According to the city's Police Commissioner Gulab Rao Pol, the man who was suspected to have carried one of the four bombs that exploded in Pune on August 1 night, and was injured has been identified as Dayanand Patil, a local tailor, reports IBN Live. He is a local resident and works as a tailor in Junglee Maharaj Road. Dayanand Patil, who was injured in the Balgandharva Rang Mandir, an auditorium blast, was carrying a cake box kept in a plastic bag, reports The Hindu. He was admitted to the Sassoon Hospital, where the police recorded his evidence. The Paper has also stated an unconfirmed report that Mr. Patil was a member of social activist Anna Hazare’s India against Corruption movement; however, IAC coordinator Preeti Sharma Menon denied it. Newly appointed Union Home Minister, Sushilkumar Shinde, was scheduled to visit the city on August 1. The visit was, however, cancelled earlier in the day.

Four low-intensity blasts rocked the busy Junglee Maharaj Road in Pune on August 1 evening injuring one person, reports NDTV.Com. Two other bombs were defused by the Anti-Terror Squad. All explosives were kept in cake boxes and placed within a kilometer range. The explosions took place between 7.37 and 8.15 pm during rush hour in the heart of the city on Junglee Maharaj Road, full of restaurants, shops and the large Sambhaji Park, popular for family outings in the evening. The first blast took place outside the Balgandharva auditorium used to stage plays, at a statue near that theatre, opposite a McDonald’s outlet and near a bank. One of the bombs, placed on a cycle, was hooked up to sophisticated circuitry. The Police said that the explosives near Dena Bank and Garware Bridge were left in the wire-meshed carrier bags, attached to the front of the bicycles and the explosion outside McDonalds went off in a dustbin at its outer gate. According to The Hindu report, the first explosion occurred around 7.30 p.m. near the Balgandharva Rang Mandir, an auditorium on Junglee Maharaj Road followed by second explosion in a dustbin outside the popular fast food joint McDonald’s. Soon after, the third and fourth blasts were reported at Dena Bank and Garware Chowk, in the same vicinity, with the explosive material planted on cycles. The Police said that the explosions were set off with pencil cell detonators placed in a plastic bag, a dustbin and on cycles at two locations. Home Secretary RK Singh said that the injured person is being treated as suspect and questioned by the police. Mr. Singh also suspects a terror angle as it was a planned attack. After the blasts all cities across India are on high alert. A bomb disposal squad swept Jantar Mantar in New Delhi where Anna Hazare and his activists are on a hunger strike, supported by a large crowd.

National Investigating Agency (NIA) members said that entire operation of August 1 Pune (Maharashtra) serial blasts looks as though it had been planned locally, reports Rediff on August 3. Right from the timer devices, a locally-made clock and locally purchased bicycles, all indications are that the entire operation was planned in Pune. "Although the IM [Indian Mujahedeen] had resurfaced from Bihar, it would not be correct to say that their modules are dead in Pune, which was once their headquarters," Intelligence Bureau officials said.

One of the handlers of the November 26, 2008 (26/11) Mumbai attacks and arrested Lashkar-e-Toiba (LeT) operative Abu Jundal’s internet protocol (IP) addresses will be access by the Police officials to ascertain the fact that he communicated with his fellow terrorists through email when he was on the run and was in Bangladesh, Pakistan and Saudi Arabia," said a police officer, reports Times of India on August 2. The crime branch of the police has applied for a letter Rogatory (LR) to be issued to a US court so that it may seek information from Google and Yahoo! about the online activities of 26/11 accused Zabiuddin Ansari, alias Abu Jundal. One of the officers interrogating Jundal said the police want information about nine email accounts and one Face book profile used by the terrorist. Jundal has told the police he used these to be in touch with his LeT handlers and mentors (Faiyaz Kagzi, Aslam Kashmiri, Abu Junaid and Shaukat). Meanwhile, Abu Jundal revealed that one of the key participants in the preparation of the 26/11 terror strike, another top Lashkar e Toiba (LeT) commander, Abu al Kafa, had apprised Headley of the five targets in Mumbai. Abu al Kafa had briefed US national David Coleman Headley about the sites in Mumbai to be recced for the attack. Kafa’s name first surfaced during the interrogation of captured 26/11 attacker Ajmal Amir Kasab, who had reportedly revealed that Kafa, an expert in handling arms and explosives, had trained them and was one of the LeT commanders who came to see them off at Karachi harbour. The crime branch suspects that if Jundal’s claims are true, It is not possible for Kafa, a LeT commander largely confined to the terror camps, to know the location and topography of the targets, especially a place like Chabad House which was not even known to the locals in Colaba before it came under attack. As reported earlier, Jundal was arrested on June 21, 2012, by Delhi Police at New Delhi's Indira Gandhi International Airport after being deported from Saudi Arabia.

