According to official sources, 13 Naga terrorists belonging to different outfits, including National Socialist Council of Nagaland - Isak-Muivah (NSCN-IM) and National Socialist Council of Nagaland – Khaplang (NSCN-K) surrendered before the Area Commander Brigadier N N Madappa in the presence of Tuensang Deputy Commissioner at Tuensang town on April 14. Brigadier Madappa described the surrender as the homecoming of misguided youths and lauded their determination to set themselves free from the path of violence. He also appealed to Naga public leaders and elders of Naga society to persuade the disillusioned youths to forsake violence.

This was informed by the Union Home Secretary, Kamal Pande to the mambers of the Parliamentary Standing Committee on Home Affairs who reportedly said that the government had received reports of the growing nexus among the terrorist outfits in these States. These outfits are doing so for the sake of alternative sanctuaries and camps and also for their need of weapons and training. The Union Home Secretary also confirmed that the ULFA and the NDFB are reported to have closed down a few camps in Bhutan.

At a meeting of the Angami Regional Council (ARC) of the NNC held at Kohima Local ground on April 24, it reiterated its commitment to continue with its decades-old stand on the Naga sovereignty issue and to seek the implementation of the 1951 plebiscite wherein 99.9 per cent Nagas had supposedly endorsed total sovereignty for the Nagas. The cease-fire between the Union government and the National Socialist Council of Nagaland- Khaplang (NSCN-K) terrorist outfit has been extended for a year beginning April 28. Making the announcement in the Lok Sabha on April 24 Union Home Minister L K Advani mentioned that the decision was taken as both sides were satisfied with the progress made in implementing the cease-fire, which was initially signed on April 28, 2001 Media reports quoting a press statement of the NSCN-K said the decision followed a review of the cease-fire between the NSCN-K and the representatives of the Union government on April 18. The NSCN-K press statement also described the cease-fire as a political recognition between the two sides and a realistic one enjoying the support of all Nagas, which was crucial for a meaningful and political settlement of the ongoing struggle.

According to media reports of April 28, Nagaland Chief Minister SC Jamir expressed happiness on the cease-fire agreements between the Union government and the two National Socialist Council of Nagaland (NSCN) factions in Nagaland. Reiterating that no final political settlement of the Naga problem could be achieved either under duress or threat he noted that only understanding, dialogue, accommodation and consultation could bring about lasting peace. Speaking at a function in Bhandari town of Nagaland’s Wokha district, the Chief Minister said all sections of Nagas– be those in politics, church or voluntary organisations - should act with a greater sense of dedication for the overall interest of the Naga people.
