The Sangai Express reports that after signing the Suspension of Operation (SoO) pact with the Government of Mizoram for six months, the Hmar People's Convention-Democratic (HPC-D), on February 1, has said that at least two round of talks will be held with the Government during this six-month period. On January 31, the HPC-D publicity secretary, John F Hmar informed Newmai News Network that both the Hmar outfit and the Mizoram Government had agreed and signed nine-points 'ground rules' for implementation of SoO between the Government of Mizoram and the outfit which initially will be for a period of six months effective from January 31, 2013, and which may be extended by mutual consent. "The two parties also mutually agreed to hold at least two rounds of peace talks for a political solution during 6 months SoO period," John F Hmar disclosed. According to the HPC-D leader, the ground rules for implementation of SoO between the Government of Mizoram and the HPC-D was signed by representatives of the Mizoram Government and the outfit at the State Guest House, Aizawl (Mizoram) after an exchange of views to initiate a peace dialogue in the common interest of finding a permanent political solutions to the Hmar political issues in Mizoram. It can be noted here that since 1986, the Hmars has been demanding for the creation of Hmar Autonomous District (ADC) in Mizoram. In spite of the Peace Accord that was inked between the Government of Mizoram and the Hmar people, there was no concrete solution to address and redress the rights of the Hmar People.

Agitating Kuki State Demand Committee (KSDC) has warned the State Government of re-launching its suspended public blockade in 'Kuki areas' if the Government fails to hold political dialogue with Kuki militants at the earliest, reports The Times of India on February 3. In pursuit of its demand for creation of a separate Kuki State within Manipur, the committee has been imposing a public blockade in 'Kuki inhabited areas' in the State for several days off and on since November 17, 2012.

It has further clarified that the outfit will not enter into any ceasefire or peace talks with the Indian Government. According to the statement, its new functionaries are acting ‘chairman’ Lemba as ‘general secretary’ and ‘home secretary’; Poirei Mangang as ‘deputy finance secretary cum deputy external affairs secretary’, Konthou as ‘defence secretary’, ‘chief of army staff’; Lakpa as ‘deputy organizational secretary’ and ‘Major’ America as ‘information and publicity officer’. UPPK has further asked the deserters to stop at once if the report about their joining hands with the Security Forces is true and if they fail to do so than the UPPK will not be able to pardon them.

The gun fight occurred between SK Thadou faction and Robert faction of the UTLA. During the period, at least 1909 militants were killed in Manipur, while 1777 were killed in Assam, 536 in Nagaland, 307 in Tripura, 105 in Arunachal Pradesh and 9 in Mizoram. According to the Government report, in a single year, highest number of militants were killed in Manipur in 2008.In Manipur, 341 militants were killed in 2008, while 161 were killed in the year 2001, 101 in 2002, 148 in 2003, 127 in 2004, 143 in 2005, 141 in 2006, 218 in 2007, 321 in 2009, 104 in 2010, 30 in 2011 and 74 in the year 2012. In other hand, the year 2001 recorded the highest number of militant fatalities under counter-insurgency operations in Assam. In Assam, a total of 1777 militants were killed during the period, in which, 275 were killed in the year 2002, 281 in 2003, 136 in 2004, 83 in 2005, 43 in 2006, 149 in 2007, 133 in 2008, 196 in 2009, 98 in 2010, 45 in 2011 and 55 in 2012.Most of the militants killed during counter-insurgency operations were from United Liberation Front of Asom (ULFA),” a top official of the Assam Police said. Kanglaonline reports on February 5 that the United People’s Party of Kangleipak (UPPK) cadres who were `rescued` by a team of Thoubal commando team on February 3 had come from a camp which the outfit shares with the Manipur Naga Revolutionary Front (MNRF) and the Katampur Liberation Organisation, KLO of Assam at Leipok of Tamu Sub-division of Myanmar, informed a reliable source. In all 45 cadres of the UPPK including newly announced functionaries and women cadres were rescued by the team from Moreh during an operation which lasted for about a day starting from the early morning of February 3 and concluding the next day at 3 am. Sources said that there was a woman cadre of the KLO identified as one Sapana Jughy Koch amongst the total four women cadres. All the 45 cadres are now at the 27 Assam Rifles camp at the Old Airport, Kakching Lamkhai, the source added. Meanwhile, after the ‘rescue’ of the UPPK cadres, the process to release some 20 members of the outfit is said to have being started. According to information available with Imphal Free Press, there are around 20 cadres of the outfit including its ‘secretary general’ Nithoujam Shanti alias Chinglemba Mangang presently lodged at Sajiwa Central Jail. There are two cases registered against general secretary Ningthoujam Shanti alias Chinglemba Mangang by National Investigation Agency (NIA)’s Imphal and Guwahati offices. Besides these two cases, there are other 25 pending cases registered against him at various Police station of the State. However, out of his 25 cases, bail has been granted to him from 15 cases by the concerned courts and the other 10 cases are still in process. Besides him, other cadres of the party who are presently lodged at Sajiwa Central Jail are also said to have approached their concerned courts pleading for their release on bail. The Sangai Express reports that the next round of talk to discuss the demand raised for an Alternative Arrangement for the Nagas of Manipur, outside the State Government and pending a settlement to the Indo-Naga talk has been scheduled on February 12 at Senapati District headquarters. This will be the 5th round of talk on the demand for the Alternative Arrangement. The date was fixed during a meeting between Union Home Minister Shushil Kumar Shinde, Chief Minister O Ibobi and Deputy Chief Minister Gaikhangam at Delhi on February 5. Significantly the February 12 date was set after the United Naga Council (UNC) had served an ultimatum to the Prime Minister that the next round of tripartite talk should be held on or before February 17.

