Tribal Union of Chumukedima Town (TUCT) on October 5 at the public rally resolved to deport “Illegal Bangladeshi Immigrants (IBIs)” from Chumukedima area in Dimapur District with immediate effect. During the rally the TUCT also adopted a 10-point resolution, reports Nagaland Post. Social activist, Khekiye K Sema explained, “This is not a rally against Muslims but a rally against illegal Bangladeshis”. Sema pointed out that Bangladeshi immigrants were not Indians but illegal foreigners, and therefore “we are saying that they must be deported from our land.” At the end of the rally, after the adoption of the 10-point resolution, the tribal bodies also decided to form a state level body to check the influx of IBIs in the state.

Rh Raising, ‘Convenor’ of ‘Steering Committee’ which is the highest decision making body of Nationalist Socialist Council of Nagaland-Isak Muivah (NSCN-IM), on October 6 said that the “Framework Agreement recognizes the sovereign right of the Nagas and integration of all Naga territories is the legitimate right of the Nagas”, reports Epao . Rh Raising said this while speaking at the "Joint Council Meeting on Indian and Burmese Colonialism" said NSCN-IM ‘convenor’. According to Rh Raising, the Framework Agreement “has recognized the unique identity” and the history of the Nagas. “It has also recognized the territory of the Nagas by stating that Nagas are the owner of their land. It is also mutually agreed upon that integration of all Naga territories is the legitimate right of the Nagas. For bringing an honourable and acceptable solution to both parties, co-existence of the two entities and shared sovereignty of the two entities are mutually agreed,” Rh Raising said.

Highlighting the security threat that Rohingyas pose to national security, the Intelligence Branch of Nagaland Police on October 12 warned against a likely attack on the people of Nagaland by the Rohingyas, reports Business Standard. The Nagaland Intelligence sources confirmed that the Imam of Dimapur is contacting the Rohingya rebels and has commenced collecting huge amount of arms and ammunitions from Bangladesh. According to officials 2,000 Muslims have volunteered to take up arms against the Nagas, if the latter try to drive them out. The Imam is planning to attack Hebron and Kehoi camps post which it will be convenient for them to capture Nagaland. Around 20 Islamic State of Iraq and Syria( ISIS) terrorists have entered Nagaland and are training the volunteers. Suicide bomb attacks and bomb blasts are likely throughout Nagaland. The authorities have directed to track the movement of Muslims in Dimapur.

“Lieutenant General (retired)” Khango Konak, ‘chairman’ of the (NSCN-K), has been elected new chairman of the United National Liberation Front of West South-East Asia (UNLFWESA) – a joint platform of four militant groups of north-eastern India having bases inside Myanmar, reports Indian Express. Reports quoting a press release issued by the UNLFW’s ‘publicity wing’ said Konyak was “unanimously elected” as its new ‘chairman’ after the post had fallen vacant due to its founder ‘chairman’ S S Khaplang’s death. The decision electing Konyak was taken during a two-day ‘general session’ of the UNLFWESA which was hosted by the NSCN-K at its ‘headquarters’ at Taka held on October 14 and 15.

A press note issued by UNLFWSEA publicity committee comprising of ‘colonel’ Isak Sumi of NSCN-K, National Democratic Front of Bodoland (NDFB) ‘foreign secretary’, NE Esara and Jibon Singha Koch of the Kamtapur Liberation Organization (KLO) informed that the decision was made during the general session of the UNLFWSEA, hosted by NSCN-K on October 13-14 at Taka CHQ. The new ‘chairman’ has been empowered with full executive authority to direct/execute any actions or policies on behalf of the front and also during emergencies, the signatories stated.During the general session, UNLFWSEA said that the establishment of the front and the functions of various committees and organizations were fully formalised by the house and also approved the front’s logo, nomenclature and the motto.

The pro-active intervention of China has been stopping the Khaplang faction of National Socialist Council of Nagaland (NSCN-K) from joining the ongoing peace-talks in Nagaland, reports Nagaland Post on October 20. Disclosing that Chinese agencies were frequently meeting the NSCN-K leaders in Ruli and Kunming in Southern China’s Yunnan province, security sources in the Union Ministry of Home Affairs (UMHA) said that they have conclusive intelligence inputs---indicating indulgence of China with Northeast insurgent groups. Pointing out that China was regulating the entire decision making of the United National Liberation Front of West South-East Asia (UNLFWSEA) – a joint platform of four rebel groups of North Eastern India having its bases inside Myanmar’s territory, security sources said that representatives of Chinese security agencies are meeting them too frequently and even sometime twice a month.Informing that China also played key role in appointment of Khango Konak, who had taken over as ‘chairman’ of the NSCN-K after SS Khaplang died in June this year, as the ‘chairman’ of the UNLFWSEA, security sources said that it was aimed at to dissuade the NSCN-K from joining the peace-talks with Government of India. The National Investigation Agency (NIA) recovered INR 2.7 million from Shelly Sumi, wife of Niki Sumi, a ‘commander’ of the Khaplang faction of the Nationalist Socialist Council of Nagaland (NSCN-K), Times of India reports on October 25. The searches at Shelly Sumi's residence came a week after four Nagaland government officers - former tourism director Purakhu Angami; additional director of agriculture V Aza; joint director of irrigation Hutoi Sema and fisheries superintendent Kekhriesatuo Tep - were arrested for allegedly funding the insurgent group from the state exchequer. In a statement on October 24, the NIA spokesperson Inspector General Alok Mittal said that they had information that Shelly Sumi and her associates were in possession of cash and other incriminating documents pertaining to the NSCN-K in their houses in Dimapur, Nagaland. "Accordingly, searches were conducted at the houses of the accused persons Shelly Sumi, Ikheli Yeptho, Shutoli and Hozheli at Naharbari Basti, Dimapur, Nagaland on Tuesday [October 24] and cash amounting to INR 27,90,550 was recovered from these premises," he said. 12 mobile phones, three laptops, one hard disk and 33 incriminating documents were also seized during searches. The agency said that the seized money, suspected to have been extorted/collected from the public/government servants, was meant for sending to the NSCN-K camps in Myanmar to fund activities prejudicial to the sovereignty and integrity of India. Earlier, on April 7, 2017, based on a specific Intelligence received regarding movement of Shelly Sumi believed to be carrying huge amounts of money to Myanmar to fund NSCN-K, a mobile check post was established near Karong Village on NH-2 by the Assam Rifles and a bus moving from Dimapur to Imphal was intercepted. The four accused persons were arrested along with cash worth 1.8 million at that time.

