Separately, Kuki National Assembly in its daylong political convention held on October 1 at its headquarter in Manja 16 kilometers from Diphu District reiterated its demand ‘Kukigam Autonomous Regional Council’ to be created under the provision of sixth schedule of Indian constitution, encompassing the Kuki inhabited areas of Karbi Anglong District, reports Nagaland Post. The convention has resolved to urge Government to arrange tripartite meeting involving Assam Government, Center and Kuki National Army (KNA) to resolve the issue amicably, the Kuki organization have sought appointment of Assam Governor and Chief Minister Tarun Gogoi for initiating dialogue on the issue.

The Telegraph reports that a gun and ammunitions was looted at a Police guest house in Tinsukia District in the night of October 1. A suspected three-member group of the Communist Party of India-Maoist (CPI-Maoist) raided the R.K. Singh Memorial police guest house at Borguri on the outskirts of Tinsukia town near the office campus of the superintendent of police and escaped with an INSAS rifle and 20 rounds of ammunition after attacking the sentry, Bipul Sonowal. The Police have identified about 200 villages in Tinsukia District, with more than half of them located in Sadiya subdivision on the north bank of the Brahmaputra, where CPI-Maoists are said to be gaining a foothold.

Meanwhile, the demand for creation of Mon Autonomous Region (MAR) including Tawang and West Kameng Districts intensified with elected leaders and public resolved to call on the central delegates and other concerned authorities at the Union Ministry of Home Affairs soon, reports The Sentinel. A meeting in this regard was convened at Tawang on October 2 chaired by Tourism and RWD Minister Pema Khandu and other elected representatives. The State Assembly adopted a resolution on September 21 last demanding constitutional amendment for protecting the interest of Arunachal like that of Mizoram, Nagaland and Meghalaya. Many State lawmakers taking part in the private member’s resolution moved by Takar Marde termed the State of Arunachal Pradesh Act, 1986 defective and grant of Statehood by then Prime Minister Rajiv Gandhi a political exigency for which Arunachal Pradesh has been suffering the worst.

The Assam Tribune reports on October 2 that the Ministry of Home Affairs (MHA) has started the process of finalising the dates for the next round of talks with the organisations agitating for creation of separate States, while the date for signing a formal ceasefire agreement with the Ranjan Daimary faction of the NDFB has been finalised. Joint Secretary (North East) at the MHA, Sambhu Singh said that the formal ceasefire agreement with the group would be signed on October 17 to pave the way for formal talks with the outfit. He said that the outfit would have to deposit its weapons before the signing of the formal ceasefire agreement, and the process of depositing arms has started. Meanwhile, the MHA would soon start the process of holding second round of talks with the organizations agitating for creation of separate States. Singh said the process of finalising the dates for the talks has started and “we hope to hold the talks within this month. However, it all would depend on whether all concerned would be free for the tripartite talks.”

The Telegraph adds that the Songbijit faction of the NDFB on September 30, claimed not to have served any extortion demand for the release of NHPC official Anil Kumar Agarwal and added that he was safe in its custody. The outfit’s general secretary B. Saoraigwra categorically denied having sent any email or letter to the NHPC, demanding INR 200 million for Agarwal’s release. The KSDC had been imposing economic blockades and other forms of agitations for many days in Manipur since November 17, 2012 in pursuit of its demand. The latest agitation was called for two days last month. "Recently, we were campaigning across the country to seek support and advice from eminent politicians and intellectuals at various cities including New Delhi, Kolkata, Guwahati and Shillong," the committee's information and publicity secretary, S George Guite, said on October 1. As many as 616 Brus belonging to 100 families returned to Mizoram from Naisingpara and Asapara relief camps of Tripura, Superintendent of Police (SP) of Mamit District bordering Tripura, Rodingliana Chawngthu told PTI over telephone on October 6. The remaining 21 families did not return due to the reported intimidation of some Bru families by anti-repatriation elements in the relief camps, he said. Chawngthu said that one family was allegedly intimidated and threatened inside the Asapara relief camp (Tripura) by some miscreants on September 29, the night before the commencement of the repatriation. Manipur director general of police, M K Das said the intelligence report is yet to be officially verified and that the security forces have so far not found any concrete evidence of the presence of any al-Qaida operatives in the State. However, the Police have been on a sharp vigil since they received the report, he added. "We will take all-out action once the intelligence inputs are corroborated," the State Police chief said. The DGP said the recent arrest of two Saudi Arabian nationals from Tengnoupal in Chandel District by the Assam Rifles and the subsequent probe conducted by the National Investigation Agency (NIA) to ascertain whether they have links with al-Qaida is a development that could help verify the intelligence inputs. Assam Rifles soldiers, who are guarding the porous India-Myanmar border along the Manipur sector, nabbed two Saudi Arabia nationals from Chandel when they were travelling in a taxi towards the border town of Moreh in June this year, a source said. The two did not possess any valid documents like visas and passports at the time of their arrest, the source said, adding that they are lodged in jail in Imphal. Though the duo claimed that they were visiting Manipur to do research work on Islamic culture, they could not speak Arabic properly, added the source.

