On November 1-evening, two unidentified cadres of the Kuki Liberation Army-Unification (KLA-U) opened fire at the residence of a doctor, Thokchom Joy Singh, at the JN hospital in Imphal, reports Imphal Free Press. Thokchom said that a demand letter of the outfit signed by its ‘finance secretary’, Lamjingba Luwang, was placed at his residential gate by unidentified persons October 20, demanding INR 3, 00, 000 with October 25 as the deadline. He further said that on October 30-morning two unidentified men, belonging to the Meitei community and claiming to be KLA-U cadres, threatened him with a gun in front of his patient whom he was attending. As he confronted the youths the two went out after tendering apologies and giving him a phone number for further contact with them.

Jaswal, GOC of the 4 Corps, told Singh the army had received “non-specific” information on September 17 about possible strikes in Guwahati, Barpeta Road and Kokrajhar, according to State Minister Bharat Narah. According to reports, the issue was also discussed at a high-level security review meeting on November 5, chaired by National security Advisor M K Narayanan, with police chiefs of the region. The arrested persons were identified as Chandra Bodo, Raju Bodo, Bhola Bodo, Bhupesh Bodo and Arabinda Bodo. A team of Special Investigation Team (SIT) of Assam police brought the arrested persons from Nalbari to Guwahati for further interrogation. They were arrested in connection with two blasts that rocked Chief Judicial Magistrate (CJM) court and Panbazar area in the city. Meanwhile, police have identified the chassis and engine numbers of the Maruti cars used in Panbazar and Ganeshguri blasts though owners of those cars are yet to be traced. The car used in the Panbazar blast was registered in Delhi, while the car used in Ganeshguri explosion was registered in Arunachal Pradesh.

The Hindu reports that the Union Government has decided to set up an Intelligence Coordination Group for the north-eastern region to improve intelligence network and ensure sharing intelligence inputs between states and the Centre, particularly in the wake of the recent serial blasts in Tripura and Assam. The proposal came up for detailed discussion at a high-level meeting in the Home Ministry earlier this week, which was presided over by National Security Adviser (NSA) M.K. Narayanan. The meeting was also attended by Cabinet Secretary K.M. Chandrasekhar, Home Secretary Madhukar Gupta and chiefs of Central security and paramilitary forces. Union Ministry of Home Affairs (MHA) officials said an intelligence coordination group would facilitate the institutionalising and streamlining of intelligence inputs. The effort would be to analyse such inputs and convert them into "actionable intelligence" and communicate them to forces deployed on the ground to enable them to launch operations.

Police sources confirmed the reports and said a four-member ULFA group under the leadership of Montu Saikia has entered the district. The group also had a woman ULFA cadre, sources added. After the ceasefire by ‘A’ and ‘B’ companies of 28 battalion of the ULFA, all the companies under the battalion were merged and Sujit Mohan was appointed as the “commander” of the 28 battalion. Montu Saikia has been given the charge of finance in the district, and all the extortion letters bear the signature of Sujit Mohan.

Home Ministry sources also added that the government is worried over the fact that the northeast militants has started using a deadly mixture of RDX, ammonium nitrate and plasticised explosives to carry out explosions which led to greater casualties which was never seen in the past. A timber trader from Manipur, Chongtham Sanjoy alias Dada, was assaulted severely by some armed persons who identified themselves as National Socialist Council of Nagaland-Isak-Muivah (NSCN-IM) cadres at Dimapur, in connection with a monetary demand of INR 10, 5000, according to Snagai Express. Along with Sanjoy, two persons, Naorem Pakpi of Chingamakha Irom Leikai and Ringphami of Maileng village in the Ukhrul district, were abducted from a hotel at Dimapur on November 8-morning. They went to Dimapur in connection with timber trade after a consignment of timber was supplied there. On November 9, Ringphami and Pakpi were released and Sanjoy was held back. Sanjoy’s family members received the threat phone call that Sanjoy would be killed in case of their failure to give INR 10, 5000 before 5 pm of November 10. On the request of Sanjoy’s family, the deadline was extended for some more time. Later, the family members managed to give INR 1, 00, 000 to the NSCN-IM cadres at an unspecified place in Ukhrul. Following the payment of ransom, Sanjoy was assaulted and released on November 13.