Sharma is yet to be freed. SFs seized two .9mm pistols and five rounds of ammunitions from the arrested persons. According to the Police, the arrested criminals were part of the gang, which abducted a Guwahati city based businessman, Rajib Sharma when he had gone to Byrnihat in Meghalaya on February 1. Later, the family of the businessman received a call on January 3 by suspected National Democratic Front of Boroland (NDFB) militants asking for a ransom of INR 10 million for the trader’s release. Sources in the crime branch said of the eight arrested so far, Madhu Boro is suspected to be an NDFB member. The other arrested persons have been identified as Sobiram Basumatary and his wife Mahima Rabha Sachi, Rajkumar, Shiman Basumatary, Raju Boro, Rahul Basumatary and Pranjoy Mushahary.

Superintendent of Police (SP), East Garo Hills, JFK Marak said that the gunfight erupted after the sentry of the GNLA militants, who were camping in a house, first spotted the Police team and fired upon the special squad of the Special Weapons and Tactics (SWAT) and Commando Battalion for Resolute Action (COBRA) commandos. KSDC is agitating for a separate Kuki State incorporating Kuki inhabited areas of Manipur. According to Deputy Superintendant of Police (DSP) Special Branch, Israel Xuivi, the joint team on receiving specific inputs arrested Thanglem and seized-- five 7.65mm pistol “US made” and 10 empty magazines. A blank cheque, ATM card, mobile phones and cash of INR 1710 was recovered from the accused. He said the arms were delivered to Thanglem by some unidentified person(s), who came in an unregistered Maruti van and sped away after delivering. The State Chief Electoral Officer P Naik, on February 7, said that the State Government has sought for 91 companies of paramilitary forces for the upcoming Assembly elections. Earlier, the State Government had sought 73 companies of paramilitary forces to ensure a free and fair election. “We are concerned about certain pockets of Garo Hills where some incidents took place in the last few days,” Naik said. It may be recalled that last week militants entered the Williamnagar Jail premises and shot dead an assistant jailor and a warden. Due to a spurt in militant activities unleashed by the Garo national Liberation Army (GNLA) in Garo Hills, the region has become more vulnerable as compared to other Districts of the State and almost half of the polling stations in the State (1222 out of 2485) have been categorized as either sensitive or hyper sensitive.

Eleven persons were killed and many injured when Security Forces (SFs) opened fire to quell groups of protesters ransacking polling stations and preventing other voters from casting their ballots at several places in the Rabha Hasong Autonomous Council (RHAC) areas in Goalpara District during the third and final phase of Panchayat (village level local self Government institution) elections on February 12, reports The Assam Tribune. The clashes that erupted between the SFs and groups of protesters armed with machetes, knives, iron rods and sticks left three dead at Kathalmuri Palsa under Dhupdhara Police Station, two at Kachadal under Ranjuli Police Station, one at Siluk under Dudhnoi Police Station, three at Bekipool under Khrishnai Police Station and two at Dhuptola under Mornoi Police Station. According to sources, four columns of Army have been pressed into service to contain the situation in the district amid unconfirmed reports of fresh group clashes spreading to new areas. Meanwhile, curfew was clamped in the areas under Mornoi Police Station after fresh reports of group clashes between two communities were reported from Dhuptola area following killing of two persons who allegedly placed two hand bombs outside the polling station at Raikhashini Jawaharlal Nehru Vidyalaya. Earlier, mob set ablaze a village under Krishnai Police Station where around 60 houses were destroyed. The mob also indulged in brick-batting and torched two police vehicles, a bus and a Bolero vehicle standing on NH-37 leaving some Central Reserve Police Force (CRPF) personnel and the Officer-in Charge of Krishnai Police Station, Haten Ali Ahmed, injured. The series of clashes occurred following a call given to the people living in the RHAC areas by the Rabha Hajong Joint Movement Committee (RHJMC), an umbrella organisation of 34 bodies, to oppose holding of Panchayat elections in the RHAC areas. In the meantime, according to official sources, the Goalpara District recorded a peaceful polling of 60 percent at the 659 polling centres while polling could not take place at the rest 173 centres.

