The Border Security Force (BSF) has formed a new anti-terrorist commando force “Desert Scorpion” to deal with incidents of cross border intrusion in Rajasthan, reports The Times of India on October 1. To combat terrorist incidents in the Sir Creek sea areas of Gujarat, BSF's water wing has also formed a 'Crocodile Commando Force'. Confirming about forming Desert Scorpion, Rajasthan frontier IG P.C. Meena said that there is always a danger of terrorist incidents at the border area of Rajasthan. Looking to the efforts of intrusion of terrorists across the border, a special commando platoon has been made in every battalion and it has been named Desert Scorpion. The force has total 30 commandos and they are expert in dealing with terrorist incidents and at the time of such incidents, these commandos like scorpion spread in all the directions and attack the terrorists from all the sides and kill them.

Alleged Indian Mujahideen (IM) Student Islamic Movement of India (SIMI) and operative Afaq Iqbal alias Danish Riyaz was brought to Hyderabad from Gujarat by the Special Investigation Team (SIT) of Hyderabad Police, as reported on October 3, by The Times of India. He was sent to fourteen-day judicial custody. Iqbal, who is reportedly involved in the July 26, 2008 blast case in Ahmedabad (Gujarat), is wanted in a cheating and fraud case in Hyderabad. The Ahmedabad Police had charged Iqbal, with involvement in terror activities.

Indian Defence Minister A.K. Antony on October 3 said India was taking steps to augment its capabilities to fight piracy and terrorism, reports The Times of India. Addressing the 8th Heads of Asian Coast Guard Agencies Meeting, the Anthony said, "India strongly believes that mutual cooperation alone is the most effective way in ensuring the security and safety of oceans." "The various challenges including menace of piracy and armed robbery, drugs and arms trafficking and unregulated and unreported fishing to name a few, threaten both short-term and long-term stability of the region……We are also planning to augment our capacity in the fields of coastal security, anti-piracy, anti-terrorism operations and oil spill response capabilities”, he further commented. Antony said in the complex scenario where Sea Lanes of Communication (SLOCs) are being used for human trafficking and movement of stowaways, "security forces must respond with a high degree of alacrity and professionalism, in real time."

Six persons were arrested on October 3, with Fake Indian Currency Notes (FICN) having a face value of INR 2 lakh, according to Business Standard. All the accused were arrested after Kukatpally Police raided a pan shop in Borabanda locality of Hyderabad. FICN in denomination of INR 500 and INR 1,000 are suspected to have been smuggled in from Bangladesh. According to Police, one of them was identified as Hafeezullah Ali, who hails from Malda District in West Bengal, and is the prime accused in the case who brought the counterfeit notes for circulation here.

Thane Police on October 3 booked former Students' Islamic Movement of India (SIMI) militant Saquib Nachan and four others under the Maharashtra Control of Organised Crime Act (MCOCA), reports Outlook. Saquib Nachan and his son Ismail and nephew Aquib are facing charges for assault on Vishwa Hindu Parishad (VHP) leader from Bhiwandi, (which falls under Greater Mumbai metropolitan agglomeration), Manoj Raicha. Two others Guddu Khan and Tanvir Abdul Zabdir were also arrested in this case. Saqib Nachan, is also accused in Mulund bomb blast of 2003, was arrested by police for allegedly firing at an advocate in Bhiwandi on August 3, 2012.

The Central Bureau of Investigations (CBI) neutralised a major racket involving smuggling of Fake Indian Currency Notes (FICN) and arrested three persons, identified as Gulshan Jahan, Imrana and Mohammad Rashid, in this connection in Lucknow on October 3, reports The Times of India. CBI recovered FICN of INR 8.50 lakh in denominations of INR 1,000 and INR 500 from their possession. The accused have revealed that they picked the bundles of FICN from Malda District in West Bengal. They were arrested shortly after they got off a train at Charbagh Railway station in Lucknow. During primary investigations, it came to light that the accused were handed over the consignment from a Bangladeshi connection in West Bengal confirming that the seized notes were printed outside the country and was smuggled in through the Bangladesh border.

