A report of June 2 quoting Union Ministry of Home Affairs (MHA) sources said the Union government has set year 2007 as the deadline to fence the entire stretch of the approximately 4,000km-long Indo-Bangladesh border. Fencing on 1,357km only, at a cost of Rs.2.31 billion, under phase-I has been completed, thus far, which includes 149 km in Assam and 198 km in Meghalaya. The project was undertaken to stop infiltration, and was also one of the important clauses of the Assam Accord, 1985. No fencing work has been undertaken in Tripura and Mizoram, until now. Tripura, in the Northeast has the longest boundary of 856 km with Bangladesh.

According to media reports of June 2, Union Ministry of Home Affairs Special Secretary Ajit M Nimbalkar rejected, due to continuing military build up in Jammu and Kashmir, Manipur government’s demand for an additional 10 battalions of security forces to combat terrorism. The Special Secretary, who was on a two-day visit to Manipur to review the law-and-order situation, however, reportedly assured government officials that the Union government would bear the monthly bill of Rs 10 crore for modernisation of the police force. Chief Minister Okram Ibobi Singh reportedly urged the Special Secretary to set up two more battalions of the Indian Reserve battalions in the State. Reports indicate that shortage of security forces has impeded the government’s ability to even ensure smooth passage of trucks carrying petrol and diesel from Assam.

Separately, the United Manipur Hills Village Authorities Council (VAC) and Haokip People’s Council have also condemned the alleged atrocities of the AR personnel and urged the Manipur Human Rights Commission to take up a case and punish the guilty. The VAC has warned of agitation if no action is taken to punish the guilty. Students Federation of India (SFI) State Secretary Ibemcha Chanu, criticising the AR for the alleged atrocities, condemned what she termed as the "fascist trend of the Indian Army" and demanded appropriate punishment for human rights violations. She has also criticised the State government for ignoring the security forces’ misuse of power.

Suspected National Democratic Front of Bodoland (NDFB) terrorists killed three members of a family, including a 10-year-old boy at Bongshijhora village, under Bogribari police station limits in Dhubri district, on June 2. A report said, the incident occurred following an attack by a group of approximately six NDFB terrorists, who first called one of victims out of their home, who ignored their calls. Thereafter, the terrorists forced their way into the house and fired indiscriminately on the victims, killing three on the spot. This is suspected to be a revenge attack as one of them was alleged to be a Bodo Liberation Tiger (BLT) link-man by the NDFB terrorists, further said the report. The report quoting police sources also said the NDFB terrorists suspected him of having passed on information about the movement of the outfit that had led to the killing of nine NDFB terrorists in an encounter on May 27 in the same village.

The decision reportedly follows pressure by the United Committee Manipur (UCM) on various political parties urging them to apply pressure on the Union government to provide constitutional safeguard to the State's territorial integrity through an amendment to Article 3 of the Constitution.

According to media reports of June 3, the National Socialist Council of Nagaland - Isak Muivah (NSCN-IM) criticised Nagaland Chief Minister (CM) S C Jamir for insisting on the implementation of what it termed as the ‘most treacherous’ 16-point agreement. Reports quoted an NSCN-IM statement accusing the CM of trying his level best to derail the peace process during the 1960s under the leadership of AZ Phizo. The statement further accused Phizo’s daughter, Adino, and her tiny coterie, for having allowed themselves to be bought and used by Jamir to oppose the present peace process. Nagaland State was formed following the 16-point agreement signed with the Union Government in 1960. Jamir has always maintained that the 16-point agreement was signed at a critical juncture in the Naga history through a collective decision of all the tribes of Nagaland. He has often cautioned people not to be misled by propaganda by vested interests on the agreement.

Chief Controller, Village Defence Force (VDF) and Deputy Inspector General of Police (DIG) (Administration) Umesh Kumar, according to media reports of June 3, said Assam Police would mobilise VDF personnel to maintain a tight vigil at vital oil installations and pipelines that pass through rural areas. The VDF would also be engaged to keep night vigil along railway tracks to foil possible sabotage by terrorists. Umesh Kumar said the 11,000 registered groups of the VDF in the State were capable enough to work in tandem with the police and other security force agencies to maintain law-and-order. Stating that the VDF was almost a voluntary force in Assam, as the personnel did not receive any remuneration, except items like torch, blanket, lantern, umbrella and other utensils, the Chief Controller said Assam Police was likely to place a proposal before the Union Home Ministry to reimburse the expenditure incurred on deployment of the VDF, following which, VDF personnel would receive a fixed monthly amount for their services. In Nagaland, each month a VDF personnel is reportedly being paid Rs 500.