Police sources said that the preliminary report of the Forensic Sciences Laboratory (FSL) indicates that ammonium nitrate was used in the Pune blasts. Some black sticky substance has been found which is being studied by the FSL to ascertain what exactly it is. The Anti Terror Squad (ATS) is examining CCTV footage from the branch of McDonald's outside which one of the explosions took place. Police Sources said that closed circuit camera at another blast site at Dena Bank are not working. Apart from Maharashtra DGP and the ATS, a team of National Investigative Agency (NIA) also inspected the blast sites. A team of National Security Guards (NSG) joined the probe on August 2 (today) morning.

All modalities for the purpose have been finalized and within a fortnight's time the notification in this regard would be issued. The alarming rise in the smuggling of FICN and excessive circulation in nationalized and private sector banks, the department is in urgent need of having dedicated police stations for investigating FICN cases. Senior police officers on July 30 confirmed that four such police stations are identified in Jaipur.

The top police and ATS officials who spoke on condition of anonymity said, “The blasts might have been engineered by Indian Mujahideen to give a message that the outfit is still active and can pull out an operation in the city although Quateel Siddiqui, an alleged IM operative and a suspect in German Bakery blast, has been murdered.” “Terror groups have been trying to target places owned by multi nationals or frequented by foreigners. This has been noticed during the 26/11 Mumbai terror attack too. Even German Bakery was frequented by foreigners and was located in close vicinity of Chhabad House. In the present case, both McDonalds and KFC are USA based,” officials said. According to Rediff.Com report, bicycle has once again become the vehicle of terror after the August 1 Pune blast suggests the use of bicycle to carry out attack. The use of a bicycle to plant a bomb has also been witnessed during the Ahmadabad, Delhi, Malegaon blasts and also the Uttar Pradesh court blasts. Initially, the use of bicycles to plant bombs was seen mostly in Assam, which even led the administration to moot the idea of registering bicycles. Security agencies also feel that it is safer to use bicycle bomb than a car bomb, since a bicycle does not require any registration, and hence, leave no trail. A person could easily get a bicycle with no documents, plant the bomb and leave.

Joint Commissioner of Police (law and order) Sanjeev Kumar Singhal said that during the last few months some Police Stations had received anonymous letters warning about terror attacks in the city. The Police Commissioner's office too had received such letters. "We never ignore such letters and we take all the necessary preventive actions. We make the best possible efforts to identify the source sending such letters even if they are hoaxes," he said. Singhal denied receiving threatening emails, adding that the source of the email can be easily detected. Times of India quoted an unnamed official as saying that a design flaw in the bombs caused them to explode partially and prevented the shrapnel from spreading. Without naming any group, an unnamed Home Ministry official in New Delhi said there were "credible leads" pointing to a "big plan" by a terror outfit. "Preliminary forensic result which is an outcome of the detailed examination of the two unexploded IEDs and nature of blasts shows that the bomb had all the ingredients to cause a much bigger impact and had the potential to take lives of many people." Also, in Pune, Police bomb experts who supervised dismantling of the devices also said the four bombs placed on Jangli Maharaj road exploded only partly. Had these and the two that were defused gone off fully, the damage caused would have been "major", they said.

The Karnataka Police interrogated Dayanand Patil, the only injured in the blast and a suspect, and his wife, as they are a natives of Kohinoor village in Basavakalyan taluk (administrative unit) of Karnataka’s Bidar District. Further, the investigating agencies suspect that a new terror module engineered August 1 blasts in Pune, reports Times of India on August 4. According to officials, the suspicion stems from the nature of the material used in the bombs and the modus operandi of the group. The investigators believe five to six persons may have carried out the blasts. They said they are yet to determine whether the new module is directly linked to or is a splinter outfit of the Indian Mujahideen (IM), Crime Branch sources said. The investigating agencies are also looking at the possible involvement of Maoists, extremist right-wing Hindutva groups and other extremist Islamic outfits in the blasts.

Four persons have been arrested for their alleged involvement in smuggling Fake Indian Currency Notes (FICN), reports Hindustan Times on August 3. The arrested four- Abrar, Firoz Saifi, Farukh, and Bashir, brought the FICN from their Malda (West Bengal)-based contact, which they identified as Ajeebul. The Police claimed Ajeebul managed to give a Police team the slip. On July 16, Police received information about the gang headed by Farukh and Abrar, and sent a decoy customer to strike a deal with them, around 5.30pm two persons came to a pre-designated spot near north Delhi's Mukarba Chowk and were arrested as soon as they stuck a deal with the decoy customer. FICN worth INR 1.90 lakh were allegedly recovered from the duo, Abrar and Firoz, who later identified their associate Farukh as the supplier. Later, Farukh, a tailor who used to work at Seelampur, was arrested and FICN worth INR 8,500 was recovered from his possession. Farukh's interrogation, Police claimed, led them to another gang member, Bashir, who was arrested from Moradabad in Uttar Pradesh on July 25. FICN worth INR four lakh was found on him.

