A suspected U.S. airstrike killed one Afghan National Army (ANA) soldier and injured 29 others including Police in the Nad Ali District of southern Helmand province on October 1, reports Pajhwok Afghan News. A Government source in Helmand province told that American Forces carried out the airstrike in the limits of Nad Ali District late on October 1. A source in the Emergency Hospital in Lashkargah, the provincial capital, confirmed receiving one dead body of an ANA soldier and 29 injured personnel including Police. However, the U.S. and NATO Forces in Afghanistan have not yet commented on the airstrikes.

At least four key Taliban group leaders have been killed during an ambush of the Afghan Forces in eastern Laghman province of Afghanistan, reports Khaama Press on October 1. The Ministry of Interior (MoI) in a statement said the key Taliban leaders were killed late on September 30 night in the vicinity of Dawlat Shah District. The statement further added that the militants were killed during the ambush and have been identified as Mawlavi Janat Gul, Qari Zabiullah, Qari Matiullah, and Mullah Mohammad Nabi. Another Taliban group leader identified as Mullah Mahmood sustained injuries during the operation. However, the Afghan National Defense and Security Forces (ANDSF) did not suffer any casualty during the operation, MoI added in its statement.

It will be a bad situation for Afghanistan when the tensions officially begin in Afghanistan,” said Karzai. “Our goal should be to once again strengthen the consensus that Afghanistan’s stability should be important for Russia even now,” he added.

United Nations Assistance Mission in Afghanistan (UNAMA) stated on October 7 that in a special report that suicide and non-suicide Improvised Explosive Device (IEDs) reached record highs in the 3rd quarter of 2018. The special report – titled “Increasing Harm to Afghan Civilians form the Deliberate and Indiscriminate Use of Improvised Explosive Devices” – documents a sharp increase from 1 January - 30 September 2018 in the killing and maiming of Afghan civilians by IEDs, which have caused almost half of the civilian casualties from conflict-related violence. Civilian deaths and injuries arising from the combined use of suicide and non-suicide IEDs reached record high levels in the third quarter of 2018, the report stated. Between 1 January and 30 September 2018, UNAMA documented 3,634 civilian casualties (1,065 deaths and 2,569 injured) from suicide and non-suicide IED attacks. These casualty figures include 247 women casualties (72 deaths and 175 injured) and 608 child casualties (155 deaths and 453 injured). Between 1 January and 30 September 2018, civilian casualties from attacks with all types of IEDs increased by 21 percent compared with the same period in 2017, while the number of civilian casualties from suicide IED attacks increased by 46 percent. The use of suicide IEDs alone caused more civilian deaths and injuries than any other tactic, including ground engagements. Non-suicide IEDs also continued to cause extremely high levels of civilian casualties – most concurringly from indiscriminate victim-activated pressure-plate IEDs. UNAMA attributed all civilian casualties from suicide and non-suicide IEDs during this period to anti-government elements, with 52 percent of civilian casualties attributed to Islamic State (IS), 40 percent to Taliban, and the remainder to undetermined anti-Government elements. Kabul Province continued to record the highest number of civilian casualties from armed conflict, mainly due to suicide IED attacks by anti-government elements in densely populated civilian areas of the capital. Between 1 January and 30 September 2018, UNAMA documented 1,402 civilian casualties (433 deaths and 969 injured) in Kabul city, with 99 percent of these caused by suicide and other IED attacks. So far in 2018, the mission has documented 34 IED incidents causing civilian casualties in Kabul province (23 suicide IED attacks and 11 non-suicide IED attacks).

Hekmatyar made the remarks in a meeting of a new movement known as the Grand Assembly of National including National Islamic Front of Afghanistan (Mahaz-e Milli Islami Afghanistan), Afghan Millat Party, Musharekat-e-Milli Party, National Solidarity Movement of Afghanistan, the Jamiat Integration Council and HIA among other parties and organizations. “The decision on winners and losers will not be made by the election commission or based on the ballot boxes and people’s votes; the decision will be made by order and recommendation of influential foreign parties. They will decide that which candidates should win and which candidate should lose,” Hekmatyar said without naming any embassy or individual.

Afghan forces The United States (US) Forces and Resolute Support Commander in Afghanistan General Austin Scott Miller said in a interview that “we're going on offense against the Taliban,” adding that a more aggressive posture was needed because of heavy casualties among Afghan forces, reports Tolo News on November 1. "My assessment is the Taliban also realizes they cannot win militarily. So, if you realize you can't win militarily at some point, fighting is just, people start asking why. So, you do not necessarily wait us out, but I think now is the time to start working through the political piece of this conflict", he added. Miller said, "we are more in an offensive mindset and don't wait for the Taliban to come and hit [us]". "So that was an adjustment that we made early on. We needed to because of the amount of casualties that were being absorbed." Afghan Security Forces suffered 1,000 casualties in August and September, according to the Pentagon. Miller has eliminated layers of approval for the troops advising the Afghans, giving them the authority to make decisions and move quickly around the battlefield as the need arises, and moving troops and equipment to areas where they can advise and empower the Afghan military and police in their fight against the Taliban. These expeditionary advisory teams are intended to move to areas where they can join up with reliable partners, specific who the US and NATO leaders are confident have stronger capabilities and can take on the Taliban. The US advisers can bring overhead surveillance, fire support, and medevac capabilities with them.

United States (US) Defense Secretary James Mattis has said any US military role would be conditioned based and would be determined in coordination with the Government of the day, once peace was achieved in Afghanistan. “Any US military coalition role after the peace is reached, would be conditions-based, worked out with the Afghan government and depend on the threat,” Mattis said in response to a question in Washington. D.C. The new Special US Envoy in Afghan reconciliation, he said, is working hard on reconciliation, which is the part of the new South Asia Strategy of four R and one S, which is sustain it.“First R was to regionalize the approach, you did not start with Afghanistan, come up with a strategy, say, "well I guess now we'd better look at the countries around it and see what do we do as far as their inclusion?" We started outside and worked our way inside,” Mattis said. “Next we recognized we had to put more troops in. But the reason we had to reinforce it, the second R. Was for the third reason, realign those troops to supporting the Afghan security forces, directly by training, advising and assisting,” he said. “What we had done was is created an army, and then we pulled the training wheels off too early, and in that I mean that only the Afghan special forces had mentors from NATO nations with them. And every time they went against the enemy, the Taliban, they won against the enemy,” he said. But spread out in penny packets around the country, were Afghan security forces that US had pulled all mentoring away from. “So we were going to look at this as a regional problem, reinforce the troops and realign them so that more Afghan forces had our mentors with them, with NATO air support,” Mattis said. With NATO air forces overhead, no longer prohibited from supporting the Afghan army would be able to always own the high ground. “And that changes the tactical situation. It is protection of the people is what we are trying to do there so in some cases, we surrendered ground where few if any people lived since it's not a matter of militaries holding ground,” he said. The Afghan Security Forces, he said, has prevented the Taliban from doing what they said they were going to do, which was to take and hold district and provincial centers, also disrupt an election that they were unable to disrupt.“But the most important R was the fourth R, reconciliation. And on that, you saw Ambassador Khalilzad has been presented with the portfolio. Those of you who know him, know him as a force of nature,” Mattis said.