Stating that the ABSU would not accept the recommendations of the State government to the Union government for amending the Sixth Schedule of the Constitution for the creation of Bodoland Territorial Council (BTC). Narzary demanded that the recommendations should be reviewed to provide maximum possible political rights to the Bodos. He also said the ABSU and other Bodo organisations would never accept the boundary of the Bodoland Autonomous Council (BAC)—demarcated in 1999. He also said the Union Government has assured to announce a draft economic package within a week, and he hopes that the package would include provisions for the development of Bodo areas, inclusion of Bodo language in the 8th schedule of the Constitution, setting up a Central University and other engineering and medical colleges in the proposed BTC area.

It said they were supporting the ongoing talks without knowing what was being targeted at. The statement alleged that the Naga Hoho and NGOs who were involved in the Bangkok meetings had clearly displayed their 'weakest and timid' approach to reality. The statement said, while the 'resolutions' at home on Naga soil were aimed at bringing 'Reconciliation and Unity', the Bangkok meeting 'negated' it. Besides the Hoho and NGOs resolved to support the 'so-called ongoing talks'. The NSCN (K) also urged upon the Naga Hoho to stand up for the cause of the Naga society and lead them towards peaceful and meaningful lives, but cautioned they should not be carried away by such unrealistic policies of the NSCN (IM). The representatives of Naga Hoho and various other Naga NGOs had recently gone to Bangkok for the Naga Consultative Meet hosted by the NSCN (IM). Aichhinga said that the State government accounts, including actual payee receipt, showed that each surrendered terrorist had received Rs 60,000 in 1986-87. Many of the recipients had recently complained that they received only Rs 40,000 each. They also alleged that their signatures were forged in the offices of Director of Relief and Rehabilitation and Aizawl district Deputy Commissioner when disbursing Rs 20,000 for setting up of business shops. The Mizo Accord or memorandum of settlement was signed by the Union government and the MNF terrorists on June 30, 1986 following which 581 MNF activists surrendered along with arms and ammunition, ending the 20-year-long conflict in the State.

The State wide protests, jointly called by All Manipur United Club Organisation (AMUCO) and All Manipur Student Union (AMSU – termed the observation as sintha leppa numit), was marked by massive sit-in protests in the four valley districts, as well as in Churachandpur and is reported to have been attended by people from all walks of life and from different communities. Massive sit-in demonstrations were reported from Imphal East, Imphal West, Bishnupur and Thoubal districts, and at Jiribam, Moreh and Churachandpur district headquarters. Most shops, educational institutions were reportedly closed, while public transport went off the road, and attendance at most government offices was minimal. Banks were closed, and flights were also reportedly cancelled. Reports quoting an estimate by the All Manipur United Clubs Organisation, said that approximately 3000 local clubs and voluntary organisations, meira paibi (Mothers’ Association) and women’s organisations participated in the protests which started from 9:00 am and ended at 4:00 pm.

Following a fierce encounter three persons were reportedly killed while several suspected terrorists managed to escape. While the security forces claim that all the three killed were terrorists, family members of one of the dead claimed he was innocent and had gone to the house of his friend to watch television. An estimated five lakh people from various communities participated in a rally in Imphal, on June 18, to commemorate 18 protesters killed on this day in 2001 while protesting the Naga cease-fire extension without territorial limits. At that time, the Union government extended the cease-fire with the National Socialist Council of Nagaland - Isak Muivah (NSCN-IM) to all Naga inhabited areas of the Northeast. The rally was organised by United Committee Manipur (UCM) the All Manipur United Clubs Organisation (AMUCO) and other organisations. Its president Dirgangra Basumatary inaugurated the function that was reportedly attended by approximately two hundred armed cadres of the outfit. Reports further said the BLT, on the occasion, also expressed the desire to reconsider its stand of not taking part in further negotiations with the Union government. Reports quoting Mainao Daimary, ‘central publicity secretary’ of the BLT, also said this change of stand follows an assurance by Union Home Minister L K Advani that the Union government too was in favour of a speedy resolution of the issue. Among other things, the BLT reiterated its stand on the boundary of the proposed Bodoland Territorial Council (BTC) and the number of seats that it wants to be reserved for the Bodos. Besides, the BLT wants 278 villages in the vicinity and Bijni town to be added in the territorial expanse of the Bodoland Autonomous Council (BAC). It also wants 30 of the proposed 40 seats in the BTC to be reserved for the Bodos. Primarily, it is on these two issues that the government and the BLT differ.

In this connection, the Union Home Ministry officials are expected to hold discussions with representatives of State government in New Delhi, on June 24. The Union Home Minister L.K. Advani and Chief Minister Tarun Gogoi would discuss in the second round issues concerning the area that would form the BTC, number of seats that should be reserved for the Bodos and various rights that the non-Bodos would have in the proposed BTC. Later, a tripartite meeting of representatives of the Union government, Assam government and Bodo Liberation Tigers (BLT) would be held in Delhi to take a formal decision on the issue. No dates have been decided thus far for the latter. The State government is also scheduled to separately discuss the issue at an all-party meeting on June 25.