It will not be made public but would be given to the policemen involved in the investigations," added a Police officer. According to Jundal, after intense international pressure, particularly American, mounted on Pakistan Government, Pakistani Army officers told LeT operatives to clear out of training camps since raids were likely to begin. "On the Army's directions, training camps of the Bait-ul-Mujahideen (BuM) in Muridke and Rawalpindi were cleared. The FIA, then, arrested the 10 LeT men, including Zaki-ur-Rehman Lakhvi, Abu al-Qama and Zarrar Shah. Instead of jail, they were kept in luxurious guesthouses with all amenities," Jundal told the Police. "All 10 were released soon, told to remain underground and not speak to the media." He further said. According to Jundal, in the first week of December 2008, Pakistani Army officers contacted LeT second-in-command Yusuf Muzammil, who in turn told the outfit's members to wind up the camps. As reported earlier, Jundal was arrested on June 21, 2012, by Delhi Police at New Delhi's Indira Gandhi International Airport after being deported from Saudi Arabia.

The four are — Abu Sherjil and Abu Jarar from Beed, Abu Musab from Jammu, who, along with Jundal, is an accused in the 2006 Aurangabad arms haul case. The fourth person is Abu Jaid alias Lal Baba, who has been booked in the plot to blow up the Nasik Police Academy. He further said that two of them are from Beed in Maharashtra where Jundal hails from; the third is from Jammu, while the native place of the fourth operative is not yet known. The crime branch of Mumbai Police has already scoped the areas where the operatives from Beed resided. Although, Jundal said that the four were not part of the 26/11 terror attack, Police are verifying his claim. Jundal has also given a detailed description of LeT’s organisational structure and its hierarchy in Pakistan, along with details of the terror outfit’s commanders, and the area of their operations. He has named several foot-soldiers who are Pakistani nationals. Further, Abu Jundal, told the Police that the Pune German Bakery blast conspiracy was planned in 2008 but it could not be executed as the LeT bosses wanted a Mumbai operation first. "I met my mentor Fayyaz Kagzi and German Bakery blast arrested accused Himayat Mirza Baig in Colombo, Sri Lanka in March 2008. We decided to carry out a strike in Pune in 2008," Jundal told Police. "We paid Baig INR 12.5 lakh to carry out the Pune operation. The LeT bosses had discussed it and agreed that even if fewer people are killed at the bakery, the attack will have impact on the security establishment," said Jundal. He said in August 2008, the LeT decided to postpone the Pune attack. "They decided to first carry out the 26/11 attacks and then consider the Pune attack," revealed Jundal. The blasts happened at German Bakery on February 13, 2010 and killed 17. Meanwhile, Abu Jundal told the crime branch of Mumbai Police that the brothers Riyaz Bhatkal and Iqbal Bhatkal are hiding in Pakistan, but he doesn't know much about them. The Bhatkal brothers are involved in several serial blasts across the country and had fled to Pakistan in 2009.

The bench upheld the acquittal, dismissing the Police appeal against the trial court's verdict. The court, however, modified the trial court's order for registration of an FIR against four Policemen for faking the encounter and giving false evidence. Police claimed that, acting on a tip-off that the accused, planning a strike in Delhi and its satellite towns, including Gurgaon, would be coming to the capital, arrested four of the seven accused after a shootout on the intervening night between July 1 and 2 in 2005 near Delhi-Gurgaon border, and seized a huge cache of arms and ammunition. The remaining three were arrested later. As the accused, later identified as Saqib Rehman, Nazir Ahmed Sofi, Gulam Moinuddin Dar and Bashir Ahmed Shah, did not stop their car, they were chased by a team led by Sub-Inspector Ravinder Tyagi, who fired from his service revolver in response to firing by Saqib, Police said. Police also claimed to have recovered one AK-47 rifle, two magazines, 130 live cartridges, 2 hand grenades and 3 UBGL grenades at the instance of Saqib and this crucial evidence was ignored by the trial court. The lower court had acquitted all the accused saying the alleged encounter did not take place at all and a false encounter was projected.

Mujib Sheikh, a resident of Juhapura, was a diamond polisher before 2008. Later, he joined Abdul Tauqueer, the ‘commander’ of the terrorist organisation, IM, in Gujarat. Sheikh along with Tauqueer had started the IM sleeper cell in the state. All the accused arrested in the 2008 blasts case so far were recruited by Sheikh. Tauqueer is still absconding.