On October 24, NIA recovered INR 2.7 million from the house of Shelly Sumi at Naharbari Basti in Dimapur, the main commercial town of Nagaland. Twelve mobile phones, three laptops, a hard disk and 33 documents were also seized, it said. “So far, we have not arrested anyone. Summons will be issued to Shelly and her associates,” a top NIA official said. Various intelligence agencies have been keeping a close watch on the movement and activities of Shelly and her associates in Nagaland and Manipur. Metha said since the “prop up ongoing parley between the so called Isak-Muivah faction of National Socialist Council of Nagaland (NSCN-IM) and Government of India (GoI) has been added with a new twist by inclusion of six NNPGs (Naga National Political Groups),” the FGN was compelled to highlight the “historical facts about the Indo-Naga conflict”. He went on to point out that the Indo-Naga conflict “did not begin with any aggressive action” by Nagaland against India. Citing B.N. Mulik’s statement, he said the conflict started when “troops moved into Tuensang by October 1955, and the war with Nagas started from then.”Metha reminded that the Nagas had declared Naga independence on August 14, 1947 a day ahead of India’s own independence declaration. Accordingly, he said the republic of Nagaland known as the Federal Government of Nagaland was setup on March 22, 1956. “Unlike other states in the Indian union, the NNC, FGN and the Naga army have been defending Nagaland’s sovereignty from 1947 to the present,” he added. He therefore cautioned that “any Naga citizen from any Naga organization, who would ignore these irrefutable facts of our history and make any sham settlement with India, would be guilty of treason to the nation.” Metha also reminded that the NNC and FGN were still holding on to the 1964 Indo-Naga ceasefire between the FGN and the Government of India in order to have a peaceful solution to the Indo-Naga conflict.

The National Investigation Agency (NIA) has established that four Nagaland Government officers had made the banned insurgent group Khaplang faction of National Socialist Council of Nagaland (NSCN-K)richer by over INR 20 crore in just four years by sharing with the outfit funds from the state exchequer, reports The Times of India on October 29. The NIA has recovered payment slips and registers to this effect, which establishes that the arrested officers were hand in glove with NSCN-K in its ‘illegal tax collection’ racket. The four officers - Vilepral Aja (additional director of department of agriculture, Kohima), Purakhu Angami (former director of department of tourism), Kekhriesatuo Tep (superintendent of fisheries department) and K Hutoi Sema (executive engineer of irrigation and flood control department) - were arrested on October 13."These officers maintained slips and registers in which exact amount and name of the person to whom money was to be given are mentioned. The handwriting experts of Central Forensic Science Laboratory (CFSL) Gandhinagar have confirmed that these four officers maintained these slips/registers," said a source. An assessment of payment slips and other documents suggests that arrested officers have handed over somewhere between INR 20 to INR 25 crore to NSCN-K and other factions since 2012, said the officer. Sources said that while S Khetoshe Sumi, finance in charge of NSCN-K who was arrested last year, was extorting money from State Government officials, instructions were coming from Isak Sumi, a Myanmar-based key member of the outfit, who handles all the finances for anti-India operations. In a charge-sheet filed earlier this year against Isak Sumi, Khetoshe Sumi and another finance collection agent, Victo Swu, NIA claimed that they raised funds through illegal tax collection and extorted money from government offices to support the banned organization in its activities.

Khaplang faction of National Socialist Council of Nagaland (NSCN-K) through its ‘Ministry of Information & Publicity (MIP)’ has accused the National Investigating Agency (NIA) of ‘perpetrating terrorism in Nagaland’ and warned that it would be ‘forced to ask every Indian people to leave Naga country’ if NIA continued with its policy, reports Nagaland Post on October 30. Stating this in a press note, MIP said NSCN-K had been maintaining maximum restraint regardless of the endless provocations of NIA, meant to force it to retaliate by committing terrorist activities. With expectations of the new accord by the year-end running high, the Isak-Muivah faction of National Socialist Council of Nagaland (NSCN-IM) on October 30 declared Hebron [Nagaland], the peace camp set up by government as the future ‘centre of Naga politics, government, culture, civilization and the seat of their high command’, reports The Times of India. The camp was set up about 100 kms off state Nagaland's capital Kohima, after it had signed a ceasefire agreement in 1997. The declaration was made by Rh Raising, convener of the group's steering committee at the joint council meeting on "Indian and Burmese Colonialism" on October 27. Referring to the August 3, 2015, 'Framework Agreement' signed between NSCN-IM and the Government of India as a political wall that will protect Nagas' land, identity, rights, culture, history and future, Raising said, "And that Nagas will decide their future by themselves, not by others anymore. Hebron will be the Centre of Naga politics, government, culture, civilization and the seat of their high command. Now with the end of the eras of confrontation and negotiation, this Framework Agreement has opened up a new era for the Nagas. We are now setting our foot in the stage of era of building our world”, said the leader.”
