Suspected Garo National Liberation Army (GNLA) militants on November 1 lobbed a grenade at the private residence of the Community and Rural Development Minister, Saleng Sangma at Ringregitam, at Tura in West Garo Hills, reports Shillong Times. The Minister was not present at his residence at the time of attack. Police said no one was injured in the incident, though the window pane of the house was destroyed. Police sources informed that the seven ANVC-B cadres were arrested at Rongjeng while they were travelling in a vehicle. The arrested militants were identified as Singbirth N Marak alias Tengton, Sengnang N Marak, Noresh D Sangma alias Simpu, Walma N Marak, Marsan K Marak, Eggnil T Sangma and Jetil Marak. The Police sources informed that the interrogation of the arrested militants is on.

The arrested seven members of Breakaway faction of Achik National Volunteer Council (ANVC-B) militants, who orchestrated the attack on Deborah Marak, revealed to Police that they were compelled to attack former State Minister because of the instructions given by their ‘chairman’ Rimpu Marak, reports Shillong Times. ANVC-B ‘chairman’ wanted the former Minister to accept their demands and agree to their cause by signing an agreement, something the politician was reluctant to do. The seven militants were arrested on December 6. ANVC-B militants had attacked Congress leader and former Minister Deborah Marak on November 25.

Members of the High Level Committee (HLC) on Influx have rejected the figures furnished by the Police and Labour departments respectively on the number of illegal foreign immigrants and Indian migrant workers detected in the State since 2001. Labour department has registered a total number of 5,432 migrant labourers in the past 11 years even as 103 work permits were issued during this period as per the final report of the HLC on Influx. Further, the Police has detected a total number of 12,957 foreign illegal immigrants who attempted to enter into the State from 2001 till August 2012 and the department managed to prosecute 689 foreign illegal immigrants during the period while 12,268 were pushed back directly.

The militants are identified as Lakman, Binakson Momin, Milestone Momin, Boro Momin and Sanjay Sangma. The militants were picked up while they were distributing demand notes to quarry owners in areas around Pilangkata and Killing. Police also recovered demand notes from them. State Government has tentatively projected to the Centre the requirement of additional 70 companies of Central paramilitary forces during the upcoming Assembly elections. A Government official said on December 10 that the demand for Central forces is more than the last Assembly elections due to the growing incidents of violence involving militants in Garo Hills. For the 2008 Assembly elections, the Government had sought 45 companies of additional Central paramilitary forces. However, at that point of time, Garo Hills was relatively peaceful as militant groups like GNLA and Breakaway faction of Achik National Volunteer Council (ANVC-B) were not in existence. Both the GNLA and ANVC-B were formed by the former leaders of parent organization, ANVC, under ceasefire since 2004. One company of Central paramilitary forces will consist of around 100 men and if the Centre sanctions the additional 70 companies of paramilitary forces, there will be 7,000 security men to maintain law and order during elections. However, the services of other security men and Police personnel, who are engaged in anti-insurgency operations, would not be used for election duty. The Home department along with the Election department is also preparing the exact number of hyper sensitive and sensitive polling stations in the State. Besides many parts of Garo Hills, there are vulnerable areas in Jaintia Hills and West Khasi Hills.

BSF PRO Ravi Gandhi, on December 12, said that the force has strengthened its deployment along the border to prevent any untoward incident during the election. With elections slated for February-March next, activities of militant outfits in Garo Hills seems to be on the rise and the BSF is taking precautions to ensure that militants hiding in Bangladesh do not cross over to India, Gandhi said. It may be mentioned that altogether 443 kilometers of Indo-Bangla border within the Meghalaya sector is manned by nine battalions of BSF.

Coordination Committee on International Border (CCIB) spokesperson, GH Kharshonlor, on December 13, alleged that the implementing agency of Indo Bangla border fencing MBCC is violating the State Government order with regards to border fencing. He said that the State Government in the year 2007 had issued an order to keep the border fencing in abeyance along the Khasi Jaintia sector of Indo Bangla border. “However, the NBCC is constructing border fencing in Kuliang which is a total violation of the State Government directives,” he said. It is learnt that a committee of the State Government later issued an order where fencing from Pillar No 1334-1338 was allowed but however the NBCC is carrying out border fencing work in an area where the Government has kept the border fencing in abeyance, informed Kharshonlor. Out of the 443-kilometer stretch of the Indo-Bangla border in Meghalaya, 230 kilometers have been fenced while work is going on in 110 kilometer while in the remaining portion the fencing work has not been taken up yet due to the opposition.

In a statement, the ANVC-B ‘chairman’ Rimpu Marak alleged that the State government wanted to maintain Garo Hills as a disturbed area to provide special powers to the Police, which resulted in atrocities against people, framing of false cases, killings and general insecurity in several areas of Garo Hills. “Meghalaya has seen development, up gradations and changes in the last couple of years only because of the Garo revolutionaries who chose to walk the extreme path to highlight the ground realities of the state”, the ANVC-B ‘chairman’ claimed. According to Marak, when the ANVC scaled down from the Statehood demand, the Centre took utmost interest to meet the outfit’s charter of demands and fair enough, “most of what we asked for were recommended and centrally sanctioned through various departments.” He said that last two years, Meghalaya had seen development through centrally sponsored schemes.

A well-organized gang of touts are involved on both sides of the international border to assist Bangladeshi nationals to infiltrate into India. This fact came to light following the arrests of a few touts by Border Security Force (BSF) personnel in Meghalaya recently. BSF sources also pointed out that the illegal migration of Bangladeshi nationals to India came down after the arrest of a large number of foreigners in the months of October and November, following which, the BSF also stepped up vigil along the international border. In the months of October and November 2012 alone, at least 130 Bangladeshi nationals were apprehended by the BSF along the Indo-Bangla border in Meghalaya and along with the foreigners, a few touts were also arrested. The touts normally charge between INR 1,000 to INR 1,500 per person considering the paying capacity of the persons who seek to enter India and the vulnerability of the locations. Large patches of the international border in Meghalaya are still vulnerable as those patches are yet to be fenced and the fencing work has not started in 135 kilometres of the international border in the State.

Security Forces (SFs) on December 31, 2012 arrested a Bangladeshi linkman of United Liberation Front of Asom (ULFA), identified as Gorango Hajong, in West Garo Hills District when he sneaked into the country from Bangladesh, reports Nagaland Post. SFs recovered Yaba tablet (Chemical drugs) worth INR 30,000, a mobile phone with two Bangladeshi SIM cards. “Gorango Hajong, an agent of the Directorate General of Forces Intelligence (DGFI) was arrested late Monday night from Nokchi in West Garo Hills bordering Bangladesh,” Border Security Force (BSF) spokesman Ravi Gandhi said. Hajong a resident of Jenaighati area in Bangladesh’s Sherpur District is also the linkman of the outlawed United Liberation Front of Asom (ULFA), the BSF official said. Moreover, Gandhi said that Hajong has confessed that he was working with ULFA and facilitating the trans-border movements of ULFA cadres.