Meanwhile, the involvement of Indian Mujahideen (IM) has worried Gujarat Police, because the state has always figured high on the terrorists' hit list, reports Times of India. "Since we have cracked the serial blasts of 2008 and have arrested many IM operatives delivering a major blow. Now, it is time to collect intelligence to prevent any future attacks. During the in-camera proceedings, the court explained to him the procedure of recording the confession and also informed him that his confessional statement could be used against him; Jundal replied in the affirmative when he was asked if his decision to give the confession was voluntary. The charge sheet, second in the case, was filed against former Rashtriya Swayamsevak Sangh (RSS) activist Kamal Chauhan and Amit Chauhan alias Amit Totala and for the first time mentions Lokesh Sharma and Samunder alias Rajender Chaudhary as bomb planters along with Kamal and Amit. Sharma, who was arrested in 2010, is mentioned only as a conspirator in the previous charge-sheet in the case that was filed in June 2011 against him, Naba Kumar Sarkar alias Aseemanand, Ramji Kalsangra, Sandeep Dange and Sunil Joshi. While Joshi is dead, Dange, Kalsangra, Amit and Samunder are absconding. The charge sheet, however, makes no mention of RSS leader Indresh Kumar whose name had earlier come up as an alleged conspirator in various cases, including Samjhauta blast. NIA sources said the agency has not found any evidence against Indresh. Siddiqqui was killed in a brawl in Pune central jail. According to the official, four stands of hair were found on an unexploded bomb in front of Gate No. 1 of the stadium. After Delhi Police arrested four terrorists, Bangalore Police sought custody of three of them. City Police collected the samples of the three terrorists and sent them to the forensic lab here. The INR 500 denomination note appears to be most preferred choice for counterfeiting, as out of FICN worth 521,000 detected; over 300,000 were in denomination of 500. According to information provided by the Reserve Bank of India (RBI), FICN worth 435,000 were detected during 2010-11. Of this, there were 246,000 pieces of notes of denomination INR 500, valued at INR 123 million. Other than RBI, various banks also detected counterfeit currency. The total number of such pieces was 390,000 in 2010-11, which rose to 483,000 in 2011-12. The Finance Ministry has claimed that it was working in tandem with the RBI, the Home Ministry, the CBI and various security and intelligence agencies to thwart illegal activities related to fake currency.

The circular was sent after receiving inputs that terrorists might carry out their plan between August 12 and August 15. The circular said that some Lashkar-e-Toiba (LeT) cadres, including female and two male cadres, have sneaked into the country and they have made fake identity cards in Ahmedabad (Gujarat). They are shown to be residents of Ahmedabad and married to each other. The fake identity cards of the cadres have been made under the name of Rukhsana Sultana Amin, 22, wife of Murtaza Mohammad Amin, and Surya Begum, 22, wife of Hamidullah, Ahmedabad. Two important members of LeT -- Zia Uddin Masud and Mudaswar Hussain Beig -- have also entered the country and have settled here. A person called Abdul Noor from Vishakhapatnam (Kerala) has also been mentioned in the circular. A militant from Yemen, Yasmin Al Bashir, 30, is a trained pilot and is now in Rajasthan. He is supposed to help in hijacking the planes. The security agencies have claimed that some of the LeT members have already recced Jaipur (Rajasthan), Chandigarh (Punjab) and Jammu and Kashmir airports. The BCAS has information that LeT also has plans to conduct serial blasts in Delhi around the airport on the same day of the plane hijack to create panic among the security and intelligence agencies. Mumbai (Maharashtra) airport too has been put on high alert after this information.

