abuse the children and use psychological coercion to convince them the acts they commit are justified. The report said news organisations, NGOs, and international organisations reported that the 2010 floods contributed to increased trafficking in Pakistan. The report also highlighted the sex trafficking problem in Pakistan. It said the largest human trafficking problem is concentrated in Sindh and Punjab District. Incidentally, on June 20, security officials took into custody a nine-year-old girl, Sohana Javed, who was abducted and forced to wear a suicide vest by the militants to attack a Police checkpoint in Lower Dir District of Khyber Pakhtunkhwa.

The outfit had planned to kill Bhatti with the help of Asmatullah Muawiya, the self-proclaimed leader of the Punjab Chapter of Tehreek-e-Taliban Pakistan (TTP). “[The plan] was executed by elements of Tehreek-e-Islami (TeI) coupled with the disgruntled lot of ‘Ghazi Force’ stationed at Islamabad,” the JIT report stated. The JIT report continued to reveal that a man calling himself Shabbir Haidri informed MPA Chaudhry Tahir Naveed by telephone about the plan to kill Bhatti. Terrorists Umarul-Bashar and Ameer Muawiya of Faisalabad District in Punjab and Abu Saeed and Tahirul-Hassan of Islamabad had executed the plan, the report claimed. They abided by the directions of terrorist Khilji of Ameer-e-Taliban, it added. The JIT findings revealed that the actual name of Umarul-Bashar is Abid Malik and he lived in Nai Abadi in Faisalabad District. Abu Saeed’s actual name is Qari Ziaur-Rehman, also from Faisalabad District. According to the findings of the report, both terrorists fled to Dubai, from Karachi via Sri Lanka. The JIT also discovered that the actual name of Shabbir Haidri is Nazar Muhammad, a resident of Narowal District, and had been temporarily residing in Akhtar Colony in Karachi. Haidri was apprehended from Karachi and brought to Islamabad on April 24 for interrogation, which is still in progress.

Human rights violations in Balochistan are getting worse as militants and Security Forces target civilians, while authorities seem unwilling to rein in lawlessness, according to a report released on June 29 by the Human Rights Commission of Pakistan (HRCP). The HRCP said in its report that lawlessness in the province had proliferated at an alarming rate with a growing number of targeted killings, kidnappings, enforced disappearances and attacks on religious minorities. Zohra Yusuf, HRCP chairwoman, said at least 140 mutilated bodies of people gone missing had been found in the past year. “A very dangerous trend has emerged that those who disappeared were now found dead on roadsides. The bodies have torture marks,” she said in Islamabad.

According to expert and Taliban sources, French journalists Herve Ghesquiere and Stephane Taponier were released in a brokered deal. Though the French Government denied paying any ransom, but Western experts say cash for hostages is routine policy in Europe and interpret the public remarks merely as an attempt to discourage future hostage taking. The Afghan Taliban announced that there was a prisoner exchange for reporter Ghesquiere and cameraman Taponier, but sources close to the case say it was only about the money. “A ransom was paid, an enormous amount of millions of dollars. The money was handed over in Pakistan,” a Taliban member close to central command said on the condition of anonymity, adding, “The money was handed over in the Karkhano smugglers market on the border area of Peshawar, the provincial capital of Pakistan’s Khyber Pakhtunkhwa.” In addition, at least two ‘commanders’ in the Qari Baryal faction, identified as brothers Noor Ullah and Abdullah Haq, were released in exchange. However one of these sources said 15 other Taliban militants from different areas were also released in exchange for the two journalists.

The US military is expanding its Central Asian supply routes to the war in Afghanistan, fearing that the routes going through Pakistan could be endangered by deteriorating US-Pakistani relations, Daily Times reported on July 2 quoting a Washington Post report. Citing unnamed Pentagon officials, Washington Post said that in 2009, the United States moved 90 percent of its military surface cargo through the port of Karachi and then through mountain passes into Afghanistan. Now almost 40 percent of surface cargo arrives in Afghanistan from the north, along a patchwork of Central Asian rail and road routes that the Pentagon calls the Northern Distribution Network, the report said. The military is pushing to raise the northern network’s share to as much as 75 percent by the end of this year, the paper said. In addition, the US Government is negotiating expanded agreements with Kazakhstan, Uzbekistan and other countries that would allow for delivery of additional supplies to the Afghan war zone, The Washington Post said.