Fifth round of tripartite talks on the demand for an “alternative arrangement” for the Nagas in Manipur held on February 12 at Senapati District, Manipur ended inconclusively, without any development to the demand raised by the United Naga Council (UNC), reports Nagaland Post. The talk was unsatisfactory, said chairman of the Committee for Alternative Arrangement (CFAA), Paul Leo, who later addressed the media persons after the meeting. He said that the meeting concentrated only on the developmental works undertaken by the Manipur Government in hill areas of the State. State chief secretary, DS Poonia admitted that the talk was concentrated only on the initiatives taken by the State Government for the development of hill areas and no discussion on the alternative arrangement of the UNC. Dissatisfied with the talk, Paul Leo demanded that political dialogue on the demand of the UNC should be initiated at the earliest. The meet also failed to discuss on the date on which the next round of talk would be held.

The Hindu on February 14 reported that 12 people had died as a result of Police firing when violent mobs of comprising the Rabha people attacked polling centres and polling teams to obstruct the holding of Panchayat polls on February 12. One more person later died in the Police firing on a mob that was indulging in arson and looting. Besides this, bodies of seven persons killed in clashes between Rabha and non-Rabha groups were recovered between February 12-13. The violence has triggered an exodus of people from affected villages, forcing over 12,000 people to take shelter in 12 relief camps till February 13 afternoon, even as the Army has been continuing flag marches. The three groups which signed the MoU were the United Revolutionary Front (URF), which was constituted by the Lanheiba faction of Kangleipak Communist Party (KCP-Lanheiba), Chingkheinganba faction of KCP (KCP-Chingkheinganba) and Sunil Meitei faction of (KCP-Sunil Meitei) faction; KCP-Lamphel which was constituted after the merger of KCP-Lamphel, KCP-City Meitei and KCP-Taibangnganba and the Kanglei Yawol Kanna Lup-Military Defence Force (KYKL-MDF), with its two factions namely Athouba group and Achouba group. Representing the Centre, Joint Secretary (North East) of the Ministry of Home Affairs, Shambhu Singh and Principal Secretary of the Government of Manipur, Dr Suresh Babu signed the MoU on behalf of Delhi and Imphal. ‘Chairman’ of the URF, Khwairakpam Gopendro alias Lanheiba, ‘secretary’ home affairs, Puyam Mangiyamba alias Ruhini and Ngangom Soviet Meitei alias Chingkheinganba Meitei appended their signatures on the MoU on behalf of URF. From the side of KCP-Lamphel, its ‘chief of army’, Naorem Brojen alias City Meitei and ‘joint secretary’ Taibangnganba alias Dilip signed on the MoU while the KYKL-MDF was represented by its ‘president’ Maisnam Athouba and ‘general secretary’ Laimayum Ronel alias Achouba. Altogether 90 cadres from the URF turned up for the occasion and they laid down 50 arms of different makes. From the side of KCP-Lamphel, a total of 40 cadres turned up and they deposited 27 guns. On the other hand, the KYKL-MDF deposited a total of 61 arms, while 67 cadres turned up. Chief Minister O Ibobi and Deputy Chief Minister Gaikhangam, who also holds the Home portfolio, attended the MoU signing function as the chief guest and president respectively. Addressing the occasion, Ibobi said that the Government welcomes the return of the militants to the mainstream and added that they were misled into taking up arms in the first place. Gaikhangam in his presidential address said that the signing of the MoU will go a long way in helping the State to move forward in development and progress.

According to a statement signed by the Information and publicity officer of MNRF, ‘Major’ Maxstone said that they have been requesting to the truck owners and businessmen who are doing timber business in between Kasom khullen and Kamjong areas to extend monetary help to the organization since 2011 and in April 2012 they had collected some money from the truck drivers and owners. From 2013, they demanded the truck owners and businessmen to pay the same amount of money as tax as they pay to Nationalist Socialist Council of Nagaland-Isak-Muivah (NSCN-IM), to which the truck owners and businessmen responded in the negative which has led to the firing incident where a handyman was injured, the statement said. They also said that they stand to save the territorial integrity of Manipur and NSCN-IM threatens the territorial integrity of Manipur.