He was identified as Athrongmong Pochury, a ‘Leacy’ in the NSCN-K, and was residing at New Market. He was arrested while serving a demand note of INR 500,000 to one shop. The demand note issued by ‘chaplee committee’ of the ‘Government of the People’s Republic of Nagaland (GPRN)’ gave November 15 as deadline for payment of the extortion amount. The arrested militant also told police that he had issued a similar demand note to another shop in the Hong Kong Market. According to police, the modus operandi of such extortion was to first issue demand note, followed by threats and finally abduction if the shopkeeper failed to pay.

investigations into the Assam serial blasts of October 30 has revealed a close nexus between the ULFA and National Democratic Front of Bodoland (NDFB) with Bhutan-based Maoist rebel groups, reports Assam Tribune. Police sources said that the ULFA and NDFB are against the Bhutan Government because of the Operation All Clear launched against the outfits in 2003, while the Maoist groups are strongly opposed to the move of the Government of the neighbouring country to evict a sizeable number of Nepali populations from southern Bhutan. In recent years, the ULFA and NDFB extended help to the Maoist groups active in Bhutan by providing them with explosives. These facts came to light following the arrest of a Bhutanese national, Tenzing Zengpo, during investigations into the serial blasts. Zengpo was arrested along with one of the suspects in the case in Guwahati city. During interrogation, the Bhutanese national admitted the long association they had with the ULFA and NDFB. Sources revealed that Zengpo was earlier the general secretary of the Druk National Congress of Bhutan and is currently associated with Maoist groups active in Bhutan.

Golmei justified the assault by accusing Kalanchung of bribing the Manipur Health Minister Parijat with INR 800000 besides making derogatory remarks against the outfit. Golmei further mentioned that Kalanchung was asked to come for talks with the NSCN-IM on November 13, but he failed to do so. Golmei added that when Kalanchung on November 16 came to Tamenglong district headquarters with the Health Minister the NSCN-IM cadres called him for talks again. He was identified as Dipak Basumatary, a self-styled ‘lieutenant’ of the National Democratic Front of Bodoland (NDFB), who was in jail when the bomb blasts were triggered. He was the chief planner of the serial blasts which killed 87 persons and wounded more than 200 others. He was arrested by the police on October 22 in an abduction case a week before the blasts but failed to ascertain his bomb blast game-plan. Basumatary alias Denkho Raja, the ‘second lieutenant of the fourth battalion’ of the NDFB, used to live at the outfit’s designated camp at Borbori in the Baksa district, where the blasts were planned. According to police sources, he had joined the NDFB in 1995 and was trained in the use of arms and explosives at the outfit’s camps in southern Bhutan.

The National Socialist Council of Nagaland–Khaplang (NSCN-K) displayed M-series rifles, AK-47 rifles, rocket launchers, RPGs and other ammunition at Zunheboto in Nagaland on October 26 and even issued a press release to that effect. Union Ministry of Home Affairs (MHA) sources told Telegraph there were more than 30 AK-47 rifles, about 40 M-Series rifles and 200 grenades. Intelligence reports said nearly 100 cadres, led by one Niki Sumi of the Khaplang group, transported the contraband to Nagaland with the help of Meitei outfits in Manipur. The National Socialist Council of Nagaland–Isak-Muivah (NSCN-IM) is also reported to be in touch with Thai arms smugglers who get arms and ammunition transported through the India-Myanmar border with the help of local agents.

A group of 30 newly recruited ULFA cadres are undergoing a two months’ advanced training in villages bordering Changlang and Myanmar under the supervision of ‘sergeant commander’ Anjan Borthakur of the ‘B company of 28 battalion’ of the ULFA, the outfit’s ‘publicity secretary’ Michael Deka and the commander of NSCN–K Siv Konyak. “After two months of training, the cadres will head for Myanmar to join other group members. It is an alarming trend. This is the first time that Ulfa and NSCN (K) are jointly conducting such advanced training courses in the state,” a police source said. The villages in Mahadevpur circle of Lohit district, Ponchau circle of Tirap district and Bordumsa circle of Changlang district are the outfits’ new havens. Both groups have held recruitment drives in Lohit and received ‘satisfactory response’, sources said. The report added that altogether 40 new cadres were recruited in Mahikong, Malemna, Maling, Manchal areas under Mahadevpur circle in the district. The NSCN-K also recruited about 20 cadres from Khanu, Khasa, Bonya, Konnu and Konsa areas of Tirap district in the past three months. The modus operandi, according to police, is that HNLC ‘authorises’ certain people to collect money and then send it to its leaders who are camping in Bangladesh. The coal belt regions in Jaintia Hills and West Khasi Hills are the other areas where the HNLC has launched extortion drive to fill its coffers. Police sources said the HNLC had struck deals with the National Socialist Council of Nagaland (NSCN) and National Democratic Front of Bodoland (NDFB) for such a drive. The report added that top HNLC leaders holed up in Bangladesh are reportedly facing severe crisis of cash and cadres, forcing them to join hands with the NSCN and NDFB and rope in certain individuals who could help the Khasi outfit in extorting money from businessmen, coal traders and others in the State.

Three Border Security Force (BSF) personnel and an employee of a construction company were killed when National Liberation Front of Tripura (NLFT) militants ambushed a patrolling party at Wadukcherra under Manikpur police station in the Dhalai district on November 29, reports, Tripura Times. Three slain personnel were identified as T. Biju, R.C. Nath and Sonatan Biswas. Another slain person was identified as Monoranjan Sarkar, staff of a construction company.