Several Islamist organisations like Students Islamic Movement of India (SIMI) were operating in Kerala in bogus names. Religious extremism has spread its roots in Kerala through hawala networks and its presence is strong in northern Kerala Districts such as Kasaragod, Kannur, Kozhikode and Malappuram. There were also indications that roots of extremism could have penetrated into the State’s Police force. Several disturbing developments like the leakage of classified information pertaining to e-mail surveillance by the Intelligence wing from the Police Headquarters in Thiruvananthapuram in January 2011 indicated that the extremist network was strongly present in Kerala. The extremists’ strategy was to plan their operations in Kerala for implementing elsewhere in the country. He also said that he got to know of the LeT's plans when he visited what he calls the "Jumbo Jet Room" in 2010. According to him, the "Jumbo Jet Room" is actually a huge bungalow in eastern Karachi (Pakistan) where top Lashkar commanders plan aerial and sea route attacks on India. These attacks, claims Jundal, are supervised by a man called Yakub who is also in charge of LeT's accounts. Abu Jundal has also told the Mumbai Police about two more premises - the Karachi House and the Kashmir House. "As per available information, militants active in India are also funded by their outfits based abroad, particularly in Pakistan, often routed through third countries. For the past several years FICN has been a well-known source for terror financing in India," Antony said. He said the Government has taken various measures to check terrorist activities in the country such as augmenting the strength of Central armed police forces, establishment of National Security Guards hubs, strengthening of multi agency centre to function on 24x7 basis for real-time collation and sharing of intelligence with other intelligence and security agencies and effective border management. "The Unlawful Activities (Prevention) Act has been amended to strengthen the punitive measures to combat terrorism. The National Investigation Agency (NIA) has been constituted to investigate and prosecute such offences," he added. According to officer, the Kokrajhar (Assam) riots on July 21 gave the fundamentalists an opportunity to club the two issues and besides creating confusion, the fundamentalists also hoped to recruit potential jihadis in India by fanning passions. The Kokrajhar riots had no connection with happenings in Myanmar but it was possible to club the two issues in distant places like Mumbai (Maharashtra). The official advised that the Government should not be in a hurry to send back displaced persons in Kokrajhar living in refugee camps to their villages as this could heighten tension. Syed Salahuddin is accused of systematically channeling money to the families of terrorists killed in Jammu and Kashmir (J&K). The step to declare Salahuddin a "proclaimed offender" has been taken after a nearly year-long investigation by the NIA, which has revealed that the HM chief is backing a charitable organisation in Pakistan, named the Jammu & Kashmir Affectees Relief Trust (JKART). JKART has its head office in Rawalpindi and branches in Islamabad and Muzaffarabad in Pakistan occupied Kashmir (PoK). It has been channeling money through hawala and human couriers to the families in J&K whose men have been killed by security forces in India. The investigation into this particular case – lodged on September 7, 2011 – claims Salahuddin pumped INR 800 millions into J&K in the last two years for terror activities. The NIA probe shows Salahuddin has also used JKART as a front to fund terror activities in Pulwama, Kupwara, Sopore, Budgam, Doda, Baramula and Srinagar (all in J&K). Along with Salahuddin, three Pakistanis have also been declared wanted offenders by the NIA. They are: JKART chairman in Pakistan, Mehboobul Haq alias Umar Farooq, JKART General Secretary Masroor Ahmad Dar and Gulam Nabi Khan.

Border Security Force (BSF) Director General, U.K.Bansal in an interview to Deccan Chronicle said that over the years, number of illegal migrants coming from Bangladesh has come down and ruled out any possibility of involvement of Bangladeshi immigrants in the current Bodo-Muslim clashes in Assam. BSF ’DG’, U.K.Bansal said, “Bangladeshis crossing the border into India is an old phenomenon. But I am happy to tell you that in the past three or four years the numbers of illegal Bangladeshi immigrants, not only in Assam but even when taken in totality, as in the number of Bangladeshi immigrants coming into India has declined phenomenally. Now the number of people intercepted by the BSF at the border is only 10-15 per cent of what it used to be earlier. The deportations ordered through the legal process have also come down tremendously. We have taken initiatives like border fencing and sanctioning 15 more battalions for more patrolling and floodlighting the border area. Besides, we have done what is called “vulnerability mapping” of the entire 4,100 km of border and have identified those areas which are vulnerable from the point of view of human trafficking and illegal immigration. In this process, we have particularly identified around 102 km. This area is being patrolled heavily with additional troops and additional vehicles”. Bansal also said that around 15,000 Bangladeshi people have been arrested so far this year for crossing the border illegally.

A bicycle shop owner who was shown pictures of some suspects identified Sajjid alias 'Bada Sajjid' as the man who had purchased from him one of the cycles used in the explosions. The emergence of the role of Sajjid came as a surprise for security agencies as the information they last had about him was that he was in Pakistan after fleeing India following the Batla House encounter in Delhi in 2008. Sajjid was part of the module led by Mohammad Atif Ameen, which was mostly eliminated in the Batla House encounter on September 19, 2008, but he along with Dr Shahnawaz, another IM member, had managed to escape from the flat in Jamia Nagar (New Delhi) when the Policemen reached there. The duo had used the Nepal route to flee to Pakistan and information about Sajjid's presence in Pakistan was shared by other IM operatives arrested after the encounter by the security agencies.

According to RBI data, in the first six months of 2012, the security agencies have recovered FICN with a face value of over INR 41.5 million against last year's INR 40.8 million. In 2009 and 2010, the recoveries amounted to INR 32.7 million and INR 30.1 million. The data shows that since last year, Delhi has been emerging as the main hub of fake currency circulation, replacing earlier key areas like Maharashtra, Uttar Pradesh, Andhra Pradesh and West Bengal. The data also shows that Uttar Pradesh and Bengal are the most favoured routes to bring fake currency to the capital.

