A senior United Liberation Front of Asom (ULFA) leader was arrested from Tura Super Market on August 2-night, according to Shillong Times. According to police sources, the ULFA leader, identified as Dharmen Koch, belonged to the 128th Battalion of the outfit and he had been running a shop in Tura Super Market for the past two months. During interrogation, Dharmen revealed that two months ago he received an order from the ULFA leadership to shift the Battalion to Myanmar since the atmosphere in Bangladesh was not conductive for the organisation. One week later, he was again asked to take over as 'area commander' of ULFA's 109th Battalion in Garo Hills from Madan Koch who was killed in a police encounter on January 22, 2007. Police said the 109th Battalion was involved in supplying arms to the ULFA from Bangladesh through Garo Hills. The Battalion also carried out extortion drives in the plain belt areas of Garo Hills.

Manipur-based tribal militant groups, under the banner of Kuki National Organisation (KNO), are set to sign a cease-fire with the Centre to pave the way for peace talks, reports Telegraph. The organisation has 10 constituent member groups which have "agreed" to sign the cease-fire after three rounds of tripartite talks with the Union Home Ministry and State Government since February 2008. "Representatives of the KNO have agreed to sign the ceasefire during the last round of meeting held in Delhi on July 15. They have agreed to the ground rules and we are hoping that they would sign the ceasefire in the next meeting," a source said.

Two bombs were recovered from near the railway tracks in the Maniari area under Mirza police station in Kamrup district on August 3-night by the Assam Police. Superintendent of Police (SP), Debojit Hazarika, said that the bombs were found in a bag abandoned by two youths who managed to escape after being noticed by the Police. "For the first time in the State, liquid gel or paste was used in the bombs, as forensic tests confirmed. Moreover, high explosive Nitroglycerin Nitrocellulose (NGNC) was also used, which was packed with ammonium nitrate, in iron pipes and plastered with cement for maximum impact," he added. Five detonators were fitted each in the bombs, with five additional detonators recovered in the bag. There were no splinters in the bomb, the SP informed.

Telegraph reports that a senior United Liberation Front of Asom (ULFA) leader and ‘commander’ of the outfit’s 109th battalion, Dharmen Hajong, who was arrested on August 2-night, allegedly committed suicide on August 4-morning inside a cell at Tura police station in the West Garo Hills district. Police said he used his blanket to hang himself inside the cell. Hajong, who was originally from the 28th battalion, two months back replaced Madan Koch, killed in an encounter on January 22, as the ‘area commander’ of the 109th battalion in charge of Garo Hills, was mainly responsible for monitoring supply of arms and ammunition from Bangladesh to cadres in Assam via the porous Garo Hills border. Hajong told his interrogators that two months ago, before ULFA’s 28th battalion declared the cease-fire he was asked to go to Bangladesh as the outfit planned to shift some senior leaders to Myanmar as Dhaka wanted it to shift its bases. ULFA’s plan to tranship arms and ammunition to Assam from Bangladesh via Garo Hills ahead of Independence Day (15th August) was foiled by the arrest of Hajong in Tura.

"This enhances the precision of the IEDs as well as making deactivation very risky. Timer devices are generally very erratic. Many a times they fail to explode because of a problem in programming. But in this kind of device, if one programme fails, it automatically activates the other," an unnamed Army explosive expert said.

Police said fake Indian currency of INR 1500 and a telephone index containing numbers of some Pakistani and Bangladeshi people were recovered from him. The report adds that he entered Indian Territory on August 19 after getting information of bail granted to another HuJI cadre, Mamun Mian, who was arrested by the West Bengal Police from Agartala in March 2008. During the interrogation, Raghav confessed that he had close relations with Mamun Mian and both of them were involved in the circulation of fake currency and arms deal in Agartala for a long time, police said adding he entered into Indian Territory to meet the latter. The court granted Mamun bail on August 17, since a Criminal Investigation Department officer failed to submit the charge-sheet against him.

Jackson was reportedly providing logistical support and acting as a guide for the militants to cross over the India –Bangladesh border along Garo Hills. On the other hand, Wilson Sangma strayed into Bangladeshi territory. Sengsilinda Sangma was lured into Bangladesh by an NDFB militant who happened to be part of a 12-member NDFB-UANF militant group that abducted a coal dealer, Raju Sharma, from Jadigittim in 2004. The NDFB militant reportedly knew the girl previously and had promised to marry her.

Rashitombi later confessed that she joined the PLA in 1996 through one Usha of Pukhao and got basic military training in Myanmar in 1998 and was presently working in the ‘women’s wing of division no-III’ of the PLA under the ‘command’ of one Gambini with her associate Latamani of the same outfit.