Following an application for custody by the National Investigation Agency (NIA), suspected November 26, 2008 (26/11) Mumbai (Maharashtra) attack handler and Lashkar-e-Toiba (LeT) terrorist Syed Zabiuddin Ansari alias Abu Jundal was on October 4, produced before the court of Chief Metropolitan Magistrate Delhi, and sent in judicial custody till October 12, 2012, reports Indian Express. Jundal will remain in judicial custody till October 12 and will be produced before the NIA court on October 8. According to the report, 66 per cent of adults in India have been victims of cyber crime in their lifetime. In the last 12 months, 56 per cent of adults online in India have experienced cyber crime, translating to more than 1,15,000 victims of cyber crime every day or 80 victims a minute and more than 1 a second.

According to a Rediff report published on October 5, out of Fake Indian Currency Notes (FICN) worth around INR 21.60 million seized from across India in 2012, FICN worth INR 15.60 million was seized from New Delhi alone. The remaining seizures were from West Bengal (INR 2.98 million), Bihar (INR two million) and Punjab (INR 922,000). Recent statistics reveal that in Delhi alone, there are 10 cases on an average which are registered every day pertaining to counterfeiting. In Bengaluru (Karnataka), Chennai (Tamil Nadu), Hyderabad (Andhra Pradesh) and Lucknow (Uttar Pradesh) the average number of cases registered is between four and five every day. In a change of strategy, states such as Uttar Pradesh, Bihar and Maharashtra, which were predominant hubs for FICNs have now been used less. Additional sessions judge Savita Rao acquitted Mohammad Hasan alias Abu Qasim of Pakistan and Shafqat Iqbal Mir and Shabbir Ahmed of Doda in Jammu and Kashmir, saying the prosecution has failed to prove its charges against them. The Court, however, held the Pakistani national guilty of entering and staying in India illegally. He is to be sentenced next week. The Police had claimed it had arrested the trio in April 2007 from outside Dilli Haat in South Delhi while they were exchanging bags of explosives. All the three had been booked for waging war against the country under the Indian Penal Code and also under the Explosive Substances Act. According to special cell of the Delhi police, accused Abu Kasim was the alleged LeT mastermind who was to carry out blasts in Delhi on instructions from top LeT ‘commander’ Abu Alkama based in Kashmir.

The cumulative figure for the last three years is INR 5.5 million. Police suspect that the FICN is used in black market for large transactions where it is impossible to check authenticity of the notes. Himanshu Shukla, Deputy Commissioner of Police (crime) commented, "Malda in West Bengal has been mentioned as the transit point in recent cases. The currency note consignment comes from Bangladesh and reaches major distributors in Malda. From there it travels to various parts of the country, including Gujarat. We have also arrested residents of Malda for peddling the currency”. He added that a team has been sent to West Bengal to investigate further.

Anthony commented, "There must be a time bound action plan to complete all pending decisions at the earliest and there has been coordination among the stakeholders towards coastal security…Actions required from other departments and coastal states needs to be monitored closely”. He also asked the Cabinet Secretary to fix time-lines to monitor their performance. The Defence Minister said Navy and Coast Guard have been significantly strengthened and there has been an unprecedented growth in their capabilities. "The assets, infrastructure and manpower have grown and the two services are likely to almost double their capabilities by the end of 13th Plan (2022)," he said. He also appreciated the steps taken for installation of 46 coastal static radars including 36 in mainland and 10 in island territories, saying this would go a long way in identification and monitoring of maritime traffic. Antony directed officials to complete the installation of radars in mainland by November 26, 2012 and in island territories by March, 2013.