The Chief Minister's Office (CMO) issued a statement signed by the Chief Minister's press adviser, Bharat Chandra Narah, which said, "Clause 5 of the Rabha Hasong Accord signed between the Government of Assam and the All Rabha Students Union and the Rabha Hasong Demand Committee on March 10, 1995 at Dispur was unconstitutional because the state government has no jurisdiction to exclude Rabha Hasong Autonomous Council areas from the purview of 73rd Amendment of the Constitution of India under Article 244M." Narah further said that though Clause 5 existed in the accord, it was not included when the state legislative assembly passed the Rabha Hasong Autonomous Council Act in 1995 to give legality to the accord. Earlier, Chief Minister Tarun Gogoi February 13 termed the Rabha Accord as faulty.

The engineer, Chintala Paidi Raju, who hails from Nellore District of Andhra Pradesh, was abducted by four motorcycle-borne youths at gunpoint at 10.20 pm from the firm’s piling site on the bank of Puthimari river under Goreswar Police station. The Police said they were yet to identify the abductors. The incident occurred near the main road along the Uripok Kangchup Road, also known as Salam Pandol of Heibongpokpi under Lamsang Police station of Imphal West District. A convoy of AR vehicles including one gypsy and a 407 Mini truck of D Company of AR at Kangchup post was coming down to their post from Imphal, when the incident happened. However no AR personnel sustained injuries as the IED exploded after AR vehicles went past. The PLA, in a press release claimed that a Special warfare Group of the outfit was responsible for the bomb attack and further said that the pride of the Inspector General Assam Rifles –South (IGAR-S) on their success in bringing some armed groups to the negotiating table will be short lived and asserted that the surrendered militants cannot vilify the spirit of the revolutionaries and tarnish their spirit. It further added that PLA will not tire in its struggle to expel non-Manipuri soldiers from Manipur.

NSCN-K on February 15 dismissed the Congress candidate’s allegation and described it as an insult to the outfit. Congress Candidate from Kiyezhe Aye stated that the appeal to impose 144 Criminal Procedure Court (CrPc) in the constituency was made sincerely and purely to ensure free and fair democratic election. He further said that he had written to DC & RO Zunheboto for imposition of CrPc along with a post-mortem report on incidents witnessed during 2008 election. The Telegraph reports that two persons were injured and two vehicles damaged as suspected Karbi People’s Liberation Tiger (KPLT) militants opened fire on National Highway 37 near Kaziranga National Park in the night of February 15. The area falls under Kohora Police outpost in Golaghat District neighbouring Karbi Anglong. The incident took place during an indefinite strike called by KPLT from February 13. The injured have been identified as Jyoti Kr Deka, an employee of Doomdooma Municipality Board and Suresh Chetri, who worked as a helper on a truck. Deka received injuries on his leg while a bullet grazed Chetri’s forehead. The Toyota Etios in which Deka was travelling and the truck with Chetri were also damaged in the firing. The office in-charge of the outpost, J. Deka, said militants descended from the neighbouring Karbi Anglong hills around 8.30 pm and opened fire from automatic weapons and lobbed grenades on vehicles plying on the highway. The group fired around 22 rounds.

The Times of India reports on February 18 that the Mizoram Bru Displaced People's Forum (MBDPF) led by A Sawibung has finally succeeded in bringing the issue of repatriation of Bru refugees from Tripura relief camps to Mizoram on the negotiating table with the State Government. Bruno Msha, general secretary of the Naisingpara (Tripura) camp-based MBDPF, said they received a letter from the State home department for talks to be held on February 21 in Aizawl (Mizoram) to deliberate on the impasse on the repatriation of refugees. "We discussed the invitation of the state government in the relief camps and agreed to hold talks with the government as we do not want to stay in Tripura relief camps forever," Msha said. He dismissed charges that MBDPF leaders were stalling the repatriation process and not willing to return to Mizoram as they were leading luxurious lives in the camps. The MBDPF has submitted their demands to former Union Home Minister P Chidambaram and the present home minister Sushil Kumar Shinde, he said, adding that the demands included extension of the period of providing free ration from one year to two years, INR 150000 for each family for rehabilitation, resettlement of 40 to 50 families and a school, playground and hall for Bru children. Msha said the conditions in the seven relief camps in Kanchanpur subdivision of North Tripura District worsened in the last few months and they were facing acute water scarcity and healthcare problems. "When we asked the Tripura government for help, they refused to help us and instead told us that if they treated us so well by providing basic amenities, we would never leave their land," he said.