Antony told the Rajya Sabha (Upper House) during question hour on August 22, that Bangladesh border is where the Security Forces (SFs) have apprehended the largest number of persons who tried crossing into India, reports News Track India. Till July, 2012 the SFs caught 456 persons along the Bangladesh border. The figures were 2,694 for 2008, 1,851 for 2009, 1,280 for 2010 and 586 for 2011, Antony informed the house. In the case of the China border, the numbers are very low. In 2008 and 2009, the SFs had caught only one person each year crossing over into India. The number was two in 2010, but shot up to 10 in 2011. So far in 2012, the Indian SFs had nabbed only two people at the Chinese border till July. The Times of India adds that, a total of 6867 people have been apprehended by SFs while trying to infiltrate into India from Bangladesh in the last five years. Anthony commented, "For better domination of borders and to check illegal cross-border activities, the government has planned to increase the number of Border Out Posts (BOPs) along Indo-Pakistan, Indo-Bangladesh, Indo-Nepal and lndo-Bhutan border”. As per the plan, the highest number of 383 new BOPs will be constructed along the India-Bangladesh border, followed by its boundary with Pakistan, Nepal and Bhutan, which will get 126, 89 and 63 such posts respectively, he said. Antony also informed the House that the government has adopted a multi-pronged approach to contain cross-border infiltration. Besides round-the-clock surveillance and patrolling of the borders and establishment of observation posts, several high tech surveillance equipment has also been installed to detect infiltration attempts.

Meanwhile, the court extended Kazmi's judicial custody till September 6, 2012. Kazmi is the sole person to have been named as accused in the charge sheet filed in the case. The charge sheet also names Iranian nationals Houshang Afshar Irani, Masod Sedaghatzadeh, Syed Ali Mehdi Sadr and Mohammed Reza Abolghasemi as suspects in the case. The charge sheet says Kazmi had facilitated Irani in executing the attack. It said that while Irani, on the one hand, was in touch with Kazmi through mobile phone, on the other hand, he was in contact with Sedaghatzadeh and Mehdi Sadr. Kazmi has been charged under various provisions of the anti-terror law, Unlawful Activities Prevention Act (UAPA) and other sections of the Indian Penal Code (IPC) including attempt to murder. The paper used is to make these notes is the same grade as is used by the Reserve Bank of India’s (RBI's) currency note presses in India. A Crime Branch official commented, "This type of paper is sourced from Pakistan and the accuracy achieved in putting in the watermarks proves that the counterfeiters are professionals, operating from across the border”. Faced with this evidence, Ramesh confessed. He told the cops that he owns a tile factory and is a trader of marble and granite. "He claims a Bengali worker at his factory showed him some fake Rs 1,000 and Rs 500 currency notes. Impressed by the quality of the fake notes, Ramesh told his employee to get him some more. He initially paid Rs 2,500 for Rs 5,000 of fake notes. After using them to make purchases and in other market transactions, Ramesh decided to buy more notes," said crime branch officials.

The National Investigation Agency (NIA) on August 23 detained four people in Beed District in connection with an FIR lodged against Zabiuddin Ansari alias Abu Jundal, the arrested prime handler of the November 26, 2008 (26/11) attacks and Lashkar-e-Toiba (LeT) operative, according to The Times of India. However, no formal arrest has been made. A team of NIA officials along with Maharashtra Anti-Terrorism Squad (ATS) personnel raided a few residences in Beed in the night of August 22 and detained four persons. The agency has recovered several documents, including passports, bio-datas of several people and photographs. The Union Cabinet on August 23 approved amendments to expand the definition of "terrorist act" to bring into its ambit activities like money laundering, terror financing and circulation of Fake Indian Currency Notes (FICN) in order to strengthen the Unlawful Activities (Prevention) Act (UAPA), according to The Times of India. The amendments also include enhancing the ban period of an outfit, involved in terrorist acts, from two years to five years. Through the amendments, the government also wants to confer more powers upon courts to provide for attachment or forfeiture of property equivalent to the counterfeit Indian currency involved in the offence and the property equivalent to the value of the proceeds of terrorism involved in the offence. The provisions will be incorporated in the UAP Amendment Bill which was first introduced in Lok Sabha (Lower House) on December 29, 2011. The bill was referred to the standing committee on home affairs on January 13, 2012.

Based on intelligence inputs, the Reserve Bank of India (RBI) has asked banks to scrub the system to spot the transfer of funds to an account in Lahore (Pakistan), in what is seen as a significant move to spot beneficiaries and supporters of Lashkar-e-Toiba (LeT) founder Hafiz Saeed in India, as reported on August 24, by The Times of India. The Intelligence Bureau (IB) is said to have stumbled upon "huge funds being transferred to Jamaat-Ud-Dawa [JuD] account in the name of Al-Rashid Trust and the money is coming from Arab countries". IB believes some of the terror funding to Saeed might have been routed through Indian banks and has sought RBI's assistance. Earlier, on August 21, the RBI sent an alert to banks across the country giving details of Saeed's bank account in Pakistan and has asked them to keep a tab on every transaction in the name of "Lashkar" or "Al-Rashid" or even if the name is being used in any remittance. "We are in receipt of a communication from IB... The funds collected from LeT are being deposited in the Account Number — 2011816001 — in Faisal Islamic Bank of Bahrain (Lahore, Pakistan)," RBI said in its letter to banks. When asked about the use of word "huge funds", an official said, "organizations linked to Saeed receive large funding from Arab countries." Moreover, an Islamic charity, also named Al-Rashid Trust was linked to Osama bin Laden and post-9/11 attacks was among the 27 groups listed by the US for alleged involvement in financing and supporting terrorist groups.