The Maharashtra Anti-Terrorism Squad (ATS) which is probing the case has also learnt that on July 7, 2011, six persons including Bhatkal, Ahmed, Waqas, Tabrez, Munnabhai and Sheikh had met at Habib building in Byculla to plan the serial blasts. According to Sheikh’s statement, Bhatkal’s main objective behind the terror act was to create communal disharmony in Mumbai. Sheikh’s statement, which runs into 25 pages, details the conspiracy, meetings, financial transactions and also information about how IM operatives went about executing the blasts. Money for the entire operation was sent through hawala (illegal money transfer) channel by Riyaz Bhatkal through Haroon Naik’s network of hawala operators. The conspiracy began in February, 2011 when Bhatkal came to Mumbai, and with the help of Naquee Ahmed and Sheikh, hired a room on rent at Habib building. With this, the total number of arrests in the case has gone up to four. Irfan (a computer expert) was arrested from Jaipur's Sindhi bus stand. S.N. Srivastav, Special Commissioner of Police (Special Cell) said, during interrogation, Irfan, a resident of Ahmednagar in Maharashtra, confessed to his involvement in the Pune serial blasts. He, along with Syed Firoze, allegedly went to Pune in July 2012 following instructions from top IM operative Riyaz Bhatkal to arrange for a rented accommodation. Srivastav further claimed Bhatkal had send hawala (illegal money transfer) money to Irfan for funding terrorist activity. Srivastav further commented, "In January 2009, Irfan too went to Mecca. In 2010, Irfan again went to Mecca [Saudi Arabia] and established contact with Fayaz Qagzi, who showed interest in him”. Irfan had also welcomed Pakistan nationals Shaqir and Ahmed, who had come to India as specialist bomb-makers, The Times of India reported on October 18. They were the same men who had carried out the July 13, 2011, (13/7) serial blasts at Zaveri Bazaar in Mumbai (Maharashtra) under the assumed identities of Waqas and Tabrez. Police have also learnt from the arrested men that several Lashkar-e-Toiba (LeT) and IM operatives are hiding in Mumbai and other parts of Maharashtra, Karnataka and Andhra Pradesh. Based on the information provided by November 26, 2008 (26/11) mastermind Abu Jundal, Delhi Police busted a gang of Indian Mujahideen (IM) terrorists, which carried out the serial blasts in Pune on August 1, 2012 and had planned to attack Delhi and Bodh Gaya (Bihar) during the coming festival season, reports The Times of India. Announcing the arrests of Asad Khan, Imran Khan and Sayed Feroz alias Hamza, all belonging to Maharashtra, Delhi Police Chief Neeraj Kumar said the IM cell carried out the serial bomb attacks in Pune to avenge the killing of Qateel Siddiqui in Pune's Yerwada Jail on June 8, 2012. Sources said they had planned to target at least seven crowded places in Delhi. Asad and Imran were arrested from their Pul Prahladpur accommodation on September 26, 2012 while Feroz was arrested on October 1 from Nizamuddin railway station in Delhi. The terrorists, came to Delhi after a period of hiding in Roorkee (Uttarakhand, Roorkee District), were carrying 5kg of explosives and 10 detonators as part of the plot to explode at least 10 bombs in Delhi and the pilgrim city of Bodh Gaya. Circuits, 9-volt batteries, ball bearings, nails, shrapnel and other material used to make IEDs were part of the cache recovered from them. IM commander Fayyaz Ahmed Kagzi, is the leader of these three. According to sources, one of the mobile numbers provided by Jundal gave them the lead resulting in the arrests of the Pune bombers. One of the arrested persons, Asad, is allegedly linked also to the Aurangabad arms haul case in which Jundal is also an accused. Delhi Police stumbled upon the IM module by tracing their phone calls and email conversations with their contacts, suspected to be the Bhatkal brothers and Kagzi in Pakistan and Saudi Arabia. Sources said it was Riyaz Bhatkal who asked the Pune bombers to move from Roorkee to Delhi before the festival season, and asked one Raju Bhai to arrange a hideout. Delhi Police is now looking for Raju Bhai. Of the seven Union Territories, only Delhi accounted for 14 casualties. In the year 2010, 872 police personnel were killed on duty. Statistics also show that 671 of the deaths recorded in 2011 were in accidents and 132 in operations against terrorists and extremists and 12 were caused by mobs and 50 personnel were killed by criminals. The highest number of deaths- 52, caused by operations against terrorist and extremist organisations was in the state of Chhattisgarh. With 134 deaths, Uttar Pradesh accounted for the highest number of Police personnel killed while on duty in 2011. As many as 112 of these deaths were caused in accidents,15 by criminals and five by rioting mobs. There were 99 such deaths in Punjab, 94 of them in accidents, followed by Maharashtra with 90 and Chhattisgarh with 85. In six States no Police personnel died while on duty — Arunachal Pradesh, Goa, Mizoram, Nagaland, Sikkim and Tripura. In Andhra Pradesh, Himachal Pradesh, Karnataka, Kerala, Tamil Nadu and Uttarakhand, all deaths were in accidents. Tamil Nadu came on top of the list with 83 deaths. As many as 255 of those killed were in the 18-35 age group, 307 in the 35-45 group and 305 above 45. Four of them were of the rank of Deputy Superintendent of Police or above, 67 of the ranks of inspector and sub-inspector and 796 in subordinate posts. As many as 3,299 Police personnel were injured while on duty, 3,101 from the States and 198 from the Union Territories. The highest number of Police personnel to be injured while on duty was in Maharashtra, 716. The State was followed by Kerala with 515, West Bengal with 443 and Tamil Nadu with 278. Mobs were responsible for the highest number of injuries, 1,884. In Maharasthra, 402 were injured during riot control and in Kerala the same reason accounted for 322 injuries. As many as 90 Policemen in the country were injured during operations against terrorists or extremists. These were mainly in Chhattisgarh, Jammu and Kashmir and Maharashtra — 25, 22 and 22, respectively. The highest number of injuries caused by accidents was in Tamil Nadu, 155. Maharashtra followed with 139. While 2,822 serving Police personnel died natural deaths, 192 across the country committed suicide, the statistics show.