Intelligence sources believe that they may cause subversive activities in collaboration with other Islamist fundamentalist outfits - Islamic United Reformation Protest of India, Muslim United Liberation Tigers of Assam (MULTA) and Muslim United Liberation Front of Assam (MULFA), among others. Security forces deployed along the India-Myanmar border have reportedly confirmed that it has supplied arms and ammunition to outfits like the United Liberation Front of Asom (ULFA) and National Democratic Front of Bodoland (NDFB), among others. The arms are allegedly procured from dealers in Laos, the Cambodian capital, and then routed to various parts of Northeast through Myanmar. An official was quoted as saying that, "The UNLF has close links with several illegal arms suppliers of Laos which are running business in various parts of Myanmar." The Myanmarese security forces also allegedly play an active role in the whole process.

An NLFT (Nayanbashi) contingent allegedly carried out a severe attack on an ATTF camp in Bangladesh that was reportedly led by Thomas Debbarma. Seven ATTF terrorists were killed in the attack. The NLFT terrorists also looted seven AK series rifles and a Self Loading Rifle (SLR) from the ATTF terrorists. In yet another attack, two ATTF women cadres were reportedly killed. The dates of these two incidents could not be ascertained. ATTF was also reportedly compelled to shift its main base camp from Satcherri in Bangladesh to a new place, opposite Sidhai in West Tripura district following a joint operation by Bangladesh Rifles (BDR) and Bangladesh Army personnel, on June 7. According to a report of June 22, the National Democratic Front of Boroland's (NDFB's) top ranking cadres have allegedly stashed away huge amounts of money in various foreign banks. The money, allegedly extorted from local residents, businessmen and even various government departments in Assam was deposited under fake names. The report citing a bulletin published by the Union Ministry of Home Affairs (MHA) also said its ‘commander-in-chief’ Ranjan Daimari, among others, has amassed huge fortunes. They also reportedly make lavish foreign trips. This also allegedly caused difference of opinion and resentment in the ranks of the outfit over financial mismanagement by its top leaders. The MHA bulletin also revealed that Hilarious Basumatary, one of the NDFB leaders, had alleged that Ranjan Daimari siphoned off an amount of Rs 1.32 crore in 1995-96 to be deposited in foreign banks in his account. To make deposits in foreign banks easier, these leaders convert Indian currency into some foreign currency, the American dollar or the Nepalese Rupee, preferably. The MHA document also said the NDFB had 7,500 US dollars and Rs 4.9 crore in its account in the year 1996-97. The amount increased manifold in subsequent years. The MHA document also cited figures of extortion made by the NDFB. The outfit allegedly extorted Rs 1.35 crore in 1994-95, Rs 2.82 crore in 1995-96 and Rs 4.43 crore in 1996-97 as ‘Bodoland tax’ from various sources, including tea estates, various government departments and non-Bodo traders in Bodo-majority areas of Assam. However, the security forces have largely restricted its activities since 1997 by keeping a vigilant eye on its actions.

Indian media reports on June 22 indicated that Bhutan might intensify pressure on the United Liberation Front of Asom (ULFA) and the National Democratic Front of Bodoland (NDFB) to vacate their existing camps on its territory. The matter is expected to come up before the 80th session of the Bhutanese National Assembly. High-level meetings have reportedly been convened by Home Minister Dorji in this regard. One such meeting took place, on June 11 at Gedu. Similar meetings had also been held at Deothang and Gelephu earlier, dates for which could not be confirmed immediately. The last two places are considered strongholds of both ULFA and NDFB terrorists. Bhutan has also reportedly drawn plans to tackle other outfits operating from its territory. Details are yet to come in. Report also suggested that Bhutan is considering such steps because of sustained diplomatic pressure from India. Besides, the Kamtapur Liberation Organisation (KLO) has allegedly set up base camps vary close to the Chuka hydel project and close the capital Thimphu, which reportedly influenced the to thinking along these lines.

Any such decision, however, will depend on directives given by the Union Petroleum Ministry in this regard, reports said. The step may be deemed necessary in the wake of the June 24-terrorist attack on ONGC employees in Karbi Anglong district, Assam. In the attack by the Dima Halim Daogah (DHD) terrorists, six employees were killed. Meanwhile, the Times of India said on June 26 that the death toll has risen to eight. The ONGC chief, Subir Raha, and a high-level team of the Union Petroleum Ministry led by Additional Secretary Naresh Narad wa was expected in Guwahati on June 25, to make an on-the-spot assessment of the situation. The ONGC chief is also due to meet Chief Minister Tarun Gogoi and discuss the security of ONGC employees in the State, especially in terrorist- effected areas. Further reports are awaited in this regard. Meanwhile, the ONGC’s general manager in charge of public relations, N.N. Taye, reportedly said it was highly unlikely that the ONGC would suspend operations in the area.