CCB sources said the FICN came to light after the RPF constable Selvaraj (45) deposited INR 30,000 at the ICICI Bank branch in Saidapet on August 15. 26 notes were fake. Following a complaint lodged by a bank representative, a CCB team probed the matter and detained Selvaraj. “Selvaraj along with his friends, who were part of a gambling circle, rented a room in a lodge in Anna Nagar and played a game of cards. He won the bets and later deposited the money in the bank,” said Dhakshinamoorthy, Inspector of Police, CCB. “We tracked down his friends Chandrasekar (34) of Manadi, Ravichandran (50) of Tiruvannamalai and Mohammed Jaffer (29) and Gangai Amaran (25), both from Adyar; they might have given him the counterfeit currency,” the officer added.

The Mumbai ROC will be in-charge of the western coastal front and will operate 18 radars and electronic sensors, built along the coastal belts of Mumbai, Konkan, Goa and Kerala. These revelations have been made in the Situation Report (SITREP) given by the Central intelligence agencies to the Central government. “Encouraged by the success of its propaganda campaign these Pakistan-backed outfits may plan a bigger offensive in the days to come,” the report states. Outfits like the Jamaat-e-Islami, Harkat-ul-Jihad-al-Islami (HuJI), Students Islamic Movement of India (SIMI) and Indian Mujahideen (IM) are already on the watch list of intelligence agencies for spreading communally-sensitive messages and pictures that triggered a massive exodus of people from the Northeast. Intelligence agencies in their report have warned that outfits like HuJI, IM, SIMI and even the Popular Front of India (PFI) have a formidable network in southern India and have 'increased their support base manifold' in the last few years in Karnataka, Andhra Pradesh and Kerala. The report adds that this incident should be treated as a warning signal to sensitise security agencies to launch a massive offensive against these groups in the affected states. An unnamed senior government functionary commented, “It is highly suspicious that a few days after the Pune [Maharashtra] serial explosions [August1, 2012] Pakistan-based groups launched this hate campaign. Clearly, these terror groups do not want to let go of any opportunity for things to stabilise in India”. The private banks in India, in a report submitted to the Reserve Bank of India (RBI), has stated that it had detected 4,62,865 FICN in 2011-12 as against 3,76,460 found in 2010-11. The FICNs detected by these banks during 2009-10 stood at 3,34,948, as reported on August 26, by Business Standard. The data presented in Parliament by the Finance Ministry indicates that 23 per cent increase in the counterfeit notes detected by private banks during the previous financial year is alarmingly higher than the 12 per cent increase witnessed in 2010-11. This trend has led to a series of measures both from RBI and the government to combat with the situation.. Further, RBI, home ministry, security and intelligence agencies of the Centre and the states and the Central Bureau of Investigation (CBI), are working in tandem to thwart the illegal activities related to FICN. A special FICN coordination group has also been formed by the Home Ministry to share intelligence information amongst the different security agencies of Centre and states to counter circulation of FICN. The government has also constituted a terror funding and fake currency cell in National Investigation Agency (NIA) to focus on investigation of terror funding and fake currency cases. With this, India and the United States (US) are cooperating in combating counterfeit currency within the framework of the Indo-US homeland security dialogue launched in May 2011.

National Technical Research Organization (NTRO) was completely absent from Government’s bid to block fake and inflammatory messages spreading across the internet that contributed to violence and exodus of thousands of people, reports The Times of India on August 28. NTRO is supposed to counter such cyber crises. On August 14, the Centre had issued a nation-wide alert about safety of northeast origin people, and by August 17, it had imposed stiff restrictions on SMSs and MMSs over mobile phones. On August 18, the Union Home Ministry (UHM) had forwarded the first list of internet sites and Uniform Resource Locator (URLs) to be blocked. It was only by August 17 evening that NTRO was brought on board for internet monitoring and related actions. There were 75 websites and URLs on the first list given to CERT-IN (Computer Emergency Response Team-India) for blocking. Almost all of them were identified by the Intelligence Bureau (IB) and some probably by the Research and Analysis Wing (R&AW). Not one of them was provided by NTRO. Once NTRO resources were mobilized on August 17, there was a sudden jump in the number of suspect sites and URLs identified by the Government.