Two days after taking the custody of Iqbal, Hyderabad Police has claimed to have gathered sufficient leads to charge him of revving banned SIMI in the city. Iqbal, a computer software engineer by profession, was arrested from Hyderabad in April 2011, but was shown arrested from Vadodra (Gujarat) Railway Station. He was shifted to the Sabramati Jail, after he was made an accused in Ahmedabad serial bomb blasts case (July 26, 2008). SIT has stated before the court that Iqbal had stayed in Hyderabad for a period of 2008-2011 and during that period, he along with one of his accomplice Dr. Abu Faisal made connections with Moulana Naseeruddin, president of Wahdat-e-Islami, Moulana Abdul Aleem Islahi of Jaimatul Banaatal Islaha and his son Moutasimbillah in order to revive SIMI operations in the Hyderabad. SIT has also claimed that Afaque Iqbal and Dr. Abu Faisal co-authored two books ‘Common destruction’ and ‘44 ways to participate in Jihad’ for advancing their goals. He was shown arrested from Vadodra Railway Station, while he was picked up from his rented room in Hyderabad. There are cases booked against him in Hyderabad since June, 2011, soon after his arrest, but was not disclosed till now. Sources in the intelligence also revealed that IM was planning to carry out a fidayeen (suicide) attack at the Bodhgaya (Bihar) temple to avenge the recent killing of Muslims allegedly by Buddhists in Myanmar. The plan to attack the temple was revealed by the Delhi Police on October 11 when it announced the arrest of three IM operatives. It has also come to light that Lashkar-e-Toiba (LeT) leader Fayyaz Kagzi, said to be the mentor of these three, did not engage Asad, Imran and Sayed but they volunteered to carry out jehad (holy war), as reported on October 13, by The Times of India. Their interrogation report states that Asad wanted to work with IM, and knowing that Fayyaz Kagzi of Beed (Maharashtra) was an active member, he started looking for him. They reached Kagzi through Kashif Biyabani. Asad Khan's interrogation report further states the three travelled to Saudi Arabia just to meet Kagzi after obtaining his number from Biyabani. It also mentions a meeting with Yusuf Himayat Baig. Of late, Asad became a motivator and started visiting madrasas (seminary) and mazars to look for youths to indoctrinate. Worried about such developments, intelligence agencies have now advised all state Police departments to keep a watch on such motivators and also young boys attending madrasas.