This came in the wake of the Jirbam District Demand Committee (JDDC)'s protracted demand for upgrade of the subdivision to a District. The JDDC had launched series of agitations in pursuit of its demand. Jiribam - which is home to various communities including Meiteis (Manipuris) currently falls under Imphal East District. Highly placed police sources told The Assam Tribune that the NDFB (RD) has submitted a list of 410 cadres with their addresses and the process of verification of it is now on. So far, around 90 per cent of the verification process has been completed. NDFB-RD has submitted a list of around 60 weapons, but according to information available with the Police and SFs, the total number of weapons with the outfit should be much more. “According to our information, the outfit has at least 300 weapons, but it has submitted a list of only around 60. The Sangai Express reports on October 8 that the Coordination Committee (CorCom), a committee of valley based six militant groups of Manipur and the National Liberation Front of Twipra (NLFT) have jointly called an 18 hour general strike in Manipur and Twipra (Tripura) with effect from October 14 midnight till 6 pm of October 15 in protest against the ‘forceful merger agreements’ which came into effect from October 15, 1949 by which Manipur and Tripura was merged into the Indian Union. A joint statement issued by CorCom and NLFT reminded that new Nations arose in Southeast Asia after World War II as colonial empires collapsed eventually. However, the newly independent India, after mastering all the art and tactics of expansionism and colonialism during the long 300 years of British occupation, embarked on a renewed process of colonizing smaller countries located in its neighbourhood; and it was under this policy that Manipur and Twipra (Tripura) were annexed to the Indian Union.

In a memorandum addressed to Prithibi Majhi, Chairman of GoM, the IPF said that if the GoM did not take necessary initiative to address their demands on or before October 25, the organization would enforce its continuous agitation programme which is deem fit and proper even keeping the entire District unrest. The IPF has demanded to arrange concrete formal talks with the organization for final settlement of bifurcation of NC Hills into two autonomous council within the framework of the constitution. In a press statement, the spokesman of NDFB-IKS, B R Ferenga, said the brutal attack on Raja Basumatary, who hails from Kashikotra village in Chirang District in Bangalore recently, is an example of how the people of the northeast are being targeted by 'mainstream Indians'. Raja, who was working in a Bangalore-based company, succumbed to his injuries on October 18, while returning home in an emergency ambulance. Curfew has been imposed in Dhumni and neighbouring Simla where the clashes took place. Sanjay Das, (35), of Takurikuchi Dakhinsubha village, was hacked to death while Dharani Kalita was injured in the clash at Jalagaon under Mushalpur Police Station in Baksa District. Five houses at Dhumni and two houses at Palasguri were vandalised. Sources said trouble began after strike supporters trying to impose it at Dhumni under Mushalpur Police Station in Baksa vandalised five houses around 1pm. Later, angry villagers in retaliation vandalised the houses of two leaders of Janagostiya Sangram Samiti, Mohan Das and Pankaj Das, at Palasguri, about 1 kilometre away. Talking to a group of journalists on October 24, East Khasi Hills Superintendent of Police (SP) M Kharkrang said, “We need to ensure that they (HNLC) don’t raise their heads again.” The statement of Kharkrang came days after the militant outfit called for a 36-hour bandh to protest the visit of President Pranab Mukherjee to the State. Reacting to a query, he admitted presence of a few overground workers and linkmen of the outfit in the District and said that Police were keeping a tab on all the HNLC cadres, who are out of jail on bail, so that “they do not indulge in any anti-social activity.” The militant outfit, which operates from across the border (Bangladesh), has now become very active on the social networking site “Facebook” through which it disseminates various information and announcements. “We are working on to track the location from where the outfit disseminates information,” Kharkrang said.