Guite said that UPF had submitted Memoranda and Charter of Demands to the Central Government. Appointment of an interlocutor and initiating a political dialogue is expected to begin soon, he said. According to the ZRO advisor, the proposal for an Autonomous Hill State is a non-communal approach. While stating that the demand for an ‘Alternative Arrangement’ for Naga areas and the Kuki Statehood demand are community specific that will further deepen the division among the communities of the hills, Guite said that the Autonomous Hill State would not only speed up development in the hills but also bring peace in the hills and Manipur at large. This administrative re-organization will also maintain the territorial integrity of the State. “In their demand for a Kuki State, the Kuki National Organization (KNO) has violated the SoO preamble,” declared Guite.

The forces are also of the view that the peace talks with the militant groups, which have already signed cease- fire agreements, should be expedited. A meeting of the heads of the Police Forces of the North East States, convened by the Union Ministry of Home Affairs (MHA), which concluded in Gangtok in Sikkim on February 20, discussed in detail the efforts by the Maoist rebels to establish roots in the North East region and observed that there is need for formulating strategies to check the growth of the Maoists and all the States decided to launch coordinated efforts in this regard. The meeting observed that though the militant groups have weakened in 2011 and 2012, in recent times, the level of violence has gone up, which is a matter of serious concern.

Outright rejection by Zomi Revolutionary Organization/ Zomi Revolutionary Army (ZRO/ZRA) leadership to either use the nomenclature ‘Zomi’ or ‘Kuki’ for all the CHIKIM families of Manipur are also, among others, the reasons that prompted UKLF to go against the proposed celebration of Zomi Nam Ni at Sugnu, Chandel District. A statement issued by information and publicity secretary of UKLF, JM Thadou recalled that when the United People’s Front (UPF) was formed in 2006, a suggestion was made to the ZRO/ZRA leadership to use ‘Zomi’ as a nomenclature for the CHIKIM families of the State if the term Kuki is so allergic to them which the ZRO/ZRA did not favour it. Bijoy Chinese is also the eastern zone commander of ULFA-ATF, surfaced about a week ago and was with the SFs in Tinsukia. Additional Director-General of Police (special branch), Khagen Sarma said Chinese was being brought to Guwahati but might not be arrested as he was going to join ULFA’s Pro-Talks faction (ULFA-PTF), led by Arabinda Rajkhowa. More cadres of the faction are likely to join the peace process, he added. Bijoy Chinese on February 21 told reporters in Tinsukia that he would join the ULFA-PTF soon. He said he was supposed to have come overground with Mrinal Hazarika and Jiten Dutta in 2008 but went back to the ULFA camps in Myanmar to convince more cadres to come overground. “It took me some time to return,” he said, adding “More cadres of the anti-talks faction will join the pro-talks faction soon.”

The Shillong Times reports that taking strong note of the 36-hour bandh (shut down strike) called by the Hynniewtrep National Liberation Council (HNLC) to boycott the Assembly polls in the State, the Government has beefed up security to ensure peaceful elections. Addressing a press conference on February 21 following a meeting with political parties, officiating Chief Secretary, Barkos Warjri said that altogether 91 companies of Central Paramilitary Forces have been deployed in the State to maintain law and order and 44 companies were deployed in the militant-hit Garo Hills region. Out of the 2485 polling booths in the State, only 1213 were identified as ‘normal’ and of the 900 polling stations declared as ‘sensitive’, 355 are ‘hyper sensitive’ due to prevalent militant activities. Another 545 are hyper sensitive polling stations due to other reasons. While dwelling on the security arrangements made for the polling day, Warjri said the Government will have one section of central armed police force stationed in all the polling stations which are affected by militancy while only half section of the central forces will be placed in polling stations which do not face the same threat.

Police sources said the incident occurred when one of the two vehicles carrying troopers developed technical problem and suddenly met a group of armed NSCN-K cadres in full uniform traveling in two vehicles-a Maruti Gypsy and Maruti Van. Sources said NSCN-K cadres reportedly fired upon the troopers and in the resultant exchange of fire one NSCN-K cadre was shot and killed while the rest fled and escaped into the forest. The non-tribal and Garo people have been submitting hundreds of applications requesting for exclusion of their villages from the exercise for their future security and protection of their rights that have to be carefully addressed by the government and if such villages are not excluded from the proposed draft, then the council elections will never be allowed at any cost,” said Sahjahan Ali, the president of the Non-Rabha Coordination Forum (NRCC).
