According to a media report on July 1, Indian terrorists outfits operating from Bhutan have not responded to the June 30 deadline set by the Government there to vacate its territory. The United Liberation Front of Asom (ULFA) and National Democratic Front of Bodoland (NDFB), active in Assam and the Kamtapur Liberation Organisation (KLO), active in parts of Assam and West Bengal, were asked by the Bhutan Government to remove their camps located in the jungles of southern Bhutan by the said deadline. The Government there, however, has reportedly said that efforts were on to resolve the matter peacefully. While speaking to a Guwahati-based journalist from the capital Thimphu on July 1, Bhutan’s Foreign Secretary, Ugyen Tshering reportedly said, "We are committed to a peaceful resolution of the problem, and have not shut our doors to anything which can ensure that. But, the response from the ULFA and NDFB rebels have been less than encouraging." However, he added, "We want their immediate withdrawal, but we never set any deadline for the withdrawal process."

According to a media report, on July 1, Bhutan has indicated that the Indian terrorist groups ULFA, National Democratic Front of Bodoland (NDFB) and Kamtapur Liberation Organisation (KLO) operating from there would have to face a ‘military action’ if they do not remove their camps from its southern region. An unnamed Bhutanese official was quoted as saying, "If they (militants) refuse to leave through the process of peaceful dialogue, there will be no option but to use military force as directed by the National Assembly."

The Hmar People’s Convention Democracy (HPC-D) terrorists allegedly drove them away from their settlements in these districts accusing them of supporting members of the Dimasa tribe. The refugees later took shelter in the Jaintia Hills district of Meghalaya. This was stated in the State Legislative Assembly by the Meghalaya Home Minister R G Lyngdoh on July 2.

A girl was killed and a school and 25 Dimasas (tribe) dwellings were set ablaze by suspected Hmar People’s Convention-Democracy (HPC-D) terrorists in Berelang village, Assam’s North Cachar Hills district, on July 4. Media reports said that besides Berelang, the terrorists also attacked another Dimasa village and set ablaze an unspecified number of dwellings. Suspected Dima Halim Daogah (DHD) terrorists killed an employee of Lengrijan Tea Estate under Khatkhati police outpost in Assam’s Karbi Anglong district on July 6. According to police, four motorcycle-borne terrorists opened fire on Surinder Sharma, an Assistant Manager killing him on the spot. Union Minister of State (MoS) for Home Affairs Swami Chinmayananda held a law and order review meeting at Silchar, district headquarters of Assam’s Cachar district on July 11. Cachar and North Cachar Hills districts are affected by inter-tribal clashes between the Dimasas and the Hmars since February 2003, and official sources believe that respective terrorist outfit of these tribes–Dima Halim Daogah (DHD) and Hmar People’s Convention–Democracy (HPC-D) are involved in these clashes. The district administration and paramilitary forces also informed the Minister about overall security status in the border areas of Assam with Bangladesh. According to Cachar’s Deputy Commissioner (DC) P K Das, there are 3,000 displaced persons, including 305 Bengali speaking population who were forced to flee from Manipur allegedly under threat from terrorists, putting in nine relief camps. Further, the Border Security Force (BSF) officials present at the meeting informed the Minister that 68 km of the total 128 km border in Cachar and Karimganj districts with Bangladesh had been fenced by barbed wire to check infiltration from across the border. The Minister is touring North-Eastern States to assess the security scenario in the region.