"The border (Indo-Myanmar) permits free movement regime up to 16 km across the border. This makes the International Border extremely porous. The border runs along hilly and inhospitable terrain which grossly lacks basic infrastructure and provides cover to the activities of various Indian Insurgent Groups (IIGs). The unfenced India-Myanmar border with free movement regime is thus being exploited by various Indian Insurgent Groups (IIGs)," said an MHA report. The MHA report added that Assam Rifles has been deployed for counter-insurgency and border guarding role on this stretch of the border. "Out of the sanctioned strength of 46 battalions, 31 are for counter-insurgency operations and 15 for border guarding role. At present, all 15 border guarding battalions are deployed along the Indo-Myanmar border. The companies are deployed on all routes of ingress/egress and are checking infiltration, smuggling of arms, ammunition, drugs and fake Indian currency notes," it said.

The rally adopted a three-point resolution which includes: Naga public recognizes “One Government One Taxation” only and has decided to pay only one tax to one entity. This also means that as long as factionalism exists, the Naga public shall not pay tax; Naga public re-affirms its support for Naga movement and strongly urges the Government of India to settle the Indo-Naga imbroglio at the earliest; and Government of Nagaland should constitute a high powered committee within 15 days to study the whole gamut of unabated taxations and illegal collections involving the Naga Political Groups' (NPGs) and Government agencies/departments. The committee shall consist of at least five members headed by a retired judge of the Supreme Court or High Court with at least two members from ACAUT. The committee should submit its report within two months with its findings published in all the newspapers. In the event, the Government fails to constitute the committee within the said period, ACAUT will initiate further action in consultation with public.While Nationalist Socialist Council of Nagaland-Khole Kitovi (NSCN-KK) was not “for or against” the ACAUT, NSCN-Isak Muivah (NSCN-IM) was against the rally.

If the developmental processes are going on smoothly, terrorism would be washed out from the northeastern States,” he said. He said the militants of various separatist outfits go to the neighbouring country for training and come back to carry out violent activities in the region. “Taking advantage of the hilly terrain, thick forests and unfenced border, Northeast militants trained in the Bangladesh camps cross over into Indian Territory,” the DGP said.DGP also said that the general law and order situation of the State has improved significantly, and insurgency related incidents are down. DGP said, “Extremists are suffering a severe financial crunch. the Bodoland People’s Progressive Front (BPPF) on October 31 condemned the incident at Dumni and its adjoining places under Mushalpur Police Station in Baksa District where a group clashing took place between the supporters of OSS and local people, reports The Sentinel. The ‘President’ of BPPF, Rabiram Narzary said the incident at Baksa was unfortunate and condemned the organizations which hatched the conspiracy to happen such undesired incident. Without naming the organization, Narzary said some organizations have been instigating the people to up in arms against the Bodos for their personal interest. He said the organizations those who are working against a particular Bodo community should be stopped. Narzary said organizations like OSS should not target on a particular community to bring them down.

While seven militants including four women cadres belonging to Kanglei Yawol Kann Lup (KYKL) were arrested from Kakching and Thoubal market areas in Thoubal district, another of Kangleipak Communist Party (KCP) was caught from Thoubal police station area in Thoubal district on October 30. Three hand grenades, one 9mm pistol and some ammunition besides a car and a mobile phone were recovered from their possession.

Sarkar said around 35-40 militant groups are still active in the North Eastern states even as their potency has dwindled in the recent years.