As many as 14 Pakistani spies were either arrested or neutralized and 49 Indians were arrested for espionage during this period, taking the total arrests to 63 for such activities. Supreme Court (SC) on August 29 (today) upheld the death sentence for lone arrested 26/11 Mumbai attacks accused Pakistani national Ajmal Kasab, reports The NDTV. The top court rejected a plea by Kasab to commute the death sentence handed to him by the Bombay High Court (HC), to life imprisonment. Confirming the death sentence, the top court observed that the primary and foremost offence that Kasab was charged with was waging war against India and "We are left with no option, but to uphold the sentence." Kasab had moved the Supreme Court on February 14, 2012 against the High Court verdict of October 10, 2011 which upheld a lower court order sentencing the 25-year-old terrorist to death. The lower court had pronounced its judgement on May 6, 2010, 18 months after he was captured. The Supreme Court has also upheld the Bombay High Court's acquittal of alleged Indian conspirators Faheem Ansari and Sabauddin Ahmed in the 26/11 Mumbai attacks case. The two were let off by the Bombay High Court for want of corroborative evidence and the Maharashtra Government had appealed against that order.

The arrested persons were identified as Vinod and Mohammad Ayub, both 32 year old and natives of Bijnore (Uttar Pradesh). According to the sources, these FICN are being smuggled to Delhi from West Bengal and it is being suspected that same is being pumped into West Bengal through Bangladesh. The consignment of fake currency recovered from two suspects is worth more than INR 600,000 and officials said that the gang has beren supplying fake notes to people in Delhi, Uttar Pradesh and NCR region for a long time. A Delhi Court convicted five persons on August 30 for their involvement in the May 22, 2005, twin blasts at Satyam and Liberty cinema halls in New Delhi, reports The Times of India. Babbar Khalsa International (BKI) terrorist Jagtar Singh Hawara and four others were sentenced to seven years of imprisonment that would be adjusted against an equal length of period they have already spent in jail during the trial. The court also slapped a fine of INR 25,000 on each of the convicts. Balwinder, Jaspal, Vikas and Jagannath pleaded guilty for the conspiracy to commit offences against the state, attempt to murder and culpable homicide not amounting to murder under the Indian Penal Code (IPC) and the Explosives Substance Act (ESA). The five also pleaded guilty under the terror charges. Hawara was charged with harbouring Jaspal and Vikas, who were actively involved in executing the blasts. The court observed that the intention of the accused persons was not to kill people but to create panic. Hawara, awarded life term for the assassination of then Punjab Chief Minister (CM) Beant Singh, would remain in jail but the other four convicts would be released.

"We obviously welcome the steps taken to improve international cooperation in the fight against terrorism and the steps taken by the United States has certainly been in that direction," Foreign Secretary Ranjan Mathai told reporters. Earlier, announcing the sanctions, the US said LeT, despite being designated as a foreign terrorist organisation in January 2002, continues to "operate in Pakistan" and throughout the region and engage in terrorist activities worldwide. "LeT has conducted numerous terrorist acts against Pakistani, Indian, Afghan and US interests and is responsible for the November 2008 Mumbai attacks that killed more than 160 people, including six Americans, and the 11 July 2006 Mumbai train bombings that killed more than 180 people," the Department of Treasury said. The Aurangabad Anti-Terrorism Squad (ATS) on August 31 arrested four men in Nanded city in Nanded District, who were allegedly in contact with the 11 men arrested in Karnataka on August 29 for planning terror attacks, reports The Times of India. Navinchandra Reddy, Superintendent of Police (SP) ATS, confirmed that some men had been arrested but refused to elaborate further or name the places from where they had been arrested from. ATS sources said that the four men arrested are suspected to have links with terror outfit Lashkar-e-Toiba (LeT). The ATS was keeping an eye on their activities for over a year.

The Indian Government on August 31, expressed deep concern over terrorism "emanating" from territory under Pakistan’s control, saying it has consistently stressed the issue with its neighbour to honour its commitment in this regard, reports Daily Excelsior. In a written reply, Minister of State for External Affairs, Preneet Kaur told the Lok Sabha (Lower House of Parliament) that India has "consistently stressed to its interlocutors the need for Pakistan to honour its commitment of not allowing territory under its control to be used for terrorism against India in any manner". She further said that terrorism "emanating from territory under Pakistan’s control remains a core concern for us". India has also sought a commitment from Pakistan for not allowing any anti-India terror activity within its territory, she said. "This is precisely why India has sought a firm and abiding commitment from Pakistan that it will not allow its territory and territory under its control to be used for aiding and abetting of terrorist activities directed against India and for providing sanctuary to such terrorist groups," she said.

Two persons were arrested by Central Bureau of Investigation (CBI) from Moradabad in Moradabad District of Uttar Pradesh (UP) while attempting to deliver Fake Indian Currency Notes (FICN) worth INR 849,500 to another person, reports The Times of India on August 31. Both persons are native of Malda District in West Bengal. The notes were of INR 1,000 and INR 500 denomination, the investigators said.
