The Assam Rifles in a statement issued on September 3, expressed concern over a large number of forged voter ID cards and driving licenses being used by National Socialist Council of Nagaland-Isak-Muivah (NSCN-IM) militants, reports Times of India. The revelation was made after Security Forces arrested an NSCN-IM militant on Aug 31 from Deomali Town in Tirap District of Arunachal Pradesh.

Times of India reports that the apex tribal body of the Nagas, the Naga Hoho, has urged the State Government to enact 'special laws' to deal with anti-social elements who are involved in rampant collection of 'taxes', extortion and abduction of innocent citizens for ransom. It said, these anti-social activities have been the order of the day for quite some time now and have become a hindrance to the economic progress of the State. "While unity and reconciliation among various political groups is a good beginning, it has also become akin to giving these anti-socials a license for more extortion and taxation, which is not acceptable to the people," a statement issued by the Naga Hoho ‘president’ Keviletuo Kiewhuo and ‘general secretary’, P Chuba Ozukum, stated.

Nagaland Post reports that heavily armed Myanmar Army, numbering around 300 to 400, reportedly moved inside National Socialist Council of Nagaland (NSCN-K) base area, where the outfit’s council headquarters is located on September 8. Claiming that its joint protection group, patrolling the area, came under attack from Myanmar Army, the NSCK-K spokesperson, however, said there was no loss of life. “We got a wind of the heavy mobilization of the Myanmar army about months back in their divisional headquarter in Khamfi, Namjung and Mytkhina,” said spokesperson. He said adequate measures to prevent advancement of Myanmar army have been taken and disclosed that ‘chairman’ S.S. Khaplang was safe and was under a “well and highly protective group.”

The Telegraph reports that the National Socialist Council of Nagaland-Khaplang (NSCN-K) said United Liberation Front of Asom (ULFA) ‘commander-in-chief’ Paresh Barua is in China and not in Myanmar. Rubbishing reports of Barua being in Myanmar, taking shelter in Khaplang’s headquarters not far from the Indo-Myanmar border, kilonser (minister) for information and publicity, Wangtin Naga told The Telegraph over phone from his hideout somewhere in Mon District of Nagaland that Barua is currently in Yunnan province of China. ‘Envoy’ to the collective leadership of the outfit, Kughalu Mulatonu, quoting reports from Myanmar, said the military might have overrun a few mobile camps of the NSCN-K but there was no report of any casualty. Mulatonu said some weeks back New Delhi had supplied over 50 trucks laden with arms and ammunition to Myanmar to flush out Indian militants taking refuge in Myanmar. Mulatonu and Tikhak have expressed resentment to the Government of India for supplying arms and ammunition to Myanmar to wage war against the NSCN-K while talks of peace are on. Further, Kughalu Mulatonu blamed the Forum for Naga Reconciliation (FNR) for the split in NSCN-K in June. In a statement, Kughalu Mulatonu, blamed Wati Aier and “his FNR for the split” in the outfit in June that resulted in one faction headed by S.S.Khaplang and the other by ‘General’ Khole Konyak and N.Kitovi Zhimomi. Mulatonu described the FNR act as fratricide and demanded that it explain the real motive of exclusion of other Naga political groups in the reconciliation process.

A high-level meeting, chaired by Nagaland Home Minister Imkong Imchen, on September 17 called for expediting the proposed community policing mechanism in and around Dimapur to check growing crime in the commercial town, reports The Sentinel. Official sources said the increasing cases of abductions for ransom and extortion topped the agenda of the deliberation with the Home Minister insisting on implementing the proposed community policing at the earliest. This idea of involving the community in policing was proposed way back in 2009 but the measure did not take off on the ground till date, the sources said.

Nagaland Post reports that one person was killed and three others injured, including two Assam Rifles (AR) personnel and a class XI student, in a shootout at the National Highway (NH, 2) near old Modern College at upper AG colony in Kohima District on September 19. The deceased is identified as Kelhouba, a former pastor of Meriema Baptist Church, who was driving his Gypsy. The school student who was injured in the cross fire was identified as Kuddi (18). According to Police, the deceased Kelhouba was driving his Gypsy and was with two or three unidentified persons. They said the occupants fired from the Gypsy injuring two AR personnel. The AR party also fired back injuring Kelhouba, who died later. The AR personnel reportedly recovered an AK assault Rifle and two pistols (.22 mm, 7.6 mm calibre from the Gypsy) and several rounds of live ammunition.

Nagaland Post reports that Security Forces (SFs) on September 19 arrested two militants on charges of extortion at Dimapur in two separate incidents. In the first incident, a person identified as one “major” Khehoto Yepthomi of Non Accordist group of Naga National Council (NNC-NA) was arrested while forcibly extorting money from some wayside vendors at Golaghat road. A sum of INR 500 and a copy of minutes of meeting held on September 9 between town command and civil commander NNC-NA along with one seal of town command NNC-NA, Dimapur, were seized from his possession. In another incident, SFs arrested one “assistant sectional officer” of National Socialist Council of Nagaland-Isak-Muivah (NSCN-IM), identified as Aloto Shikhu (29), while he was extorting money from shopkeepers. INR 5000 was recovered from his possession.

The Nunisa Faction of Dima Halam Daogah (DHD-Nunisa) has decided climb down from its demand for an autonomous state and settle for a territorial council with proposed boundary that includes parts of Nagaon, Cachar, Karbi Anglong Districts of Assam and Dimapur of Nagaland. The DHD-Nunisa ‘chairman’ Dilip Nunisa said the proposed council is to be named as Dimaraji Territorial Council (DTC) and it would comprise three Districts including existing Dima Hasao and two new Districts namely Garampani District and Borail District, while Borail will include parts of present Dima Hasao and the tribal dominated areas of Cachar, including the ancient Kachari kingdom capital Khaspur. Garampani would include eastern Dima Hasao and neighbouring Nagaon District’s Dimasa-dominated of Lanka, Hojai, Lumding and Kampur and stretch up to Kachari Satra in Dakhinpat under Nagaon sadar Police Station. In addition, Borlangfar, Dhansiri in Karbi Anglong District and Dimapur plains in Nagaland should be included in the existing Dima Hasao District. Nunisa further said, “The territorial council will have 40 elected and four nominated members. The number of Assembly constituencies might be increased from the present one to four and there might be a separate Lok Sabha seat comprising the three territorial council districts.”