Media reports said three United Liberation Front of Asom (ULFA) terrorists were killed in an encounter in Assam’s Darrang district, on June 25. Quoting official sources, the reports also said the terrorists who were moving in a group were spotted at Nanoipara, under Paneri police station limits. When asked to surrender, they had allegedly opened fired on the security forces. Three terrorists were killed in the retaliatory firing. There were no reports about whereabouts of their other accomplices, who had escaped. A .22 rifle, 20 rounds of ammunition, a wireless set, a grenade and 12 live cartridges were seized from the slain terrorists.

Assam Chief Minister Tarun Gogoi and the Oil and Natural Gas Corporation (ONGC) chief Subir Raha, met in Guwahati, on June 26 and agreed to chalk out a comprehensive security plan for ONGC field staff. Reports said staff engaged in survey and drilling operations in remote areas, including insurgency prone ones, would be provided security cover by a special battalion that will be raised within six to eight months. The cost of raising this battalion will be borne by the ONGC. Assam Government will recruit, train and arm the battalion. Assam police, the various district administrations and the representatives will also communicate with each other at the district level through co-ordination committees. The Chief Minister assured the ONGC and the visiting Union Petroleum Ministry team that the State government would do its best to restore the confidence of ONGC staff as far as their security was concerned.

A 'vision paper' released recently by the outfit reportedly said theirs’ was not an ethnic movement, or targeted against any particular community. It was rather a movement of the indigenous people of Assam to safeguard their own identity, the paper further maintained. The paper alleges that large-scale illegal inter-state and intra-state migration from Bangladesh, Nepal and other neighbouring States was the prime cause behind the current situation that the Bodos were facing. Bangladesh finds special mention in the BLT's paper. It says the situation there will go worse in the future. Along with the rising population, the paper holds, the strain felt on the economy of that country would be severe, and eventually it will effect the overall economic, social and environmental situation in the State. The paper also suggests ways by which illegal migration can be checked. It mentions, inter alia, strong determination and political will on the part of the leaders, genuine people's movement, and invitation to big business houses to invest in the State.

An unnamed top-ranking Nepalese official accompanying King Gyanendra Vir Vikram Shah and Queen Komal Rajya Laxmi during their visit to Kamakhya temple told a local daily in Guwahati, on June 27, that India has not provided Nepal with any evidence in this regard. Replying to discussions in the State Legislative Assembly on June 27, the Home Minister said the Police department had been directed to video-record raids and operations carried out against terrorist outfits. He also said it would be produced as evidence if the need arose. The Home Minister further declared that 509 terrorists were arrested while 139 arms, 3150 rounds of ammunition and 1200 detonators along with six rocket-launchers had been seized during the five years of counter-insurgency operations in the State.

The organisation also appealed to the terrorists "not to intimidate innocent civilians only because they have arms in their hands" and desist from indulging in violent activities, "in crowded places." The body of the trader was recovered from Nambol area in Bishenpur district on June 25. According to media reports quoting official sources he was abducted by unidentified terrorists on June 24 from his shop at Imphal. No organisation has claimed responsibility for the killing. Reports indicate that the trader had earlier been demanded to pay a huge ransom by terrorists.

According to a media report of June 29, Karbi Anglong and North Cachar Hills districts of Assam are considered by various terrorist outfits as safe havens. The report quoting Inspector General of Police (IG) -Law and Order Sibabrata Kakati further said this was due to the geographical location of the two districts. The hilly terrain makes it difficult for the security forces to carry on their normal operations. The IG also said most of the terrorist outfits in Assam have their hideouts in Karbi Anglong district. He reportedly suggested that strong police networking is one way to improve the situation in Assam. He also alleged that most of the terrorist activities in the recent past in the district were the handiwork of Dima Halim Daogah (DHD). The outfit earlier allegedly had nexus with the National Socialist Council of Nagaland- Isak Muivah (NSCN-IM). Differences over sharing extortion money reportedly led to their separation and the outfit has since been on its own.

At a rally, organised by the Sanmilita Janagosthiya Sangram Samiti (SJSS) in Guwahati on June 30 they termed the creation of the Bodoland Territorial Council (BTC) as a 'conspiracy'. The BLT, in 'connivance' with Union Home Minister L K Advani and Chief Minister Tarun Gogoi, has conspired to reduce the majority non-Bodo population in the Lower Assam districts into a minority, they alleged. The rally also resolved to observe a 24-hour rail-and-road blockade if the government failed to take into notice the opinion of non-Bodo leaders as regards the BTC before July 16. The leaders who addressed the rally included Hareswar Barman, Brojen Mahanta and Hafiz Rashid Ahmed Choudhury. SJSS is a platform of various non-Bodo organisations.