Security was reviewed at the ATS headquarters after the revelation. The Mumbai plan was dropped, though, on the instructions of Riyaz Bhatkal from Pakistan. According to sources, "the Indian Mujahideen's original plan to kill Sharad Mohol and Ashok Bhalerao, who killed Qateel Siddiqui in Yerwada jail, is still on". In another revelation, sources said the three had met Yusuf Himayat Baig, who was arrested by Maharashtra ATS for the German bakery blast, in December 2009, through Kashif Biyabani, brother of Akhef Biyabani who was arrested for the 2006 Aurangabad case. Sources say that the two terrorists in this IM module-Shaqir and Ahmed who are currently absconding-were involved in previous blasts as well. "Riyaz and Iqbal Bhatkal used to make a plan, assign a module for the attacks and then send Shaqir and Ahmed to that module as they are bomb experts. They used to make bombs, plant them and then disappear". After the Pune bomb blasts, Asad, Imran and Feroz fled to Roorkee (Uttarakhand) and stayed in a mazar (shrine) for almost a month before coming to Delhi on September 20, 2012 for carrying out blasts during Diwali. Expressindia.com reported that according to Police, Raju Bhai, an important link in the Pune blasts case, got the Pul Prahladpur flat in Delhi on rent for the three IM militants using a fake name. These include an adjacent cycle market and a wholesale electronics market where Feroze identified some shops he had visited to procure material to construct the Improvised Explosive Devices (IED) used to execute five simultaneous blasts. The Times of India, reports on October 15, that despite the arrest of three suspected Indian Mujahideen (IM) terrorists who were planning major strikes in Delhi during the Diwali season, sources in Delhi Police say that the threat is not over. Investigators suspect that the two absconding terrorists of this module Shaqir and Ahmed, who are bomb making experts, could well be in the city and may carry out blasts with the help of Lashkar-e-Toiba (LeT) sleeper cells. Noting that the Bangladesh Government has been very positive in flushing out insurgents from their soil, Singh said most of the outfits have either packed up or fled away to another country. “Some camps still exist in Bangladesh and our concern will be conveyed to the Bangladesh authority in the meeting”, he said. Neeraj Kumar, Delhi Police Commissioner, commented "There are several Delhi Police teams, tasked with clamping down on the interstate smuggling of country-made arms, currently camping in Bihar's Munger District - where a majority of these weapons seem to be sourced from." According to a 26-page charge sheet filed by Delhi Police Special Cell in the court of Chief Metropolitan Magistrate, Vinod Yadav, on May 19, two country-made pistols, procured from Bihar, were used to fire bullets on a Taiwanese film crew at North Delhi's Jama Masjid on September 19, 2010. The pistols, sources claimed, were procured from Bihar's Munger District. In 2012, the Special Cell allegedly recovered two Munger-sourced pistols of .32 calibre, magazines, cartridges and other weapons to be used in the engineering of Improvised Explosive Devices (IEDs) from the rented accommodation of Langde Irfan, one of the suspects who allegedly executed serial blasts at Pune in August 2012.

Jundul said "Except Ismail and Abu Fahaudullah, the other eight, including the arrested Pakistani terrorist Ajmal Kasab, were school dropouts. Fahauddullah had studied till class X. The officer commented "Two more names - 'Uncle White', the father-in-law of a perfume shop owner where Fasih first came in contact with Yasin Bhatkal in early 2000, and one Hafees, emerged from his questioning." Both ‘Uncle White’ and ‘Hafees’ were instrumental in the creation of IM, after Students Islamic Movement of India (SIMI) was banned. Fasih further disclosed that Pakistan’s Inter-Services Intelligence (ISI) has stationed officials in Saudi Arabia with whom he had been working in close co-ordination, reports The Deccan Chronicle on October 25. The primary task of ISI operatives in Saudi Arabia is to ensure greater cooperation between IM and Lashkar-e-Toiba (LeT) and promote anti-India terror activities from Saudi soil. He admitted having travelled to Pakistan from Saudi Arabia on fake travel documents to meet the founders of IM, Riaz and Iqbal Bhatkal, in Karachi. Sources said Fasih had been specifically instructed by the ISI top brass to rope in youth who are “tech-savvy” and target students from engineering colleges and technical institutes.

Earlier, Maqbool was also convicted for the murder of one Krishna Moorthy in 1999 in Bodhan, Nizamabad, and sentenced to life, but was released from jail in October 2009 after commutation of his sentence. He has been accused of other murders and was involved in attacks on several cinema houses in the city by the IMMM. Besides the two, the NIA team that recently visited the USA to discuss the Mutual Legal Assistance Treaty (MLTA) has also sought access to Headley’s wife Shazia Gilani and his associate Tahawwur Hussain Rana, who has been named as one of the accused in the November 26, 2008 (26/11) Mumbai terrorist attacks case. In June, Union Ministry of Home Affairs (UMHA) Secretary RK Singh had requested the US for access to Rana and others during the Indo-US Strategic Sialogue in Washington. A classified report recently circulated in top government circles revealed that India’s most wanted terrorist and Indian Mujahideen (IM) head, Yasin Bhatkal, is hiding in Bangladesh, having established a good network in Dhaka and Chittagong with the help of Pakistan’s Inter-Services Intelligence (ISI), reports The Asian Age on November 1, 2012. Indian agencies had zeroed in on Bhatkal via “enhanced technical surveillance” including regular monitoring of some email accounts and chat sites through which Bhatkal was in touch with IM operatives in India. This data was then developed with the aid of field operatives who confirmed Bhatkal’s presence in Dhaka and Chittagong. The Indian agencies have decided to share details of their investigations with Bangladesh’s Directorate-General of Forces Intelligence (DGFI) to help search Bhatkal. But there is also a growing view in New Delhi’s intelligence community that some DGFI officers are extremely close to the ISI and that India should be wary about sharing information with it.
